AGENDA ITEM: Request for Improvements at the Administration
Center and Approval for Participation in a Valley
Beautiful Project
COUNTY ADMINISTRATOR'S COMMENTS:
BACKGROUND:
Several items relative to the convenience and safety of
citizens calling at the Administration Center need attention.
The County is also being asked to participate in a beautification
project near the Administration Center.
SUMMARY OF INFORMATION:
The hallways in the building are very slick and present a
safety hazard, particularly to the handicapped. The
installation of carpet would reduce the safety hazard and
improve the appearance of the building.
The Administration Center is not adequately identified for
those passing by on Brambleton Avenue.
Signs should be installed to designate entrance and exit
paths for the Administration Center parking lot. The
absence of such markings present a safety hazard.
Paving is needed in the two parking lots facing Valley
Forge Avenue and to improve handicap access to the Voter
Registration office.
° A landscaping project is planned for the island at the
intersection of Routes 419 and 221 and is being sponsored
by Valley Beautiful.

AUTHORIZING ADOPTION OF
EMERGENCY OPERATIONS PLAN FOR
ROANOKE COUNTY
BE IT RESOLVED by the Board of Supervisors of Roanoke
County, Virginia, as follows:
WHEREAS, the Roanoke County Board of Supervisors is
greatly concerned with the health, safety, and well-being of its
citizens and desires that the best possible emergency services be
available to them; and
WHEREAS, the Commonwealth of Virginia Emergency
Services and Disaster Law of 1973 requires that each city and
county develop and maintain an Emergency Operations Plan which
addresses its planned response to emergency situations; and
WHEREAS, such a plan has been developed by County staff
in coordination with the Virginia Department of Emergency
Services with input from responsible local agencies.
NOW, THEREFORE, BE IT RESOLVED, by the Roanoke County
Board of Supervisors that, on the 27th day of September, 1988, it
does hereby officially adopt the Roanoke County Emergency
Operations Plan, to include plans and procedures for both
peacetime and war -caused disasters.

RESOLUTION 92788-3 ESTABLISHING PETTY CASH FUNDS
FOR THE HAZARDOUS MATERIALS TEAM
WHEREAS, the County of Roanoke is responsible for
staffing and training a Hazardous Materials Team, to service
Southwest Virginia; and
WHEREAS, the nature of this assignment requires that
the team respond to emergencies which may involve unanticipated
travel; and
WHEREAS, a fund needs to be established to pay for
expenses such as lodging, meals and supplies which result from
those emergency calls.
THEREFORE, be it resolved that the Board of Supervisors
of Roanoke County, Virginia, hereby establishes two $100 petty
cash funds and authorizes two charge cards to pay for expenses
incurred by the Hazardous Materials Team in responding to
emergency calls in connection with its duties and assignments.
On motion of Supervisor McGraw, to approve with credit card
limit of $1,500.00, seconded by Supervisor Robers and carried by

AGENDA ITEM: 1989 Roanoke County Legislative Package
COUNTY ADMINISTRATOR'S COMMENTS:
BACKGROUND:
Over the past two months the members of the Board of Supervi-
sors, the County School Board, the Constitutional Officers, and
key department heads have developed a package of legislative ini-
tiatives for the 1989 session of the Virginia General Assembly.
The attached document is a compilation of these various legisla-
tive requests as refined at your work session of September 13,
1988.
A breakfast meeting has been scheduled for Thursday, Octo-
ber 6, 1988, from 7:30 a.m. to 9:00 a.m. at Sunnybrook Inn to
provide an opportunity for the Board of Supervisors, County
School Board, and Constitutional Officers to discuss these legis-
lative initiatives with the members of the Roanoke Valley legisla-
tive delegation.
STAFF RECOMMENDATION:
Staff recommends that the Board adopt the attached legisla-
tive program for the 1989 session of the Virginia General Assem-
bly.

