Dixie Caverns Landfill Project -
Slag/Fly Ash Cleanup
COUNTY ADMINISTRATOR'S COMMENTS:
BACKGROUND:
The cleanup of the areas adjacent to the Dixie Caverns
landfill is currently in progress. This includes three areas -
the sludge pond, the drum area, and the slag/fly ash. The
cleanup of the slag/fly ash was delayed until the County and
Roanoke Electric Steel could come to an agreement on cost sharing
for the slag/fly ash cleanup.
When the slag/fly ash was disposed of in the late 60's and
early 701s, it was not known to be harmful in any way. Only
recently has it been determined that extra precaution should be
used when disposing of this material. Roanoke Electric Steel has
been very cooperative from the beginning of this process and
Roanoke County is appreciative of their assistance.
SUMMARY OF INFORMATION:
Roanoke County and Roanoke Electric Steel have now come to
an agreement whereby they will share equally the direct costs
associated with the cleanup, treatment, monofilling, and mainte-
nance of the area associated with the slag/fly ash. The agree-
ment is currently being written by the respective staff of the
County and Roanoke Electric Steel. The estimated direct cost for
the slag/fly ash is $800,000 of which the County's share will be
half.
STAFF RECOMMENDATION:
Staff recommends that the Board authorize the County Adminis-
trator to execute this agreement with Roanoke Electric Steel when
complete upon approval as to form by the County Attorney.
Staff further recommends that the Board appropriate $400,000
from fund balance to fund the County's share of the slag/fly ash
area.

AGENDA ITEM: Results of the auction of surplus vehicles and
requests to add vehicles to the fleet.

BACKGROUND:
The County held a public auction for surplus vehicles with
the City of Salem and the Roanoke County School Board on
Saturday, July 23. The County sold 34 vehicles at the auction
and received $25,175 before deducting the auction expenses. Two
pieces of fire equipment will be sold by sealed bid and the
following vehicles need to be turned in for disposal: 5 Sheriff
vehicles as replacement for the newly purchased vehicles (the
changing of lights and radio equipment had not been completed at
the time of the auction), the vehicle assigned to the Clerk of
the Circuit Court, and one vehicle retained for possible use by
the Commissioner of the Revenue in the administration of the
meals tax program. The removal of these vehicles from our
inventory will bring the total fleet size to 355 vehicles
compared to the 356 required by the Board of Supervisors on May
24, 1988.
Our office has received the following requests for
consideration in the changing of the maximum number of vehicles
to be included in the fleet. Cave Spring Rescue Squad has
requested that the County insure 3 of their vehicles in the same
manner that it insures the vehicles for all other rescue squads
in the County. These are not additional vehicles to the squad,
but a change in the method of insuring them.
The Commissioner of the Revenue has requested a vehicle to
be used by the employee administering the meals tax program and
for the checking of decals within the various neighborhoods
within the County. As mentioned above, one vehicle was withheld
from the recent auction until the Board of Supervisors has had an
opportunity to act upon this request.
The Clerk of the Circuit Court uses the vehicle assigned to
the office to pick up supplies, make deposits as required by the
Court, and to attend the various meetings for the office. The
minimum milage requirement established by the Board of
Supervisors in the vehicle policy is not being met, however the
Clerk requests continued use of the vehicle.
STAFF RECOMMENDATION:
Staff recommends that the request of the rescue squad be
approved, that the request of the constitutional officers be
considered individually by the Board of Supervisors, and the
number of vehicles authorized for the County fleet be ammended to
reflect these changes.

