AGENDA ITEM: Request for funding for Public Information
Officer Position
COUNTY ADMINISTRATOR'S COMMENTS -
BACKGROUND
Until March of 1986, Roanoke County employed a Public Information
Officer to handle the responsibility of providing the public and
media with information about Roanoke County government. This
position was responsible for a monthly publication, media
releases and writing for a variety of publications. Special
events were also coordinated by this person. During the budget
preparation for 1986-87, the position was eliminated because of
tight budget constraints.
SUMMARY OF INFORMATION
The County will be facing many critical issues during the next
fiscal year such as the landfill siting process and proceeding
with the Spring Hollow Reservoir. The County will be responsible
for providing the citizens with information concerning these
projects. The County also has an obligation to its citizens to
periodically publish an annual report which we have not published
since 1985. The limited staff to provide these services has
prevented Roanoke County from responding in a timely manner to
the citizens on issues that are of concern to them.
In order to fulfill these obligations, it is recommended that the
position of Public Information Officer be reinstated in the
budget effective January 1, 1989. A salary survey will be
conducted by the Department of Human Resources to arrive at the
total cost of the salary and benefits for the position. This
position will be responsible for publication of both the employee
newsletter and a citizens newsletter, publication of the annual
report, planning and coordination of special events, providing
information about County programs and events to the news media
and other publications, and keeping the public aware of issues
surrounding the new landfill process and the reservoir.
The proposed budget for this position is as follows:

ALTERNATIVES AND IMPACTS
Alternative #1: Reinstate the position of Public Information
Officer and provide the necessary funding for the position. It
is estimated that the total funding for the position will be
$46,500 for fiscal year 1988-89. The funds should be allocated
from the General Fund unappropriated balance. Funds for the
position in 1989-90 will be requested in the budget process for
that fiscal year.
Alternative #2: Do not reinstate the position of Public
Information Officer. With no staff available to handle this
activity, it will be necessary to hire outside consultants, which
will also require additional funding.
STAFF RECOMMENDATION
Staff recommends Alternate #1, and that funding of $46,500 be
allocated from the General Fund unappropriated'balance.

AGENDA ITEM: Suggested Prioritization for Additional Drainage
Maintenance Projects
COUNTY ADMINISTRATOR'S COMMENTS:
BACKGROUND
During February, 1988, staff presented to the Board of
Supervisors a Drainage Report. The Board of Supervisors approved
the proposed drainage responsibility concept and the priority
list of projects meeting that concept. In addition, staff was to
bring additional projects meeting the drainage responsibility
concept to the Board of Supervisors on a periodic basis to be
considered for inclusion on the Drainage Maintenance Project
List.
Therefore, staff is submitting nine additional drainage
maintenance projects for Board of Supervisors consideration and
approval and proposed inclusion to the current priority list.
These additional projects (see exhibit "A") are numbered P-20
through P-28 and represent an estimated cost of approximately
$45,000.00.
Work is proceeding nicely on the original priority list.
Seven of the proposed nineteen projects have been completed, and
several others are in the planning and design phase. The cost of
completing the original priority list was estimated to be
$269,500.00 in the report. given to the Board in February, 1988.
With the addition of these new projects, at an estimated cost
$45,000.00, the total cost of construction will be approximately
$314,500.00. Since the current budget for drainage is
$200,000.00 in this fiscal year, the completion of these projects
will be well into the next fiscal year.

