HomeMy WebLinkAbout10/13/1987 - Adopted Board RecordsAT A REGULAR MEETING OF THE BOARD OF SUPERVISORS OF ROANOKE COUNTY, VIRGINIA, HELD AT THE ROANOKE COUNTY ADMINISTRATION CENTER ON TUESDAY, OCTOBER 13, 1987 RESOLUTION 101387-1 APPROVING AND ADOPTING AN ECONOMIC DEVELOPMENT STRATEGY BE IT RESOLVED by the Board of Supervisors of Roanoke County, Virginia, as follows: WHEREAS, economic and industrial development is a valid purpose for the expenditure of public funds; and WHEREAS, economic development is both a program and a process that is an important function of local government; and WHEREAS, the Economic Development Strategy outlines the formal activities and the direction of County efforts in economic development during 1987-88; and NOW, THEREFORE, BE IT RESOLVED by the Board of Super- visors of Roanoke County as follows: 1. That the Economic Development Strategy proposed by the Roanoke County Economic Development Division of the Depart- ment of Development dated October, 1987, is hereby approved; and 2. That its mission is to stimulate and encourage development and the creation of wealth which produces revenue and provides jobs within Roanoke County; and 3. That the establishment of goals and the develop- ment of the objectives will focus Roanoke County's economic devel- opment efforts for 1987-88. These goals and objectives comprise the herein adopted Economic Development Strategy; and 4. That these goals and objectives include: (a) Continued expansion of the local economy to meet changing patterns of the State's and the Nation's economy; (b) Retention and expansion of existing indus- tries, small businesses, and the service sector, where the greatest growth in new jobs and investment are already occurring; (c) Attraction of new capital intensive busi- nesses and industries that produce jobs and have a net fiscal benefit for Roanoke County; (d) Attraction of new industries and businesses that respect the environment and represent a positive improvement for Roanoke County; (e) Encourage new and existing businesses and industries to provide a livable wage, diversi- fied job opportunities, upward mobility and training and re-training opportunities; and (f) Assist local industries and businesses in the expansion of international trade. NOW, THEREFORE, BE IT RESOLVED by the Board of Supervisors of Roanoke County, Virginia, as follows: 1. That Resolution R1-5-87-1 establishing a certain meeting schedule for the Roanoke County Board of Supervisors is hereby amended by canceling the meetings scheduled for November 10, 1987; November 24, 1987; December 8, 1987; and December 22, 1987; and rescheduling the meetings of the Board for November 17, 1987; December 1, 1987; and December 15, 1987. 2. That the meeting hereby scheduled for November 17, 1987, shall commence at 3:00 p.m. and public hearings at 7:00 p.m.; the meeting scheduled for December 1, 1987, shall commence at 2:00 p.m.; the meeting scheduled for December 15, 1987, shall commence at 3:00 p.m. and public hearings at 7:00 p.m. These meetings shall be held at the Roanoke County Administration Center at 3738 Brambleton Avenue; and 1 3. A contract with J. M. Turner and Company, Inc. in the amount of $9,487,800 for the new terminal development build- ing construction contract. 2. A contract with alternates up to the amount of $8,687,112 with Branch Highways, Inc. for the new terminal devel- opment site development. 3. An amendment to the engineering agreement for term- inal development in an amount not to exceed $961,000 with Delta Associates, P.E.; each of the foregoing three expenditures being more specifically set forth in the aforesaid report. NOW, THEREFORE, BE IT RESOLVED by the Roanoke County Board of Supervisors that the aforesaid capital expenditures by the Roanoke Regional Airport Commission, as more particularly set forth in the aforesaid report, are hereby approved, and the County Administrator and Deputy Clerk are authorized to execute and attest, respect ivel.7, on behalf of the County, any further documentation in form approved by the County Attorney, necessary to evidence said approval. Allen, Deputy Clerk Roanoke County Board of Supervisors 10/14/87 cc: File Roanoke Regional Airport Commission Diane Hyatt, Director of Finance John Chambliss, Assistant County Administrator A-101387-4 �,,/ Item �- 7 AT A REGULAR MEETING OF