RESOLUTION 100912 -1 EXPRESSING THE APPRECIATION OF THE
BOARD OF SUPERVISORS OF ROANOKE COUNTY TO GREGORY A.
KING, FIRE CAPTAIN, UPON HIS RETIREMENTAFTER TWENTY -EIGHT
(28) YEARS OF SERVICE
WHEREAS, Gregory A. King was hired on September 17, 1984, and hasworked as
a Firefighter, Fire Lieutenant and Fire Captain during his tenure with Roanoke County; and
WHEREAS, Captain King retired on October 1, 2012, after twenty -eight (28) years
and four (4) months of devoted, faithful and expert service with the County; and
WHEREAS, during his time serving Roanoke County, Captain King served on the
Safety and Health Committee for over 20 years reviewing all accidents to persons and
apparatus to help reduce future injuries or accidents; and
WHEREAS, Captain King was one of the Department's most qualified fire engine
pump instructors and used that knowledge to train hundreds of career and volunteer
personnel in the proper operation of the hydraulic systems of fire trucks; and
WHEREAS, Captain King through -out his tenure with Roanoke County Fire and
Rescue Department was a mentor to new employees always with a calm and reassuring
approach to garner the best out of new personnel; and
WHEREAS, Captain King through his positive attitude and open approach was
successful in ensuring the transition from volunteer personnel to career personnel at the
Back Creek station with a seamless process.
NOW, THEREFORE, BE IT RESOLVED that the Board of Supervisors of Roanoke
County, Virginia expresses its deepest appreciation and the appreciation of the citizens of
Roanoke County to GREGORY A. KING, for twenty -eight (28) years of capable, loyal and

dedicated service to Roanoke County; and
FURTHER, the Board of Supervisors does express its best wishes for a happy and
productive retirement.

RESOLUTION 100912 -3 APPROVING THE SALE OF ROLAND E.
COOK SCHOOL BY THE COUNTY SCHOOL BOARD OF ROANOKE
COUNTY AND AUTHORIZING THE SCHOOL BOARD TO RETAIN THE
PROCEEDS OF SUCH SALE
WHEREAS, the County School Board of Roanoke County has determined that it
has no further use for the former Roland E. Cook School, and that it intends to sell said
school; and
WHEREAS, pursuant to Section 22.1 -129 of the Code of Virginia, the School
Board may sell such property and retain the proceeds of such sale upon the approval of
the Board of Supervisors and after the School board holds a public hearing; and
WHEREAS, the Board of Supervisors intends to approve the sale of the Roland
E. Cook School property by the School Board and to allow the School Board to retain
the proceeds of such sale in a capital improvements fund.
NOW THEREFORE, BE IT RESOLVED BY THE BOARD OF SUPERVISORS
OF ROANOKE COUNTY, VIRGINIA, as follows:
1. That the sale of the Roland E. Cook School property by the County School
Board of Roanoke County is hereby approved.
2. That the School Board shall hold a public hearing on the sale of the Roland E.
Cook School property and the retention of the sale proceeds.
3. That the School Board may retain the proceeds from the sale of the Roland E.
Cook School property. The proceeds of this sale shall be retained in a capital

improvement fund to be used only for new school construction, school
renovation and major school maintenance projects.
4. That this resolution shall be effective from and after the date of its adoption.

SUMMARY OF INFORMATION:
The Virginia Association of Counties (VACo) annual conference will be held November 11-
13, 2012. They have requested that each county designate a representative of its Board of
Supervisors as well as an alternate to cast its votes at the annual business meeting on
Tuesday, November 13, 2012. The voting credentials form must be submitted to VACo by
November 1, 2012.
Chairman Richard C. Flora will be attending the conference and it is recommended that he
be appointed as Roanoke County's voting representative for 2012. Confirmation has been
placed on the consent agenda.

