SUBJECT: Park Bond appropriation transfers for funding of
Starkey Park athletic fields
COUNTY ADMINISTRATOR'S COMMENTS:
SUMMARY OF INFORMATION:
The development of the Starkey (South County) Park baseball
field, soccer field and associated parking was not scheduled as
part of the 1985 Starkey Park Bond appropriation of $250,000.
However, the 1985 Park Comprehensive Plan showed that the South
County area had a greater shortage of park facilities when
compared to the rest of the County. As a result, the Board
approved the development of a baseball field, soccer field, and
associated parking at Starkey Park. The staff previously
discussed the necessity to transfer funds with the Board members.
The Recreation Advisory Commission has reviewed this and are in
support of the transfer of funds. Work on the fields and
associated parking has been completed.
Additional funds in the amount of $67,010 were needed to
complete the development of the fields and parking area at
Starkey Park. It is requested that Bond funds from Walrond Park
($32,044) and Vinyard Park ($34,966) be used to fund this
additional amount needed for Starkey Park. Walrond Park Bond
obligations have been met and Vinyard Park will have a sufficient
balance to complete all planned projects with the exception of
one soccer field.
FISCAL IMPACT: 0
Funding of this request will require Bond Project transfers
from Walrond and Vinyard Parks to Starkey Park in the amount of
$67,010. No additional appropriations will be required.

SUBJECT: Request from Valley Metro to extend service from the
Roanoke City line along Brambleton Avenue to the
facility occupied by the State Office of Vocational
Rehabilitation.

SUMMARY OF INFORMATION:
At the October 13, 1987 meeting, staff presented a request
from Valley Metro to extend service from the City line along
Brambleton Avenue to Cave Spring Corners. At that time the Board
of Supervisors tabled action on that request until its November
17, 1987 meeting.
Since that time, Dr. Nickens has met with representatives
from Valley Metro and Radar and they have indicated a necessity
to approve at least the extension of the route to the facility
to be occupied by the Office of Rehabilitative Services prior to
November 1, 1987. This particular extension will be at no cost
to the County, since there has been a significant ridership from
this location.
County staff, members of the Board of Supervisors,
Brambleton Avenue merchants, and Valley Metro, will continue to
proceed toward a satisfactory resolution for the request to
extend service to Cave Spring Corners or to the area along Postal
Drive, so that a formal recommendation can be made to the Board
of Supervisors at your November 17 meeting.
FISCAL IMPACT:�Q�

RECOMMENDATION:
Staff recommends that Valley Metro be authorized to extend
their present service along Brambleton Avenue to the office to be
occupied by the Office of Rehabilitative Services beginning
November 1, 1987.

BE IT RESOLVED by the Board of Supervisors of Roanoke

SUMMARY OF INFORMATION:
The developer of Section 6, Castle Rock Farms, Boone
Builders, Inc., has requested that Roanoke County accept the deed
conveying the water and sewer lines serving the subdivision along
with all necessary easements.
The water and sewer lines are installed as shown on
engineering plans prepared by Buford T. Lumsden & Associates
entitled, Section 6, Castle Rock Farms dated September 17, 1987,
which are on file in the Public Facilities Department. The water
and sewer line construction meets the specifications and the
plans approved by the County.
FISCAL IMPACT: 01
The values of the water and sewer construction are $9,895.00
and $14,780.00.
RECOMMENDATION:
The staff recommends that the Board of Supervisors accept the
water and sewer facilities serving the subdivision along with all
necessary easements, and authorize the County Administrator to
execute a Deed for the transfer of these facilities.

SUMMARY OF INFORMATION:
Developer of Cherokee Hills Section 3, Ronald L. Minton, has
requested that Roanoke County accept the deed conveying the water
lines serving the subdivision along with all necessary easements.
The water lines are installed as shown on engineering plans
prepared by Brightwaters Engineers entitled, Cherokee Hills,
Section 3 dated March 19, 1987, which are on file in the Public
Facilities Department. The water line construction meets the
specifications and the plans approved by the County.
FISCAL IMPACT: 0?
The value of the water construction is $12,210.00.
RECOMMENDATION:
The staff recommends that the Board of Supervisors accept the
water facilities serving the subdivision along with all necessary
easements, and authorize the County Administrator to execute a
Deed for the transfer of these facilities.

