SUBJECT: Request to locate the State Forensic Science
Laboratory behind Southview School.

The State Department of General Services has outgrown its present
Forensic Science Laboratory and needs to expand. They have
expressed an interest in locating the facility on property owned
by the County behind Southview School. This is part of the
property being transferred to the County by the School Board with
Southview School. The laboratory would be a multi -functional
facility that could perform not only forensic science work, but
also environmental work such as safe drinking water, State Water
Control support, and microbiological testing.
This would be an ideal location for such a facility from both the
State and the the County's perspective. The close access to
Interstate 81 and central location in the Roanoke Valley would be
assets, particularly because of the many localities that use this
regional facility. There is also adequate parking available for
the counties, cities and towns throughout southwestern Virginia
who will use the lab. The close proximity of the forensic
laboratory to the Roanoke County Public Safety Building would be
advantageous to the County also.
Presently there are soccer fields operated by the Parks and
Recreation Department located on the property the State is
interested in. Any negotiations concerning donation of this
property to the State would include the continued use of the
property for recreational purposes until construction by the
State begins. This would allow sufficient time to relocate these
soccer fields. Also included would be a provision that the land
would revert to the County if it was not used for a laboratory
facility within five years.
FISCAL IMPACT: f1',;
None at the present time. This action would only authorize
preliminary negotiations with the State.
RECOMMENDATION:
Staff recommends donating 1.5 to 2.0 acres of land located
directly behind Southview School to the Commonwealth of Virginia
for the purpose of relocating a State Forensic Science Laboratory.
If the laboratory is not begun within five years, the property
will revert to the County.

RESOLUTION 52687-2 OF SUPPORT FOR PILOT
RECYCLING PROJECT WITH CLEAN VALLEY COUNCIL
WHEREAS, providing adequate solid waste disposal has become
a critical problem in the Roanoke Valley; and
WHEREAS, the capability of Roanoke County to provide for
solid waste management affects the quality of life of County resi-
dents and the appeal of Roanoke County to tourists and new indus-
try; and
WHEREAS, there is a growing awareness that landfills are
difficult and expensive to site, operate, close, and replace and,
further, that landfills present other hazards, including poten-
tial liability to the local governments in the event of ground
water contamination, property damage, or harmful public health
consequences; and
WHEREAS, the General Assembly has recognized .the need for,
and the public has demonstrated interest in, identifying and pro-
moting safe and efficient solid waste management strategies that
will reduce dependence on landfills; and
WHEREAS, in other states, waste volume reduction through
recycling, source reduction, resource recovery and other methods
have proven to be an important element of effective comprehensive
waste management strategies by extending the life of existing
landfills and reducing the need of future landfill capacity; and
WHEREAS, the Clean Valley Council and its Valley Recycling
Project Committee have developed a pilot project to be conducted
in Roanoke County involving the curbside collection of recycla-
bles, including public education activities, to help assess the
relative costs and benefits of a recycling program and the will-
ingness of Virginia's citizens to participate; and
WHEREAS, the Virginia Environmental Endowment has pledged
its support and given its "Vote of Confidence" for this project
in Roanoke County as offering curbside recycling as a part of the
waste management program which will provide additional informa-
tion on waste management to other localities throughout Virginia;
and
WHEREAS, the County of Roanoke desires to express by this
resolution its conceptual support, for the pilot project; now,
therefore, be it
RESOLVED by the Board of Supervisors of Roanoke County,
Virginia that Roanoke County confirms its support for the pilot
project of the Clean Valley Council and its Valley Recycling
Project Committee and offers its operational support in the imple-
mentation of the one-year pilot project by providing the cost of
service by the Roanoke County Refuse Collection, with the under-
standing that the pilot project shall be so designed that the
County may reasonably anticipate and project that the cost of
collection service will be offset during the course of the pilot
project through savings from avoidance of landfill use fees and
sale of recyclable materials collected through the project and
other financial resources made available by the Clean Valley
Council.
On motion of Supervisor Brittle, seconded by Supervisor
Garrett and carried by the following recorded vote:

That the County Administrator may authorize the transfer of any unencumbered balance
or portion thereof from one classification of expenditure to another within the same department
or agency. That the County Administrator may transfer up to 810,000 from the unencumbered
balance of the appropriation of one department or agency to another department or agency,
including the contigency account encompassed in the Non -Departmental appropriation.
That all funded outstanding encumbrances, both operating and capital, at June 30,1987 are
reappropriated to the 1987-88 fiscal year to the same department and account for which they are
encumbered in the previous year.
That appropriations designated for capital projects will not lapse at the end of the fiscal
year but shall remain appropriated until the completion of the project or until the Board
of Supervisors, by appropriate resolution, changes or eliminates the appropriation.
Upon completion of a capital project, staff is authorized to close out the project and
transfer to the funding source any remaining balances. This section applies to appropriations
for Capital Projects at June 30,1987 and appropriations in the 1987-88 budget.

and upon the following recorded vote:

SUMMARY OF INFORMATION:
The Classification Plan for County employees for fiscal year
1987-88 is submitted for your approval. The Classification Plan
consists of classified and unclassified positions incorporated in
the County budget approved for fiscal year 1987-88.
The salaries of members of the Board of Supervisors are
determined by ordinance of the Board. The salaries of the County
Administrator, County Attorney, along with any salary supplements
approved for constitutional officers, are also determined by the
Board.
The salaries for other County employees, both classified and
unclassified, are determined by the County Administrator within
the limits of the adopted Classification Plan and appropriated
funds. The salary structure for classified personnel consists of
eight steps (A through H) with 5 percent increments between each
step. The salaries for unclassified personnel other than the
County Administrator, County Attorney, and salary supplements for
constitutional officers are determined by the County
Administrator. The unclassified category of personnel generally
includes those employees in positions of assistant county
administrator and department head. Funds for 5 percent salary
increases are included in the approved County budget.
In the approval of the Classification Plan for fiscal year
1987-88, the Board of Supervisors reaffirms the authority of the
County Administrator to determine salaries and to approve
personnel actions for all classified and unclassified employees
with the exception of salaries of Board of Supervisors' members,
the County Attorney, the County Administrator, and any salary
supplements approved for constitutional officers.
FISCAL IMPACT:�' �--
The cost of funding the 1987-88 Classification Plan is
incorporated in the budget previously approved by the Board of
Supervisors.
RECOMMENDATIONS:
It is recommended that the Board of Supervisors approve the
Classification Plan for fiscal year 1987-88 and reaffirm the
authority of the Board of Supervisors and County Administrator to
determine salaries and otherwise implement the Classification
Plan for the fiscal year 1987-88.

SUBJECT: VDOT Matching Fund Request for Burnham Road Pavement
Improvement

SUMMARY OF INFORMATION:
The Code of Virginia provides that counties may request
matching funds from VDOT to upgrade or maintain roads in the
Secondary Highway System. Rather than waiting for four (4) to
five (5) years to have their road improved through the Secondary
Highway Construction Program, the residents of Burnham Road
(Route 1596) have expressed a desire to pay $5,642.00 to match
VDOT Funds and have their road upgraded from surface treatment to
plant mix.

None
RECOMMENDATION:
Staff recommends that the Board request VDOT for a matching
allocation of $5,642.00 to upgrade Burnham Road from surface
treatment to plant mix.

PRIORITIES FOR THE VIRGINIA DEPARTMENT OF
TRANSPORTATION SECONDARY SYSTEM FOR ROANOKE
COUNTY FOR FISCAL YEAR 1987-88
BE IT RESOLVED by the Board of Supervisors of Roanoke
County, Virginia, as follows:
1. The Board does hereby establish for fiscal year 1987-88
those certain construction fund priorities for the Virginia
Department of Transportation Secondary System of Highways in

