FROM THE VIRGINIA DEPARTMENT OF
TRANSPORTATION IN ADDRESSING TRAFFIC AND
CONGESTION PROBLEMS IN THE BOXLEY HILLS
SUBDIVISION
BE IT RESOLVED by the Board of Supervisors of Roanoke
County, Virginia, as follows:
WHEREAS, the residents of Boxley Hills have been
negatively impacted by the congestion and traffic caused by
automobiles using their community for entrance and egress to
Williamson Road, and
WHEREAS, these residents have experienced property
destruction and other problems associated with this "cruising"
activity, and
WHEREAS, they have requested assistance from various
agencies t alleviate the congestion and property destruction
in their neighborhood.
THEREFORE, BE IT RESOLVED that the Board of Supervisors
of Roanoke County, Virginia is requesting assistance from the
Virginia Department of Transportation in its efforts to address
this problem as follows:
1. That a traffic study be completed for the
intersection of Abney Road and Williamson Road to determine
whether the intersection warrants traffic signalization.
2. That a review and traffic study of Abney Road from
Darby Road to Williamson Road be completed to determine the
possibility of restricting the road to oneway traffic only from
8:00 p.m. to 1:00 a.m. daily.
3. That a study be conducted on the possibility of "No
Left Turns" signs for the northbound traffic from the Roanoke
City boundary line to Commander Drive during certain specified
times.
4. That the Virginia Department of Transportation
provide any other recommendations that they deem feasible to
provide relief to the residents in this community.

DENVER FOR AWARD OF 2+2 $10,000
GRANT TO ROANOKE COUNTY SCHOOLS
WHEREAS, the Arnold R. Burton Technical School is receiving
a three year grant of $10,000 per year from Cooper Industries for
involvement in Project PACE; and
WHEREAS, Arnold R. Burton is one of only ten schools in the
United States to receive this grant; and
WHEREAS, the staff and students of the school will be working
with Gardner -Denver, the local subsidiary of Cooper Industries, in
implementing the program; and
WHEREAS, the funds will be used for the Roanoke Regional 2 +
2 project, which trains students from the Counties of Roanoke,
Craig and Botetourt and from the Cities of Roanoke and Salem in
automated manufacturing technology, preparing the students for
careers in that area, and providing an educated workforce for the
businesses in the area, thereby benefitting the community as a
whole as well as the Roanoke County School system.
NOW, THEREFORE, BE IT RESOLVED that the Roanoke County Board
of Supervisors, on behalf of itself, and the citizens and business
community of Roanoke County, does hereby extend its appreciation
to Cooper Industries and Gardner -Denver for their involvement in
and contribution to our community.

WHEREAS, the Arnold R. Burton Technical School has received
a three year grant from Cooper Industries for Project PACE; and
WHEREAS, Ben Helmandollar, Assistant Principal of Arnold R.
Burton Technical School was instrumental in coordinating the
application process for the grant; and
WHEREAS, Ben Helmandollar has also been instrument in develop-
ing the 2 + 2 program, which will educate students in automated
manufacturing technology, providing not only a technical back-
ground, but also courses in academic subjects, thereby preparing
the students for careers in that technology; and
WHEREAS, Project PACE will be beneficial to students from the
Counties of Roanoke, Botetourt and Craig and the Cities of Salem
and Roanoke, as well as the community as a whole.
NOW, THEREFORE, BE IT RESOLVED that the Roanoke County Board
of Supervisors does hereby extend its appreciation and gratitude
to Ben Helmandollar for his leadership and outstanding performance
in helping the Roanoke County School System maintain its standards
of excellence and service to the citizens of this County in
particular and the Valley in general.

