HomeMy WebLinkAbout4/14/1987 - Adopted Board RecordsAT A REGULAR MEETING OF THE BOARD OF SUPERVISORS OF ROANOKE COUNTY, VIRGINIA, HELD AT THE ROANOKE COUNTY ADMINISTRATION CENTER ON TUESDAY, APRIL 14, 1987 RESOLUTION 41487-1 OF CONGRATULATIONS TO FIFTEEN COUNTY EMPLOYEES UPON THEIR SELECTION AS A DEPARTMENTAL EMPLOYEE OF THE YEAR 1986 BE IT RESOLVED by the Board of Supervisors of Roanoke County, Virginia, as follows: WHEREAS, The Board of Supervisors of Roanoke County, Virginia approved an Employee of the Year Program in November 1986 to recognize outstanding employees and encourage excellence in performance of job duties; and WHEREAS, fifteen finalists were nominated by their individual departments based on criteria which included excellence in the performance of job duties, display of service to the public and to fellow employees, and contribution of money -saving or labor-saving ideas; and WHEREAS, these fifteen employees are also the finalists in the Employee of the Year Program; and WHEREAS, they are deserving of special recognition by the Board of Supervisors of Roanoke County, and the citizens of Roanoke County for their outstanding contributions to the County during 1986, and WHEREAS, these employees will be present to receive individual resolutions congratulating them for receiving this honor. MEETING DATE: April 14, 1987 SUBJECT: Safety Belt Policy COUNTY ADMINISTRATOR'S COMMENTS: SUMMARY OF INFORMATION: The use of lap and shoulder safety belts is an effective device for saving lives and preventing injuries in vehicle accidents. Each year, about 21,000 Americans are killed and 330,000 are seriously injured while driving or riding in the front seats of their cars. Many of these people could be saved if lap and shoulder safety belts were used. The General Assembly of Virginia enacted legislation during the 1987 session requiring certain motor vehicle drivers and passengers to use lap and shoulder safety belts. This legislation has been signed into law by Governor Baliles, with an effective date of January 1, 1988. RECOMMENDATIONS: The Department of Human Resources has developed a Safety Belt Policy which is included as Attached A for your consideration. A draft of this Safety Belt Policy was forwarded to the Employee Advisory Committee and Employee Safety Task Force Committees for suggestions and recommendations. The Safety Belt Policy was developed after taking into consideration suggestions offered. The recommended penalty for noncompliance with this policy will be considered a Group I Offense, as outlined in Section IVB1 of the Employee Handbook, which is included a -s Attachment B. The staff also recommends that upon adoption an educational program be conducted for all employees, that enforcement of this policy begin on July 1, 1987, and that this policy be incorporated in the Vehicle Management Manual. The national percentage of rabid dogs has decreased in recent years, while instances of rabid cats has increased. In 1979, dog rabies cases outnumbered cat rabies by 40, yet two years later, there were 69 more rabid cat cases that that of rabid dogs. The real threat is the exposure of unvaccinated domestic animals such as dogs and cats to the rabid wildlife such as raccoons and bats. Surrounding localities have already experienced an upsurge in the number of rabid animals. Botetourt County had one rabid animal in 1985 and one in 1986. Alleghany County had four in 1986 and Shenandoah County had two in 1984, 14 in 1985, and 24 in 1986, a twelve -fold increase in just two years. In 1977, Virginia had no cases of rabid raccoon, in 1982, there were 482 diagnosed cases. There is also rabies activity in western North Carolina, West Virginia and Maryland. There are now three animal control officers covering 246 square miles in Roanoke County. A large amount of their time is spent answering complaints of dogs running loose. Without additional staff, vigorous enforcement of the proposed ordinance would be difficult. In 1986, County Animal Control Officers picked up 696 dogs and 29 cats. If the proposed cat ordinance is passed, the number of cats picked up will increase substantially. This may require additional space at the SPCA, Their staff, however, does not think this will present any problems as most of the cats will not be adoptable and will not be kept long. Attached is a draft ordinance concerning the vaccination of cats which was reviewed by County Attorney Paul Mahoney. Presently there are 30 jurisdictions within the state of Virginia with laws requiring cat rabies vaccinations. They include Arlington County, Fairfax County, Alexandria, Virginia Beach, Chesterfield County, Richmond and Newport News. North Carolina -passed a state law in January 1984 requiring vaccination of all cats against rabies. 