SUBJECT: Request for Authorization to Establish a Water System
for Thousand Oaks Subdivision.
COUNTY ADMINISTRATOR'S COMMENTS:
SUMMARY OF INFORMATION:
The proposed Thousand Oaks Subdivision is a 190 lot subdivision
located off Yellow Mountain Road as indicated on the attached map.
The developer, Don Bandy, has requested that the County extend an
existing County water line to provide water service to this
subdivision. The Utility Department will not approve the
extension at this time due to a planned re -alignment of Yellow
Mountain Road by the Virginia Department of Transportation.
Mr. Bandy wishes to begin development of Thousand Oaks as soon as
Possible, and does not want to delay this development until the
roadway re -alignment is established. At the suggestion of County
staff, Mr. Bandy would like to establish a complete water system
under the provision of the County Water Ordinance, Section 20.1-5
(2) (a) as amended by Ordinance No. 1512. Under the provisions
of this ordinance, prior to approval to establish a complete
water system, the applicant shall agree to "provide a complete
water system to serve the new area, convey the water distribution
system within such new area to the County at no cost, and convey
all supply and treatment facilities and other appurtenances to
the County at cost, and pay the existing connection fee." This
water system will be built to the County standards specified in
the Water Ordinance, and will allow the developer to begin his
subdivision without waiting for the realignment of Yellow
Mountain Road. The Developer will then convey the facility to
the County at his cost.
The agreement between Mr. Bandy and the County would include the
above statement on conveyance of the water system, and with
payment for the cost of the supply, treatment, oversized lines,
and storage facilities made by a 100% credit of the off-site
facilities fees associated with the Thousand Oaks Subdivision
until such time as the Developer is reimbursed the entire cost
for those facilities. The Developer, however, would pay the
appropriate portion of the basic connection fee for water which
would reduce the actual cost of each meter installed, which is
presently $20.00.

RECOMMENDATION:
Staff recommends that the County Administrator be authorized
to execute an agreement with the developer as provided by the
Water Ordinance and with the terms as stated above.

WHEREAS, in 1986 the Rock Drill Division Performance
Bonus Plan was implemented in Roanoke County to create a

SUBJECT: Report on the Drainage Study
COUNTY ADMINISTRATOR'S COMMENTS:
SUMMARY OF INFORMATION:
Attached is the drainage study of the Palm Valley/Kentland
neighborhoods. The study generally outlines the responsibilities
for flood and drainage control, identification of some of the
major issues involved, and recommends certain short term and long
term solutions as follows:
Short Term Solutions:
1. Adoption of the Virginia Department of Transportation
Standards.
2. Adoption of the Roanoke County Construction Standards.
3. Inspection of drainage improvements during constructions.
4. Inspection of drainage facilities.
5. Amendment to the Floodplain Ordinance.
All of these recommendations are highly desirable and feasible.
Implementation of these standards will help prevent further
drainage problems with future construction.
Long Term Solutions:
On a long-term basis, the County should develop or participate in
the development of regional watershed plans. It may be necessary
to establish a drainage utility to help finance the cost of
ongoing drainage maintenance. Under this concept, homeowners and
business will be assessed a fee depending upon the amount of
water runoff from their property. Funds received under this
program would be used for maintenance of streams, retention
ponds, and drainage basins.
Palm Valley/Kentland Neighborhoods:
The two areas in the County of the greatest concern at the
present time are the Palm Valley and Kentland neighborhoods.
Staff recommends improvements to both of these areas to help
alleviate the problem of flooded basements. In the Palm Valley
area, the staff recommends redesign and enlargement of the
drainage flume that carries off water from the shopping centers
on Williamson Road. In the Kentland area, staff recommends
replacing the culvert under the highway with a larger size pipe.
In both areas, extensive cleanup is required of the creeks, and
it may be necessary to install storm drains as well.
Staff also identified other problem areas which should be
addressed after the Palm valley and Kentland areas have been
corrected.
As much of the work as possible should be done with County staff,
and the major projects should be contracted to take advantage of
the construction season. It is anticipated that much of the
construction work in these two neighborhoods can be completed
this summer, with cleanup of the creeks to continue throughout
the winter and spring of next year.
This study was prepared by Phillip Henry, John Peters, George
Simpson and Lita Handy of the County Engineering Department, with
assistance from other other County offices and various agencies.
The staff is to be commended for the thoroughness of the report.
FISCAL IMPACT•
The cost of continuing the drainage program and the improvements
to the Kentland/Palm Valley areas is approximately $200,000. If
the Board chooses to increase the decal fees, approximately
$260,000 will be generated.
RECOMMENDATION:
It is recommended that the decal fees be increased, and $200,000
of the $260,000 be used to fund these improvements, and that the
drainage problems in the Palm Valley and Kentland areas be
addressed first. It is further recommended that a work session
be held on June 9, 1987 to study the changes necessary to the
County ordinances. Following the work session, the drainage
standards should be adopted and the staff should proceed with
first and second readings of the ordinances necessary to
implement the standards.

