Audio and video recordings of this meeting will be held on file for a minimum of five (5) years in the office of the Clerk to the Board of Supervisors. IN RE: OPENING CEREMONIES Before the meeting was called to order, an invocation was given by Pastor Carroll Carter, of St. Paul United Methodist Church and the Pledge of Allegiance was recited by all. IN RE: CALL TO ORDER taken. Chairman Altizer called the meeting to order at 3:03 p.m. The roll call was MEMBERS PRESENT: Chairman Michael W. Altizer; Supervisors Joseph B. "Butch" Church, Eddie "Ed" Elswick, Richard C. Flora and Charlotte A. Moore MEMBERS ABSENT: None STAFF PRESENT: B. Clayton Goodman III, County Administrator; Daniel R. O'Donnell, Assistant County Administrator; Richard L. Caywood, Assistant County Attorney; Paul M. Mahoney, County Attorney; and Deborah C. Jacks, Clerk to the Board IN RE: REQUESTS TO POSTPONE, ADD TO, OR CHANGE THE ORDER OF AGENDA ITEMS Supervisor Church requested that item P. 3, the closed session item to discuss or consider the acquisition of real property, namely acquisition of property for use as a public park and recreation purposes, where discussion in an open meeting would adversely affect the bargaining position or negotiating strategy of the County be discussed in open session. He stated on this particular item, open session should not affect negotiations and since the Board is dealing with taxpayer funds, he felt it should be discussed openly. 126 April 9, 2013 Chairman Altizer asked Mr. Mahoney if this is indicative as to what has been done in the past with Mr. Mahoney responding it does fit closed session in the past, but it is at the pleasure of the Board. Supervisor Flora stated he was not sure what the project is, however real estate is always in executive session and does not understand why the Board would pull one item out. Supervisor Moore stated she concurred with Supervisor Flora. Supervisor Church stated he had assumed that the Board knew what this issue is as $53 million had already been spent. Supervisor Elswick stated with regard to this particular item, he knows at some point the Board will have it in open session. He stated he would think the closed session would be needed to develop the Board's strategy and since it does not require potentially putting money up front, it would seem that the Board should follow its precedent. It was the consensus of the Board to keep in closed session; any expenditures of funds will be in open session. IN RE: PROCLAMATIONS, RESOLUTIONS, RECOGNITIONS AND AWARDS 1. Proclamation and Presentation regarding the April 27, 2013, Prescription Drug Take -Back Day Event (Assistant Police Chief Mike Warner, Police Lieutenant Steve Turner and Sarah Baumgardner, Environmental Communications Coordinator with the Western Virginia Water Authority) In attendance for this agenda item were: Sarah Baumgardner, Environmental Communications Coordinator with the Western Virginia Water Authority; Police Lieutenant Steve Turner; Assistant Police Chief Mike Warner; Major Charles Poff, with the Sheriff's Department and Sheriff Michael Winston. The proclamation was read. Ms. Baumgardner thanked the Board for the proclamation and provided the Board with a brief history lesson of the take -back event. Lieutenant Turner and Sheriff Winston also spoke briefly. All of the Supervisors offered their thanks for this event. 2. Proclamation declaring April 14 through 20, 2013, as National Public Safety Telecommunicators Week in the County of Roanoke (Bill Hunter, Director of Communications and Information Technology) In attendance for this agenda item were: Bill Hunter, Director of Communications and Information Technology; Pat Shumate, Chief Communications Officer, Barry Light, Lauren Oliveria and Erika Clark, Communications Officers; Brittney April 9, 2013 127 Wilson, Kim Keith and Zachary Neal, Communications Officer I; Carrie Eakin, Communications Officer II; Beverly Orange, Communications Officer III, Aleta Coleman, Training Coordinator. The proclamation was read and Mr. Hunter explained the reason for this proclamation. Mr. Hunter advised that the Public Safety Center would be holding an open house on April 20, 2013. All of the Supervisors offered their thanks for jobs well done. IN RE: BRIEFINGS 1. Briefing to discuss delayed opening of the new Glenvar Library (Daniel R. O'Donnell, Assistant County Administrator) Mr. O'Donnell briefed the Board on the delayed opening. Supervisor Church commended Mr. O'Donnell and Ms. Rosapepe. Mr. O'Donnell then confirmed for Supervisor Church