BACKGROUND: In September 1989, the County experienced extensive wind damage
as a result of Hurricane Hugo. The staff was directed to proceed with the clean-up
operations and report back to the Board when all expenditures had been accumulated.
SUMMARY OF INFORMATION: At this time, all expenditures related to Hurricane
Hugo clean-up have been submitted for payment. These expenses amounted to $109,000.
Approximately $68,000 of these expenditures were paid to individuals (overtime, part-
time and purchase services) for their time in the clean-up effort. The rest of the
expenditures were for small equipment and supplies, rent of equipment, gas, oil, grease,
repairs to autos and reimbursements for meals.
FISCAL IMPACT: Funds have not been budgeted at this time for these clean-up related
expenditures. $109,000 will need to be appropriated.
STAFF RECOMMENDATION: Staff recommends appropriating $109,000 from the
unappropriated balance to cover Hurricane Hugo clean-up related expenditures.

AGENDA ITEM: Extension of contract to purchase Lloyd Property
COUNTY ADMINISTRATOR'S COMMENTS:
BACKGROUND:
On June 27, 1989, the Board of Supervisors of Roanoke County
adopted Ordinance No. 62789-6 accepting an offer for and authoriz-
ing the sale of 37.86 acres of real estate, more or less, located
in the City of Salem (the Lloyd property). The purchase price for
this property is Five Hundred Sixty-eight Thousand Four Hundred
Dollars ($568,400). This contract is subject to several condi-
tions, namely availability of public utilities, zoning, and
completion of a satisfactory environmental investigation. Closing
is subject to satisfaction of these conditions.
SUMMARY OF INFORMATION:
The purchaser has been unable to resolve to its satisfaction
one or more of these conditions; however, the purchaser is still
interested in proceeding with the transaction. The contract
provides for closing to occur on or before October 30, 1989;
however, the purchaser previously requested and received a two-
month extension. The purchaser is attempting to obtain the
necessary engineering and other work needed to determine whether
a septic system can be used for its proposed development.
Therefore, the purchaser has requested an extension of time for
performance of this contract for an additional sixty (60) days.
ALTERNATIVES AND IMPACTS:
1. Grant the purchaser's request for a sixty (60) day
extension of this contract.
2. Reject the purchaser's request for a sixty (60) day
extension of this contract.

day extension of this contract.

RESOLUTION 1990-3 OF SUPPORT FOR INCREASED STATE
FUNDING FOR COMMUNITY BASED SERVICES FOR THE
MENTALLY ILL, MENTALLY RETARDED AND SUBSTANCE
ABUSERS
WHEREAS, the Roanoke County Board of Supervisors is
greatly concerned about the citizens in needs of mental health,
mental retardation, and substance abuse services; and
WHEREAS, many local citizens are on waiting lists for
residential services and are in need of associated support services
provided by the Community Services Board, and many of these
citizens have been waiting for several years; and
WHEREAS, Roanoke County provides significant funding for
these services through local taxes; and
WHEREAS, the lack of adequate treatment resources is not
unique to Roanoke County but is pervasive throughout the
Commonwealth of Virginia; and
NOW THEREFORE, BE IT RESOLVED that the Roanoke County
Board of Supervisors urges the Governor and the General Assembly
to consider the funding of services for mentally disabled citizens
among the top priorities for the 1990-1992 Biennium.