13-13. "Unlawful disposal of rubbish or other waste materials,"
of the Roanoke County Code be amended as follows:
Sec. 13-13. Unlawful disposal of rubbish or other waste material.
(a) No person shall dump or dispose of or leave or cause to be
thrown any rubbish, tin cans, trash, garbage or other waste
substance or material in or upon and along any street, road,
highway, park or alley in the county; nor shall any person
dispose of, dump or throw any rubbish, tin cans, trash, gar-
bage or any other waste material or substance upon any
vacant lots or property in the county which have not been
selected, approved and designated as a garbage or trash dis-
posal area by the health department of the county.
2. That Chapter 13, "Offenses -Miscellaneous," Section
13-14. "Unlawful accumulations of trash and growth of weeds; public
nuisances and abatement thereof," of the Roanoke County Code be
amended as follows:

(a) For the purposes of this section, the following words and
phrases shall have the meanings respectively ascribed to them
by this subsection:

SUBJECT: Extension of Special Leave Request For Workers'
Compensation Injury - Shirlee E. Hill
COUNTY ADMINISTRATOR'S COMMENTS:
SUMMARY OF INFORMATION:
This is a request for a special leave extension for Mr.
Shirlee E. Hill, Refuse Collector, who sustained a job-related
injury on January 16, 1987. Approval of a Special Leave Request
permits regular employees to receive full pay and county
benefits; and, in turn, employees must sign over.any workers'
compensation checks to the county. Mr. Hill was granted a
special leave of 90 work days which expired May 22, 1987.
Mr. Hill continues to have problems relating to his injury
and is unable to return to work at this time. In accordance with
Section VIII -C of the Employee Handbook, an additional sixty work
days may be granted by the Board of Supervisors upon
recommendation of both the department head and county
administrator.
FISCAL IMPACT:
The total salary cost for sixty (60) work days, less
workers' compensation payments returned to the county, is $816.
The total fringe benefit cost for the sixty (60) days is $533.
Total budget cost for salary and fringe benefits is $1,349. An
appropriation of funds will not be required for the extension of
this Special Leave Request.
RECOMMENDATIONS:
It has been recommended by Mr. John Hubbard, Assistant
County Administrator for Public Facilities, that the sixty-day
extension be approved.

SUBJECT: Request for authorization to Trl:lnsfer of Hollins Water
System to Hollins Community Development Corporation
COUNTY ADMINISTRATOR'S COMMENTS:
SUMMARY OF INFORMATION:
In order to receive grant funds from Farmers Home Administration
(FmHA) for the proposed construction of the sewer and water
system in the "Old Fields" area of the Hollins Community, it is
required that the Hollins Community Development Corporation own
the water system and associated property and right-of-ways.
The new utility systems will be owned by the Hollins Community
Development Corporation. Under a separate agreement, Roanoke
County will continue to operate these systems.
A part of this transfer will be the requirement that connection
fees to the Hollins Community Development Corporation system will
be the same as established for a County utility system. All
off-site facility or availability fees collected for connection
to this system must be applied to the FmHA loan balance until
such time that Roanoke County purchases the utility system.
The Department of Utilities concurs with this request and
recommends waiving of provisions of the water ordinance which
prohibits private water systems.

The fiscal impact of this transfer will not require additional
funds from Roanoke County.
RECOMMENDATION:
Staff recommends that the Board authorize the County Adminis-
trator to execute the necessary documents to transfer the Hollins
water system to the Hollins Community Development Corporation
with terms as stated above.
