RESOLUTION 91290-1 E%PRESSING THE APPRECIATION OF THE
BOARD OF SUPERVISORS OF ROANOKE COUNTY TO G. ROY NESTER
FOR TWENTY-FIVE YEARS OF SERVICE TO ROANOKE COUNTY
WHEREAS, G. Roy Nester was first employed on September
1, 1965, as aide to the Engineer and County Executive; and
WHEREAS, G. Roy Nester worked his way up to the highest
supervisory grades in the County by becoming Superintendent of
Public Works, Director of Facilities, Director of Buildings and
Grounds, and Assistant Director of General Services; and
WHEREAS, G. Roy Nester was instrumental in the early
development and County execution of residential trash collection,
municipal utilities support, street sign installation, landfill
operations, and buildings and grounds maintenance of County
facilities; and
WHEREAS, during his long tenure of service, G. Roy Nester
monitored, managed, and coordinated the expenditure of millions of
dollars year after year, and he continually produced operational
savings which were to the benefit of the County taxpayers; and
WHEREAS, G. Roy Nester has proven through his actions his
personal loyalty and dedications to Roanoke County and its welfare.
NOW, THEREFORE, BE IT RESOLVED, that the Board of
Supervisors of Roanoke County expresses its deepest appreciation
and the appreciation of the citizens of Roanoke County to G. Roy
Nester for twenty-five years of capable, loyal and dedicated
service to Roanoke County.
FURTHER, the Board of Supervisors does express its best
wishes for a happy, restful, and productive retirement.

WHEREAS, Roanoke County has an outstanding school system
which has received national recognition for its teachers, students
and administration; and
WHEREAS, an outstanding school system produces
outstanding students who likewise gain national recognition for
their accomplishments; and
WHEREAS, MELVIN HENRY PETERS, a sophomore at Arnold
Burton Technology Center is the First Place winner in national
competition held in Tulsa, Oklahoma in June 1990, sponsored by the
National Vocational Industrial Clubs of America (VICA); and
WHEREAS, he was recognized for this honor for cabinet
making after winning First Place in the State and District to
qualify for the national competition; and
WHEREAS, MELVIN HENRY PETERS is deserving of special
commendation for his successful achievement and continued efforts
towards excellence.
THEREFORE, BE IT RESOLVED that the Board of Supervisors
of Roanoke County, Virginia offers its sincere congratulations to
MELVIN HENRY PETERS for his outstanding accomplishment; and
FURTHER, the Board of Supervisors expresses its pride in
this achievement and extends its best wishes to him for continued
success in future endeavors.

WHEREAS, NICOLE MACKENZIE JONES, a former senior at Cave
Spring High School is the Gold Medal winner in national competition
sponsored by the Future Homemakers of America, at their Leadership
Conference in San Antonio, Texas in July 1990; and
WHEREAS, she received this honor in the Job Interview
Competition after being named the South Central Area Regional
Winner and receiving the highest rating in Virginia in state
competition; and
WHEREAS, NICOLE MACKENZIE JONES is deserving of special
commendation for her successful achievement and continued efforts
towards excellence.
THEREFORE, BE IT RESOLVED that the Board of Supervisors

RESOLUTION 91290-4 SUPPORTING A STRATEGIC
DEVELOPMENT PLAN BY THE I-81 CORRIDOR COUNCIL
WHEREAS, a planning study of the I-81 corridor is vital to the
future of western Virginia, and
WHEREAS, the I-81 Corridor Council has submitted an
application to the U. S. Economic Development Administration for
technical assistance funds in the amount of $25,000 to begin this
project matched by $8,000 from the Planning District Commissions
in western Virginia, and
WHEREAS, this study would include many aspects that would be
of benefit to the County of Roanoke.
THEREFORE, BE IT RESOLVED that the Board of Supervisors of
Roanoke County, Virginia does hereby express it strong support for
implementation of a Stategic Development Plan by the I-81 Corridor
Council, and
FURTHER, the Board of Supervisors of Roanoke County, Virginia
urges approval of the I-81 Corridor Council's application to the
U. S. Economic Development Administration for technical assistance
funds.