RESOLUTION 102588-3 AUTHORIZING THE
ACCEPTANCE OF A GRANT FROM THE
COMMONWEALTH OF VIRGINIA FOR THE ROANOKE
COUNTY SCHOOL BOARD TO FUND A REGIONAL
ASSESSMENT CENTER AT THE ROANOKE COUNTY
OCCUPATIONAL SCHOOL
WHEREAS, the County School Board of Roanoke County
adopted a resolution on October 13, 1988, requesting the Board of
Supervisors of Roanoke County to appropriate $65,437.00 to the
school operating budget for fiscal year 1988-89 for expansion of
the Regional Assessment Center at the Roanoke County Occupational
School (RCOS); and
WHEREAS, a vocational assessment program is currently
available at the Roanoke County Occupational School (RCOS) for
appropriate vocational training and/or work experience or job
placement for special education, disadvantaged, and at -risk stu-
dents; and
WHEREAS, the Virginia Department of Education has
granted to the Roanoke County School System 100 percent reim-
bursed funding in the amount of $65,437.00 for the 1988-89 school
year to expand the regional assessment center at RCOS through the
purchase and installation ofadditional equipment, training, and
in-service for designated staff, and review of referral proce-
dures, testing schedule, and communication system.
NOW, THEREFORE BE IT RESOLVED by the Board of Supervi-
sors of Roanoke County, Virginia, as follows:
1. That there is hereby appropriated to the County
School Board of Roanoke County the sum of $65,437.00 to the
school operating budget for fiscal year 1988-89 from the capital
facilities account for the expansion of the regional assessment
center at RCOS.
2. That this appropriation would be utilized for capi-
tal improvements to the RCOS. These capital improvements would
expand the regional assessment center at RCOS through the pur-
chase and installation of additional equipment, training for
staff, and review of procedures, schedules and the communications
system.
3. That this appropriation would be subject to reim-
bursement from the Commonwealth of Virginia in like amount.
Staff shall seek reimbursement as expeditiously as possible in
order to minimize the cash flow effects on the County.
4. That this resolution shall take effect immediately.

AGENDA ITEM: Authorization to enter into a contract for a
Landfill Consultant
COUNTY ADMINISTRATOR'S COMMENTS:
BACKGROUND
Because of contract limitations of the Landfill Board to expend
funds for the siting of a new regional landfill, the Board of
Supervisors recently authorized the Roanoke County staff to
proceed with the site selection process for a new regional
landfill. There were several reasons for the County to take over
the site process. The County would have been responsible for
gaining right of entry and condemnation proceedings since the
proposed sites are located in the County. In addition, the
Landfill Board only meets monthly, and it is essential that this
process go forward on a timely basis by the assignment of the
existing consultant to the County.
SUMMARY OF INFORMATION
County staff has met with representatives of the Valley
governments and the Landfill Board to assign their contract with
Olver, Inc. to the County. To avoid any potential legal question
regarding such an assignment, the County proceeded separately in
the selection process of a landfill consultant. Staff has
reviewed the five proposals received, and has negotiated
acceptable arrangements with.Olver, Inc. to continue working with
the County on the siting'of the new landfill, and it is now
necessary to execute a contract with Olver, Inc. to serve as the
County's landfill consultant.
FISCAL IMPACT•
The remaining work to evaluate proposed sites and to prepare
application for state approval of a new landfill site(s) will
cost up to $135,000. This remaining expenditure may be shared by

existing parties of the landfill or additional interested parties.
At this time staff, expects to fund this cost through the
assignment process with the Landfill Board and negotiations with
other localities. If funding is required, staff will bring back
an appropriation request at the next meeting.
STAFF RECOMMENDATION
Staff recommends that the Board of Supervisors authorize the
County Administrator to enter into a contract with Olver, Inc.
for landfill consulting services upon completion by the County
Attorney.

RESOLUTION 102588-5 AUTHORIZING THE
ROANOKE VALLEY REGIONAL SOLID WASTE
MANAGEMENT BOARD TO ASSIGN A CONTRACT TO
ROANOKE COUNTY, RATIFYING CERTAIN ACTIONS
TAKEN TO DATE, AND AUTHORIZING THE
EXPENDITURE OF FUNDS
WHEREAS, the City of Roanoke, the Town of Vinton, and
the County of Roanoke entered into an agreement dated July 29,
1975, providing for the operation of a regional sanitary landfill
and establishing the Roanoke Valley Regional Solid Waste Manage-
ment Board (the "Board"); and
WHEREAS, said Board has entered into a certain contract
with Olver Inc. to assist in the siting of a new regional solid
waste disposal facility; and
WHEREAS, said Board has raised certain questions con-
cerning its authority to undertake certain activities relating to
the siting of such a new facility; and
WHEREAS, the participating local government jurisdic-
tions which are the parties to this agreement desire to address
certain issues regarding the siting of a new regional solid waste
disposal facility.
BE IT RESOLVED by the Board of Supervisors of Roanoke
County, Virginia, as follows:
1. That the Roanoke Valley Regional Solid Waste Manage-
ment Board is hereby authorized to assign that certain contract
between it and Olver Inc. for professional engineering activities
concerning the siting of a new regional solid waste disposal fa-
cility or facilities in Roanoke County to Roanoke County, except
for those portions of the contract related to the waste to energy
study and the recycling study.
2. That the expenditures by said Board for this con-
tract and for those actions undertaken by it in connection with
the siting of said facility to date are hereby authorized, rati-
fied, confirmed and approved. The Board is further authorized and
empowered to take such actions as may be required in administra-
tion of the waste to energy and recycling elements of the Olver
Inc. contract and to make future expenditures with regard to
these contract elements.
3. That the Board is authorized to reimburse Roanoke
County for its payment to Olver Inc. of fees, expenses, and
charges arising under the assigned contract. Roanoke County is
authorized to receive as a credit toward its obligation to pay
the Board the charge based on the per ton rate for refuse garbage
or other material delivered by its vehicles to the regional land-
fill pursuant to Section 10 of the Agreement, for any financial
obligation it incurs under the assigned Olver Inc. contract.
4. That the County Administrator is authorized to exe-
cute such documents, upon form approved by the County Attorney,
and take such actions as maybe necessary to accomplish the pur-
poses of this Resolution.. The -Deputy Clerk is directed to mail a
copy of this Resolution to the City of Roanoke and the Town of
Vinton.
5. That this resolution shall take effect only upon
the adoption of a resolution of the same substance and effect by

each of the parties to the Roanoke Valley Regional Landfill Agree-
ment dated July 29, 1975.

AGENDA ITEM: Authorization for Sewer Reimbursement Agreement
to Ernest Clark
COUNTY ADMINISTRATOR'S COMMENTS:
BACKGROUND:
Mr. Ernest Clark is developing a 70 lot subdivision on
property between Wood Haven Drive and the North Side High School.
In order to provide sanitary sewer to serve this subdivision, Mr.
Clark proposes to install 1,225 feet of interceptor sewer from
Taney Drive to his development. This sewer line has been
designed and located so as to provide sanitary sewer to vacant
land between Taney Drive and the top of the sewershed.
SUMMARY OF INFORMATION:
Mr. Clark has requested that the Board of Supervisors
authorize a five year reimbursement agreement for the cost of the
off-site sewer construction that is designed and located to serve
future development. The estimated cost of the off-site sewer
system is $40,000.00.
ALTERNATIVES AND IMPACTS:
1. Grant Mr. Clark a reimbursement agreement whereby he is
reimbursed/credited up to.100% of his sewer availability fee for
this 70 lot subdivision.as*the total reimbursement for the
installation of the off-site sewer system. This alternative
would reimburse/credit Mr. Clark up to $35,000.00 immediately for
the off-site sewer system. No future reimbursement of other
connection fees would be made. The reimbursement would be
limited to the lesser of 100% of the eligible cost or $35,000.00.
This alternative would reduce sewer availability fees collected
by the County by $35,000.00. After the initial agreement is
prepared, there would be no future cost to administer
reimbursements of the next five years.

2. Grant Mr. Clark a 100% reimbursement agreement for the
eligible costs'of the sewer construction. The reimbursement
agreement would state that Mr. Clark would receive 75% of all
future sewer availability fees collected for connections to this
sewer line for a period of five years or 100%, whichever comes
first. Mr. Clark would initially receive a reimbursement/credit
of 75% of his own sewer availability fees which would be
$26,250.00. Then for the next five years, at six month
intervals, he would receive 75% of any sewer availability fees
that may be collected for connections made to this sewer line.
Total reimbursement would not exceed 100% of the eligible costs.
This alternative would reduce future sewer availability
fees collected by the County by between $26,250.00 and $40,000.00
depending on the time frame of future development. There would
be additional administrative costs over the next five years to
administer the reimbursement payments made to Mr. Clark.
3. Deny Mr. Clark's request for reimbursement for the off-site
sewer system since it is not a major sanitary sewer interceptor.
This alternative would not reduce future sewer availability fees
collected by the County.
STAFF RECOMMENDATION: 01
Staff recommends the Board approve alternative number 1,
whereby Mr. Clark be given an immediate lump sum reimbursement/
credit agreement equal to $35,000.00 or 100% of the eligible cost
whichever is lesser. This alternative is recommended in order
that Mr. Clark can receive the maximum up front reimbursement
while reducing future costs to the County to administer the
payments. It is further recommended that the County
Administrator be authorized to execute the reimbursement
agreement after being prepared and approved as to form by the
County Attorney.

Credit and Reimbursement Agreement for Water Main
Installation to Royal Buick/Isuzu
COUNTY ADMINISTRATOR'S COMMENTS:
BACKGROUND:
A commercial development for Royal Buick/Isuzu is planned on
the north side of Peters Creek Road adjacent to the Airport clear
zone. Public water and sewer will be provided to this site by
the extension of the County owned system.
SUMMARY OF INFORMATION:
In order to provide adequate water service to this site, the
developer will extend a 12 inch water line from the Valleypointe
Project, across the Airport clear zone, along Peters Creek Road
and then through the site for future connection to existing
County water lines in Century and Alexander Drive. The total
water line extension will be approximately 1,20,0 feet in length.
The developer is required to pay the cost of the first 300 feet
plus the cost of the water line adjacent to their property which
they have connections to or fire service provided by. The
balance of the water line cost is eligible for credit and
reimbursement by the County.
The Utility Department requests that the Board authorize the
use of the second half credit of off-site fees and reimbursement
to the developer for the cost of eligible off-site and additional
facilities installed to facilitate interconnection of existing
water systems.
The estimated total cost of the eligible off-site and
additional facilities requested is $26,000.00. Funds are
available in the Water Off -Site Facility Fee Fund.
ALTERNATIVES AND IMPACTS:
1. The Board of Supervisors would authorize the use of the
second half of the off-site fee as credit and authorize the

County Administrator to execute a reimbursement agreement to
compensate the developer for the eligible off-site and additional
water facilities installed.
This alternative would cost approximately $26,000.00 and
would interconnect the Loch Haven/North Lakes water system with
the Belle Haven water system.
2. The Board of Supervisors would authorize the use of the
second half of the off-site fee as credit and authorize the
County Administrator to execute a reimbursement agreement to
compensate the developer for the eligible off-site facilities
installed.
This alternative would cost approximately $16,000.00 and
would require future water line extension within the site in
order for a County project to provide the future interconnection
Of systems.
3. The Board of Supervisors not authorize the use of credit or
reimbursement and require the developer to pay the entire cost.
This alternative would be at no cost to the County. The
cost to the developer would be very high and may prohibit the
site development or require a connection to a County water line
that is across Peters Creek Road from the site.
STAFF RECOMMENDATION:
Staff recommends the Board approve alternative number 1 in
order to provide timely interconnection of water systems at
minimum cost to the County. It is further recommended that the
Board authorize the County Administrator to execute a
reimbursement agreement with the developer to effect this
alternative.

COUNTY ADMINISTRATOR'S COMMENTS:
BACKGROUND:
Fralin & Waldron have proposed a 60 lot subdivision named
Steeplechase along Buck Mountain Road as shown on the attached
map. In order to provide public sanitary sewer service, they
will be extending the sewer interceptor line along Buck Mountain
Road for a distance of approximately 2,400 feet.
Fralin & Waldron have requested an agreement with the County
whereby they can be reimbursed the cost of installing the
off-site sewer facilities.
SUMMARY OF INFORMATION:
The developers will be installing a`sanitary sewer
interceptor along Buck Mountain Road from its existing terminus
at Woods Crossing to their proposed Steeplechase subdivision.
This service line is sized and located so as to serve the entire
sewershed.
The estimated cost of sewer line extension is $72,000.00.
A 5 year reimbursement agreement could be given to the Developer
in which they receive a credit of 100% of the sewer
availability fee for their 60 lot subdivision and 75% of future
sewer availability fees collected for connections made to this
sewer line. The reimbursement would be limited to 100% of the
eligible off-site sewer constrution costs and for a time period
not exceeding 5 years after completion of its connection.
ALTERNATIVES AND IMPACTS: 0
1. The Board would authorize the reimbursement agreement for
100% of the Steeplechase sewer availability fees and 75% of
future fees from connections to the sewer line.

This alternative would have no direct cost to the County,
however, future connection fees would reduce by $72,000.
2. The Board would authorize the Reimbursement agreement for
100% of Steeplechase sewer availability fees as the full
reimbursement to the Developer.
This alternative would have no direct cost to the County
except to reduce the fees collected by $30,000.00.
3. The Board would not authorize a reimbursement agreement
since this is not a major sewer interceptor.
This alternative may make the project to costly for the
developer to complete.
STAFF RECOMMENDATION:
Staff recommends the Board approve alternative number 1. It
is further recommended that the Board authorize the County
Administrator to execute an agreement with the developers to
effect this alternative.

