MEETING DATE: January 12, 1988 SUBJECT: County Holiday Schedule for Calendar Year 1988 COUNTY ADMINISTRATOR'S COMMENTS: �2a�v�-rpt.,-�.e•� ��''"0.-/� SUMMARY OF INFORMATION: Each year at this time, the County establishes the holiday schedule for the calendar year. In previous years, there have been conflicts with holidays in some county offices. In calendar year 1987, the holiday schedule authorized by the Code of Virginia for State employees was adopted by the County. The Employee Advisory Committee recommends that the County of Roanoke follow the holiday schedule established by the Code of Virginia for State employees with the day after Thanksgiving being substituted for Election Day. In accordance with Attachment A, the Roanoke County Library Board has requested that the Library System be open on Lee -Jackson -King Day, George Washington's Birthday, Columbus Day, Election Day, and Veterans Day so that the County libraries can better serve the public. They have also requested to reserve the right to use one of the minor holidays to close on Christmas Eve. A comparison of the holiday schedules for the State of Virginia, City of Roanoke, City of Salem, and Roanoke County is enclosed with this report as Attachment B. RECOMMENDATIONS: It is recommended that the following holiday schedule be adopted for calendar year 1988: New Year's Day Lee -Jackson -King George Washington Memorial Day Independence Day Labor Day Columbus Day Veterans Day January 1 Day 3rd Monday Day 3rd Monday Last Monday July 4 1st Monday 2nd Monday November 11 in January in February in May in September in October u Thanksgiving Day 4th Thursday in November Day After Thanksgiving Friday after 4th Thursday Day in November Christmas Day December 25 and any day appointed by the Board of Supervisors or the Governor of Virginia as a legal holiday or for State or County offices to close. In this recommendation, the day after Thanksgiving is substituted for Election Day. It is also recommended that the Library System remain open on certain holidays designated by the Roanoke County Library Board. For those offices that remain open on designated holidays or do not otherwise follow the established holiday schedule, it is recommended that the total number of holidays shall not exceed 11 days or a total of 88 hours in a calendar year for any employee. Subsequently, AMP, Inc. located on the site and the County staff marketed the remaining 7.168 acres as an industrial site. Protective covenants governing the use and development of the County property were prepared and recorded in May 1983. During the negotiations for the sale of the County property to Shimchock, it became apparent that there were discrepancies between the recorded protective covenants and copies possessed by the neighborhood citizens. In order to expedite the sale of the property and respond to citizen concerns about the Mountain View Farm property development, several proposed amendments to the protective covenants have been prepared (see attachment). FISCAL IMPACT: None RECOMMENDATION: It is recommended that the Board of Supervisors authorize the staff to amend the protective covenants and record these changes with Roanoke County Circuit Court. NOW, THEREFORE, BE IT RESOLVED by the Board of Supervi- sors of Roanoke County, Virginia, that the application of the County School Board of Roanoke County to borrow money for capital projects for school purposes is hereby approved and supported. BE IT FURTHER RESOLVED that this approval and support includes a sum of money not to exceed $3,985,000 for renovation and additions to the Back Creek and Bent Mountain elementary schools. WHEREAS, these properties are deemed "surplus" for the purposes of Section 16.01 of the Roanoke County Charter, and are being made available for other public uses. This real estate shall be utilized for industrial access or other road improvement pur- poses. A subsequent conveyance of this property or any portion thereof to the Virginia Department of Transportation for public road purposes and uses is hereby authorized and approved. Any remaining property shall be utilized for economic development or other public purposes. 4. That the conveyance of the real estate identified in paragraph 2, above, to the Roanoke Regional Airport Commission in exchange for the real estate identified in paragraph 3, above, is hereby authorized and approved. Further, the disposition and conveyance of the property described in paragraph 2, above, is for other public uses and purposes, namely, the uses and purposes of the Roanoke Regional Airport Commission. 5.
