FUNDING OF THE VIRGINIA DEPARTMENT OF
AGING
BE IT RESOLVED by the Board of Supervisors of Roanoke
County, Virginia, as follows:
WHEREAS, the Area Agencies on Aging which provides
community-based services to our older citizens have become more
proficient in the location and identification of elderly people
whose needs remain totally or marginally unmet; and
WHEREAS, these stressful problems include, but are not
limited to nutrition programs such as Meals -on -Wheels and Diners
Clubs, respite care, home repairs, ombudsman services and
homemaker care; and
WHEREAS, the number of the often frail needy elderly
grow in consonance with the overall rapid increase of our older
population which continues to increase more rapidly than the
general population; and
WHEREAS, the mechanism for satisfying unmet needs
exists and functions through the League of Older Americans in
Roanoke and in every area of the state through its remaining 24
Agencies on Aging; and
WHEREAS, it has become impossible to stretch further
the funds currently available to fulfill present schedules of
services and programs for the elderly and also to relieve the
unmet needs.
THEREFORE, BE IT RESOLVED, that the Board of
Supervisors of Roanoke County, Virginia does hereby urge the
Governor of Virginia to take action requested by the Virginia
Department for the Aging to help it to respond fully with a range
of locally determined life sustaining services to needy elderly
Virginians.

SUBJECT: Authorization to Acquire Broadview Water System
COUNTY ADMINISTRATOR'S COMMENTS:
SUMMARY OF INFORMATION:
The Broadview Subdivision is located in Roanoke County off Route
11 south of Salem. This subdivision is furnished water by a privately
owned water system. The owner of this water system has offered to
give it to Roanoke County.
The Broadview Water System is in poor condition and is supplied
by wells that have poor quality water which has resulted in numerous
violations of the State Water Quality Regulation.
In order for Roanoke County to accept and operate this water
system, it would be necessary to abandon the wells and supply water
from the Big Hill water transmission line that is within 200 feet of
the subdivision. The cost of this interconnection would be
approximately $4,000.
The cost to upgrade the entire water distribution system to an
adequate status is estimated to be $85,000. It is proposed that this
upgrade not be done unless the residents in this subdivision make a
significant capital contribution toward this cost. It does not appear
reasonable that the County would be expected to expend large sums of
money to upgrade a newly acquired water system, instead of upgrading
existing County owned systems that are also inadequate.
FISCAL IMPACT:
The initial cost to acquire the Broadview Water System will be
$4,000 for the interconnection to Big Hill. The maintenance cost for
this system will be higher than average due to the condition and age
of the distribution system. A realistic cost estimate for maintenance
cannot be made.

RECOMMENDATION:
Staff makes the following recommendations:
1. Roanoke County accept the Broadview Water System.
2. The Board of Supervisors authorize a $4,000 appropriation from the
Utility Fund to connect the Broadview Water System to the Big Hill
transmission line.
3. The Board of Supervisors authorize the County Administrator to
execute the necessary documents to effect this transfer as soon as
possible.
4. That upgrade of this water system not be made at this time unless
the residents petition for an upgrade and also make a major
contribution toward the cost of such an upgrade.

As the County begins its test of the one-armed bandit, a
rule needs to be established requiring residents to use the
County issued container and explain conditions for replacement
resulting from theft or damage. This amendment provides the
required rules.
A. Resident must use the County issued container to receive
service.
B. Container is assigned to the property and not the occupant or
owner; therefore, if the owner sells the property and/or
moves, the container will remain with the property.
C. Additional containers may be purchased by residents from the
County and will become property of the resident and Policy B
will not apply.
D. Containers damaged, under normal usage, will be replaced by
the County. Containers damaged from abuse or misuse by the
resident, will be replaced at a cost to the resident.
E. Stolen containers will be replaced by the County and a police
investigation initiated.
F. Only County authorized structural modifications to the
container will be allowed. Residents may paint thetf

FISCAL IMPACT: None
RECOMMENDATION:
Staff recommends Board approval and the County policy be
amended to define Automated System Service for those communities
effected by the test program.

BE IT RESOLVED by the Board of Supervisors of Roanoke
County, Virginia, as follows:
1. That that certain section of the agenda of the
Board of Supervisors for January 26, 1988, designated as Item J -
Consent Agenda be, and hereby is, approved and concurred in as to
each item separately set forth in said section designated Items 1
through 8, inclusive, as follows:

Strauss Development Corporation is dedicating to the County
of Roanoke a 15 -foot easement for the location, construction, and
maintenance of a drainage easement across Sugar Maple Court and
Gots 4-7, Block 2, Section 4, the Falls in the Catawba Magis-
terial. District of Roanoke County. This action is required in
order to dedicate the easement for public use.
Pursuant to Ordinance No. 102787-4 adopted on October 27,
1987, the Board authorized the County Administrator to accept
donations or dedications of noncontroversial real estate matters.
FISCAL IMPACT:
None.
RECOMMENDATION:
It is recommended that the Board favorably consider this