that Roanoke County would not be out any expenses as the expenses will be paid by the Contractor. IN RE: NEW BUSINESS 1. Request to approve the Roanoke Valley Resource Authority (RVRA) Budget for fiscal year 2013 -2014 (Rebecca E. Owens, Director of Finance; Anne Marie Green, Director of General Services; Daniel Miles, Chief Executive Officer, RVRA) Ms. Green advised she was chairman of the Roanoke Valley Resource Authority and provided the Board with a brief outline of the agenda item. Ms. Green then introduced Mr. Miles. Mr. Miles indicated this is a balanced budget and is fairly simplistic. The increases in expenses are personnel related and pertain to increases in health and retirement benefits. No raises are budgeted. He indicated an outside assessment was done for facility needs. He stated there was a $2 per ton rate increase, which is the first rate increase for localities in ten (10) years and in twenty (20) years for commercial clients. Supervisor Elswick stated this is vitally important and would appreciate Mr. Miles keeping the Board apprised. Chairman Altizer inquired what amount would be remaining in the Contingency Fund with Mr. Miles responding $597,000. He then asked Mr. Miles to explain about the use of the Contingency Fund and higher rates. Mr. Miles indicated if the funds were not used from contingency, the rate would be approximately $50. Chairman Altizer asked Mr. Miles if there was any debt, with Mr. Miles responding they had no debt. Chairman Altizer then asked about major capital items with Mr. Miles 128 April 9, 2013 explaining in 2018, there will be the replacement of the gondola rail cards; they will replace two per year until replaced and replenished. RESOLUTION 040913 -1 APPROVING THE ROANOKE VALLEY RESOURCE AUTHORITY BUDGET FOR THE FISCAL YEAR 2013 -2014 WHEREAS, Section 5.9 of the Roanoke Valley Resource Authority Members Use Agreement provides that the Authority shall prepare and submit its operating budget for the forthcoming fiscal year to the Board of Supervisors of the County, the City Council of the City of Roanoke and the Town Council of the Town of Vinton; and WHEREAS, by report dated March 28, 2013, a copy of which is on file in the office of the Clerk to the Board, the Chief Executive Officer of the Roanoke Valley Resource Authority has submitted a request that the County approve the fiscal year 2013 -2014 budget of the Roanoke Valley Resource Authority. NOW THEREFORE, BE IT RESOLVED, BY THE BOARD OF SUPERVISORSOF ROANOKE COUNTY, VIRGINIA that the fiscal year 2013 -2014 budget for the Roanoke Valley Resource Authority as set forth in the March 28, 2013 report of the Authority Chief Executive Officer, a copy of which is incorporated by reference herein, is hereby APPROVED and the County Administrator and the Clerk are authorized to execute and attest respectively, on behalf of the County, any documentation, in form by the County Attorney, necessary to evidence said approval. On motion of Supervisor Church to adopt the resolution, and carried by the following roll call and recorded vote: AYES: Supervisors Moore, Flora, Church, Elswick, Altizer NAYS: None 2. Resolution approving the Roanoke Regional Airport Commission Budget for fiscal year 2013 -2014 (Rebecca E. Owens, Director of Finance; Jacqueline Shuck, Executive Director of the Roanoke Regional Airport Commission) Ms. Owens gave a brief outline and advised there is no request for additional funding. Ms. Owens introduced Jackie Shuck who was in attendance to answer any questions. Supervisor Moore stated she "loves" the new look. Supervisor Church inquired about the lobby floor with Ms. Shuck advising they have taken the center section out and there will be a smoother floor. She indicated they are having ADA compliance audits done to find out if they are meeting the needs of their passengers. April 9, 2013 129 RESOLUTION 040913 -2 APPROVING THE ROANOKE REGIONAL AIRPORT COMMISSION BUDGET FOR FISCAL YEAR 2013 -2014 UPON CERTAIN TERMS AND CONDITIONS WHEREAS, Section 24.13 of the Regional Airport Commission Act and Section 17.