AGENDA ITEM: Request for $50,000 from Julian Wise Foundation for
establishment of a rescue squad museum
COUNTY ADMINISTRATOR'S COMMENTS:
BACKGROUND
At the July 11 meeting, 1. B. Heinemann, President of the Julian
Stanley Wise Foundation presented a request to the Board of
Supervisors for $50,000 to be used towards the establishment of
the Julian Wise Rescue Squad Museum. The foundation hopes to
raise $1.8 million dollars for the museum and an endowment fund,
and plans to seek grants and contributions from local and state
governments and businesses. Roanoke City paid for a preliminary
fund raising study. As a result of their fund raising efforts,
they have received a $500,000 matching grant from the State of
Virginia, $8,000 from the Virginia Association of Volunteer
Rescue Squad Board of Directors for a museum consultant, and are
requesting contributions from other local governments and
businessess.
The museum would be housed in the expanded Center in the Square
and will bring attention to the contributions of the rescue squad
volunteers.
Following the presentation, the Board of Supervisors requested-
that
equestedthat the staff investigate funding alternatives and report back
with a recommendation for funding.
SUMMARY OF INFORMATION
Roanoke City has appropriated $50,000 as part of its 1989-90
budget process. The City of Salem and Town of Vinton have
each appropriated $5,000 in their 1989-90 budget toward the
project.
Staff has investigated several methods of contributing toward
this important project. Unfortunately, funds in the 1989-90
fiscal year budget earmarked for cultural events have been
allocated and no funds exist for such a contribution. Staff
r
offers the following alternatives for funding to the Julian Wise
Foundation:
Alternative #1:
Appropriate $5,000 from the Board Contingency Fund to contribute
to the Julian Wise Foundation. The Foundation may then request
the additional funding from Roanoke County during the 1990-91
budget process.
Alternative #2
Appropriate $15,000 from the unappropriated balance for 1989-90.
Additional allocations for $15,000 and $20,000 will be included
in the 1990-91 and 1991-92 budget requests.
Alternative #3
Appropriate the full $50,000 contribution to the Foundation from
the unappropriated balance.
Alternative #4
Do not allocate any funds toward this project.
STAFF RECOMMENDATION
Staff recommends Alternative #1, that the Board of Supervisors
authorize a $5,000 contribution to the Julian Wise Foundation
from the Board Contingency Fund. The Foundation may then request
additional funding during the 1990-91 budget process to be
considered with other requests from cultural organizations.

RESOLUTION 72589-5 AUTHORIZING APPLICATION TO THE
VIRGINIA PUBLIC SCHOOL AUTHORITY TO BORROW MONEY FOR
CAPITAL PROJECTS FOR SCHOOL PURPOSES
WHEREAS, a determination has been made that the County School
Board of Roanoke County needs to institute a program of asbestos
removal in certain school facilities; and
WHEREAS, said School Board has identified certain major
capital site and building improvements and renovations necessary
to conduct an appropriate educational program; and
WHEREAS, on July 13, 1989, the County School Board of Roanoke
County adopted a resolution authorizing application to the Virginia
Public School Authority for these purposes.
NOW, THEREFORE, BE IT RESOLVED by the Board of Supervisors of
Roanoke County, Virginia, that the application of the County School
Board of Roanoke County to borrow money to institute a program of
asbestos removal in certain school facilities and to complete
certain major capital site and building improvements and
renovations is hereby approved and supported.
BE IT FURTHER RESOLVED that this approval and support includes
a sum of money not to exceed $1,115,000 for such purposes.
FURTHER that the Clerk is hereby directed to forward a
certified copy of this resolution to the County School Board of
Roanoke County and the Virginia Public School Authority.

