SUMMARY OF INFORMATION:
The Roanoke County School Board has submitted the attached budget for the 2012-2013
fiscal year. The School Board approved this budget at their meeting on April 26, 2012, and
in accordance with State law, has now submitted it for Board of Supervisors approval.
Fuzzy Minnix (Chairman of the Roanoke County School Board), Dr. Lorraine Lange
(Superintendent of Schools), and Penny Hodge (Assistant Superintendent of Finance) will
attend the Board of Supervisors meeting to present the school budget.
STAFF RECOMMENDATION:
Staff recommends approving and adopting the attached school board budget for the 2012-
2013 fiscal year.

The State Board of Elections (SBE) has issued an order for a Republican primary to be
held on June 12, 2012, for the offices of U.S. Senate and U.S. House Representatives for

current budget inasmuch as it was not certified by SBE until April 4th, 2012. No
reimbursement will be made by the state.

ORDINANCE 050812-3 APPROVING THE LEASE OF THE
RESIDENTIAL DWELLING AT CAMP ROANOKE (TAX MAP NO.
83.00-01-16) IN THE CATAWBA MAGISTERIAL DISTRICT OWNED
BY THE BOARD OF SUPERVISORS OF ROANOKE COUNTY
WHEREAS, the Board of Supervisors of Roanoke County is the owner of a tract of
land containing eighty-five point zero five (85.05) acres, being located in the Catawba
Magisterial District and designated on the Roanoke County Land Records as Tax Map
No. 83.00-01-16, which is identified as Camp Roanoke; and
WHEREAS, a residential dwelling is located in Camp Roanoke with an address of
6498 Dry Hollow Road, Salem, Virginia 24153; and
WHEREAS, it would serve the public interest for the County to have the residential
dwelling occupied and maintained by the camp manager of Camp Roanoke; and
WHEREAS, Section 18.04 of the Roanoke County Charter directs that the
acquisition or conveyance of an interest in real estate, including leases, shall be
accomplished by ordinance; the first reading of this ordinance was held on April 24, 2012;
and the second reading and public hearing was held on May 8, 2012.
THEREFORE, BE IT ORDAINED by the Board of Supervisors of Roanoke County,
Virginia, as follows:
1. That the County Administrator or his designee is hereby authorized to

execute a lease agreement with for the residential dwelling having the
address of 6498 Dry Hollow Road, Salem, Virginia 24153, from and after May 8, 2012,
and shall continue until Greg Martin is no longer employed by Roanoke County as camp
manager for Camp Roanoke, for a monthly rental of $400 to be paid into the Camp

ORDINANCE 050812-4 AUTHORIZING THE GRANTING OF A NON-
EXCLUSIVE TEN (10) FOOT WIDE EASEMENT TO LUMOS
NETWORKS ON PROPERTY OWNED BY THE ROANOKE COUNTY
BOARD OF SUPERVISORS (TAX MAP NO. 027.13-04-01.00) FOR THE
PURPOSE OF AN UNDERGROUND COMMUNICATIONS SYSTEM
WHEREAS, Lumos Networks has requested a ten (10) foot wide easement for
the purpose of installing underground communications systems cables, wires and
terminals across property owned by the Roanoke County Board of Supervisors (Tax
Map Parcel No. 027.13-04-01.00) known as 7401 Barrens Road, Roanoke, Virginia; and
WHEREAS, granting this non-exclusive, utility easement will serve the interests
of the public by supporting the purposes of Ordinance No. 102604-7 by which Roanoke
County authorized a lease agreement with Virginia PCS Alliance, L.C. d/b/a INTELOS
for a 3,400 sq. ft. tower site and tower, which authorized sub-leases and co-location of
antennas on said tower located at the Hollins Fire Station; and
WHEREAS, pursuant to the provisions of Section 18.04 of the Roanoke County
Charter, the acquisition only by ordinance, and that the first reading of this ordinance
was held on April 24, 2012, and that the second reading and public hearing was held on
May 8, 2012; and
WHEREAS, pursuant to the provision of Section 16.01 of the Roanoke County
Charter this interest in real estate is declared to be surplus, and is hereby made
available for other public uses by conveyance to Lumos Network for a non-exclusive
utility easement.