ORDINANCE 8988-3 ACCEPTING AN OFFER AND
AUTHORIZING THE CONVEYANCE OF A
RIGHT-OF-WAY AND EASEMENT TO
APPALACHIAN POWER COMPANY
BE IT ORDAINED by the Board of Supervisors of Roanoke
County, Virginia, as follows:
1. That pursuant to the provisions of Section 16.01 of
the Charter of Roanoke County, the subject property has been de-
clared to be surplus and is being made available for other public
uses, i.e. utility easement; and
2. That pursuant to the provisions of Section 18.04 of
the Charter of Roanoke County, a first reading concerning the
disposition of the subject property was held on July 26, 1988; a
second reading was held on August 9, 1988; and
3. That the right-of-way and easement are located on
property owned by Roanoke County in the Catawba Magisterial Dis-
trict located off of Route 639 at Green Hill Park; and
4. That the offer of Appalachian Power Company in the
amount of $1.00 is hereby accepted and all other offers are re-
jected; and
5. That the proceeds from the sale of the right-of-way
and easement are to be allocated to the capital reserves of Roa-
noke County; and
6. That the County Administrator is authorized to exe-
cute such documents and take such actions on behalf of Roanoke
County as are necessary to accomplish the conveyance of said pro-
perty, all of which shall be upon form approved by the County
Attorney.

VIRGINIA DEPARTMENT OF TRANSPORTATION SECONDARY ROAD
SYSTEM
BE IT RESOLVED by the Board of Supervisors of Roanoke
County, Virginia, as follows:
1. That this matter came this day to be heard upon the
proceedings herein, and upon the application of James H. Buckland
and Lloyd G. Lazarus that Woodmont Drive be accepted and made a
part of the Secondary System of State Highways under Section
33.1-229 of the Virginia State Code.
2. That it appears to the Board that drainage easements
and a fifty (50) foot right-of-way for said road have been
dedicated by virtue of a certain map/maps known as Woodmont
Manor, Section 3 Subdivision which map was recorded in Plat Book
10, Page 59, of the records of the Clerk's Office of the Circuit
Court of Roanoke County, Virginia, on May 11, 1987, and Woodmont
Manor, recorded in Plat Book 6, Page 87, on May 12, 1967, and
that by reason of the recordation of said maps no report from a
Board of Viewers, nor consent or donation of right-of-way from
the abutting property owners is necessary. The Board hereby
guarantees said right-of-way for drainage.
3. That said road known as Woodmont Drive and which is
shown on a certain sketch accompanying this Resolution, be, and
the same is hereby established as public road to 'become a part of
the State Secondary System of Highways in Roanoke County, only
from and after notification of official acceptance of said
street or highway by the Virginia Department of Transportation.

Acquisition of sewer easement through
Harris Estate Property
COUNTY ADMINISTRATOR'S COMMENTS:
BACKGROUND:
The Board of Supervisors has previously approved County
participation in the construction of a sewer line from Montclair
Estates to the new APCO Service Center.
At the July 26, 1988, meeting, the County staff requested
that the Board of Supervisors schedule a public hearing for the
acquisition of the easements required for this project. This was
necessary due to the tight time frame of this project and the
possibility of not being able to negotiate a successful agreement
with the property owners.
SUMMARY OF INFORMATION:
The County staff has been negotiating with the executors of
the Harris Estate and have reached agreement on the location of
the line. The purchase price must still be agreed on and
approved by the Board of Supervisors.
The total land area involved in the easement is 0.86 acres.
The property is presently assessed at approximately $3,500.00 per
acre resulting in a value of $3,010.00. The owners have
requested payment in the amount of $4,300.00 ($5000.00 per acre),
and are not willing to negotiate further.
ALTERNATIVES AND IMPACTS:
(1) Authorize payment requested in the amount of $4,300.00
(2) Proceed with public hearing and acquisition of the
property through eminent domain.
Funds are available for this project from the recent sale of
Utility Bonds.
STAFF RECOMMENDATION:
The staff feels that while the requested payment is somewhat
higher than the assessed value, it is not overly excessive. It
is recommended that payment be made as requested and the County
Administrator be authorized to execute the appropriate documents.