SUBJECT: License for Pipe Line Facility between Norfolk Southern and
Roanoke County for drainage pipe at Public Service Center
COUNTY ADMINISTRATOR'S COMMENTS:
SUMMARY OF INFORMATION:
One of the major components for improving the drainage at the
Public Service Center is a 48 inch pipe from County property to Mason
Creek. The installation of the pipe requires a crossing of the
Norfolk Southern tracks which run parallel to Kessler Mill Road.
Prior to granting permission for pipe installations, Norfolk Southern
requires the owner to execute a license for pipe line facility.
FISCAL IMPACT

SUBJECT: Change in Sanitary Sewer Easement
Branderwood Section #3
COUNTY ADMINISTRATOR'S COMMENTS:
SUMMARY OF INFORMATION:
The sanitary sewer easement located on Lot 17, Block 2,
Section 3 of the Branderwood Subdivision was accepted by Board
action on June 9, 1987.
This easement, which was properly recorded, exceeded the
required 15 foot width and included the -remaining portion of the
lot as a matter of survey convenience. A potential buyer of this
lot has asked the owner, Boone, Boone, & Loeb, Inc., to have the
easement changed to the required 15 foot width so that use
restrictions would not apply to the remaining lot. This report
is the result of the owners request.
The proposed 15 foot sanitary sewer easement shown on the
attached plan is as required by current County standards. The
vacation of the remaining area, originally accepted, will not
affect the ability to maintain or repair the sewer line.
FISCAL IMPACT
There are no County funds required for this change.
RECOMMENDATION•
Staff recommends that the Board authorize vacation of the
existing sanitary sewer easement on Lot 17 and accept the 15 foot
wide sanitary sewer easement as indicated on the attached plan.

SUMMARY OF INFORMATION:
The following nominations have been made and must now be
confirmed by the Board of Supervisors. The nominee has agreed to
serve.
Community Corrections Resources Board
Edmund J. Kielty has been nominated by Supervisor Nickens to
serve a one-year term. The term will expire on August 13, 1988.
Court Service Unit Advisory Council/Youth and Family Services
Advisory Board
James L. Trout has been nominated by Supervisor Nickens to serve
the unexpired two-year term of Joseph D. Cronin. His term will
expire March 22, 1989.
Cassidee R. Nickens has been nominated by Supervisor Nickens to
serve a one-year term as youth member representing William Byrd
High School. Her term will expire November 13, 1988.
Grievance Panel
R. Vincent Reynolds has been nominated by Supervisor Nickens to
serve a three-year term as alternate member. His term will
expire September 10, 1990.

ORDINANCE 102787-4 AMENDING ORDINANCE
NO. 6-9-87-9 AUTHORIZING THE COUNTY
ADMINISTRATOR TO ACCEPT THE DONATION OR
DEDICATION OF UTILITY AND RIGHT-OF-WAY
ROAD EASEMENTS AND IMPROVEMENTS THEREIN
WHEREAS, pursuant to the provisions of Section 18.04 of
the Charter of Roanoke County, first and second readings are
required to pass all ordinances; and
WHEREAS, the Board of Supervisors adopted an ordinance
on June 9, 1987, authorizing the County Administrator to accept
donations of dedications of utility and right-of-way road ease-
ments and improvements therein upon concurrence of said Board of
Supervisors; and
WHEREAS, upon passage of said ordinance, a more orderly
and expeditious procedure of reviewing, approving, authorizing,
and accepting donations or dedications of such interest in real
estate has been accomplished; and
WHEREAS, a more orderly and expeditious procedure of
reviewing, approving, authorizing, and accepting the donation or
dedication of water, sewer, or drainage easements and other real
estate interests is desired; and
WHEREAS, a first reading of the proposed amended ordin-
ance was held on October 13, 1987; the second reading was held on
October 27, 1987.
THEREFORE, be ordained by the Board of Supervisors of
Roanoke County that Ordinance No. 6-9-87-9 be amended as follows:
1. That upon the proposed donation or dedication of a
utility, water, sewer, or drainage easement or other property
interest, or a right-of-way for road purposes and any improve-
ments or facilities constructed therein, and/or the donation or
dedication of any property interest upon which to construct or
maintain any improvements or facilities in connection therewith,
the County Administrator is hereby authorized to accept said dona-
tion or dedication, upon the review and recommendation of the
County Engineer, or his designee, and upon the concurrence of the
Board of Supervisors by resolution.
2. That the County Administrator is authorized to exe-
cute such documents and take such actions on behalf of Roanoke
County as are necessary to accomplish the acquisition of these
property interests, all of which shall be upon form approved by
the County Attorney. The County Administrator may delegate this
authority as he deems appropriate.
3. The effective date of this amendment shall be
October 27, 1987.
