Audio and video recordings of this meeting will be held on file for a minimum of five (5) years in the office of the Clerk to the Board of Supervisors. IN RE: OPENING CEREMONIES Before the meeting was called to order an invocation was given by Pastor Greg Irby of Temple Baptist Church. The Pledge of Allegiance was recited by all present. IN RE: CALL TO ORDER taken. Chairman Altizer called the meeting to order at 3:04 p.m. The roll call was MEMBERS PRESENT: Chairman Michael W. Altizer; Supervisors Joseph B. Recognition of students at William Byrd High School: (a) Resolution of congratulations to the William Byrd High School Air Force JROTC for receiving First Place in the State Armed Exhibition Drill In attendance for this recognition was Senior Master Sgt. Paul 222 June 11, 2013 Richardson, several members of the Drill Team and Dr. Richard Turner, Principal of William Byrd High School. Resolution was read by the Clerk and accepted by SMSgt. Richardson. A demonstration was given by the team. All Supervisors offered their congratulations. RESOLUTION 061113 -1 OF CONGRATULATIONS TO THE WILLIAM BYRD HIGH SCHOOL AIR FORCE JROTC FOR RECEIVING FIRST PLACE IN THE STATE ARMED EXHIBITION DRILL WHEREAS, team events are an important part of the curriculum at schools in Roanoke County teaching cooperation, sportsmanship and athletic skill; and WHEREAS, the William Byrd High School Air Force JROTC won the 2013 State Armed Exhibition Drill in Richmond, Virginia on April 27, 2013; and WHEREAS, Armed Exhibition Drill is one of six events at the Air Force JROTC State Drill Championship in which the team is required to develop their own drill routine within strict parameters; and WHEREAS, this Drill Team is judged on originality, execution as a team, appearance standards, military bearing and difficulty of their maneuvers; and WHEREAS, the William Byrd High School Air Force JROTC is coached by SMSgt. Paul Richardson. NOW, THEREFORE, BE IT RESOLVED that the Board of Supervisors of Roanoke County, Virginia does hereby extend its sincere congratulations to the members of the WILLIAM BYRD HIGH SCHOOL AIR FORCE JROTC: Michael Adams, Justin Creasy, Justin Fix, James Hodges, Matthew King, Kwame Legans, Sean Schwallenberg, Tucker Solander and Katelyn Townley for receiving First Place in the State Armed Exhibition Drill; and BE IT FURTHER RESOLVED that the Board of Supervisors extends its best wishes to the members of the team, the coaches and the school in their future endeavors. Request to authorize staff to work with financial advisors to obtain bids for refunding a portion of the 2003 General Obligation Bonds (Rebecca Owens, Director of Finance) A- 061113 -2 Ms. Owens outlined the request. There was no discussion. On motion of Supervisor Flora to approve the staff recommendation to work with the financial advisors and carried by the following roll call and recorded vote: AYES: Supervisors Moore, Flora, Church, Elswick, Altizer NAYS: None 2. Resolution adopting a policy for Roanoke County Health Insurance (Rebecca Owens, Director of Finance) Ms. Owens outlined the resolution that would adopt a policy regarding the County Health insurance advising the policy puts into place the guidelines they have been following for several years. There was no discussion. RESOLUTION 061113 -3 ADOPTING A POLICY FOR ROANOKE COUNTY HEALTH INSURANCE WHEREAS, one of the measures of a well- managed locality is the adoption of formal policies; and WHEREAS, the Board of Supervisors recognizes the need to provide affordable health insurance coverage; and WHEREAS, it is important to the Board of Supervisors to contain costs of the benefit plan while simultaneously promoting a healthy workforce and maintain adequate reserves. NOW, THEREFORE, BE IT RESOLVED, by the Board of Supervisors of Roanoke County, Virginia, as follows; 1. That the policy for County Health Insurance is hereby adopted as follows; and 2. That this policy shall be in effect for fiscal year 2012 -2013, and the subsequent fiscal years unless otherwise amended by the Board of Supervisors OZ June 11, 2013 County of Roanoke, Virginia Policy for County Health Insurance I. Background Sponsors of public- sector health plans face challenges in providing stable, sustainable health -care benefits. Plan sponsors need to find ways to manage the costs of their health -care plans within the organization's financial framework and structure in order to be more efficient while continuing to offer a slate of health -care benefits that allows the County to be competitive in the marketplace. II. Purpose This policy will establish guidelines to provide affordable health insurance coverage to all eligible employees that would like to participate, and to qualified retirees. The County wishes to contain the costs of the benefit plan while simultaneously promoting a healthy workforce. III. Policy Guidelines for Health Insurance 1. Guidelines for the purchase of employee health insurance. The County has determined the following are in the best interest of providing