ORDINANCE 1990-4 ACCEPTING THE OFFER OF AND AUTHORIZING
THE EXECUTION OF A LEASE OF REAL ESTATE FOR THE ROANOKE
COUNTY LIBRARY LOCATED ON BENT MOUNTAIN
BE IT ORDAINED by the Board of Supervisors of Roanoke County,
Virginia, as follows:
1. That pursuant to the provisions of Section 18.04 of the
Charter of Roanoke County, the acquisition of any interest in real
estate, which includes a lease of a building for library purposes,
shall be accomplished by ordinance; and
2. That pursuant to the provisions of Section 18.04 of the
Charter of Roanoke County, the first reading on this ordinance was
held on January 9, 1990, and the second reading was held on
January 23, 1990, concerning the lease of a building for the use
of the Roanoke County library (Bent Mountain branch library)
located on Bent Mountain, together with all appurtenances thereto
belonging; and
3. That this lease is with I. Boyd Overstreet for a building
located at 10402 Bent Mountain Road on a month-to-month basis for
a rent of One Hundred Fifty Dollars ($150) per month, plus
utilities; and
4. That the lease agreement setting forth the terms and
conditions of this lease is incorporated herein by reference; and
5. That the County Administrator is authorized to execute
this lease on behalf of the County of Roanoke and to execute such
other documents and take such other actions as are necessary to
accomplish this transaction, all of which shall be upon form
approved by the County Attorney.

approved at the organizational meeting.

COUNTY OF ROANOKE, VIRGINIA
COMMISSIONER OF THE REVENUE
APPLICATION FOR PERMIT TO CONDUCT RAFFLES OR BINGO
Application is hereby made for a bingo game or raffle permit.
This application is made subject to all County and State laws,
ordinances, rules, and regulations now in force, or that may be
enacted hereafter and which are hereby agreed to by the under-
signed applicant and which shall be deemed a condition under
which this permit is issued.
All applicants should exercise extreme care to ensure the accura-
cy of their responses to the following questions. Bingo games
and raffles are strictly regulated by Title 18.2-340.1 et. seq.
of the criminal statutes of the Virginia Code, and by Section
4-86 et. seg. of the Roanoke -County Code. These laws authorize
the County Board of Supervisors to conduct a reasonable investiga-
tion prior to granting a bingo or raffle permit. The Board has
sixty days from the filing of an application to grant or deny the
permit. The Board may deny, suspend, or revoke the permit of any
organization found not to be in strict compliance with county and
state law.
Any person violating county or state regulations concerning these
permits shall be guilty of a Class 1 misdemeanor. Any person who
uses any part of the gross receipts from bingo or raffles for any
purpose other than the lawful religious, charitable, community,
or educational purposes for which the organization is specifi-
cally organized, except for reasonable operating expenses, shall
be guilty of a Class 6 felony.

complete records of the bingo game. These records based on 518.2-
340.6 of the Code of Virginia and 54.98 of Roanoke County Code
must include the following:
a. A record of the date, quantity, and card value of instant
bingo supplies purchased, as well as the name and address of
the supplier of such instant bingo supplies, and written
invoice or receipt is also required for each purchase of in-
stant bingo supplies?

b. A record in writing of the dates on which Bingo is played,
the number of people in attendance on each date, and the

c. A record of the name and address of each individual to whom a

CENTER ON TUESDAY, JANUARY 9, 1990
RESOLUTION 1990-6 CERTIFYING EXECUTIVE MEETING
WAS HELD IN CONFORMITY WITH THE CODE OF
VIRGINIA
WHEREAS, the Board of Supervisors of Roanoke County,
Virginia has convened an executive meeting on this date pursuant
to an affirmative recorded vote and in accordance with the
provisions of The Virginia Freedom of Information Act; and
WHEREAS, Section 2.1-344.1 of the Code of Virginia
requires a certification by the Board of Supervisors of Roanoke
County, Virginia that such executive meeting was conducted in
conformity with Virginia Law.
NOW, THEREFORE BE IT RESOLVED, that the Board of
Supervisors of Roanoke County, Virginia hereby certifies that, to
the best of each members knowledge:
1. Only public business matters lawfully exempted from
open meeting requirements by Virginia law were discussed in the
executive meeting which this certification resolution applies,
and
2. Only such public business matters as were identified
in the motion convening the executive meeting were heard,
discussed or considered by the Board of Supervisors of Roanoke
County, Virginia.
