Gilbert serves as the medical director for three prehospital services, which includes the Roanoke County Fire & Rescue Department, the Roanoke County Fire & Rescue Department Hazardous Materials Response Team, and Lifeguard -10 Medevac Program operated by Roanoke Memorial Hospital; and WHEREAS, Dr. Gilbert currently serves as Director of Trauma Services and Assistant Director of Surgical Education at Roanoke Memorial Hospitals, as well as Assistant Professor of Surgery, University of Virginia School of Medicine; and WHEREAS, Dr. Gilbert has provided leadership for these prehospital services by her high standards, training and evaluation process as well as encouraging the cooperation of other career agencies; and WHEREAS, Dr. Gilbert's extensive experience and dedication has proven invaluable in the successful operation of the Roanoke County agencies and Lifeguard -10. NOW, THEREFORE, BE IT RESOLVED that the Roanoke County Board of Supervisors extends its congratulations to CAROL MARIE GILBERT, M.D. for receiving the OUTSTANDING OPERATIONAL MEDICAL DIRECTOR award from the Commonwealth of Virginia Emergency Medical Services. FURTHER, the Board of Supervisors of Roanoke County wishes to express its deep appreciation for her service and dedication to the County citizens. Keith Cook, Director, Human Resources AT A REGULAR MEETING OF THE BOARD OF SUPERVISORS OF ROANOKE COUNTY, VIRGINIA, HELD AT THE ROANOKE COUNTY ADMINISTRATION CENTER ON DECEMBER 13, 1988 RESOLUTION 121388-4 EXPRESSING THE APPRECIATION OF THE BOARD OF SUPERVISORS OF ROANOKE COUNTY TO BARBARA FASNACHT FOR OUTSTANDING CONTRIBUTIONS TO HER COMMUNITY WHEREAS, the Roanoke County Board of Supervisors is indebted to its citizens who offer their time, talent and energy through many volunteer activities and desires that these efforts be recognized in an appropriate manner; and WHEREAS, Barbara Fasnacht served with distinction as President of Cherokee Hills Homeowners Association for 1988/89, having served one previous term as President; and WHEREAS, under her leadership, the Cherokee Hills Homeowners Association was instrumental in getting the roads in Cherokee Hills Subdivision brought into the state secondary system, and helped to reduce speeding in the neighborhood; and WHEREAS, she provided a calm positive approach in efforts to solve problems with the water system and the potential of a future landfill site in the community, and because of her concern, was appointed as a member of the Roanoke County Citizens Landfill Advisory Council in July, 1988. NOW, THEREFORE, BE IT RESOLVED that the Board of Supervisors of Roanoke County, Virginia, expresses its deep appreciation and the appreciation of the citizens of Roanoke County to BARBARA FASNACHT for her leadership and outstanding contributions to the quality of life in her community, and Roanoke County. NOW, THEREFORE, BE IT RESOLVED that the Board of Supervisors of Roanoke County, Virginia, expresses its deep appreciation and the appreciation of the citizens of Roanoke County to DOT ELLER for her leadership and outstanding contributions to the quality of life in her community, and Roanoke County. Bowen has served with distinction during 1985/86 and 1987/88 as President of Mason Cove Civic Club, Inc.; and during 1986 as Vice President; and WHEREAS, under his leadership, the Mason Cove Civic Club, Inc. has been instrumental in reviving the Neighborhood Watch Program and helped the community deal in a professional manner with such issues as the flooding in Masons Creek, the road repairs on Bradshaw Road, the improvements to the Mason Cove Elementary School and the potential of a future landfill site in the community; and WHEREAS, Mr. Bowen has also been active in youth athletics and is serving his second term on the Roanoke County Parks & Recreation Advisory Commission and was Vice -Chairman in 1987/88. SUMMARY OF INFORMATION: Main & Co., has recently ended June 30, 1988; the opinion on these financial would like to provide you analysis of the current Roanoke County received the Certificate of Achievement for Excellence in Financial Reporting for the year ended June 30, 1987. This award is reproduced in our current report on Page 10. This is the fourth consecutive year in which the County has received this recognition. We are extremely proud of the award because it shows that we have made a continuing commitment to professionalism in financial reporting and have complied with all generally accepted accounting principles. We plan to again submit our Comprehensive Annual Financial Report for the year ended June 30, 1988 for consideration for this award. As a net result of the operations for the 1987-88 fiscal year, the County will be able to add $1,656,795 to its current fund balance of $414,063, which will replenish the fund balance to its recommended level. Attachment B shows a breakdown of the source of these additional monies. The majority of this excess can be attributed to additional revenues collected from the proration of personal property taxes. This was the first year that proration was in effect for the full year. A smaller portion is the result of savings within the County departments. Attachment D graphically shows a breakdown of the revenues of the County. The largest portion of revenues continues to come from the Commonwealth (37.6 percent) followed by real estate taxes (29.4 percent) and personal property taxes (12.2 percent). 