(a) of the contract between the City of Roanoke, Roanoke County and the Roanoke Regional Airport Commission provide that the Commission shall prepare and submit its operating budget for the forthcoming year to the Board of Supervisors of the County and City Council of the City; and WHEREAS, by report dated March 19, 2013, a copy of which is on file in the office of the Clerk of the Board, the Executive Director of the Roanoke Regional Airport Commission has submitted a request that the County approve the fiscal year 2013 -2014 budget of the Roanoke Regional Airport Commission. THEREFORE, BE IT RESOLVED by the Board of Supervisors of Roanoke County, Virginia that the fiscal year 2013 -2014 budget and proposed capital expenditures for the Roanoke Regional Airport Commission as set forth in the March 19, 2013, report of the Commission Executive Director, a copy of which is incorporated by reference herein, is hereby APPROVED, and the County Administrator and the Clerk are authorized to execute and attest, respectively, on behalf of the County, any documentation, in form approved by the County Attorney, necessary to evidence said approval. On motion of Supervisor Altizer to adopt the resolution, and carried by the following roll call and recorded vote: AYES: Supervisors Moore, Flora, Church, Elswick, Altizer NAYS: None 3. Request for additional funding for Bent Mountain Community Center (B. Clayton Goodman III, County Administrator) A- 040913 -3 Mr. Goodman explained the request for the additional funding for the Community Center. Supervisor Elswick moved to approve the staff recommendation to appropriate additional funds for the Bent Mountain Community Center through the Board contingency fund. The motion carried by the following recorded vote: AYES: Supervisors Moore, Flora, Church, Elswick, Altizer NAYS: None 130 April 9, 2013 IN RE: FIRST READING OF ORDINANCES 1. Ordinance amending Section 5 -44. "Tax Imposed" of the Roanoke County Code to provide for an increase in fees for dangerous dogs (Paul M. Mahoney, County Attorney) Mr. Mahoney explained the request for the ordinance. Mr. Kevin Hutchins, County Treasurer, was in attendance to answer any questions. Mr. Mahoney further detailed the ordinance has been reviewed by both animal control and Mr. Hutchins. There are ten (10) licenses in Roanoke County for dangerous dogs. Mr. Hutchins explained the fees go to the State of Virginia; there is no additional revenue to the County of Roanoke. Supervisor Moore inquired as to what criteria establishes a dangerous dog. Mr. Mahoney explained this is not a designation by breed. The dangerous dog moniker is from a process whereby a dog bites another dog or person and goes through a judicial process. Supervisor Moore moved to approve the first reading and set the second reading and public hearing for April 23, 2013, and the motion was carried by the following recorded vote: AYES: Supervisors Moore, Flora, Church, Elswick, Altizer NAYS: None IN RE: PUBLIC HEARING AND SECOND READING OF ORDINANCES 1. Ordinance authorizing the Board of Supervisors of Roanoke County to enter into and execute an amended extraterritorial arrest powers agreement with the City of Roanoke, City of Salem and the Town of Vinton (Paul M. Mahoney, County Attorney) Mr. Mahoney explained this is the second reading of this proposed ordinance which is a significant initiative with regional cooperation and provides enhanced public safety for our community. He indicated there were no changes from the first reading held on April 9, 2013. Supervisor Elswick asked Mr. Mahoney how this would work, i.e. would the citizens expect to see multiple jurisdictions writing tickets, etc. Mr. Mahoney stated this would be used when the Chief from one locality asked for assistance from the other localities. Another instance is when an officer is driving through the area and sees something happen, he will be able to take care of on the spot. Supervisor Church asked Assistant Chief Mike Warner what feedback they have received from the other localities. Assistant Chief Warner stated he thinks this is a positive impact on citizens by ensuring that the citizens receive the necessary April 9, 2013 131 assistance. Supervisor Flora stated he only received one call on this and wanted to make sure that the agreement does not mean we will be running radar in Roanoke City. Additionally, if an officer writes a ticket in another jurisdiction, who would receive the funds. Mr. Mahoney advised the officer would have to go to court in that jurisdiction so the revenue would go to wherever the occurrence took place. Supervisor Flora again asked is this going to open Roanoke County officers to set radar in Roanoke City? Mr. Mahoney advised he did not want to exclude anything under the joint efforts and it would be up to the Chiefs of each location. Supervisor Church stated he has had numerous complaints on Interstate 581 and Interstate 81 about Roanoke County running radar. He asked that Assistant Chief Mike Warner confirm that this is when Roanoke