BE IT RESOLVED by the Board of Supervisors of Roanoke
County, Virginia, as follows:
1. That this matter came this day to be heard upon the
proceedings therein and upon the application for:
a. White Eagle Lane, a section of road extending from
Cherokee Hills Drive (Route 1161) in a northeasterly
direction to Buffalo Circle for a distance of 0.06
miles .
b. Buffalo Circle extending in a northwest - southeast
direction from a T -turn around to a cul-de-sac and
intersecting with White Eagle Lane for a distance of
0.15 miles.
C. Blackhawk Circle extending from Buffalo Circle in a
southwest direction to a cul-de-sac for a distance of
0.04 miles.
d. Tee -Pee Lane extending from Cherokee Hills Drive (Route
1161) in a southerly direction to Warrior Drive for a
distance of 0.07 miles.
e. Warrior Drive extending in a northwest - southeast

1161) in a northerly direction to a cul-de-sac for a
distance of 0.07 miles.

westerly direction to a cul-de-sac for a distance of

Pursuant to Section 33.1-72.1, Paragraph C-1 and funded pursuant
to Section 33.1-75.1, Paragraph A of the Code of Virginia, of

2. That this Board does guarantee the Commonwealth of
Virginia an unrestricted right-of-way of 50 feet with necessary
easements for drainage as recorded in Plat Book 9, Page 59, dated
February 13, 1976, and deeds of later dates, of record in the
Roanoke County Circuit Court Clerk's Office.

3. That this Board does certify that this road was open to
public use prior to July 1, 1978, at which time it was open to
and used by motor vehicles.
4. That this Board does certify that speculative interests
are not involved.
5. That said roads known as White Eagle Lane, Buffalo
Circle, Blackhawk Circle, Tee -Pee Lane, Warrior Drive, Buckskin
Lane, Canoe Circle, Warbonnet Road, Tomahawk Circle and Scout
Circle and which are shown on a certain sketch accompanying this
resolution be, and the same is hereby established as public
roads to become a part of the state secondary system of highways
in Roanoke County, only from and after notification of official
acceptance of said street or highway by the Virginia Department
of Transportation.

RESOLUTION 8988-5f SUPPORTING REQUEST FROM
GREATER ROANOKE TRANSIT COMPANY FOR USE OF THE
OIL OVERCHARGE REFUND FOR THE RADAR/CORTRAN
PROGRAM
WHEREAS, The Roanoke County Board of Supervisors was
responsible for implementation of the CORTRAN Program and
supports its continuation under the RADAR/CORTRAN Program, and
WHEREAS, from 1973 to 1980, certain oil companies
overcharged for their products and a fund was established
allowing these companies to refund these monies, and
WHEREAS, The Greater Roanoke Transit Company has applied
for these funds from the Virginia Department of Transportation,
to allocate them to the RADAR/CORTRAN, and
WHEREAS, RADAR/CORTRAN will use these funds for
a $56,310 project which involves the computerization of vehicle
data collection devices.
THEREFORE, BE IT RESOLVED by the Board of Supervisors of
Roanoke County, Virginia as follows:
1. That the Board of Supervisors supports the request
of the Greater Roanoke Transit Company to receive Oil Overcharge
Refund money to be allocated to the RADAR/CORTRAN project, and
2. That a certified copy of this resolution be sent to
Virginia Department of Transportation, and that
3 That certified copies of this resolution be sent to
other Roanoke Valk., localities urging them to support this
request.

COUNTY ADMINISTRATOR'S COMMENTS:
BACKGROUND:
The Board of Supervisors has previously approved County

possibility of not being able to negotiate a successful agreement

SUMMARY OF INFORMATION:
During construction of I-81, the Huffman's paid to install
an 8 inch diameter carrier pipe 1,100 feet across the interstate.
It is planned to use this pipe as a portion of the sewer line
being extended to the APCO service center.
The staff has negotiated with Mr. Huffman for the
acquisition of this pipe and an easement through the remainder of
his property. Mr. Huffman has agreed to accept $30,000 as
payment for the pipe and damages to his corn field. Should the
County bore across the interstate instead of utilizing the

$200,000.00.
ALTERNATIVES AND IMPACTS:
(1) Authorize payment requested in the amount of $30,000.00
(2) Choose not to utilize the existing pipe.
Funds are available for this project from the recent sale of
Utility Bonds.