1 of 11 cc: Attachment F graphically shows the actual expenditures of all funds of the County. In this graph, you can see that education is the largest expenditure department with 58.5 percent of the total budget. The County can continue to be proud of its debt to equity ratios. Attachment G shows that the County still maintains the lowest bonded debt to assessed value ratio and the lowest net bonded debt per capita ratio in the Valley. At the same time, the County can claim the highest assessed value amount in the Valley. Attachment H shows that at June 30, 1988, the County of Roanoke was successful in reaching its goal of replenishing fund balance. At June 30, 1988, the fund balance was 5.32 percent of the General Fund budget. However, it is important to keep in mind that during the current year, this fund balance has now been depleted to $2,070,858, which is 3.55 percent of the General Fund. STAFF RECOMMENDATION: I Staff recommends that the Board of Supervisors accept the audit for the 1987-88 fiscal year and that the additional $11656,795 generated from operations be appropriated to the Unappropriated Balance. In 1985, the residents of Roanoke County approved a bond referendum for the construction of two new fire stations, one in Bonsack and one in the Back Creek area. Currently, the Back Creek Fire Station is out for bids. The original bids came in overbudget so the project was scaled back and re -bid. The bid will be awarded in March, 1989, and construction is scheduled for completion in July, 1989. The land for the Bonsack Fire Station has been donated and the proposals for A/E services are being evaluated. Construction is anticipated to be complete in September, 1989. During 1985, the Cave Spring Rescue Squad also identified the need for additional space to house existing equipment and provide sufficient space to handle additional membership required to meet service demands. However, the Squad chose to maintain their independence and looked to alternatives other than the County government to fund their facility- improvements. An accident that permanently damaged the Cave Spring Rescue Squad stand-by room and election of new leadership has caused the Squad to re-evaluate their alternatives with regard to a time schedule that will meet the ever increasing need for services in the Cave Spring area. The Cave Spring Rescue Squad was organized in the late 1950s serving an area that was predominately rural in nature. Since that time, the area has rapidly urbanized causing the organization to become one of the busiest rescue squads in the County. Currently, the squad serves a populous of approximately 27,000 and responds to over 1,200 emergency medical calls per year. SUMMARY OF INFORMATION: The Cave Spring Rescue Squad has approached staff with a request for the County to help them construct a two-story facility with 8,000 square feet of space. Staff has worked with squad personnel reviewing alternative sites, facility size, and funding requirements and staff concurs with the proposed two-story facility. After evaluating several sites, staff and squad personnel feel the most feasible and cost effective location is the County -owned property at the corner of Valley Forge and Brambleton Avenues. The facility is estimated to cost $500,000. The Cave Spring Rescue Squad is requesting an appropriation from the Board of Supervisors in an amount of $300,000. The squad has agreed to pay the architectural/engineering costs for the project as well as the balance of the construction costs. The squad will sell its current site and use the proceeds to help pay their share of the construction costs. The balance will be obtained. through their annual fund drive effort. The other two properties owned by the Squad will not be a part of this transaction. It is the organization's intent to sell these properties and use the proceeds to purchase a rescue truck. During discussions with several Board members, staff was asked to provide cost information for adding a third floor to the facility for additional office space for County personnel. The architect/engineer estimated the cost to range from $200,000 to $280,000 depending upon the type of interior finishing with an additional $12,000 to $14,000 for A/E services. ALTERNATIVES AND IMPACTS: 1. Construct a two-story 8,000 square foot facility at an approximate cost of $500,000 on County -owned property at the corner of Valley Forge and Brambleton Avenues. Appropriate $300,000 through a lease/purchase in the FY 1989-90 budget process as the County's share of the construction costs. Sell the existing Cave Spring Rescue Squad site and use the proceeds for construction costs with the understanding that the squad would raise the balance of the cost of the project. Authorize the County Administrator and the County Attorney to negotiate an agreement with the Cave Spring Rescue Squad regarding the use of the County property and the payment of project costs. 