COUNTY ADMINISTRATOR'S COMMENTS:
SUMMARY OF INFORMATION
The Bylaws for the Community Policy and Management Team (CPMT), the appointed
board that determines appropriate services for eligible children with behavioral or
intellectual disabilities, are in need of minor revision. There are two things that change due
to this revision. First, a question has been raised concerning the appearance of a conflict of
interest or an ethical conflict arising from the participation of the county attorney or an
assistant county attorney both as a voting member of the CPMT and as legal advisor to the
CPMT. In order to avoid the appearance of impropriety, it is recommended that the Bylaws
be amended to remove the county attorney as a voting member of the CPMT. County
Attorney Paul Mahoney has requested this change. The county attorney's office will
continue to provide legal representation, support and advice to the CPMT. Second, the
CPMT sometimes has trouble recruiting and retaining parent advocates. The current
Bylaws require two (2) parent advocates while state regulations require at least one,
therefore the CPMT recommends that the language be changed to "up to two (2) parent
advocates" to allow flexibility in the appointments. The CPMT members reviewed and
approved these changes at the September 27, 2012, CPMT meeting and to go into effect
these changes need to be approved by the Board of Supervisors as well.
FISCAL IMPACT
There is no fiscal impact from the recommended changes.

RECOMMENDATION
The CPMT Board voted to approve the changes on September 27, 2012, and recommends
that the Board of Supervisors give final approval. Staff concurs with this recommendation.

SUMMARY OF INFORMATION:
The Roanoke County Police Department made application forfunding forthe above grant
for the purpose of providing equipment for less than lethal weapons training. This was a
priority area of the grant in regards to officer safety and wellness. The grant project period
is 10/01 /2011 to 09/30/2013.
FISCAL IMPACT:
There are no matching funds required to receive this grant.
STAFF RECOMMENDATION:
Staff recommends acceptance and appropriation of the 2012 Recovery Act Edward Byrne
Memorial Justice Assistance Grant (JAG) Program Local Solicitation in the amount of
$14,451.

LAWSON, BUILDING MAINTENANCE TECHNICIAN, UPON HIS
RETIREMENT AFTER MORE THAN EIGHT (8) YEARS OF SERVICE
WHEREAS, Donald P. Lawson was hired on January 20, 2004, and has worked as
a Building Maintenance Technician during his tenure with Roanoke County; and
WHEREAS, Mr. Lawson retired on October 1, 2012, after eight (8) years and nine
(9) months of devoted, faithful and expert service with the County; and
WHEREAS, during his time serving Roanoke County, Mr. Lawson held a variety of
Virginia trade licenses, including Master Mechanical, Master Plumbing, Master Gas Fitter,
Journeyman Electrician and Back Flow tester, all of which helped him perform many tasks
in house, saving the County thousands of dollars in outside fees; and
WHEREAS, Mr. Lawson also had strong skills in the area of Heating, Ventilation and
Air Conditioning (HVAC), including a thorough knowledge of pneumatic controls used in
those systems, which allowed him to maintain and fix that equipment and allowed the
County to save money by eliminating service contracts; and
WHEREAS, Mr. Lawson's positive attitude and strong work ethic resulted in
numerous complements from the departments that he provided with service and support
for equipment and facilities;
NOW, THEREFORE, BE IT RESOLVED that the Board of Supervisors of Roanoke
County, Virginia expresses its deepest appreciation and the appreciation of the citizens of
Roanoke County to DONALD P. LAWSON, for eight (8) years and nine (9) months of
capable, loyal and dedicated service to Roanoke County; and

SUMMARY OF INFORMATION:
�. The school system received a grant award from Virginia Tech's National Science
Foundation for participation in the Creative IT: Hyper Drama Storytelling: Engaging
and Nurturing Creativity in K -12 Students in the amount of $1,490.
2. Roanoke County Schools received a grant from the Allstate Foundation in the
amount of $1,000. The grant will support the continuation of the Partnering for the
Privilege Safe Teen Driving program initiated in 2006. This program will include
parent meetings for each of our five high schools with the potential of reaching over
1,200 students and their families. The goal of the Roanoke County program is to
present one parent meeting in each of the five high schools by November 2012. The
target audience will be parents of teens preparing for or those in the process of
acquiring a driver's license.
3. Roanoke County Schools was awarded a Library of Congress Teaching with
Primary Sources Program grant through Waynesburg University in Waynesburg,
PA. The purpose of the grant is to teach teachers in Roanoke County and
surrounding areas how to effectively use primary source material from the LOC
web site in classroom instruction. The target audience of teachers includes social
studies, English /Language Arts, and librarians.