Request for Support for the United Way Campaign
COUNTY ADMINISTRATOR'S COMMENTS:

SUMMARY OF INFORMATION:
This year, the United Way will celebrate its 65th birthday
in the Roanoke Valley. The campaign goal for 1988-89 is
$4,007,000 which is a 6.7 percent increase over 1987. Thirty-six
health and human services organizations throughout the Valley are
supported with these contributions.
Roanoke County is about to begin its campaign and our goal
is $16,000. Don Myers has agreed to serve as Campaign Coordi-
nator and is being assisted by Wanda Riley. They will be working
with a committee of employees and Loaned Executive Jane Davies to
reach the goal established for the County.
RECOMMENDATION:
The Board is asked to support the United Way of Roanoke
Valley by authorizing the County's participation in the campaign
and encouraging that County employees be generous with their
pledges.

SUBJECT: Acceptance of easements for the installation of dry
hydrants for better fire service delivery in Roanoke
County in the Bent Mountain and Catawba areas
COUNTY ADMINISTRATOR'S COMMENTS:
SUMMARY OF INFORMATION:
In September of 1987 the Roanoke County Fire and Rescue
Department began a study to determine the best method of providing
static water supplies for fire fighting purposes in rural areas.
The "Dry Hydrant" concept of installing fixed fire hydrant
assemblies on private property at ponds and lakes was decided
upon. This concept ensures that a water supply is available to
the County's Fire and Rescue Department in the rural communities
of Roanoke County.
Seven sites were selected in the Bent Mountain and Catawba
communities. Site visits were made, and with the help of the
Roanoke County Engineering Department, installation and site
drawings were prepared. The property owners have agreed to donate
to the County fifteen (15) foot wide easements for the location
and construction of the dry hydrants.
Easement agreements are currently being processed and when
signed and returned the bidding process for installation shall
begin. Pursuant to Ordinance No. 1027874 adopted on October 27,
1987, the Board authorized the County Administrator to accept
donations or dedications of non -controversial real estate matters.
ALTERNATIVES AND IMPACTS:
Funding for this project is coming from the 1985 bond issue
for fire hydrant installation. Approximately $5,000 will be spent
for equipment purchase and contractor installation. Installation
will start as soon as possible after bids are received.
STAFF RECOMMENDATION:
It is recommended that the Board favorably consider this
acceptance by resolution.-

At the September 13, 1988 meeting of the Board of Supervisors, David
A. Steger addressed the Board requesting that the minimum lot sizes
in Catawba Valley be increased.
SUMMARY OF INFORMATION:
The Roanoke County Comprehensive Plan, adopted in June, 1985,
establishes the majority of the Catawba Valley in the Rural Preserve
Category where a high degree of protection will preserve existing
agricultural, recreational, and forestal resources while permitting a
limited, very low density residential settlement pattern. Policy
RP -3 of the Plan defines very low density as less than 1 unit per
five acres. However, the current Zoning Ordinance permits
development of lots as small as 15,000 square feet ( one third acre).
Recent changes in land ownership have created a concern among local
residents with the potential for small lot development in the Valley.
Such development would be contradictory to the goals and policies
established in the Comprehensive Plan. In addition, it could lead to
a demand for increased public services and capital improvements not
presently programmed or anticipated.
ALTERNATIVES AND IMPACTS:
Alternative No. 1:
Prepare revisions to the Zoning Ordinance for the Catawba Planning
Area to implement the Comprehensive Plan policy guidelines for the
Rural Preserve land use category, with particular attention to
increasing minimum lot sizes and reducing overall density.
STAFF RECOMMENDATION:
It is recommended that the Board favorably recommend Alternative No. 1.