THE BOARD OF SUPERVISORS OF ROANOKE COUNTY, VIRGINIA HELD AT THE ROANOKE COUNTY ADMINISTRATION CENTER IN ROANOKE, VA., ON TUESDAY, MEETING DATE: October 13, 1987 SUBJECT: Valleypointe Project COUNTY ADMINISTRATOR'S COMMENTS: / SUMMARY OF INFORMATION: EXECUTIVE SUMMARY The proposed Valleypointe project consists of 252 acres on the north side of Peters Creek Road in Roanoke County. The develop- ment concept is a business park consisting of light industrial, office and research and development uses. This project will occur in two phases, the first of which consists of fifty acres adjacent to the Airport Clear Zone near Peters Creek Road and I-581 known as the Harris-Moomaw property. Phase II consists of approximately 200 acres of land owned by Adams Construction Company fronting on Interstate 581 and I-81. The attached map designates the location of these properties. ACCESS ROAD A new access road is needed to serve the Harris-Moomaw property, (Phase I) that goes through the portion of the extended Airport Clear Zone north of Peters Creek Road and adjacent to properties owned by Smith Transfer. VDOT has reviewed the route of this road and recommended a new signalized entrance on Peters Creek Road. Other routes that have been proposed do not have suffi- cient right-of-way or entrance potential. The access road will be obtained from the Roanoke Regional Airport Commission in exchange for up to 10 acres of land from the Ida May Holland estate along Thirlane Road in the City of Roanoke. It is strat- egically advantageous for Roanoke County to obtain the land from the Holland estate in exchange for the access road property from the City of Roanoke. If Roanoke County obtains the land, this will ensure that there is proper and clear title for the poten- tial industrial access road. Another benefit to the relocation of the access road is the improvement of existing access to Smith's Transfer, Overnite Transfer, Carolina Trucking, and Truck Enterprises, which currently use Kenworth Drive as it enters Peters Creek Road in a non -signalized intersection. A new access road would provide a signalized intersection on Peters Creek that would not only serve the Valleypointe project, but the three existing trucking busi- nesses, and provide better access to Thirlane as it extends into the City of Roanoke adjacent to the Airport. ROANOKE COUNTY'S COMMITMENT Roanoke County has promoted the sites in this interchange quad- rant since 1980. A staff analysis of the developer's project indicates that positive aspects of job creation, new tax revenue, and a low demand for public services justify Roanoke County's financial participation. Roanoke County has been asked to participate in extending water and sewer for Phases I and II. These elements of this commitment are identified at this time to be: Water and sewer extensions $1,250,000 Purchase of up to 10 acres of Ida Mae Holland property 250,000 $1,500,000 FISCAL IMPACT: No major fiscal impact at this time since negotiations are in progress, however, the Board of Supervisors must appropriate $1,000 from the Board contingency fund as a binder to obtain an option for up to ten (10) acres of the Ida M. Holland estate. RECOMMENDATION: It is recommended that the Roanoke County Board of Supervisors take the following action: 1. Appropriate $1,000 from the Board contingency fund as a binder to obtain an option for up to ten (10) acres of the Ida M. Holland estate. 2. Authorize the County Attorney to enter into negotiations to obtain the option on the Ida M. Holland estate. Also, by this transaction, Roanoke County would retain the right to assign this property in that funding for the property acquisition may be through a third party. IT IS HEREBY ORDAINED by the Board of Supervisors of Roanoke County, Virginia, that Chapter 20.1, "Water," of the 1971 Roanoke County Code (now Chapter 22 of the 1985 Roanoke County Code) is hereby amended as follows: CHAPTER 20.1 WATER ARTICLE II. COUNTY WATER SYSTEM (e) Deposits (1) The following charges shall be imposed as security deposits when request for service is made: Sewer Only - $50.00 Residential Water, Water and Sewer - $25.00 Commercial Water, Water and Sewer - $100.00 (2) If any utility customer at any time failed to keep his account current, resulting in discontinuance of service, that customer shall pay an additional deposit according to the follow- ing schedule for reinstitution of service This deposit shall be required in addition to that required by subsection (a) and the turn -on charge required by Section 20.1-31. NOW, THEREFORE, BE IT RESOLVED by the Board of Supervi- sors of Roanoke County, Virginia, as follows: 1. That Roanoke County hereby approves and concurs in the relocation of Route 1815 (LaMarre Street) in conjunction with Project 0011-080-105, PE 102, Route 11, Roanoke County. 