County is part of a joint effort through the State of Virginia and is paid for with DMV funds. Chairman Altizer opened and closed the public hearing with no citizens to speak on this item. ORDINANCE 040913 -4 AUTHORIZING THE BOARD OF SUPERVISORS OF ROANOKE COUNTY TO ENTER INTO AND EXECUTE AN AMENDED EXTRATERRITORIAL ARREST POWERS AGREEMENT WITH THE CITY OF ROANOKE, THE CITY OF SALEM, AND THE TOWN OF VINTON WHEREAS, in October of 1985, the County of Roanoke and the City of Roanoke entered into an extraterritorial agreement which granted arrest powers to the County Sheriff's deputies and the City's police officers for certain traffic related offenses; and WHEREAS, in April of 1991 an amended extraterritorial agreement was executed by the County and the City to reflect the establishment of the Roanoke County Police Department and certain technical amendments to the Virginia Motor Vehicle Code; and WHEREAS, the success of these original agreements in providing enhanced law enforcement coverage for both jurisdictions has prompted negotiations to expand the arrest powers of officers in both jurisdictions and including the City of Salem and the Town of Vinton to any violation of state law and to extend that authority to off -duty officers, except those engaging in off -duty secondary police related employment outside their normal jurisdictions, as a concrete example of governmental cooperation; and WHEREAS, Section 15.2 -1736 of the 1950 Code of Virginia provides that the governing bodies of localities may enter in and become a party to contracts or mutual aid agreements for the use of their joint forces, both regular and auxiliary, their equipment and materials to maintain peace and good order; and WHEREAS, Section 15.2 -1300 of the 1950 Code of Virginia provides for the joint exercise of powers by political subdivisions of the Commonwealth of Virginia; and WHEREAS, the first reading of this ordinance was held on March 26, 2013, and that the second reading and public hearing on this ordinance was held on April 9, 2013. 132 April 9, 2013 THEREFORE, BE IT ORDAINED by the Board of Supervisors of Roanoke County, Virginia, as follows: 1. That the County Administrator is hereby authorized, by and on behalf of the County of Roanoke, to enter into and execute an Extraterritorial Arrest Agreement between the County of Roanoke, the City of Roanoke, the City of Salem, and the Town of Vinton providing that an officer of a participating jurisdiction while in the any of the other participating jurisdictions shall possess extraterritorial arrest powers for all State law violations committed in the presence of any such officer while on duty or off -duty, excluding secondary police related employment, and upon such other terms and conditions as provided for therein. 2. This ordinance shall be effective from and after its adoption. On motion of Supervisor Altizer to adopt the ordinance, and carried by the following roll call and recorded vote: AYES: Supervisors Moore, Flora, Church, Elswick, Altizer NAYS: None IN RE: APPOINTMENTS 1. Roanoke Valley Greenway Commission (appointed At Large) During the Closed Session held on March 26, 2013, the Board recommended the reappointment of Bob Blankenship to an additional three -year term to expire on April 8, 2016. Confirmation of the appointment has been placed on the Consent Agenda. 2. Social Services Advisory Board (appointed by District) Chairman Michael W. Altizer has recommended the appointment of Kathryn Sowers to represent the Vinton Magisterial District. This is a four -year term and will expire July 31, 2017. Confirmation has been placed on the Consent Agenda. HOLBROOK, ASSISTANT CHIEF OF POLICE, UPON HIS RETIREMENT AFTER MORE THAN THIRTY -THREE (33) YEARS OF SERVICE WHEREAS, Terrell L. Holbrook was hired in August 1979 and has worked as a Deputy Sheriff, Police Officer, Detective, Sergeant, Lieutenant and Assistant Chief of Police during his tenure with Roanoke County; and WHEREAS, Mr. Holbrook retired on April 1, 2013, after more than thirty -three (33) years of devoted, faithful and expert service with the County; and 134 April 9, 2013 WHEREAS, Mr. Holbrook began his career with Roanoke County as a Deputy Sheriff in 1979 and rose through the ranks serving as a Detective in the Department's Criminal Investigation Division and as a member and Commander of the Department's SWAT Team; and WHEREAS, Mr. Holbrook served as a Patrol Supervisor and also worked in the Professional Standards Unit where he was responsible for writing department policy and ensuring