RESOLUTION 91290-5 ADOPTING A POLICY CONCERNING THE
APPOINTMENT OF PERSONS TO SERVE UPON CITIZEN BOARDS AND
COMMISSIONS; ESTABLISHING RESIDENCY REQUIREMENTS FOR ALL
APPOINTMENTS
BE IT RESOLVED, By the Board of Supervisors of Roanoke County,
Virginia:
1. That it is the policy of Roanoke County that the
appointment of persons to the various citizen boards and
commissions of Roanoke County shall be based upon a consideration
of the residency of the appointee. It is hereby declared that it
is in the public's interest that appointees to the various citizen
boards and commissions serving the public purposes and needs of the
residents and taxpayers of Roanoke County shall be residents of the
County, and that such consideration serves a valid public purpose.
2. That the appointment of persons to serve upon citizen
boards and commissions shall be based upon a consideration of the
residency of the appointee, it being the policy of this Board to
appoint persons who are bona fide residents of Roanoke County.
3. That the appointment of persons to serve upon citizen
boards and commissions shall be based upon a consideration of the
residency of the appointee, it being the policy of this Board to
appoint persons to achieve a geographic balance so that all
magisterial or election districts are represented.
4. That this policy shall apply to all boards and
commissions that are appointed within the discretion of the Board
of Supervisors of Roanoke County, Virginia. This policy shall

not apply to the appointment of members to boards and commissions,
the membership of which is mandated by state or federal statute or
regulation or which is established by agreement or contract.
5. That the effective date of this resolution shall be
September 12, 1990.

Appropriation to the Federal Programs Fund for
1990-91 for the 2 + 2 Program
COUNTY ADMINISTRATOR'S COMMENTS:
BACKGROUND: The Roanoke County School Board has received a
$50,000.00 grant ($25,000 for 1990-91 and $25,000 for 1991-92)
which is 100 percent federally funded for a 2 + 2 program in
early childhood development. The school board is requesting an
appropriation of $25,000 to the Federal Programs Fund for 1990-
91; the remaining $25,000 will be budgeted for 1991-92. As with
the existing 2 + 2 program, Roanoke County Schools will be
cooperating with the school systems of Roanoke City, Salem City,
Botetourt County, Craig County, Franklin County, and Virginia
Western Community College. Funding will be used to articulate,
develop, and modify existing course offerings at the secondary
and post -secondary levels into a 2 + 2 concept in early childhood
development. The program will seek to open the communication and
articulation link between the area secondary schools, the
community college, and the child development business community
and to develop partnerships with area secondary schools,
business, industry, community college and government. Inservice
training needs of teachers will be identified and training
resources provided. Mr. Garland Kidd, director of vocational and
adult education for Roanoke County Schools, will be present to
answer any questions related to the appropriation request.
FISCAL IMPACT: Revenue received from federal funding will
offset expenditures.

MEETING IN REGULAR SESSION AT 7 P.M. ON AUGUST 23, 1990 IN THE
BOARD ROOM OF THE SCHOOL ADMINISTRATION BUILDING, SALEM,
VIRGINIA.
RESOLUTION REQUESTING AN APPROPRIATION BY THE
BOARD OF SUPERVISORS OF ROANOKE COUNTY TO THE
FEDERAL PROGRAMS FUND FOR A 2 + 2 GRANT
WHEREAS, the County School Board of Roanoke County in
cooperation with Roanoke City, Salem City, Botetourt County,
Craig County, and Franklin County Schools, and Virginia Western
Community College has been awarded a 100 percent federally funded
grant for a 2 + 2 program in early childhood development in the
amount of $25,000 per year for the two-year periods of September
1,• 1990 to June 30, 1991 and July 1, 1991 to June 30, 1992, and
WHEREAS, the funds will be used to develop and have
ready for implementation by June 30, 1992 at the secondary and
post -secondary levels a model program incorporating the 2 + 2
concept in early childhood development;
NOW, THEREFORE, BE IT RESOLVED that the County School
Board of Roanoke County on motion of Barbara B. Chewning and duly
seconded hereby requests an appropriation by the Board of
Supervisors of Roanoke County in the amount of $25,000 to the
Federal Programs Fund for 1990-91. The $25,000 funding for the
second year will be included in the Federal Programs Fund budget
for 1991-92.