2. That the funding for this relocation of Route 1815 (LaMarre Street) is included in the primary road allocation for Route 11 (Williamson Road), and will have no fiscal impact upon the County's general fund. 3. NOW, THEREFORE, be it resolved by the Board of Supervi- sors of Roanoke County, Virginia, as follows: 1. That Roanoke County hereby approves and concurs in the renumbering of a .20 mile section of State Route 1055 (Coach- man Drive) to State Route 610 from Coachman Drive (Rt. 1055) and Sourwood Street (Rt. 1051) intersection to Ruritan Road (Rt. 609) and West Ruritan Road (Rt. 610) intersection. 2. That the renumbering of a .20 mile section of State Route 1055 (Coachman Drive) will have no fiscal impact upon the County's general fund. 3. That this matter came this day to be heard upon the proceedings herein, and upon the application of Whipplewood Drive to be accepted and made a part of the Secondary System of State Highways under Section 33.1-229 of the Virginia State Code. 2. That it appears to the Board that drainage easements and a fifty ( 50 ) foot right-of-way for said road have been dedicated by virtue of a certain map/maps known as Section 1, Branderwood Subdivision which map was recorded in Plat Book 9, Page 351, of the records of the Clerk's Office of the Circuit Court of Roanoke County, Virginia, on December 4, 1985 and that by reason of the recordation of said map no report from a Board of Viewers, nor consent or donation of right-of-way from the abutting property owners is necessary. The Board hereby guarantees said right-of-way for drainage. 3. That said road known as Whipplewood Drive and which is shown on a certain sketch accompanying this Resolution, be, and the same is hereby established as public road to become a part of the State Secondary System of Highways in Roanoke County, only from and after notification of official acceptance of said street or highway by the Virginia Department of Transportation. That it appears to the Board that drainage easements and a fifty (50) foot right-of-way for said road have been dedicated by virtue of a certain map/maps known as Woodbridge, Sections 6,7,and 8 Subdivision which maps were recorded in Plat Book 9, Pages 175,249 and 310, of the records of the Clerk's Office of the Circuit Court of Roanoke County, Virginia, on August 21, 1980, May 11, 1983 and December 17, 1984 and that by reason of the recordation of said map no report from a Board of Viewers, nor consent or donation of right-of-way from the abutting property owners is necessary. The Board hereby guarantees said right-of-way for drainage. 3. That said roads known as Millwheel Drive and Millbridge Road and which are shown on a certain sketch accompanying this Resolution, be, and the same is hereby established as public roads to become a part of the State Secondary System of Highways in Roanoke County, only from and after notification of official acceptance of said streets or highways by the Virginia Department of Transportation. P. Wallace, Inc. has requested that Roanoke County accept the deed conveying the water and sewer lines serving the subdivision along with all necessary easements. The water and sewer lines are installed as shown on engineering plans prepared by Alpha Land Surveyors, entitled Map of Section 3, Castle Rock West dated August 20, 1984, which are on file in the Public Facilities Department. The water and sewer line construction meets the specifications and the plans approved by the County. FISCAL IMPACT The values of the water and sewer construction are $6,000.00 and $6,200.00 respectively. RECOMMENDATION: The staff recommends that the Board of Supervisors accept the water and sewer facilities serving the subdivision along with all necessary easements, and authorize the County Administrator to execute a Deed for the transfer of these facilities. 1 SUBMITTED BY: Phillip T.