affordable health insurance: a. The County is self- insured for health insurance, and bids the administration and excess coverage of the insurance every 3 -5 years. b. The County purchases health insurance administration and excess coverage in a group that includes the Roanoke County Schools and entities for which the County serves as fiscal agent. The County will continue to participate in this group purchase, as long as it is beneficial. c. The County contracts with an independent health insurance consultant. This consultant assists the County in bidding the health insurance package every 3 -5 years. In non - bidding years, the consultant assists in negotiating renewal contracts with the existing vendor. The consultant also helps as needed to evaluate new programs or other matters involving health insurance. 2. Keep medical plan costs for County, Schools, et al, below the excise tax threshold a. On an annual basis, a committee composed of employees from Roanoke County, Roanoke County Schools, the WVRJA and the June 11, 2013 225 RVRA meet with our insurance consultant to decide what changes will be made in the health insurance benefits and rates. b. Review any changes required by federal or state legislation. c. Review the increase in the cost of health insurance over the previous year. d. Make plan design changes such that the excise threshold will not be exceeded. These changes include: i. Reducing benefits ii. Increasing co -pays or deductibles iii. Reviewing the excess coverage levels e. The County will evaluate the long -range sustainability of any benefit changes before adopting the change. f. The cost sharing arrangements shall be structured to give the employees a stake in lower costs. 3. Wellness Initiatives. The County supports a wellness program with established goals of helping employees lead healthier lives and the County to stabilize healthcare costs. Aspects of the initiative may include an onsite employee health center, biometric screenings, health risk assessments, and educational sessions. The County will partner with a third party business associate to operate the health center and wellness program and will offer an incentive to encourage participation. 4. Establishment of Health Insurance Reserves The County believes that sufficient reserves must be established to fund the self- insured program. The County has set the level of the Reserves as follows: a. An adequate and healthy reserve should allow funding for the following i. Claims incurred but not reported ii. Self- insure for an aggregate risk level of 115% iii. Adverse claim fluctuations, sharp rate increases and uncertainty in the market iv. Health Care Reform v. Wellness Program b. Based on the above, the current level of needed health insurance reserves is set at an amount recommended by an independent consultant providing an expert opinion on the level of funding required. c. The level of the health insurance reserve will be reviewed on an annual basis during the budget process. On motion of Supervisor Altizer to adopt the resolution and carried by the following roll call and recorded vote: 226 June 11, 2013 AYES: Supervisors Moore, Flora, Church, Elswick, Altizer NAYS: None 3. Request to transfer $1.5 million from Health Insurance Reserve to the General Fund Unappropriated, Major Capital and Minor Capital (Rebecca Owens, Director of Finance) A- 061113 -4 Ms. Owens outlined the request advising it is a follow -up to the May 28, 2013, work session. She indicated this was a reallocation from one reserve to another. Supervisor Elswick inquired what the balance recommended by the outside consultant. Ms. Owens responded they indicated an appropriate reserve was $4.0 to $4.2 million. Supervisors Church and Moore commended Ms. Owens on a good job handling the claims and the reserves. On motion of Supervisor Moore to approve the staff recommendation to transfer the funds and carried by the following roll call and recorded vote: AYES: Supervisors Moore, Flora, Church, Elswick, Altizer NAYS: None 4. Authorization to terminate the lease with B. Wayne Dunman and Rebecca J. Dunman (B. Clayton Goodman III, County Administrator) A- 061113 -5 Mr. Goodman outlined the request to terminate the lease with the Dunmans. He explained the change of date from August until September 30, 2013 for the property to be vacated at the request of Mr. Dunman. Supervisor Elswick inquired about the potential costs savings as a result of the termination of the lease. He noticed that those calculations did not take into consideration that the County would be losing rental payments of approximately $68,000. Also, it indicates a two point three percent (2.3 %) increase in cost would save us $309,000 because we are starting construction eighteen (18) months earlier than anticipated if the lease had not been broken, but construction is not going to start. Mr. Goodman responded staff hopes that construction will start in mid - February of 2014, with a final construction project completion date of June 15, 2015. He