Chairman Flora has appointed Theresa Passeretti to fill the unexpired term of Debbie

Vice Chairman Michael W. Altizer has recommended the reappointment of Heather
Lawrence to serve an additional four -year term, which will expire on December 31, 2016.

the purchase of a station alerting system

SUMMARY OF INFORMATION:
Roanoke County Fire and Rescue Department has experienced constant problems with the
process we alert our fire /rescue personnel for many years. The current station alerting
system is literally a hodge -podge of out dated equipment. Almost every station is different
in the way it is alerted with the exception of a rip and run system that is an extension of the
Computer Aided Dispatch (CAD) system. However, the rip /run system does not have the
ability to alert personnel that a call has been dispatched. Therefore, it is common practice
for station officers to carry a portable radio with them at all times. The challenge is during
sleep time periods where the system is not reliable and calls could potentially be missed for
the primary station or cause a delayed response. A number of safeguards have been
implemented that utilize various equipment and human contact to ensure personnel are
alerted to calls.
The citizen committee appointed by the Board of Supervisors rated this project as the
number one CIP project for all Departments. The recognition by this citizen committee
illustrates how important this project is. The Fire /Rescue Department applied for a Fire Act
Grant which is administered through the Federal Emergency Management Agency (FEMA),
Department of Homeland Security. This is an eighty /twenty (80/20) match grant, which will
allow the department to purchase a station alerting system that interfaces with the current

CAD system. The grant also included an enhancement to the current paging system to
allow text messaging and additional information sent via smart phones if funding remained
from the grant.
The project is anticipated to be completed early summer of 2013.
FISCAL IMPACT:
$118,000 has already been identified from revenue generated from the Ambulance
Transport program. The Ambulance Transport program was designed and used to provide
funding for career personnel positions and major Fire /Rescue Department CIP needs. The
twenty percent (20 %) match will be $94,000 and the remaining $24,000 will be utilized to
upgrade the paging system as the grant may not cover that portion of the project.
ALTERNATIVES:
None
STAFF RECOMMENDATION:
Staff recommends the acceptance and appropriation of $376,000 in grant funds from
FEMA and the appropriation of $118,000 from the Ambulance Transport program to fund a
new station alerting system and paging system enhancement for the Fire /Rescue
Department.

RESOLUTION 100912 -2 REQUESTING APPROVAL AND ADOPTION
OF THE REVENUE SHARING PROJECTS AND FUNDS FOR THE
FISCAL YEAR 2013 -2014
WHEREAS, the Board of Supervisors reviewed the projects identified in
Roanoke County Revenue Sharing Program for fiscal year 2013 -2014; and
WHEREAS, the Board of Supervisors desires to submit an application for an
allocation of funds of up to $500,000 through the Virginia Department of Transportation
fiscal year 2013 -2014, Revenue Sharing Program; and
WHEREAS, $500,000 of these funds are requested to fund the projects
identified in Roanoke County Revenue Sharing Program for fiscal year 2013 -2014.
NOW, THEREFORE, BE IT RESOLVED that Roanoke County Board of
Supervisors hereby approves the Revenue Sharing Project list for fiscal year 2013 -2014
and supports this application for an allocation of $500,000 through the Virginia
Department of Transportation Revenue Sharing Program; and
BE IT FURTHER RESOLVED that the County Administrator is authorized to sign
the Letter of Intent and defer appropriation of the funds ($500,000) until July 1, 2013.
