HomeMy WebLinkAbout7/28/1987 - Adopted Board RecordsAT A REGULAR MEETING OF THE BOARD OF SUPERVISORS OF ROANOKE COUNTY, VIRGINIA, HELD AT THE ROANOKE COUNTY ADMINISTRATION CENTER ON TUESDAY, JULY 28, 1987 RESOLUTION NO. 72887-1 APPROVING AND CONCURRING IN CERTAIN ITEMS SET FORTH ON THE BOARD OF SUPERVISORS AGENDA FOR THIS DATE DESIGNATED AS ITEM J - CONSENT AGENDA BE IT RESOLVED by the Board of Supervisors of Roanoke County, Virginia, as follows: 1. That that certain section of the agenda of the Board of Supervisors for July 28, 1987, designated as Item J - Consent Agenda be, and hereby is, approved and concurred in as to each item separately set forth in said section designated Items 1 through 6, inclusive, as follows: 1. Minutes of Meeting - June 23, 1987 2. Request for Acceptance into the Secondary Road System of 0.22 Miles of Ashton Lane. 3. Request for Acceptance into the Secondary Road System of 0.30 miles of Highfield Farm Trail. 4. Request for Acceptance of Water lines serving Huntridge Section One. 5. Request for County Administrator to execute the necessary documents to acquire easements for the Lock Haven and Bell Haven water system. 6. Request for authorization to accept renewal of the Victim -Witness Assistance Grant. 2. That the Clerk to the Board is hereby authorized and directed where required by law to set forth upon any of said items the separate vote tabulation for any such item pursuant to this resolution. That this matter came this day to be heard upon the proceedings herein, and upon the application for Highfield Farm Trail to be accepted and made a part of the Secondary System of State Highways under Section 33.1-229 of the Virginia State Code. 2.. That it appears to the Board that drainage easements and a fifty (50) foot right-of-way for said road have heretofore deed dedicated by virtue of certain maps known as Highfield Farm Estate, Sections 1 and 2 Subdivision which maps were recordled in Plat Book 9, Pages 343 and Plat Book 10, Page 16 of the records of the Clerk's Office of the Circuit Court of Roanoke County, Virginia, on, November 21, 1985 and July 16, 1986 and that by reason of the recordation of said map no report from a Board of Viewers, nor consent or donation of right-of-way from the abutting property owners is necessary. The Board hereby guarantees said right-of-way for drainage. 3. That said road known as Highfield Farm Trail and which is shown on a certain sketch accompanying this Resolution, be, and the same is hereby established as a public road to become a part of the State Secondary System of Highways in Roanoke County, only from and after notification of offical acceptance of said street or highway by the Virginia Department of Transportation. The interconnection of these two systems would continue the County's efforts to provide more reliable water service throughout the County. The pipe line interconnecting these two systems would require the acquisition of several easements. FISCAL IMPACT: DO Monies are available in the Utility fund for the acquisition of the easements. RECOMMENDATION• The Staff recommends that the County Administrator be authorized to take the necessary actions to acquire these easements. The grant includes $5,857 state DCJS Block Grant and $1,953 State General Fund. Funds are included in the current fiscal year's budget to cover this project. The Board is requested to authorize the County Administrator to execute the appropriate documents for the acceptance of this grant. FISCAL IMPACT: DO Victim Witness revenues were budgeted at $8,500, and expenditures were budgeted at $10,000. Both line items should be adjusted to reflect the amount actually approved. COUNTY ADMINISTRATOR'S COMMENTS: SUMMARY OF INFORMATION: The developer of Huntridge, Section One, Roanoke County Land Venture, has requested that Roanoke County accept the deed conveying the water lines serving the subdivision along with all necessary easements and associated real property. The water lines are installed as shown on engineering plans prepared by T. P. Parker & Son entitled Huntridge, dated May 1980, which are on file in the Public Facilities Department. The water and sewer line construction meets the specifications and the plans approved by the County. FISCAL IMPACT: 'Da The value of the water construction is $132,000. RECOMMENDATION: The staff recommends that the Board of Supervisors accept the water and related facilities serving the subdivision along with all necessary easements and real property and authorize the County Administrator to execute a Deed for the transfer of these facilities.