2. Approve Alternative 1 and appropriate an additional $295,000 through a lease/purchase in the FY 1989-90 budget process for the construction of a third floor office area or an additional 4,000 square feet of space. 3. Approve Alternative $215,000 through a budget process for shell. THEREFORE, BE IT RESOLVED that the Board of Supervisors of Roanoke County, Virginia supports the concept of a regional work farm, and BE IT FURTHER RESOLVED that the Board of Supervisors supports the continuation of the study being conducted by Sheriff Michael Kavanaugh, and that other law enforcement officials be invited to participate in the study to determine the need for such a regional facility. The final draft submitted for your consideration incorporates - substantial policy changes, revisions to comply with new state and federal laws and many of the recommendations submitted by county department heads, constitutional officers, and the Employee Advisory Committee. The handbook was forwarded to the Board of Supervisors on November 9, 1988, and discussed in a work session on November 22, 1988. SUMMARY OF INFORMATION: Attached is a copy of the final draft of the Employee Handbook. This final draft incorporates specific changes which were requested at the November 22, 1988, work session. These minor changes are included in the handbook and are also indicated on the separate attachment. STAFF RECOMMENDATION: Staff recommends adoption of the Employee Handbook with an effective date of January 1, 1989. The Department of Human Resources will conduct training sessions on the new handbook during the months of January and February, in order to inform employees of the changes in county policy. A current handbook will be kept in each department and will be available to employees within that department. Chapter II Part-time and temporary employment will not be restricted to 1500 hours per year. (1500 hour provision included in handbook draft but subsequently changed after Board of Supervisors work session.) (p. 3) Break periods may not exceed fifteen minutes in the morning and fifteen minutes in the afternoon. (p. 6) Chapter III Promotion policy will not require a 5% increase. Promotional salaries are negotiable between the employee and the department head. (Promotion policy included in handbook draft but subsequently changed after Board of Supervisors work session.) (p. 8) Recall period for layoffs changed from twelve months to twenty-four months. (p. 10-11) Chapter IV Inactive disciplinary actions are maintained for archival purposes in accordance with the retention schedule established by the Commonwealth of Virginia. (p. 14) Dismissals normally occur for the use of alcohol while on the job and the use, possession or sale of unlawfully possessed controlled substances while on the job. (p. 15) The conduct chapter includes a reference to the type of disciplinary action which may occur after receiving two unsatisfactory performance evaluations. Located south of the intersection of Routes 419 and 220, Pinkard Court is currently in need of road improvements, upgrading and expansion of the public water system, sewer system construction, storm sewers, drainage facilities, and housing rehabilitation. Virginia Water Project, Inc. recently awarded funds to Roanoke County for a preliminary engineering report for the water and sewer systems. Authorization was given on July 12, 1988 by the Board of Supervisors to submit an application for a $9,000 Planning Grant for Pinkard Court from Virginia Department of Housing and Community Development (VHCD). Roanoke County was notified on September 19, 1988 by VHCD that the grant was awarded to fund specific advance planning activities for Pinkard Court.. These activities will include preliminary engineering designs for streets/roads, water, sewer, storm drains, geological and archaeological studies, housing rehabilitation assessment and design, as well as a community income assessment. SUMMARY OF INFORMATION Acceptance of the $9,000 Planning Grant from Virginia Department of Housing and Community Development for Pinkard Court will permit the Department of Planning to commence advance planning activities to determine the feasibility of making application for a CDBG construction grant. The 2+2 program is a coordinated effort between area high schools, community college, and local businesses to establish a curriculum in automated manufacturing technology (computer aided technologies) which involves two years at the high school level and two years at the community college level in order to obtain a four-year technician certificate. The Virginia Department of Education will provide $20,000 for the period of November 15, 1988 through November 18, 1989 and an additional $20,000 in the following year. These funds will be used to do a needs assessment and write the curriculum for this program. FISCAL IMPACT:gP $20,000 will be recorded as an additional revenue from the State and