Authorization to settle pending litigation
Valley Developers Inc., et al. v. Roanoke Count
COUNTY ADMINISTRATOR'S COMMENTS:
BACKGROUND:
On August 23, 1988, the Board of Supervisors held a public
hearing and adopted Resolution No. 82388-9 authorizing the condem-
nation of four easements to facilitate extension of public sewer
to the Nichols Estates subdivision. The property owners involved
in the above -referenced litigation are Valley Developers Inc.,
James C. Pate and Judy B. Pate, and Barbara W. Bova Croy. The
resolution also provides for authorization to request the court
for an immediate right -of- entry on the properties to begin
construction prior to the condemnation trial, pursuant to Section
15.1-238(e) of the 1950 Code of Virginia, as amended.
On August 25, 1988, the above -referenced property owners
filed a petition in the Circuit Court for the County of Roanoke
pursuant to Section 15.1-238(d) of the 1950 Code of Virginia, as
amended, praying for entry of an Order holding that circumstances
do not justify immediate entry by the Court prior to a full con-
demnation proceeding. The order also prays for a determination
of whether the taking is for a public use or for a private pur-
pose and whether Section 15.1- 238(e) of the Code of Virginia is
constitutional.
SUMMARY OF INFORMATION:
Valley Developers Inc., et al., have proposed the following
settlement offer in order to dismiss their petition and to pre-
clude a condemnation action being filed on behalf of Roanoke
County:
1. Payment as follows:
Valley Developers $ 956.00
Pate 200.00
Croy 1,300.00
2. Granting of fifteen (15) foot easement to Appalachian
Power Company from the County to provide for electrical service
to Vista Forest (a development of Valley Developers) across pro-
perty owned by the County known as water tank lot, Section 1,
Block 1, Forest Edge Subdivision.
FISCAL IMPACTS:
The sum of $2,456.00 necessary to resolve this litigation
is available from sewer line extension project funds.
STAFF RECOMMENDATION:
It is recommended that the Board approve and authorize the
proposed settlement of the litigation and authorize the County
Attorney and the County Administrator to execute such documents
and take such actions as may be necessary to accomplish the pur-
poses of this settlement.

24, 1988, AS COMMUNITY ACTION DAY
WHEREAS, the 27 Virginia Community Action Agencies have been
unfailing in their effort to offer a "hand up" to millions of
Virginians during the last 23 years; and
WHEREAS, Virginia Community Action Agencies have made
significant advances in assisting the poor to help themselves
through education, job training, improved housing,
weatherization, health and nutrition services, counseling, and
economic development; and
WHEREAS, Community Action in Virginia has been supported by
thousands of volunteers (six volunteers to every paid staff
person), serving on community action boards, advisory councils,
neighborhood organizations and working alongside staff; and
WHEREAS, Virginia Community Action Agencies have faithfully
carried out the mandate of the Economic Opportunity Act by
"strengthening of community capabilities for planning and
coordinating", "the better organization of services", innovative
approaches in attacking causes of poverty", "maximum feasible
participation of the poor", and "the broadening of the resource
bases";
WHEREAS, Virginia Community Action Agencies have established
themselves as national leaders in the development of innovative
statewide organizations and programs, such as the Virginia Water
Project, Virginia Cares, the Virginia Weatherization Program and
Project Discovery, Inc.; and
WHEREAS, Virginia Community Action Agencies by serving the
poorest residents of this great Commonwealth also have served all
her citizens;
NOW, THEREFORE, BE IT RESOLVED THAT the Board of Supervisors
of Roanoke County, Virginia recognizes OCTOBER 24, 1988 as
Community Action Day throughout the County of Roanoke and
Commonwealth of Virginia;
That this be an opportunity for the citizenry of Roanoke
County to recognize the great accomplishments that have taken
place in relieving suffering and helping the poor to become
self-sufficient;
That all of us rededicate ourselves to the great challenge
of building a stronger Virginia through ensuring that everyone
has "the opportunity for education and training, the opportunity
to work, and the opportunity to live in decency and dignity."