AGENDA ITEM: Authorization to execute a contract with Mental
Health Services and to Appropriate $12,000 (F. Y. 89-90) to Provide
Therapeutic Recreation Services for Adult Chronically Mentally Ill
COUNTY ADMINISTRATOR'S COMMENTS:
BACKGROUND•
Roanoke County provides comprehensive Recreation Division
Therapeutics program services for 1,450 participants with one or
more developmental disabilities: visual impairments, head injury,
hearing impairments and physical disabilities. Therapeutics also
offers opportunities for "mainstream" integration of the
handicapped into general public recreation programs.
Since 1977, State Mental Health Services has provided Roanoke
County financial assistance (F.Y. 1989-90: $21,160) for mentally
retarded recreation program services.
Due to the limited resources, therapeutic recreation program
services have not previously been provided for adults with long
term chronic mental illness difficulties. During 1988, 1,696
patients were admitted to local hospitals for psychiatric care and
several thousand additional residents received outpatient services.
Through Parks and Recreation Department staff initiative,
State Mental Health Services has agreed to purchase $12,000 of
related mental health recreation program services from Roanoke
County for F.Y. 1989-90, with expectation to continue contractual
services in future budget cycles. The proposed program will
consist of providing funding for a part-time Recreation Technician
(900 hours per annum), RADAR/CORTRAN transportation services and
expendable program supplies.
SUMMARY OF INFORMATION:
Mental Health Services of the Roanoke Valley has offered to
purchase $12,000 worth of Roanoke County recreation services to
provide therapeutic services for the adult chronically mentally ill
population at no direct cost to the County, during F.Y. 1989-90.
Mental Health Services intends to continue the purchase of
uninterrupted services in future years.
ALTERNATIVES AND IMPACT:
Alternative #1: Authorize a F.Y. 1989-90 appropriation of
$12,000, to provide recreation therapeutic adult chronically
mentally ill program services with the provision that all related
expenditures will be fully reimbursed through a purchase agreement
with Mental Health Services of the Roanoke Valley.
Financial impact: financially self-sustaining program service.
Alternative #2: Do not authorize a $12,000 F.Y. 1989-90
appropriation for aforementioned program services and continue not
to offer therapeutic recreation program services to the adult
chronically mentally ill population.

AGENDA ITEM: Authorization to Participate in the Valley -Wide
Library Automation Project
COUNTY ADMINISTRATOR'S COMMENTS:

BACKGROUND:
On June 27, 1989, County staff presented a work session to the
Board of Supervisors explaining the concept of the Valley -wide
Library Automation System and describing the estimated cost from the
bids received. The proposed system would encompass services provided
by the library systems of the City of Roanoke, City of Salem and
County of Roanoke.
Library operations are very labor and paper intensive with
multiple records being developed for each branch, listing information
concerning author, title and subject matter for the various items in
the systems collection. Automation would allow this manual process
to be entered once and be available at all participating branch
libraries.
There are a number of cooperative efforts currently in force
within the Valley Library System including the universal library
card, where residents of the three Valley jurisdictions may borrow
from any of the libraries in the Valley system by using one card; the
microfiche version of the Union Catalog, which allows patrons to
research at any of the branch libraries, (however, this does not tell
of the availability of the item on the shelf); and a delivery
service, whereby borrowed items may be returned to any branch library
in the system.
The final selection of the vendor will be determined by the
number of libraries participating in this project, which will
determine the size and cost of the equipment to be purchased. At
this time, it appears that the City of Roanoke will proceed with the
automation of its library system. The City of Salem has indicated a
desire to participate, however, recognizes that its share of the
costs may be somewhat higher should the County not participate in the
project.

relationship between the County and the entire Roanoke Valley as it
pertains to circulation, number of items in the total collection and
number of registered patrons within the Valley library system.

Conversion Process: The Valley libraries have already
participated in a first step of the conversion process by going to
the microfiche Union Catalog, which required putting the basic data
together in machine readable format (computer readable). The vendor
will handle conversion of this data base for the new system and
training of the staff in the use of the equipment. The locality will
be responsible for the labeling and matching of information, for
adding additional information about library patrons and for loading
information that is not already on computer.

Advantages in participating in the Valley -wide library
automation project: There are several improvements to the services
provided to the library patrons by participating in a library
automation project.
Cataloging - This module provides Valley -wide access to
the total collection within the Valley library system and
eliminates the many files necessary to provide the
information to patrons at all branch libraries. Also,
various statistical and management type reports are
available, which help in the planning of the materials to
be considered for order.
Acquisitions - This module allows immediate determination
of the status of books and items which are on order, thus
minimizing the likelihood of duplicate orders and should
improve the effectiveness of cooperative purchases among
the participating libraries.