SUBJECT: Request from Roanoke Valley Alcohol Safety Action
Program (VASAP) Policy Board for ratification and
confirmation of Board Appointments
COUNTY ADMINISTRATOR'S COMMENTS:
SUMMARY OF INFORMATION:
The Roanoke Valley Alcohol Safety Action Program (VASAP) has
previously been supervised by a Court Community Correction
Program Judicial Board made up of Judges from the various
communities being served by the program. This board has decided
to turn over supervision of the programs to community leaders,
which shall be called a Policy Board. The members on the Policy
Board shall represent the jurisdictions served by the program.
Attached is a letter from Judge G. 0. Clemens, Chairman of the
Court Community Corrections Program Judicial Board, outlining the
changes to be made.
The Judicial Board has appointed Dr. Harry Nickens to serve a one
year term and Ms. Betty Pullen to serve a three-year term.
The Judicial Board is requesting that the VASAP Policy Board
become an official County Board with future Roanoke County
appointments made by the Board of Supervisors. They further
request that these appointments be confirmed by the Board of
Supervisors, and that future appointments be made by the Board of
Supervisors.
RECOMMENDATION:
It is recommended that the VASAP Policy Board be part of the
Board of Supervisors Committees, Commissions and Boards, and that
the Board of Supervisors ratify and confirm the one-year
appointment of Dr. Harry C. Nickens, and the three-year term of
Ms. Betty Pullen. Dr. Nickens' term will expire December 31,
1988 and Ms. Pullen's term will expire December 31, 1990.

SUBJECT: Acquisition of Sewer Easement
COUNTY ADMINISTRATOR'S COMMENTS:
SUMMARY OF INFORMATION:
The staff has received a request from Mr. George McQuarrie to
assist him in obtaining a sewer easement across his neighbor's
property. Mr. McQuarrie has recently purchased a home and has found
that the septic system is not functioning properly and has led to
contamination of his well.
Approved plans for the development of Queen's Court subdivision
allow a sewer line to be installed in the street in front of Mr.
McQuarrie's home. Because of elevation, Mr. McQuarrie can only have
gravity flow to the line if it is installed behind his home. This
would require the acquisition of an easement across the property
adjacent to Mr. McQuarrie, in addition to moving some sheds and out
buildings (see attached sheet).
The developer of the project has agreed to change the design of
the sewer line and work with the property owners. Mr. McQuarrie is
willing to pay a reasonable price for the easement and replace the out
buildings; however, the property owner is not willing to consider an
easement across his property.
ALTERNATIVES:
- Leave malfunctioning drainfield as is.
- Allow Mr. McQuarrie to replace drainfield.
- Allow the sewer system for Queen's Court Subdivision to be installed
as designed and require Mr. McQuarrie to pump to the public sewer.
- Assist Mr. McQuarrie in the acquisition of the necessary easement.
FISCAL IMPACT:
No funding is required.
RECOMMENDATION:

The County does not acquire easements for private developments,
however, staff feels a responsibility to assist an existing resident
when health and safety may be involved. It is recommended that staff
be allowed to assist in acquiring this easement (through eminent
domain if required), and that Mr. McQuarrie pay for the costs
associated with this acquisition.

SUMMARY OF INFORMATION:
As a result of prior Board approval, the Hidden Valley
Junior High School baseball field lights have been relocated and
installed at the Clearbrook Park baseball field. The Appalachian
Power Company has installed the associated electrical service and
requires a fee simple right of way maintenance agreement in order
to gain lawful ingress and egress access for electrical service
maintenance.
FISCAL IMPACT: None
RECOMMENDATION:
Pending review by the County Attorney, authorize the County
Administrator to enter into an agreement with the Appalachian
Power Company, granting�a utility service right of way and
easement for the purpose of electrical service maintenance and
repair at the Clearbrook Park lighted baseball field.

ORDINANCE 12688-4 AMENDING CHAPTER 7,
"BUILDING REGULATIONS," OF THE ROANOKE
COUNTY CODE BY THE IMPOSITION OF FEES
FOR CROSS CONNECTION INSPECTIONS
WHEREAS, Sections 6.00, "Cross Connection and Backflow
Prevention Control in Waterworks," of the Commonwealth of Virgin -
is Waterworks Regulations requires each locality to have an
active cross connection inspection program to protect and prevent
the contamination of public water systems from private, commer-
cial, and industrial sources; and
WHEREAS, Roanoke County has an active cross connection
inspection program coordinated through its Construction Building
Services Department; and
WHEREAS, no fees are imposed for the performance of
cross connection inspections; and
WHEREAS, notice of the public hearing imposing a cross
connection inspection fee was published in the Roanoke Times and
World News on December 29, 1987, and January 5, 1988; and
WHEREAS, a first reading of the proposed ordinance was
held on January 12, 1988; the second reading was held on
January 26, 1988.
NOW, THEREFORE, BE IT ORDAINED by the Board of Supervi-
sors of Roanoke County, Virginia, as follows:
1. That effective January 26, 1988, a fee of Thirty
Dollars ($30) for each cross connection inspection shall be im-
posed.