the appropriate standards were met; and WHEREAS, Mr. Holbrook was named Assistant Chief of Operations in 1998 and as Assistant Chief of Administration in 2003; and WHEREAS, Mr. Holbrook is commended for his work with area mental health professionals to provide for children who suffer issues resulting from neglect and abuse and for his work with the Roanoke County Police Foundation, which provides food, diapers, formula, and other essentials for needy families. NOW, THEREFORE, BE IT RESOLVED that the Board of Supervisors of Roanoke County, Virginia expresses its deepest appreciation and the appreciation of the citizens of Roanoke County to TERRELL L. HOLBROOK, for more than thirty -three (33) years of capable, loyal and dedicated service to Roanoke County; and FURTHER, the Board of Supervisors does express its best wishes for a happy and productive retirement. LONG, PARAMEDIC /FIREFIGHTER/FIELD TRAINING OFFICER, UPON HIS RETIREMENT AFTER MORE THAN TWELVE (12) YEARS OF SERVICE WHEREAS, Timothy L. Long was hired on January 2, 2001, and has worked as a Paramedic /Firefighter and Field Training Officer with Fire and Rescue during his tenure with Roanoke County; and WHEREAS, Mr. Long retired on March 1, 2013, after twelve (12) years and two (2) months of devoted, faithful and expert service with the County; and WHEREAS, during his time serving Roanoke County, Mr. Long provided quality care to the sick and injured with the utmost compassion, and WHEREAS, Mr. Long served on the department's Wellness and Physical Fitness Committee as a PEER Fitness Instructor that helped fellow co- workers maintain their health through physical fitness and proper nutrition; and April 9, 2013 135 WHEREAS, Mr. Long served as an EMS Instructor teaching fellow co- workers continuing education to improve their individual clinical skills and maintain State certifications; and WHEREAS, Mr. Long served as a Field Training Officer for new employees and paramedic students from local universities while providing them instruction but also mentoring them to be caring and proficient EMS providers; and NOW, THEREFORE, BE IT RESOLVED that the Board of Supervisors of Roanoke County, Virginia expresses its deepest appreciation and the appreciation of the citizens of Roanoke County to TIMOTHY L. LONG for twelve (12) years and two (2) months of capable, loyal and dedicated service to Roanoke County; and FURTHER, the Board of Supervisors does express its best wishes for a happy and productive retirement. DORTON, DEPUTY SHERIFF /CAPTAIN, UPON HIS RETIREMENT AFTER MORE THAN TWENTY -NINE (29) YEARS OF SERVICE WHEREAS, James "Jimmy" Dorton was hired on September 1, 1983 and has began his career as a deputy sheriff in the Roanoke County Jail; and WHEREAS, during his tenure with Roanoke County, he worked a variety of jobs including Rehabilitation Counselor for several years before being promoted to the rank of correction Sergeant in 1994. Captain Dorton also served as a Correction Lieutenant and an Administrative Lieutenant; and WHEREAS, in December of 2010, Captain Dorton was promoted to the rank of Captain over the Correction Division; and WHERAS, Captain Dorton retired on April 1, 2013, after twenty -nine (29) years and seven (7) months of devoted, faithful and expert service with the County; and WHEREAS, Captain Dorton will be greatly missed by his peers and his contributions throughout the years will not be forgotten. NOW, THEREFORE, BE IT RESOLVED that the Board of Supervisors of Roanoke County, Virginia expresses its deepest appreciation and the appreciation of the citizens of Roanoke County to JAMES D. DORTON for twenty -nine (29) years and seven (7) months of capable, loyal and dedicated service to Roanoke County; and FURTHER, the Board of Supervisors does express its best wishes for a happy and productive retirement. 136 April 9, 2013 On motion of Supervisor Altizer to adopt the resolution, and carried by the following roll call and recorded vote: AYES: Supervisors Moore, Flora, Church, Elswick, Altizer NAYS: None A- 040913 -5.d A- 040913 -5.e A- 040913 -5.f A- 040913 -5.g RESOLUTION 040913 -5.1h REQUESTING ACCEPTANCE OF CONNORS RUN AND CONNORS COURT INTO THE VIRGINIA DEPARTMENT OF TRANSPORTATION (VDOT) SECONDARY SYSTEM WHEREAS, the streets described on the attached Addition Form AM -4.3, fully incorporated herein by reference, are shown on plats recorded in the Clerk's Office of the Circuit Court of Roanoke County; and WHEREAS, the representative for the Virginia Department of Transportation has advised this Board that the