Circulation - This module is probably the most easily
recognized part of a library automation system. This
module allows the immediate determination of the shelf
status of items (is the item available and where), allows
the user to reserve items which are not currently
available, controls inventory, identifies and blocks
delinquent patrons from being allowed to check out
additional materials from any of the participating branch
libraries, identifies delinquent borrowers and
automatically prepares overdue notices, and assists in
determining usage patterns of the library system.
On Line Catalog - This module provides improved search
capabilities. Inquiries may be made as to the author's
name, title of books, or related subject matter. This
system also provides print out capabilities, thus allowing
the patron to develop their own bibliography of related
materials.
Concerns if the County does not participate at this time in the
Valley -wide library project: The possibility exists that several
operational changes will be experienced should some of the Valley
libraries not participate in the project at this time. While not
insurmountable, these changes may be noticeable in the provision of
service by the various libraries.
The Universal Library Card now in use is an embossed card
used to operate the charging machine. The Valley
libraries will continue to use this type of card and affix
a bar code label to the card to operate the new automated
system. This process will allow the universal card
concept to continue for our residents as well as those of
Botetourt County.
The Microfiche Union Catalog would no longer be necessary
under an automated system since this and much more
detailed information would be included in the database.
The automated system could provide a machine readable file
which could be converted to microfiche and copied as
necessary by any library not participating in the
consolidated project to continue the present level of
service. The cost of this conversion process would be the
responsibility of non -automated libraries and could be
more expensive than current services.
Delivery System, whereby patrons may return books to any
library within the system could be curtailed should one
system impose a fine system for overdue materials. It
would also cause a delay in updating the availability of
returned items to the automated database. The calculation
of the fine due and the tracking of monies collected would
be above and beyond the level of service required today.

ALTERNATIVES AND IMPACT:
Staff recognizes that this project represents only one of the
many major capital projects and needs which have been suggested to or
identified by the Board of Supervisors and that the funding for this
project was not included in the 1989-90 fiscal year budget. The
Library Board has consented to using up to $60,000 of the operating
monies allocated to the library for this fiscal year to enable the
project to proceed assuming that financing could be arranged and that
additional monies could be made available in future year's budgets to
pay the debt service (loan payments). The ongoing maintenance, and
communications costs must be absorbed within future operations
budgets of the library and are estimated to be $30,000 per year.
Alternative #1: Endorse the concept of the Valley -Wide Library
Automation System, encourage the City of Roanoke to select the system
with the proper capacity and growth potential which would allow
expansion to include the County of Roanoke, one of the area colleges,
or others to join the system at a later date. The County could
consider participating once we have capital monies available to
acquire our share of the equipment and buy into the central part of
the system.
Alternative #2: Allow the City of Roanoke to contract with the
vendor, install the system, and front the cost of the system. The
County would use $60,000 from the Library operating budget to cover
the cost of converting the files, installing the terminals and paying
the City for a good - faith payment (down payment) for the system.
The balance ($300,000) would be repaid to the City over the next
three years based upon the terms included in an operating contract
concerning the governance of the system. (Approx. $113,000 per year
assuming current bond rates.)
Alternative #3: City and County officials have also discussed
the possibility of allowing an offset of costs with this project
whereby the County would front the monies for land acquisition etc.
for the land fill, the City would front the monies for the library
automation project, and each could operate under a user contract
until the respective share of the costs have been offset (paid).
Alternative #4: Do not participate in the Valley -Wide Library
Automation System.
RECOMMENDATION:
Staff recommends Alternative #2, which allows the City to
contract with the vendor, install the system, front the cost of the
system and allow the County to use $60,000 from the Library operating
budget to convert its files, install the terminals and prepare for
the automated system. The balance ($300,000) would be repaid to the

City of Roanoke over the next three fiscal years at approximately
$113,000 per year assuming current bond rates of 6.25%.

