COUNTY ADMINISTRATOR'S COMMENTS: SUMMARY OF INFORMATION: As the Board may recall, funding in the amount of $1600 was previously allocated to begin restoration of the portraits that were hung in the Old Courthouse. Twenty-two portraits have now been restored with these funds. At the December 15th board meeting, Clerk of Circuit Court Elizabeth Stokes, and the restorer, John Black updated the board members on the restoration project. There are 50 larger portraits that remain to be restored. Funding in the amount of $8350 must be allocated to complete the project. The Portrait Committee consisting of Elizabeth Stokes, Chairman; John Black, George Garretson, Deedee Kagey, Norma Jean Peters and Vicki Puckett have requested that these funds be authorized so that the restoration may continue. FISCAL IMPACT: The cost to restore the portraits is $8350. Funding is available in the Board Contingency Fund. RECOMMENDATION: It is recommended that the Board allocate $8350 from the Board Contingency Fund to complete restoration of the remaining 50 portraits that were hung in the Old Courthouse. /.,� c; Elmer C. Due to legislative responsibilities and conflicting schedules, the County Administrator has not had the opportunity of resolving this matter as of this date. The Board is requested to defer final action on this matter until its February 23, 1988 meeting, thus allowing the County Administrator to meet with the appropriate City officials. THEREFORE, BE IT RESOLVED that the Board of Supervisors of Roanoke County, Virginia does hereby request that the General Assembly recognize the devastating effect the proposed school funding formulas would have on Roanoke County and the entire Roanoke Valley. FURTHER, the Board of Supervisors of Roanoke County, Virginia does hereby request that the Governor of the Commonwealth of Virginia and the General Assembly continue the existing educational funding formulas at fifty-one percent to ensure that Roanoke County and the Roanoke Valley will continue to be able to provide a quality education for its students. Baliles Members of Virginia General Assembly Resolution File A-2988-5 ITEM NUMBER AT A REGULAR MEETING OF THE BOARD OF SUPERVISORS OF ROANOKE COUNTY, VIRGINIA HELD AT THE ROANOKE COUNTY ADMINISTRATION CENTER MEETING DATE: February 9, 1988 SUBJECT: Allocation of $3,500 of Roanoke County 1985 Road Bond Funds to Ft. Lewis Circle Road Project. COUNTY ADMINISTRATOR'S COMMENTS: SUMMARY OF INFORMATION: Ft. Lewis Circle located in the Catawba District of Roanoke County was a small subdivision which was not completed by the developer and consequently the roadways were not taken into the State Secondary System. In order to assist the property owners along Ft. Lewis Circle, the County Department of Development has drawn the remaining bond on the project and will proceed with completion of the road to secondary road standards. It is anticipated that approximately $8,500 will be required to complete the improvements, post the bond, and acquire the necessary easements. Built into this cost estimate are the necessary construction improvements for which the County has received bids. The remaining subdivision bond is in the amount of $5,000 and in order to provide adequate funding for the improvements, it is necessary that $3,500 of additional funding be secured. The 1985 Road Bond in the amount of $600,000 presently has approximately $50,000 available for this type of project. The estimated cost for Ft. Lewis Circle as shown on the Priority List (unmatched funds) was $10,000. The original priority list and estimated cost of the 1985 Road Bond Projects is attached. Iv FISCAL IMPACT: 1 Funding in the amount of $3,500 of the 1985 Road Bond would be allocated to the project. E -y RECOMMENDATION: The staff recommends that the Board of Supervisors approve the allocation of $3,500 from the 1985 Road Bond to be used to complete improvements on Ft. That having duly considered the request and assurances of Lingerfelt Development, Inc. concerning the proposed development of Valleypointe, Phase I, the Board respect- fully urges and recommends to the Virginia Department of Transpor- tation that consideration be given, that immediate study be made, and that a project be approved and initiated pursuant to the provisions of Section 33.1-221 of the 1950 Code of Virginia, as amended, to provide approximately 3,400 feet of needed industrial access road improvements from State Route 117 (Peters Creek Road) to Valleypointe, Phase I, to serve this 52 acre site situated in Roanoke County; and 2. That Roanoke County guarantees any expense of acquisition of all necessary right-of-way and the vesting thereof in the public agency, and does further guarantee any adjustment of utility expenses necessary for the project, and does hereby assure the Virginia Department of Transportation that such Depart- ment shall incur no expense for such items nor for any prelimi- nary engineering or plan development should the industry fail to locate at the proposed site; and 3. That Roanoke County requests remaining industrial access funds of $171,500 and matching State funds from the Virginia Department of Transportation of $150,000. The County shall provide a local matching contribution of $150,000 to provide for the maximum allocation of industrial access funds and shall request the developer to arrange for funding for access improvements (estimated to cost $270,000) within the City's corporate limits. In addition, the County will provide an additional contribution of $152,500. In any event, the County shall bond the State's entire cost for the major elements of the industrial access road. Such costs to include A. Intersection improvement at Peter's Creek Road; B. Kenworth Drive realignment and C., the proposed access road from Peter's Creek Road to the extended loop road into Phase I of Valleypointe, for a total of $970,000 to guarantee compliance; and, 4. That the developer, The Lingerfelt Development Corporation, will finance and build the extended loop road including any additional/internal development to Phase I; and, 5. That Roanoke County has requested that the developer specify the types of land uses on each tract as required by the Virginia Department of Transporation; and, 6. That the lease by Roanoke County from Ingersoll Rand of approximately five (5) acres located in the Hollins/Old Mountain Road area of Roanoke County for recreational purposes is hereby authorized and approved; and 3. The water and sewer lines are installed as shown on engineering plans prepared by Buford T. Lumsden & Associates entitled Section No. 22, Hunting Hills dated June 20, 1986, which are on file in the Public Facilities Department. The water and sewer line construction meets the specifications and the plans approved by the County. FISCAL IMPACT: The values of the water and sewer construction are $1,000 and $29,500, respectively. RECOMMENDATION: The staff recommends that the Board of Supervisors accept the water and sewer facilities serving the subdivision along with all necessary easements, and authorize the County Administrator to execute a Deed for the transfer of these facilities.