4E-3 Roanoke County holds periodic clinics for rabies vaccinations. If the proposed cat vaccination is approved, part of the rabies prevention program should include publicity of the new ordinance to ensure that the county residents are aware of the growth of rabid cats, and will have knowledge of where and when the vaccination clinics will be held. FISCAL IMPACT: At least six additional cat traps at $27.00 per trap. This cost may be partially offset by a small profit from the rabies vaccination clinics, which show a modest profit after 86 shots. RECOMMENDATION: Staff recommends that the County approve a rabies prevention program and proceed with the first and second reading of the proposed Cat Vaccination Ordinance. Due to the exorbi- tant cost of constructing the proposed road, the County was forced to drop the original request. During the last several months, staff has consulted with Virginia Department of Transportation (VDOT) officials and one of the adjoining property owners. Based on these meetings, we can antic- ipate approval for Industrial Access Funds for a road within a donated right of way. Actual construction should begin between July 1 - October 1, 1987. FISCAL IMPACT: Roanoke County will request VDOT to reopen the 1979 request for Bolling Steel. Since the right of way will be donated and the construction cost, estimated to be $50,000 to 60,000, will be funded by VDOT and the Industrial Access Fund, this project will have no fiscal impact on Roanoke County. RECOMMENDATION: The staff recommends that Roanoke County request VDOT to reopen the 1979 request for Industrial Access Funds to Bolling Steel and accept the right of way from the adjoining property owner. That pursuant to the provisions of Section 18.04 of the Charter of Roanoke County, a first reading concerning the acquisition of five easements for the North Lakes Water Line Interconnection Project was held on March 24, 1987. A second reading was held on April 14, 1987. 2. That these easements are for underground water lines for North Lakes Water Line Interconnection Project. This project will replace existing poor quality well water and will provide a necessary utility service to the citizens of Roanoke County. 3. The water and sewer lines are installed as shown on engineering plans prepared by Buford T. Lumsden & Associates entitled Development plans for Cave Spring Office Park, dated March 1, 1984 with latest revision dated March 2, 1987, which are on file in the Public Facilities Department. The water and sewer line construction meets the specifications and the plans approved by the County. FISCAL IMPACT: �S'7 The values of the water and sewer construction are $17,625.00 and $15,912.00, respectively. RECOMMENDATION: The staff recommends that the Board of Supervisors accept the water and sewer facilities serving the subdivision along with all necessary easements, and authorize the County Administrator to execute a Deed for the transfer of these facilities. Requests for these funds have included Bolling Steel, the Town of Vinton (Industrial Park), and Roanoke County (Southwest Indus- trial Park), among others. Roanoke County has received an initial denial for industrial access funds at the Southwest Industrial Park based on nonqualify- ing industry. However, Roanoke County can post a bond with the Virginia Department of Transportation (VDOT) to guarantee qualify- ing industries within twenty-four months. By Bonding qualifying industries, Roanoke County can receive industrial access funds now and construct the necessary roads so that we can market the product in an effort to encourage qualifying industries to locate in Southwest Industrial Park. FISCAL IMPACT: Roanoke County will request from VDOT $125,000 for industrial access at Southwest Industrial Park. In order to obtain these funds Roanoke County must post a bond for $125,000 over a twenty-four month period. If a qualifying industry does not relocate within twenty-four months, Roanoke County will have to reimburse VDOT the total cost of the project, thereby forfeiting the bond up to a maximum cost to the County of $125,000. It is highly desirable to adopt the budget when the tax rates are set, but this was not done at that time. The Town of Vinton has included in their proposed budget the transfer of refuse fees from Roanoke County and are waiting for a decision on this fee. They are unable to adopt their budget until they are assured that Roanoke County will be transferring this fee to them. Also, the Treasurer's Offices in Roanoke County and the Town of Vinton must begin preparing tax bills. These must be mailed by May 5, 1987 to receive payment on June 5, 1987. Postponement of this process could result in cash flow difficulties. RECOMMENDATION: It is recommended that the Board adopt the proposed budget for fiscal year 1987/88. The Appropriation Resolution will be brought to the Board in June. 4 Elmer C.