BE IT RESOLVED by the Board of Supervisors of Roanoke
County, Virginia, as follows:
WHEREAS, Title 17.1 Chapter 10 of the Code of Virginia
requires ratification by the participating local governments of
any revisions to the by-laws of the Mental Health Services of the
Roanoke Valley, and
WHEREAS, on June 22, 1989, the Board of Directors of
the Mental Health Services of the Roanoke Valley passed revisions
to their by-laws; and
WHEREAS, the organization is now requesting that the
Roanoke County Board of Supervisors ratify these revisions as
required by the Code of Virginia.
THEREFORE, BE IT RESOLVED that the Board of Supervisors
of Roanoke County has reviewed the By-laws of the Mental Health
Services of the Roanoke Valley and ratifies the revisions passed
by the Board of Directors.

SUMMARY OF INFORMATION:
The Developers of Oakcliff Townhouses, Conner -Templeton LTD have
requested that Roanoke County accept the Deed conveying the water
and sewer lines serving the subdivision along with all necessary
easements.
The water and sewer lines are installed, as shown on plans
prepared by Hurt & Proffitt, Inc., entitled Oakcliff Townhouses,
dated November 22, 1988 which are on file in the Engineering
Department. The water and sewer line construction meets the
specifications and the plans approved by the County.
FISCAL IMPACT:
The values of the water and sewer construction are $34,000 and
$41,000 respectively.
RECOMMENDATION:
The staff recommends that the Board of Supervisors accept the
water and sewer facilities serving the subdivision along with all
necessary easements, and authorize the County Administrator to
execute a Deed for the transfer of these facilities.

BE IT RESOLVED by the Board of Supervisors of Roanoke
County, Virginia, as follows:
1. That this matter came this day to be heard upon the
proceedings herein, and upon the application of Fallowater Lane
from its intersection with Starkey Road (Route 904) to the
existing end of State Maintenance on Fallowater Lane (Route 795)
for a distance of 0.32 miles to be accepted and made a part of
the Secondary System of State Highways under Section 33.1-229 of
the Virginia State Code.
2. That it appears to the Board that drainage easements
and a fifty (50) foot right-of-way for said road have been
dedicated by virtue of a certain map/maps known as Tanglewood
Executive Park which map was recorded in Plat Book 10, Page 112,
of the records of the Clerk's Office of the Circuit Court of
Roanoke County, Virginia, on October 30, 1987 and that by reason
of the recordation of said map no report from a Board of Viewers,
nor consent or donation of right-of-way from the abutting
property owners is necessary. The Board hereby guarantees said
right-of-way for drainage.

3. That said road known as Fallowater Lane and which is
shown on a certain sketch accompanying this Resolution, be, and
the same is hereby established as public road to become a part of
the State Secondary System of Highways in Roanoke County, only
from and after notification of official acceptance of said
street or highway by the Virginia Department of Transportation.

This consent agenda item involves the donation of a twenty
(20) foot sewer easement from LOBO Investors to the Roanoke County

between Section 4 of Canterbury Park and Section 6 of Steeplehunt
of Canterbury Park. The location and dimensions of this donated
easement has been reviewed and approved by the County's engineering
staff. This easement provides a connection between an existing 20
foot easement in Section 6 of Canterbury Park and an existing 15
foot easement in Section 4.
STAFF RECOMMENDATION:
Staff recommends acceptance of this sewer easement.

and between LOBO INVESTORS, a Virginia general partnership,

Grantee, and ELMER C. HODGE, County Administrator of Roanoke
County, Virginia, party of the third part.
W I T N E S S E T H
That for and in consideration of the sum of One Dollar
($1.00), cash in hand paid by the Grantee unto the Grantor, and
other good and valuable consideration, the receipt of all of which
is hereby acknowledged, the Grantor does hereby BARGAIN, SELL,
GRANT, and CONVEY, with General Warranty and Modern English
Covenants unto the Grantee, an easement for the location,
construction, reconstruction, enlargement, inspection, repair, and
maintenance of a sanitary sewer line, this easement being a
perpetual easement through the lands of the Grantor together with
the right of ingress to and egress from the same, for the location,
construction, enlargement, inspection, repair and maintenance of
a sanitary sewer line or lines and for any additional line or lines
to be installed within this easement, this easement being twenty
(20) feet wide, together with the right to install lateral service
lines from the line or lines, if any additional line or lines be
installed within said easement, and appurtenances at any point
within this easement.
The County agrees, as evidenced by the acceptance of this easement
to repair or replace existing fences, walks, pavement, and or other
improvements such as trees and shrubbery only outside the permanent