street(s) meet the requirements established by the Virginia Department of Transportation's Subdivision Street Requirements; and WHEREAS, the County and the Virginia Department of Transportation have entered into an agreement on March 9, 1999, for comprehensive stormwater detention, which applies to this request for addition. NOW, THEREFORE, BE IT RESOLVED, this Board requests the Virginia Department of Transportation to add the street(s) described on the attached Additions Form AM -4.3 to the secondary system of state highways, pursuant to §33.1 -229, Code of Virginia, and the Department's Subdivision Street Requirements, after receiving a copy of this resolution and all outstanding fees and documents required of the developer, whichever occurs last in time. On motion of Supervisor Altizer to adopt the resolution, and carried by the following roll call and recorded vote: AYES: Supervisors Moore, Flora, Church, Elswick, Altizer NAYS: None April 9, 2013 137 RESOLUTION 040913 -5.i AMENDING THE SPOT BLIGHT ABATEMENT PROCESS IN ROANOKE COUNTY WHEREAS, the Board of Supervisors of Roanoke County, Virginia, has previously determined blighted or deteriorated areas and properties are developing in Roanoke County, and, WHEREAS, these blighted or deteriorated areas are defined as areas with building or improvements which, by reason of dilapidation, obsolescence, overcrowding, faulty arrangement of design, lack of ventilation, light, and sanitary facilities, excessive land coverage, deleterious land use or obsolete layout, or any combination of these and other factors, are detrimental to the safety, health, morals or welfare of the community; and, WHEREAS, the Board approved a spot blight abatement process in September, 2004 in accordance with Section 36- 49.1:1 of the Code of Virginia, as amended, finding it to be necessary and proper to do so, and WHEREAS, in 2009, the General Assembly amended the aforementioned Code Section to change the procedure by which a locality may exercise its power to acquire or repair any blighted property, and WHEREAS, that same amendment also changed the procedure for filing liens for the costs of improvements or disposal, and WHEREAS, that certain blighted, deteriorated or deteriorating areas are continuing to be susceptible of conservation through appropriate public action and the elimination or prevention of the spread or increase of blight or deterioration in such areas continues to be necessary for the public welfare and continues to be a public purpose for which public money may be spent and private property acquired by purchase or by the power of eminent domain. NOW THEREFORE, BE IT RESOLVED, by the Board of Supervisors of Roanoke County, Virginia, 1) That the current spot blight abatement program for Roanoke County, is hereby amended, in accordance with the provision of Section 36- 49.1:1 of the Code of Virginia, 1950 as amended. 2) That the County Administrator shall follow the procedural guidelines for the implementation of this program and the exercise of the spot blight abatement powers authorized by the Code of Virginia, in substantial conformity with Exhibit A, attached hereto and incorporated herein by reference. The County Administrator is authorized to continue delegating functions and activities as he deems appropriate. 3) That the County Administrator is granted the power and authority as may be necessary to commence spot blight abatement in Roanoke County, as provided in this Resolution and consistent with the provisions of law. 4) That the Resolution shall be effective immediately upon its adoption. 138 April 9, 2013 On motion of Supervisor Altizer to adopt the resolution, and carried by the following roll call and recorded vote: AYES: Supervisors Moore, Flora, Church, Elswick, Altizer NAYS: None IN RE: CITIZENS' COMMENTS AND COMMUNICATIONS The following citizens spoke. Noah Tickle of 1603 Frosty Lane in Salem, Virginia stated he has been a Roanoke County resident since 1956. He stated the beginning of the campaign to Chicken Little global warming scare was 1979, now known here as saving tons -n -tons of elemental carbon molecules of carbon dioxide. Remember 1979? It was before AL Gore's invention of the web more like his web of deceit, before the personal computer, before the cell phone and near the time when I was riding my bicycle to work before chicken little global warming; sometimes passing Artie Levin on the way. Also, trying not to have to wait in the long gas station lines. In January of 1979, a New York Times article was headlined, "Experts Tell How Antarctic Ice Could Cause Widespread Floods." He stated he wished he had kept another that he could show here before the Board and may have in his heap of stuff. It said we would run out of coal by 1999. 