allocated to the School Operating Fund. Students leaving the educational setting equipped with knowledge and skills in working with computer .assisted design and computer assisted machinery epitomize the cutting edge of what up-to-date, skilled technicians are expected to be capable of in order to parallel the state of the art in the tools of the trade. Under this code section, known as the County Administrator Act, the County Administrator assumes the duties of Clerk to the Board of Supervisors in place of the Clerk of Circuit Court. Exceptions to this statute must be authorized by the General Assembly, either by amendment to the State Code or changes to the form of government. For example, under the County Manager, County Executive and Urban County manager forms, the Board of Supervisors may appoint another person to serve as clerk of the board. A further exception is provided for Chesterfield County which allows any county with a population between 100,000 and 143,000 to appoint a clerk to the board other than the County Administrator or Clerk of Circuit Court. All counties having these exceptions are large urban or suburban counties similar to Roanoke County. In Roanoke County, the County Administrator is the Clerk to the board, but many of the responsibilities have been delegated to a Deputy Clerk since the mid 1970's. Since Roanoke County is becoming an urban county, it would seem logical that the responsibilities as Clerk to the Board should officially be delegated to someone other than the County Administrator. This change would more accurately reflect the duties actually being performed by both the County Administrator and Deputy Clerk. As we have discussed in the past, The Advisory Council's work has been very beneficial to us until recent times. According to my records the last meeting of the Advisory Council was March of 1987. The Council has always been a group who feels that unless there is a purpose to meeting that meetings should not be held for meeting sake. The Advisory Council was very instrumental in helping us obtain concessions from the Commonwealth of Virginia during our early stages of development as a state operated Court Service Unit. It has given me valued input on different projects that we have attempted or implimented in this office. The continuation of the Advisory Council may be benificial in the future, particularly with the anticipated separation of the Division of Youth Services from the Virginia Department of Corrections. An active Advisory Council may have some input in the design of a new Department of Youth Services and in the type of services that would be available to the community from the new department. There have been reasons why the Advisory Council has not chosen to meet. Primary among these is the lack of agenda items. The Council has been dependent upon me to devise an agenda for its meetings and to develop subject matters to be discussed. I have not been very active in that area as many of the decisions that make cannot wait until the Advisory Council meets. The members of the Advisory Council have not developed agendas of their own and have not been utilized to their full potential. The size of the Council itself seems to be somewhat of a problem in establishing meeting dates because of personal or professional commitments of the Coucil members to other organizations or individuals. We have combined the Council established in Roanoke County with that of a similar Council (7.:? -z formed by the City of Salem. Another factor that has diminished the importance of the Advisory Council on the local level is the lack of activity on the part of the Advisory Council to the Division of Youth Services which operates on a state level. As you may be aware from recent news paper accounts, the Department of Corrections has not named a new Deputy Director to head the Division of Youth Services in over a year. The acting Deputy Director not only has to fill the role as head of the divisionbut also has to continue the work of his own position within the department. Because of a long illness prior to his death, the former Deputy Director of the Department of Corrections for the Division of Youth Services had not called a meeting of the State Council since February of 1987. As one of only nine local Advisory Councils we had a seat on the State Advisory Council and had the potential for significant input at the State level. If the Council is continued and the State Council is reactivated, I anticipate that we would again be in a position of being able to have significant input into the activities of the Division or new Department. In its role as the Advisory Council for the Court Service Unit the Council also maintains a checking account which has accrued from donations from private civic organizations for the Outdoor Adventure Education Program which we have operated. The Court Service Unit itself cannot hold funds which have been donated for its use. The Advisory Council has acted as an independent group to hold these funds and disperse them as needed. Perhaps the Advisory Council should be retained but redesigned. The role of the Advisory Council could be .expanded to act as an Advisory Council on youth and should involve not only the activities of the Court Service Unit but also youth related activities of other departments within the county government structure. As a suggestion, these other departments could include Youth Haven II, the Department of Social Services, the Department of Parks Ei Recreation, the Roanoke County School System, and perhaps even the Health Department. This restructuring of the purpose of the Advisory Council would give it a more comprehensive approach to meeting the needs of the youth in the County but also would give it a broad agenda base and more purpose for its existance. I would be happy to meet with you to discuss the content of this letter and if the Board feels that it is necessary for me to appear on December 13, at 3:00 p.m. I will be glad to do so. The designation as an approved vendor is necessary to be eligible to receive Title XX monies for payment of services from a participating jurisdiction and also to establish a per diem rate to be charged to any other outside party who may place a child at the facility for treatment. On November 17, 1988, Youth Haven II was notified of its approval as a Title XX vendor by the Commonwealth of Virginia, Department of Social Services, and thereby requests permission for the County Administrator to execute said contract documents after approval by the County Attorney. ALTERNATIVES AND IMPACTS: Alternative #1: Approve the designation as a Title XX vendor and authorize the County Administrator to execute appropriate contract documents. This would establish the per diem rate (recovery of local costs) at a rate of $34.55 per day through the period ending June 30, 1990. Alternative #2: Do not accept the designation as Title XX vendor, which could result in a reduced amount of reimbursement from participating parties, thereby, causing a larger net cost to Roanoke County. FISCAL IMPACT:e Approval of this contract and acceptance of the Title XX vendor designation could result in net annual savings to the County of Roanoke for participants in the program from outside of Roanoke County, by establishing uniform per diem rates, which are eligible for reimbursement through the State Department of Social Services monies (Title XX). This designation would also allow the Youth Haven II program to accept participants from any of the surrounding counties on a reimbursement basis, which likewise, could reduce our local effort in this program. The Town of Vinton has expressed a desire to use the Vinton Recreation Center and has agreed to allow the Senior Citizens to continue meeting there. The Vinton Recreation Center (building) is owned by the Town of Vinton. Through a lease dated May 3, 1982, the County of Roanoke (Department of Parks & Recreation) is responsible for the programming and routine maintenance of the facility. Section 7 of the lease agreement requires the County to notify the Town Manager of any intention to terminate the lease or to cease the use of the buildings. We request permission for the County Administrator to make known this desire to the Town Manager. The Department of Parks & Recreation has also arranged with the School Administration to be able to use the gymnasium facility only, at the old William Byrd Intermediate School. The savings from the utilities and maintenance costs at the Vinton Recreation Center will be used to offset any expenses incurred for utilities and maintenance at the gymnasium site. The use of this gymnasium is required to fulfill the programming needs in the Vinton area, particularly since the gymnasium .at the Mt. Pleasant Elementary School is not usable for competitive programming because of problems with the floor surface. ALTERNTIVES AND IMPACT: FISCAL IMPACT: STAFF RECOMMENDATION: Staff recommends that the County Administrator be authorized to notify the Town Manager of the County of Roanoke's intent to cease programming at the Vinton Recreation Center, effective February 1, 1989, thereby allowing the Town of Vinton to utilize and maintain said facility. Mitchell for waiver of Water Ordinance Provision COUNTY ADMINISTRATOR'S COMMENTS: xr BACKGROUND: Mrs. Mitchell lives in a rural farmhouse located on a 100 acre tract of land off Franklin Street adjacent to the Salem city line. The spring which furnished water to this house has become contaminated and can not be used for a water supply. Mrs. Mitchell has requested a connection to the public water line located on Franklin Street approximately 1300 feet from the house. SUMMARY OF INFORMATION: The water connection requested would require the installation of a private lateral within a private easement instead of extension of the public water line along Franklin Street as required by the water ordinance. Mrs. Mitchell stated that the required water line extension or alternate lateral connection on Bentridge Lane was prohibitively expensive. The water ordinance provides that the Board of Supervisors may waive the provision that requires expansion or extension of the water system. Mrs. Mitchell feels that not being able to use the service lateral to supply water to her home causes her great hardship. ALTERNATIVES AND IMPACTS:) 1. The Board of Supervisors would waive the provision of the ordinance concerning expansion of a water system. This alternative would recognize the emergency situation that exists and permit a service lateral to be installed within a private easement in lieu of extending the public water system. 