easement herein granted, upon the property which may be damaged in
construction of, or in the course of ingress and egress for
subsequent inspection, repair and maintenance of the above said
project.
Grantor agrees that the County will not be expected to restore
the property to the identical original condition, but rather as
near thereto as is practicable. Grantor further agrees to
cooperate with the County in effectuating such restoration and not
to obstruct the easement without the written permission of the
County.
The perpetual easement is identified as follows:
BEGINNING at a point on the dividing line between Lots 39 and 40,
according to Plat of Section No. 4, Canterbury Park (P. B. 10, page
44), and also being the centerline of an existing 15 ft. sanitary
sewer easement; thence S. 880 39' 10" W. 65.37 feet to a point;
thence N. 520 25' 04" W. 238.91 feet to a point; thence N. 4° 47'
36" W. 151.47 feet to a point; thence N. 211 57' 58" E. 196.37 feet
to a point; thence N. 610 06' 00" W. 245.52 feet to a point, on an
existing 20 ft. sanitary sewer easement located at the
northeasterly corner of Lot 7, according to plat of Section No. 6,
SteepleHunt of Canterbury Park (P. B. 11, page 75), all as more
fully shown on a "Plat Showing New 20' Sanitary Sewer Easement
through Tax Parcel #86.07-1-3.1, being granted to Roanoke Countyl
Board of Supervisors by Lobo Investors, a Va. general partnership"
prepared by Buford T. Lumsden & Associates, P. C., Engineers -

ORDINANCE 72589-10 VACATING A 25 -FOOT UNIMPROVED RIGHT-
OF-WAY KNOWN AS "JONES STREET", SECTION 1, DWIGHT HILLS
WHEREAS, Charles M. and Mary N. Vandergrift have requested
the Board of Supervisors of Roanoke County, Virginia to vacate a
25 -foot unimproved right-of-way known as "Jones Street" as shown
in Plat Book 3, at page 5 of record in the Clerk's Office of the
Roanoke County Circuit Court; and,
WHEREAS, Section 15.1-482 (b) of the 1950 Code of Virginia,
as amended, requires that such action be accomplished by the
adoption of an ordinance by the governing body; and,
WHEREAS, notice has been given as required by Section 15.1-
431 of the 1950 Code of Virginia, as amended, and a first reading
of this ordinance was held on July 11, 1989; and the public
hearing and second reading of this ordinance was held on July 25,
1989.
BE IT ORDAINED by the Board of Supervisors of Roanoke County,
Virginia, as follows:
1. That a 25 -foot unimproved right-of-way known as "Jones
Street" (from the intersection of Jones Street and Nover Avenue
east approximately 130 feet) of record in Plat Book 3, at page 5,
Section 1, Dwight Hills in the Office of the Clerk of the Circuit
Court of Roanoke County, Virginia, be, and hereby is, vacated
pursuant to Section 15.1-482(b) of the 1950 Code of Virginia, as
amended; and,
2. That as a condition of the adoption of this ordinance, a
twenty- 12.5 -foot water/sewer easement be retained by Roanoke County

as shown on the attached map dated 6/7/89 prepared by the Roanoke
County Engineering Department;
3. That this ordinance shall be in full force and effect
thirty (30) days after its final passage. All ordinances or parts
of ordinances in conflict with the provisions of this ordinance be,
and the same hereby are, repealed.
4. That Charles M. and Mary H. Vandergrift shall record a
certified copy of this ordinance with the Clerk of the Circuit
Court and shall pay all fees required to accomplish this transac-
tion.