1 know coal and that one REALLY irritated me. "So where's the warming? Where are the gon- - dash - -las pulling up to at Capitol and The White House? Where are the encroaching seas in Florida? Or anywhere? Where is the climate change which, for 33 years, has been just around the corner? The conclusion is that he has grown MUCH older waiting for the promised global warming. He stated he was 35 when predictions of a looming ice age were supplanted by warm - mongering. Now, he is 60 +, and there's still no sign of warmer weather. The issues in terms of common -sense observation does not exist, but it can also be measured in terms of hard data. We're reaching the point where the predictions have been around "l0000ng" enough to allow for significant comparison against the actual data and we are now able to say definitively that the predictions were very horribly exaggerated, "horribly ". There are signs that even advocates of the global warming Chicken Little hysteria are starting to backtrack. So, why are we funding Agenda Twenty -One's ICLEI (The International Council of Local Environmental Initiatives)? It is one of the UN NGOs European Socialist Trojan Horses out to destroy our Constitutional Republic. Linda LaPrade of 5509 Will Carter Lane in Roanoke, Virginia stated In her opinion, she thinks an open discussion of Roanoke County's budget is long overdue. At the last Board meeting she mentioned the $740 thousand dollars that the County spends on dues and memberships. That number grew from the 2011 budget by $132,853. She stated she thinks an explanation is warranted, because how can you possibly justify giving our money away like this? It seems that services for members in April 9, 2013 139 many of these organizations are duplicates. Any membership and dues should offer full value for their dollar; not to just say that we are members but to be able to explain in concrete terms what the benefits are. If those benefits are not clear and necessary, it is time to withdraw membership. That dollar amount is even larger when you add in gifts to charities and what she supposes would be grants to NGO's. For example, why is the County giving around $16,000 to an art museum at a private university? Are donations to things like The Miss Virginia Pageant at around $6,000 bringing business to Roanoke County or to Roanoke City? What analysis has been done that shows it is cost effective to participate in these things? Including contractual obligations, our contributions total $1 It is time for a close examination. That brings up the question again of what is your proper role as our government in this County. On your website, you state: "The Board of Supervisors set policies that govern Roanoke County and provides high quality delivery of services at reasonable costs to the citizens of Roanoke County." She stated she fails to see how these donations are fulfilling that statement or the proper role of government. She concluded by stating she urged the Board to look carefully at the budget in terms of saving the citizens money and in terms of what the role of government should be. Proclamation signed by the Chairman IN RE: REPORTS AND INQUIRIES OF BOARD MEMBERS Supervisor Flora stated he just had one comment despite his questions about the agreement; he does one hundred percent (100 %) support intergovernmental agencies working together, especially in law enforcement. Supervisor Church stated that most of us who live in the United States know about the "Final Four." The final game was held within the last couple of days so hats off and congratulations to "Cool Hand" Luke Hancock, Hidden Valley who was named the most outstanding player. You normally hear about the MVP, which is an unbelievable achievement and the final four teams were the best in the nation, the best players in the nation and here is this young fellow from Roanoke County who scored 140 April 9, 2013 twenty (20) points one night and twenty -two (22) the next as a substitute role, a non- starter. We have a lot to be proud of. He then asked Mr. Goodman at the earliest convenience; let's see the availability of Mr. Luke Hancock when he is in town to bring him in to honor him. Also, the Spirit Horse of Virginia had a ribbon cutting this morning. It is a therapeutic rehabilitation riding program for people with disabilities. What a heart- warming time it was this morning. The weather was beautiful; it was the grand opening for the West County location. Spirit Horse is a nonprofit that offers free therapeutic horseback riding to people with special needs; especially children and he understands there are one hundred and fifty (150) already participating, which is an unbelievable number. He thanked AmeriCorps, who is always contributing to the help that is needed in this area and one of his constituents, Mr. John King, from up on West Main Street provided the land and Roanoke County registered this event with the National Mayors /Leaders Service Day in the United States. We are proud of this occasion; it was a heartwarming theme. Ms. Wheelchair America was there and lot of people with a lot of special gratitude for what is doing on. Supervisor Elswick advised in addition to Luke Hancock, the Coach of Wichita State, Gary Marshall, is also from the Roanoke area and came from Cave Spring. We hope we will be able to do a resolution appreciating the entire Hancock family, as well as Luke as his dad is very ill and he has a brother Stephen who served eight (8) terms in Iraq. These are the kind of people that are an asset, not just to the Louisville Cardinals where he lived for five (5) years; one of the friendliest towns you could ever live in, but to Roanoke County and this area, we need to recognize when we can find of that caliber. Congratulations to the Cardinals. Supervisor Moore stated on behalf of our citizens group, RCCLEAR, she would like to remind everyone to go to Sav- A- Ton.org for more energy saving ideas. IN RE: WORK SESSIONS 1. Work session for the presentation of the proposed budget for fiscal year 2013 -2014 (B. Clayton Goodman III, County Administrator; W. Brent Robertson, Director of Management and Budget) In attendance for this work session were B. Clayton Goodman III, County Administrator, W. Brent Robertson, Director of Management and Budget, Rebecca Owens, Director of Finance. The work session was held from 4:59 p.m. until 6:00 p.m. Mr. Goodman presented his proposed fiscal year 2013 -2014 budget indicating as directed by the Board, the proposed operating budget is balanced with no increases in taxes or fees, substantially sustains existing service levels for all departments and included no layoffs of existing personnel. He indicated the slight increase in the proposed budget comes primarily from moderate growth in the areas of April 9, 2013 141 personal property, sales taxes, business licenses and lodging taxes. While these areas are evidence of a slowly strengthening local economy, real estate taxes continue to lag behind. Mr. Goodman indicated although a pay increase for County employees is not included in the budget, the County will be able to cover increases in the health and dental benefit programs and will fund an expansion in the employee wellness program from twenty (20) hours per week to thirty -two (32) hours per week beginning in July. He indicated a public hearing will be held on April 23, 2013 to receive comments on the proposed budget with the first reading on May 14, 2013, and the second reading and appropriation scheduled for May 28, 2013. Supervisor Church inquired if the group that guaranteed the savings in our wellness program are still here with Ms. Owens responding that Living Well went out of business. Health Stat took over some of Living Well's clients. Supervisor Church stated that staff would need to monitor closings as we are entering a new world of healthcare. Ms. Owens responded in the affirmative stating Roanoke County would need to be fully compliant by July 1, 2014. Chairman Altizer stated he felt with thirty -two (32) hours, staff should begin to see some differences. Next, Mr. Robertson explained the new budget process and provided to the Board the Functional Budget Teams goals, issue statements, program and activity cost summaries and Program and Activity Descriptions. A copy of the information is on file in the office of the Clerk to the Board of Supervisors. Chairman Altizer asked what is staff doing to help generate revenue; need to be talking to the homebuilders, car dealerships, etc. Mr. Robertson stated new stormwater requirements are going to be implemented and Supervisor Moore stated there should be incentives to homebuilders for stormwater issues. Chairman Altizer inquired when the healthcare reserve would be addressed with Ms. Owens responding in June. At 4:44 p.m. Chairman Altizer adjourned the meeting to the fourth floor for work session and closed meeting.