BACKGROUND:

map. In order to provide public water service, they will be
extending the water transmission line along Buck Mountain Road
for a distance of approximately 2,600 feet.
Fralin & Waldron have requested an agreement with the County
whereby they can be reimbursed the cost of installing the
off-site and oversized water facilities.
SUMMARY OF INFORMATION:
The developers will be installing an oversized (12 inch)
water line along Buck Mountain Road from its existing terminus at
Buck Run Drive to their proposed Steeplechase subdivision. This
water line is a major part of the water transmission line that is
planned to connect the Avenham water system with the Clearbrook/
Hunting Hills water system. The -Developer is required to pay the
full cost of the first 3.00 feet of 8 inch water line. The cost
of the remaining 2,300 feet is'eligible for credit/reimbursement.
The entire cost of oversizing must be reimbursed to the developer
in order that we can require the larger line.
The estimated cost of water line extension is $80,000.00.
The developer is responsible for approximately $9,500.00 leaving
a balance of $70,500.00 eligible for credit and reimbursement.
The total water off-site facility fee for the 60 lots will be
$62,160.00. With Board authorization, the entire $62,160.00
off-site facility fee can be credited to the developer. Board
authorization to use up to $15,000.00 from the water off-site
facilities fund would pay the remaining costs including
contingency.

ALTERNATIVES AND IMPACTS:
1. The Board would authorize the credit of the second half of
the off-site fee and up to $15,000.00 from the water off-site
facility fee to pay for off-site and oversized water facilities
installed as part of the Steeplechase Subdivision.
This alternative would have a direct cost to the County of
$15,000.00 for the installation of 2,600 feet of 12 inch water
transmission line. This money as well as the $62,160.00 credit
will be more than recovered from future connection fees collected
by connections to the 2,600 feet installed.
2. The Board would not authorize the use of the second half
credit or reimbursement to the Developer.
This alternative would cost the County the required half
credit in the amount of $31,080.00. Additionally, the developers
would install an 8 inch water line which will adequately serve
their property but not be adequate as a transmission line between
County systems.
STAFF RECOMMENDATION:
Staff recommends the Board approve alternative number 1. It
is further recommended that the Board authorize the County
Administrator to execute an agreement with the developers to
effect this alternative.

RESOLUTION 102588-6.h AUTHORIZING THE
ACQUISITION OF A REFUSE VEHICLE AND
EQUIPMENT, ACCEPTING THE OFFER THEREFOR
AND APPROVING THE INTEREST RATE, UPON
CERTAIN TERMS AND CONDITIONS
WHEREAS, the Board of Supervisors of the County of Roa-
noke has determined that it is necessary and expedient to enter
into a lease/purchase agreement to acquire a refuse vehicle and
certain equipment to collect solid waste within the County; and
WHEREAS, the County has solicited offers for said
lease/purchase financing and acquisition; and
WHEREAS, the Board desires to accept an offer therefor
and to establish the interest rate for said financing; and
WHEREAS, the acquisition of this vehicle and equipment
was considered and authorized as a part of the 1988-89 fiscal
year County budget.
NOW, THEREFORE, BE IT RESOLVED by the Board of
Supervisors of Roanoke County, Virginia, as follows:
1. That the Board of Supervisors of Roanoke County
determines that it is in the best interests of the public to
enter into a lease/purchase agreement in the principal amount of
$285,006.54 in order to acquire a refuse vehicle and related
refuse containers in order to continue the replacement program
for existing refuse vehicles.
2. That the Board determines that it is in the best
interests of the County to accept the offer of G. E. Capital
Fleet Services to finance the acquisition of this refuse vehicle
and equipment- over a five (5) year period of time at an interest
rate of 7.45%.
3. The County Administrator, upon form approved by
the County Attorney, is hereby authorized to execute such docu-
ments as may be necessary to accomplish the purposes of this
transaction.
4. That pursuant to the provisions of Section 14.01 of
the Roanoke County Charter, this lease/purchase agreement shall
be subject to annual appropriations by the Board of Supervisors.
5. That the officers and agents of the County are auth-
orized and directed to take such further action as may be neces-
sary or convenient in connection with this transaction and all
other actions previously taken by such officers and agents in
connection therewith are ratified and confirmed.
6. This resolution shall take effect immediately.