ORDINANCE 72589-11 PROVIDING FOR THE ESTABLISHMENT OF THE
"GENERAL DISTRICT COURT DRIVER IMPROVEMENT PROGRAM" AND
PROVIDING FOR THE SUPERVISION AND CONTROL OF SUCH
PROGRAM; AND PROVIDING FOR AN EMERGENCY
WHEREAS, the Board of Supervisors of Roanoke County, Virginia,
is desirous of authorizing the "General District Court Driver
Improvement Program," in cooperation with the Roanoke Valley
Alcohol Safety Action Program; and
WHEREAS, the "General District Court Driver Improvement
Program" to be established by the General District Court, Twenty-
third Judicial District, will be self-supporting, operating from
money collected as fees from program participants, and will not
involve expenditure of any funds appropriated by the County of
Roanoke.
THEREFORE, BE IT ORDAINED by the Board of Supervisors of
Roanoke County, Virginia, as follows:
1. The establishment of the "General District Court Driver
Improvement Program" by the General District Court, Twenty-third
Judicial District, be, and hereby is, ratified, confirmed, and
approved.
2. Such program shall be administered by the Chief Judge of
the General District Court, Twenty-third Judicial District, through
the Roanoke Valley Alcohol Safety Action Program in accordance with
the provisions of the Code of Virginia, as amended, with
participation restricted to referrals from the General District
Court.
3. The "General District Court Driver Improvement Program"

shall be self-supporting and operated wholly from funds collected
as fees from program participants, with each person participating
in the program to be required to pay a fee of $30.00, or such other
sum as may be fixed pursuant to law for participating in this
program.
4. In order to provide for the usual daily operation of the
municipal government, an emergency is deemed to exist, and this
ordinance shall be in full force and effect upon its passage.

SUMMARY OF INFORMATION: '
Attached is a draft of the Affirmative Action Plan. The first
draft of this plan was received by the Board of Supervisors on
July 11, 1989, at the regular meeting.
The attached plan was prepared by Mary Hicks of the County
Administrator's Office. Guidance was provided by the Department
of Human Resources and the plan was reviewed by an outside
consultant.
At this time, the Board will be asked to review the proposed plan.
Suggestions can be incorporated in a final document which can be
brought to the Board for acceptance at the next meeting. To
ensure its success, the program should be administered under the
authority of the County Administrator through the Department of
Human Resources. During implementation, each department will be
reviewed to seek out opportunities for recruitment and
advancement of women and minorities. Specific goals will be set
and emphasis will be placed on training of those already on
staff.
To provide guidance during implementation of the plan, an
Affirmative Action Advisory Committee will be established. This
committee will also participate in the ongoing process of program
evaluation and development of a training program.
This plan will provide the mechanism within our present resources
to expand career opportunities for women and minorities now
employed by Roanoke County and will encourage recruitment of
women and minorities as positions become available.
FISCAL IMPACT:
No additional funding or additional personnel are necessary.
Existing budgets will be used for training and the plan will be
administered by the Department of Human Resources.
STAFF RECOMMENDATION:
Staff recommends that the Board review the attached Affirmative
Action Plan. Your suggestions and comments will be
incorporated and the plan will be brought back for adoption on
August 8, 1989.

RESOLUTION 72589-13 SUPPORTING THE GOALS OF
THE VALLEYWIDE ANTI-DRUG ASSOCIATION

WHEREAS, the Roanoke Valley is experiencing an increase
in the use of drugs, and
WHEREAS, the negative results of drug usage such as
increased crime, domestic violence and battered and neglected
children is not limited to any one locality but is a problem
shared by all localities; and
WHEREAS, solutions to the serious problem must be found
through a commitment of many agencies and citizens, working
together to eliminate this threat to our communities.
THEREFORE BE IT RESOLVED that the Board of Supervisors
of Roanoke County, Virginia supports the efforts of the
VALLEYWIDE ANTI-DRUG ASSOCIATION and its public awareness
program.
FURTHER, The Board of Supervisors of Roanoke County,
Virginia wishes to express its appreciation to this organization
for focusing attention on this very serious problem.
On motion of Supervisor Garrett, seconded by Supervisor
Robers, and upon the following recorded vote:
AYES: Supervisors Johnson, Robers, McGraw, Nickens, Garrett