BE IT RESOLVED by the Board of Supervisors of Roanoke County,
Virginia, as follows:
1. That for calendar year 1990 the regular meetings of the
Board of Supervisors of Roanoke County, Virginia, shall be held at
the Roanoke County Administration Center on Brambleton Avenue,
S.W., Roanoke, Virginia. The meeting dates as set forth in
Resolution 1390-1 for calendar year 1990 are amended as follows:
Wednesday, Neveriber 14, 1999 at 3:90 . .
Tuesday, November 13 1990 at 3.00 p m and 7.00 p.m.
2. That the Clerk shall cause a copy of this Resolution to
be published in the Roanoke Times & World News once a week for two
successive weeks prior to the date of this meeting, and shall post

ORDINANCE 91290-8 VACATING A 15 -FOOT DRAINAGE EASEMENT
LOCATED ON THE WEST PROPERTY LINE OF LOT 11, BLOCK 3,
PENN FOREST SUBDIVISION, CAVE SPRING MAGISTERIAL DISTRICT
WHEREAS, Jerry Garrett and Martha Garrett have requested that
the Board of Supervisors of Roanoke County, Virginia vacate a 15 -
foot drainage easement located on the west property line of Lot
11, Block 3, Penn Forest Subdivision, Cave Spring Magisterial
District; and
WHEREAS, Section 15.1-482 (b) of the 1950 Code of Virginia,
as amended, requires that such action be accomplished by the
adoption of an ordinance by the governing body; and,
WHEREAS, notice has been given as required by Section 15.1-
431 of the 1950 Code of Virginia, as amended, and a public hearing
and first reading of this ordinance was held on August 28, 1990;
and the second reading of this ordinance was held on September 12,
1990.
BE IT ORDAINED by the Board of Supervisors of Roanoke County,
Virginia, as follows:
1. That a 15 -foot drainage easement located on Lot 11, Block
3, Penn Forest Subdivision (P.B. 5, page 82), Cave Spring Magister-
ial District, be, and hereby is, vacated pursuant to Section 15.1-
482(b) of the 1950 Code of Virginia, as amended; and,
2. That this ordinance shall be in full force and effect
thirty (30) days after its final passage. All ordinances or parts
of ordinances in conflict with the provisions of this ordinance be,
and the same hereby are, repealed.

3. That Jerry Garrett and Martha Garrett shall record a
certified copy of this ordinance with the Clerk of the Circuit
Court and shall pay all fees required to accomplish this transac-
tion.

WHEREAS, Gorman R. Howell and Sidney Maupin have requested
that the Board of Supervisors of Roanoke County, Virginia vacate
a 20 -foot drainage easement as shown on the resubdivision of Tract
3, Southwest Industrial Park Plat (P.B. 10, page 163), Cave Spring
Magisterial District; and
WHEREAS, Section 15.1-482 (b) of the 1950 Code of Virginia,
as amended, requires that such action be accomplished by the
adoption of an ordinance by the governing body; and,
WHEREAS, notice has been given as required by Section 15.1-

SUMMARY OF INFORMATION:
Roanoke County has received acknowledgement that the following
roads has been accepted into the Secondary System by the Virginia
Department of Transportation.
- 0.05 miles of Melissa Drive (Route 1092), effective 8/14/90

RESOLUTION 91290-10.0 SUPPORTING LEGISLATION
TO RETURN TO LOCALITIES A SHARE OF THE LOTTERY
FUNDS
WHEREAS, the General Assembly of Virginia enacted legislation
to provide for a state lottery, providing that all monies received
from the sale of lottery tickets, less payments for prizes and
compensation of agents, shall be placed in a special fund known as
the "State Lottery Fund", and
WHEREAS, the Counties and Cities of the Commonwealth of
Virginia have become unduly dependent upon local taxation because
of underfunded and unfunded State mandates and the loss of Federal
Revenue Sharing monies, and
WHEREAS, it would be fair and equitable that a share of the
revenue generated by the sale of lottery tickets be returned to the
respective localities of sale.
NOW, THEREFORE BE IT RESOLVED that the Board of Supervisors
of Roanoke County, Virginia supports legislation to amend Section
58.1-4022 of the Code of Virginia, effective July 1, 1992, to
require the Treasurer of Virginia to transfer to the local
governing bodies of the Commonwealth of Virginia a sum equal to ten
percent of the gross receipts from the sale of lottery tickets in
each jurisdiction to be used as the local governing bodies deem
appropriate for the best interests of their citizens.
BE IT FURTHER RESOLVED, that a copy of this resolution be sent
to the appropriate state officials, the Virginia Association of
Counties, and the Virginia Municipal League.
On motion of Supervisor Johnson to adopt resolution, and
carried by the following recorded vote:
