RESOLUTION 072611 -1 OF APPRECIATION TO GENEVIEVE HENDERSON
OF THE BACK CREEK CIVIC LEAGUE FOR HER SERVICE TO ROANOKE
COUNTY
WHEREAS, Genevieve Henderson has served on the Back Creek Civic League for
over twenty -four (24) years, holding every office and serving as President for the past six
to seven (6 to 7) years; and
WHEREAS, her unselfish, dedicated and caring service to the Back Creek and
adjoining communities is legendary; and
WHEREAS, her leadership in local and countywide issues is admired and respected
by all; and
WHEREAS, your neighbors appreciate your involvement in matters affecting their
way of life; and
WHEREAS, staff and elected officials greatly appreciate your service and your
knowledgeable input on matters brought before them; and
WHEREAS, if ever there was a characterization of a "model" citizen, they would look
like Genny Henderson.
NOW, THEREFORE, BE IT RESOLVED that the Board of Supervisors of Roanoke
County, Virginia, expresses its deepest appreciation and the appreciation of the citizens of
Roanoke County to Genevieve Henderson for her many significant contributions; and
FURTHER, the Board of Supervisors wishes Ms. Henderson continued success in
all her future endeavors.

COUNTY ADMINISTRATOR'S COMMENTS:
SUMMARY OF INFORMATION:
The Fire and Rescue Department develops and utilizes a vehicle replacement plan for fire
and rescue apparatus. Attachment A details the current fire and rescue apparatus fleet.
The Fire and Rescue Department would like to purchase three (3) pumpers. These units
will go to Cave Spring, Hollins and Clearbrook stations. This purchase will allow apparatus
at those stations to be reassigned to Mason's Cove, Back Creek, Bent Mountain and Mt.
Pleasant thus extending the life of the vehicle. This plan will result in three (3) vehicles
being taken out of service and surplused.
The replacement of apparatus is crucial to keep modern, up -to -date and efficient
equipment available to provide service to the County citizens. Replacement of older
equipment is also essential to reduce the cost of maintenance and repairs.
Procurement is working with Fire and Rescue to evaluate the most cost - effective method
for the purchase of these vehicles and their specific outfitting needs. This involves detailed
analysis of existing corporate contract opportunities created to leverage cumulative buying

power and evaluating these against a formal bid solicitation specific to Roanoke County's
vehicles.
Historically, the County has funded the purchase of fire and rescue apparatus through an
internal loan from the Risk Management fund or Health Insurance Reserves. An internal
financing was less expensive than a conventional lease purchase or other bank financing.
At this time, funds are not available in the Risk Management Fund or Health Insurance
Reserves for this purchase. All loans previously made to the Fire Department for the
purchase of equipment have been repaid.
The total purchase price of the fire vehicles and equipment is estimated to be $1,600,000.
Since County funds are not available in reserves, the vehicle purchase will need to be
funded with future equipment lease proceeds. The authorization for the borrowing is
anticipated in the spring of 2012. Delivery of the vehicles is estimated to be in July /August
2012, so delaying the borrowing will save interest expense and avoid arbitrage compliance
issues. The County will be adopting a reimbursement resolution in a separate board action
on July 26, 2011.
Fire and Rescue now seeks approval to proceed with the purchase of these vehicles.
Staff will return in spring 2012 to authorize the associated equipment lease for this
purchase.
FISCAL IMPACT:
The vehicle purchase will be funded with future equipment lease proceeds. Staff will obtain
this approval in the spring 2012.
The Fire and Rescue department has $300,000 budgeted for capital in their operating
budget that will be used to pay the interest and principal payment associated with the
equipment lease.
STAFF RECOMMENDATION:
Staff recommends authorizing the purchase of three (3) fire vehicles and appropriating
$1,600,000 of future equipment lease proceeds.

RESOLUTION 072611 -3 DECLARING INTENT TO REIMBURSE
EXPENDITURES FOR THE PURCHASE OF THREE (3) FIRE
VEHICLES FROM FUTURE EQUIPMENT LEASE PROCEEDS
The Board of Supervisors of the County of Roanoke, Virginia (the "County ") has
determined that it may be necessary or desirable to advance money to pay the costs
associated with the purchase of three (3) fire vehicles (the "Project ").
NOW THEREFORE, BE IT RESOLVED, BY THE BOARD OF SUPERVISORS
OF ROANOKE COUNTY, VIRGINIA, as follows:
1. The Board of Supervisors adopts this declaration of official intent under
Treasury Regulations Section 1.150 -2.
2. The Board of Supervisors reasonably expects to reimburse advances made or
to be made by the County to pay the costs of purchasing three (3) fire vehicles from the
proceeds of its debt or other financing. The maximum amount of debt or other financing
expected to be issued for the designing, acquiring, constructing and equipping the
project is $1,600,000.
3. This resolution shall take effect immediately upon its adoption.

SUMMARY OF INFORMATION:
The County recently purchased the property 2918 Jae Valley Road, where the Mount
Pleasant Library is located. Now that Roanoke County owns the building, there are
several issues that staff would like to address. Staff does not want to make extensive
improvements to the property, because the long -term plan is to construct a new building on
this site. However, there are several items that will make the building more inhabitable for
the next six to seven (6 -7 years), or however long Roanoke County is in the current
building.
A review of the building indicates that at a minimum, the County should overlay the roof,
paint the exterior of the building, put vinyl siding under the eaves on the sides of the
building, enclose the soffits, replace the front door and install the front gutter. These items
can be done for $17,000.
In addition, staff would like to connect to the public water, which is available directly across
Jae Valley Road at the Mount Pleasant Fire Station. Currently, water is provided by a well,
but it is not used for drinking in the library. Patrons are provided bottled water while they
are at the library. The estimated cost for extending water to the building and paying

connection fees is $10,000.
Staff is not recommending connecting to the public sewer at this time. The sewer
connection is more complicated and would cost about $40,000 - $50,000. Staff
recommends including the public sewer connection in the construction plans for the new
facility at the time that it is constructed.
FISCAL IMPACT:
Staff will need $27,000 for the above improvements and repairs to the Mount Pleasant
Library, so that it will be a suitable building for the interim period. These funds are
available in other capital accounts that have been completed, as follows:
Mount Pleasant Property purchase $1,140.00
Crystal Creek Property purchase 14
Merriman Roundabout 11,643.38
Total funds available $27,000.00
STAFF RECOMMENDATION:
Staff recommends re- appropriating $27,000 from the capital accounts shown above for the
improvements and repairs at the Mount Pleasant Library.

SUMMARY OF INFORMATION:
On December 14, 2010, the Board of Supervisors approved and appropriated funds from
Catawba Volunteer Fire Department and the County to purchase a mini - pumper. The bid
has been awarded in the amount of $225,376, slightly more than estimated.
Catawba Volunteer Fire Department has contributed another $10,000 toward this
purchase. Roanoke County Fire and Rescue seeks acceptance and appropriation of this
$10,000 into the fire vehicle capital account.
FISCAL IMPACT:
Catawba Volunteer Fire Department is contributing an additional $10,000 towards the
purchase of the fire vehicle.
STAFF RECOMMENDATION:
Accept and appropriate $10,000 from Catawba Volunteer Fire Department to the fire
vehicle capital account.

ORDINANCE 072611 -7 GRANTING A SPECIAL USE PERMIT FOR A
MULTIPLE DOG PERMIT FOR FOUR (4) DOGS ON 1.02 ACRES
LOCATED AT 6539 FAIRWAY VIEW TRAIL, WINDSOR HILLS
MAGISTERIAL DISTRICT, UPON THE PETITION OF ANGELO R.
GIANNI, JR.
WHEREAS, Angelo R. Gianni, Jr. has filed a petition for a special use permit for
a multiple dog permit for five (5) dogs on 1.02 acres located at 6539 Fairway View Trail
(Tax Map No. 66.04 -1 -29) in the Windsor Hills Magisterial District; and
WHEREAS, the Planning Commission held a public hearing on this matter on
July 5, 2011; and
WHEREAS, the Board of Supervisors of Roanoke County, Virginia, held a first
reading on this matter on June 28, 2011; the second reading and public hearing on this
matter was held on July 26, 2011.
NOW, THEREFORE, BE IT RESOLVED by the Board of Supervisors of Roanoke
County, Virginia, as follows:
1. That the Board finds that the granting of a special use permit to Angelo R.
Gianni, Jr. for a multiple dog permit on 1.02 acres located at 6539 Fairway View Trail in
the Windsor Hills Magisterial District is substantially in accord with the adopted 2005
Community Plan, as amended, pursuant to the provisions of Section 15.2 -2232 of the
1950 Code of Virginia, as amended, and that it shall have a minimum adverse impact
on the surrounding neighborhood or community, and said special use permit is hereby
approved with the following conditions:
a) The Multiple Dog Permit shall be for a maximum of four (4) dogs
not to exceed twenty -five (25) pounds each.

b) The Special Use Permit shall be issued to Angelo R. Gianni, Jr.
only, and shall not be transferable to any other subsequent property
owner. It shall be the responsibility of Mr. Gianni to notify the
Zoning Administrator, in writing, of the transfer of ownership of the
property within thirty (30) days of the transfer.
2. That this ordinance shall be in full force and effect thirty (30) days after its
final passage. All ordinances or parts of ordinances in conflict with the provisions of this
ordinance be, and the same hereby are, repealed. The provisions of this special use
permit are not severable. Invalidation of any word, phrase, clause, sentence or
paragraph shall invalidate the remainder. The Zoning Administrator is directed to
amend the zoning district map to reflect the change in zoning classification authorized
by this ordinance.