1 .r -/o 2. The Board of Supervisors would not waive the provision of the ordinance concerning expansion of a water system. This alternative would require Mrs. Mitchell to either extend the public water line to her property at an additional cost of approximately $8,000 or connect to the water line on Bentridge Lane', which would cost approximately $1,000 more than the connection requested. STAFF RECOMMENDATION: Staff recommends alternative number 1 with the following conditions: 1. The applicant agrees that the County is only responsible for water pressure and water quality to the water meter. 2. The applicant agrees to pay for all water passing through the meter whether used or not. No credit will be given for water lost due to leaks in the 1300 foot private lateral. 3. If at any time in the future, any portion of this 100 acre tract is subdivided, sold, or transferred, the existing private service lateral connection must be abandoned and water service provided as required by the ordinance. The attached joint report (addendum A) will be presented to each of the governing bodies during December 1988 as a status report on the progress of this project and to provide some planning information for inclusion in the normal budget process. The City of Roanoke retained the services of a consultant to assist in the development of specifications and the evaluation process for the project. The scope of services included the development of a system for the City of Roanoke only or a shared system for the City and/or the City of Salem , Roanoke County or both. The estimates of cost are based on a Request for Information submitted for this project and an evaluation of eight responses. Attachment B contains estimates for providing a separate library -automation system using the County's Hewlett Packard computer system. Based on the results of the consultant's bidding process, this concept (use of the County's computer) could be expanded to consider wider sharing of costs and benefits. The bidding process has been scheduled by the City of Roanoke to allow the evaluation of the bids and provide pertinent cost estimates, which can be included in the budget process for the 1989-90 fiscal year. Staff is seeking permission to continue with the study, through the bidding process, without a financial committment at this time. If the results of the joint bidding process are favorable, the County may consider including monies in the 1989-90 budget for its share of the costs. If the results are not favorable, the County could consider alternate proposals such as a package for the County only (using our own computer system), which could be accomplished on the same timetable or at a later date. Library operations are labor intensive and the current staffing levels are necessary to provide minimum staffing for the hours of service. Automation will reduce many of the clerical tasks K_� currently being performed by staff, thus allowing them more time to assist patrons. Automation will also reduce the need to increase staffing for the foreseeable future, assuming the same number of facilities and hours of operation. The valleywide shared system offers many benefits to the patrons including improved research capabilities, faster response, and the ability to reserve books from any of the valley library facilities, and serves as an expansion of the Valleywid e Library Card program. Use of a separate system would likely defeat the success of the card program, even though some of the other labor saving capabilities would be gained. If a Valleywide Shared Library Automation System is chosen as the appropriate course of action, a cooperative agreement must be negotiated to cover the governance of the system, ownership, and cost allocation. This agreement should be developed based upon the number of participants and the relative impact on the entire system. (l� ALTERNATIVES AND IMPACTS Alternative #1: Allow staff to continue its study of a shared library automation system through the bidding process without a financial committment at this time. If the bids are favorable, funds could be considered in the 1989-90 budget process to allow the County's participation. Alternative #2: Do not allow the County staff to continue participation in the shared library automation system study. Future study of our own automated system could be included in the budgetary process for consideration on its own merits. STAFF RECOMMENDATION: The Roanoke County Library Board and staff recommends Alternative #1 with the results of the joint -bidding process being brought back to the Board of Supervisors for consideration during the normal budget process.