LEASE/PURCHASE ACQUISITION OF THIRTY
SCHOOL BUSES, ACCEPTING THE OFFER
THEREFOR AND APPROVING THE INTEREST RATE,
UPON CERTAIN TERMS AND CONDITIONS
WHEREAS, the Board of Supervisors of the County of
Roanoke has determined that it is necessary and expedient to
acquire thirty school buses through a lease/purchase agreement;
and
WHEREAS, the County has solicited offers for said
lease/purchase acquisition; and
WHEREAS, the Board now desires to establish the inter-
est rate and to award this lease/purchase agreement; and
WHEREAS, said acquisition of school buses was autho-
rized and approved in the 1988-89 fiscal year budget.
NOW, THEREFORE, be it resolved by the Board of Supervi-
sors of Roanoke County, Virginia, as follows:
1. That the Board of Supervisors of Roanoke County
determines that it is advisable to enter into a lease/purchase
agreement to acquire thirty school buses for the Roanoke County
School Board.
2. That the Board determines that it is in the best
interests of the County to accept the offer of CitiCorp of North
America for this lease/purchase agreement.
3. That the County Administrator upon form approved by
the County Attorney is hereby authorized to execute the appropri-
ate documents for this lease/purchase agreement in the principal
amount of $1 million over a seven year period at an interest rate
of 7.23%.
4. That this lease/purchase agreement is authorized
pursuant to the provisions of Section 14.01 of the Roanoke County
Charter and that this lease/purchase agreement is subject to
annual appropriations by the Board of Supervisors.
5. That the officers and agents of the County are here-
by authorized and directed to take such further action as may be
necessary or convenient in connection with this transaction and
that all other actions previously taken by such officers and
agents in connection therewith are ratified and confirmed.
6. That this resolution shall take effect immediately.

SUMMARY OF INFORMATION:
Fralin & Waldron Inc., a Virginia corporation, has agreed to
donate to the County of Roanoke a twenty (20) foot wide easement
for the location of a sanitary sewer line. Also during the con-
struction period, the County is granted an additional ten (10)
foot temporary construction easement.
This easement is located in the Vinton Magisterial District
along the southeastern boundary line of Lot 15 as shown on map
for T. L. Plunkett Jr. and Macon C. Putney (Plat Book 9, page 227
in the Clerk's Office of the Circuit Court of Roanoke County)
along the easterly boundary line of Lot 15 and through an outlet
road to West Ruritan Road. This sanitary sewer easement will
serve the proposed Trent's Trace Subdivision being developed by
Boone Builders Inc.
Pursuant to Ordinance 102787-4 adopted October 27, 1987, the
Board authorized the County Administrator to accept donations or
dedications of non -controversial real estate matters.

STAFF RECOMMENDATION:
It is recommended that the Board favorably consider this
acceptance by resolution under the consent agenda.

BE IT ORDAINED by the Board of Supervisors of Roanoke

1. That pursuant to provisions of Section 18.04 of the
Charter of Roanoke County, a first reading concerning the acquisi-
tion of the hereinafter -described real estate was held on October
11, 1988. A second reading on this matter was held on October
25, 1988. This real estate consists of easements across the pro-
perty of Valley Developers Inc. (Tax Map No. 86.08-4-9), James C.
Pate and Judy B. Pate (Tax Map No. 86.08-4-28), Barbara W. Bova
Croy (Tax Map No. 86.08-4-29), and Mabel Naff Bowman (Tax Map No.
86.08-4-32) adjacent to the Nichols Estates subdivision in the
Windsor Hills Magisterial District; and
2. That the acquisition of easements from Valley Devel-
opers Inc., James C. Pate and Judy B. Pate,. and Barbara W. Bova
Croy to the Board of Supervisors of Roanoke County for $2,456.00
is hereby authorized and approved and the acquisition of an ease-
ment from Mabel Naff Bowman to the Board of Supervisors of Roa-

and
3. That the County Administrator is authorized to exe-

1. That pursuant to provisions of Section 18.04 of the
Charter of Roanoke County, a first reading concerning the
acquisition of the hereinafter -described property was held on
September 27, 1988. A second reading on this matter was held on
October 25, 1988. The property is a 4.199 -acre tract more
particularly described as Roanoke County Tax Map No. 63.00-1-13
and located near the end of Virginia Secondary Route 778 in the
Catawba Magisterial District.
2. That the acquisition of the property from Salem
Stone Corporation in the amount of ten dollars ($10.00) is hereby
authorized and approved; and
3. That the County Administrator is hereby authorized
and directed to execute such documents and take such actions on
behalf of Roanoke County as are necessary to accomplish the
acquisition of said property.