CARE COVERAGE ALTERNATIVES FOR SCHOOL
EMPLOYEES
WHEREAS, the 1987 Session of the Virginia General Assem-
bly established pursuant to House Joint Resolution Number 250 a
joint sub -committee to study health care coverage alternatives
for school employees; and
WHEREAS, the 1988 Session of the Virginia General Assem-
bly continued this joint sub -committee study pursuant to House
Joint Resolution Number 63; and
WHEREAS, this joint sub -committee heard considerable
testimony about wide disparities existing in health insurance
coverages provided and employer contributions made by local
school boards and the problems school employees are having with
this insurance coverage; and
WHEREAS, the problems of local constitutional officers
and employees of local government are similar to those of school
employees; and
WHEREAS, the joint sub -committee decided that these
issues also should be addressed.
NOW, THEREFORE, be it resolved by the Board of Supervi-
sors of Roanoke County, Virginia, that said Board supports the
study by the joint sub -committee and urges the General Assembly
to provide uniform, meaningful, cost-effective health care cover-
age alternatives for school employees, local constitutional offi-
cers, and employees of local government.

WHEREAS, crime in the Commonwealth is of great concern to all citizens: and
AT THE REGULAR MEETING OF THE BOARD OF SUPERVISORS OF ROANOKE
COUNTY, VIRGINIA, HELD AT THE ROANOKE COUNTY ADMINISTRATION
CENTER ON TUESDAY,SEPTEMBER 27, 1988
RESOLUTION 92788-9.c REQUESTING ACCEPTANCE OF
BYERS ROAD INTO THE VIRGINIA DEPARTMENT OF
TRANSPORTATION SECONDARY ROAD SYSTEM
BE IT RESOLVED by the Board of Supervisors of Roanoke
County, Virginia, as follows:
1. That this matter came this day to be heard upon the
proceedings therein and upon the application for Byers Road a
section of road extending from Quail Place (Route 1888), 0.15
miles north of Trevilian Road (Route 1413), and extending in a
westerly and northerly direction 0.16 miles to a proposed
"T" -turnaround, pursuant to Section 33.1-72.1, Paragraph C-1 and
funded as a Rural Addition.
2. That this Board does guarantee the Commonwealth of
Virginia an unrestricted right-of-way of 50 feet with necessary
easements for drainage as recorded in Deed Book 792, Page 300,
dated June 15, 1968, and subsequent deeds of record in the
Roanoke County Circuit Court Clerk's Office.
3. That this Board does certify that this road was open to
public use prior to January 1, 1976, at which time this road was
open to and used by motor vehicles.
4. That this Board does certify that speculative interests
are not involved.
5. That said road known as Byers Road which is shown on a
certain sketch accompanying this resolution, be, and the same
is hereby established as a public road to become a part of the
state secondary system of highways in Roanoke County, only from
and after notification of official acceptance of said road by the
Virginia Department of Transportation.
On motion of Supervisor Johnson, seconded by Supervisor
McGraw and carried by the following recorded vote:

The Cave Spring High School PTSA has applied for a Raffle Permit
to be held on October 31, 1988. They have paid the $25.00 fee.
The application has been reviewed by R. Wayne Compton,
Commissioner of the Revenue and he recommends approval.

Request for Appropriation for Design Phase of
Spring Hollow Reservoir
COUNTY ADMINISTRATOR'S COMMENTS:
SUMMARY OF INFORMATION:
On September 13, 1988, the Board of Supervisors authorized
staff to proceed with the final design phase of a dam and reser-
voir at Spring Hollow. The design phase will extend through
October, 1990, at a total estimated cost of $700,000. It has
been determined that $175,000 of the $700,000 will be required in
fiscal year 1988-89.
FISCAL IMPACT
The $175,000 necessary to begin the final design phase could
be appropriated from fund balance.
STAFF RECOMMENDATION:
The staff recommends an appropriation of $175,000 be made
from fund balance for the final design phase of the Spring Hollow
Reservoir with the understanding that the balance will be funded
through the 1989-90 fiscal year budget process.