BE IT RESOLVED by the Board of Supervisors of Roanoke County, Virginia, as

RESOLUTION050812-5.a TO APPROVE PARTICIPATION IN AND
CONDITIONS OF THE VIRGINIA JUVENILE COMMUNITY CRIME
CONTROL ACT (VJCCCA) GRANT FOR FISCAL YEARS 2012-2013
AND 2013-2014 AND TO ALLOW PARTICIPATION BY THE CITY OF
SALEM
WHEREAS, the County of Roanoke has participated in the Virginia Juvenile
Community Crime Control Act (VJCCCA) program in the past allowing the Court Service
Unit to provide direct services, treatment programs, substance abuse services and
probation activities associated with the Juvenile Court; and
WHEREAS, through the Life Skills Mentoring Program of Roanoke County’s
Court Services Unit, the grant funds have been administered to assist the court by
providing counseling services, drug screens, intensive supervision, community service,
restitution and other needed services; and
WHEREAS, the Court Services Unit of the Juvenile Court serves the youth of
both the County of Roanoke and the City of Salem; and
WHEREAS, the Court Services Unit desires to provide services through the Life
Skills Mentoring Program to serve the youth of both the County of Roanoke and the City
of Salem utilizing the funding from the VJCCCA grant and other appropriate funds.
NOW, THEREFORE, BE IT RESOLVED, that the Board of Supervisors of
Roanoke County will participate in the Virginia Juvenile Community Crime Control Act
for fiscal years 2012-2013 and 2013-2014 and will accept said funds, appropriating
them for the purpose set forth in this Act until it notifies the Department of Juvenile
Justice, in writing, that it no longer wishes to participate in the program.

SUMMARY OF INFORMATION:
The County of Roanoke has participated in the Virginia Juvenile Community Crime Control
Act grant program for a number of years with the Life Skills Mentoring Program. Although
the persons employed under the grant are technically County employees, they work under
the direction of the Court Services Unit in Salem, which is an office of the Virginia
Department of Juvenile Justice. This Memorandum of Agreement allows the Court Service
Unit Supervisor to assign work responsibilities and perform managerial oversight for the
County staff working in the program. This has been the practice for many years, however
there has not been a formal agreement with the Commonwealth for this oversight. This
agreement simply formalizes what has informally been done for many years. The
agreement has been reviewed and approved by Administration and the County Attorney
and both find it to be appropriate and in the best interest of the County.
FISCAL IMPACT:
There is no fiscal impact from this agreement.

SUMMARY OF INFORMATION:
Roanoke County has been awarded the Local Government Challenge Grant from the
Virginia Commission for the Arts. The Commission will match up to $5,000 (if full funding
is approved) of any donation the County makes to qualified art organizations in the valley.
In the fiscal year 2011-2012 budget, the Board of Supervisors approved an appropriation of
$1,400 for the Arts Council of the Blue Ridge; $2,900 for the Historical Society of Western
VA O. Winston Link Museum and $5,200 for the Roanoke Symphony Orchestra. Staff,
therefore, applied for the maximum grant allocation of $5,000. Roanoke County was
awarded $5,000 for fiscal year 2011-2012.
FISCAL IMPACT:
Staff recommends dividing the $5,000 grant between the Arts Council of the Blue Ridge,
the Historical Society of Western VA O. Winston Link Museum, and the Roanoke
Symphony Orchestra. Combined with the County's appropriation, the following amounts
would be available to the organizations referred to above:

SUMMARY OF INFORMATION:
The Saturday Substance Abuse School consists of two (2) consecutive Saturday sessions
with students and parents educated in separate sessions. Alcohol and drug education,
decision making skills and parent collaboration are emphasized. The program educates
youth and their parents regarding prevention and rehabilitation of substance abuse. The
targeted audience is youth from grades six to twelve (6 to 12) who have violated Roanoke
County Public Schools Abuse Policy, or who have referred themselves or who have been
referred by the court system. Parents, a vital piece of the process, are invited and also
served. Attendance at this program is part of a graduated sanction process for policy
violators. In addition, policy violators are required to have a drug and alcohol assessment
and screening, serve a short suspension and take part in prescribed educational groups or
If they do not agree to
these terms, they can be expelled from school for one (1) year. The point is to educate
and rehabilitate in addition to punishment and to keep students in school.
The program consists of two (2) consecutive Saturday sessions, with students and parent
educated in separate sessions. Alcohol and drug education, decision making skills and
parent collaboration are emphasized. The two(2)-session program is repeated four or five
(4 or 5) times during the school year, depending upon the demand.
Since 2002, the majority of the cost for this project has been paid under a Juvenile Justice
Grant. Unfortunately, this funding has been lost with the federal budget cuts. Staff is
trying to maintain this program with a slim budget. We have funds promised to us from

three (3) different departments and the Prevention Council of Roanoke County. The cost is
$1,300 per two-Saturday session. In the past, we have offered five (5) two(2)-Saturday
sessions through the course of year. We are asking for the Education Foundation to
support one of these tandem Saturday Substance Abuse classes. The foundation has
given $1,000 to support the program.
FISCAL IMPACT:
The Substance Abuse Program budget will be increased by $1,000.

STAFF RECOMMENDATION:
Roanoke County Schools requests that $1,000 be appropriated to the substance abuse
program.

SUMMARY OF INFORMATION:
Roanoke County Fire and Rescue, Roanoke City Fire-EMS, Western Virginia EMS Council,
City of Salem Fire-EMS Department and Virginia Western Community College all
participate in a regional EMT-Intermediate training Center (Paramedic Program). The
Virginia Department of Health, Office of EMS has allocated funding for the specific purpose
of purchasing training manikins for the EMT-Intermediate Center. Roanoke County is the
fiscal agent for the EMT-Intermediate Training Center which is located at the Regional Fire-
EMS Training on Kessler Mill Rd.
that interface with computer software to simulate an actual person. The manikins feel like
they have a heartbeat, pulse, and are able to breathe. These devices allow paramedic
students to train in more lifelike situations while honing their skills. An unlimited amount of
training scenarios can be developed and programmed for a multitude of emergency health
settings for the student. All equipment is included with the grant and will add to the existing
training aides currently at the Training Center.

FISCAL IMPACT:
This is a pass through grant from the Virginia Department of Health, Office of EMS for the
specific purpose of purchasing training manikins. No other funds are required with the
exception of staff time to purchase and set-up the equipment.

SUMMARY OF INFORMATION:
RCCLEAR and Roanoke County staff have worked with Roanoke, Salem, Blacksburg, the
Clean Valley Council, Ride Solutions, the Community Alliance for Energy Efficiency, The
Roanoke Valley Alleghany Regional Commission and other interested groups over the
past two (2) years to develop a consistent, straightforward, energy conservation message
that could be used across the region. The campaign, Save A Ton, is aimed at empowering
residents and businesses to save energy and money, thereby positively impacting
household budgets and business profits. Development of an energy education initiative
fulfills one of the stated objectives of the Stimulus Grant awarded the County through the
Department Of Energy.
Using the services of a local public relations firm, Thomas Becher Agency, the Save A Ton
brand, website, Facebook site and advertising campaign were developed and launched in
the fall of 2011. As the initial primary administrator for funding promotional activities, the
County was deemed to be the most logical home for additional funds to support the
campaign and as such, the City of Roanoke contributed $5,000 to Roanoke County to be
used exclusively for the Save A Ton public relations and advertising activities.
The Save A Ton advertising campaign has already won several awards of excellence. The
Virginia Press Association named one of the Save A Ton ads as the best agency created
newspaper ad of 2011. (See next page)

Save A Ton also won two gold Western Virginia ADDY awards from the American
Advertising Federation of Roanoke for both the newspaper campaign and mixed media,
which includes the Facebook page and website, www.saveaton.org.
FISCAL IMPACT:
No County funds are required. This is a contribution provided by the City of Roanoke of
$5,000 for the Save A Ton Campaign.
STAFF RECOMMENDATION:
Staff recommends appropriation of a $5,000 contribution, allocated to the EECBG account
528100 in a separate line item dedicated to Save A Ton promotional activities as requested
by the City of Roanoke.