cautioned the Board these are very preliminary schedules, as the building still has not been designed yet. Supervisor Elswick stated so if we do not put out for bid until next year, and June 11, 2013 227 construction does not start until mid the next year, that is not eighteen (18) months. Mr. Goodman stated that is correct, the construction schedule would slide and we would lose some of the projected savings. It will be incumbent upon staff to work with the architectural engineer to ensure that we move forward in a timely fashion. Supervisor Elswick then asked if the lost rental dollars be factored into the calculations. Mr. Goodman stated he could do that and for a full year it would be $45,000. Supervisor Church asked Mr. Goodman to provide a brief history of this lease, which Mr. Goodman provided. Chairman Altizer commented this project has been accelerated, which he thinks for good reason. Our friends from Vinton are in attendance and he thanked them for their contribution to help to do this. This is not only a library, but an economic development project. It is to run parallel with a $700,000 grant to the Town to start the revitalization of downtown Vinton. Just the preliminary numbers of what this library will do is to bring approximately 225,000 to 240,000 people a year to downtown Vinton, where there will be adequate parking. Now at the old library, parents have to come and drop their children off and with a lot of our libraries in the past parking has been a problem. It is a big problem in Vinton. Now, it will be family experience and come out of the library and stop in the businesses downtown; create more businesses and hopefully make others think, "you know, downtown Vinton is a good place to be." He just heard on the news on Friday that home mortgage rates have jumped three quarters of a percent in the last thirty days. We are going to approve here very shortly the selling of bonds. He thinks the County is selling them at the right time. We need to do this. It is going to be good for Roanoke County and downtown. We heard in the last work session, Ms. Rosapepe brought forward that there is twenty -four percent (24 %) of children in downtown Vinton and East County compared. It is worthwhile. It is going to pay dividends to the Town, to the business sector and truly going to engage the revitalization of downtown Vinton. On motion of Chairman Altizer to approve the staff recommendation to terminate the lease and carried by the following roll call and recorded vote: AYES: Supervisors Moore, Flora, Church, Elswick, Altizer NAYS: None IN RE: FIRST READING OF ORDINANCES 1. Ordinances: 1) Ordinance of the Board of Supervisors of the County of Roanoke, Virginia approving the lease financing of various capital projects for the County and authorizing the leasing of certain County -owned property, the execution and delivery of a Prime Lease and a Local Lease Acquisition Agreement and Financing Lease, and other related actions 228 June 11, 2013 2) Ordinance providing for the refunding of 2004 lease financing with Virginia Resources Authority 3) Ordinance authorizing an amendment to the fiscal year 2013- 2014 budget by the appropriation of $13,973,416 to finance various public facility projects (Paul M. Mahoney, County Attorney) Mr. Mahoney explained the reason for one board report and three separate ordinances as being all commingled and the purpose was to move forward with the Tier One Capital Projects. Supervisor Elswick commented as a result of the Vinton library project, staff found out they can refinance the bonds. How much could we have saved last year? Ms. Owens explained certain bonds have certain maturity dates and this is the first opportunity to have any savings. Supervisor Elswick inquired if there were any bonds available last year with Ms. Owens responding in the negative. Supervisor Elswick commented that lease financing is designed to avoid citizen input and stressed he would like staff to be consistent and rank each project and put on a ballot for general obligation bonds and move away from the lease financing. He indicated he felt the citizens should have a right to tell the Board if they agree with what is being done. He indicated he would like to see improvement in our capital projects. Supervisor Altizer stated there is a four percent (4 %) cap and what does Ms. Owens anticipate the actual percentage to be. Ms. Owens responded in the three to three point five percent (3 to 3.5 %) range. There was no further discussion. Chairman Altizer moved to approve the first reading and set the second reading and public hearing for June 25, 2013, and the motion was carried by the following recorded vote for the first ordinance: AYES: Supervisors Moore, Flora, Church, Elswick, Altizer NAYS: None Supervisor Flora moved to approve the first reading and set the second reading and public hearing for June 25, 2013, and the motion was carried by the following recorded vote for the second ordinance: AYES: Supervisors Moore, Flora, Church, Elswick, Altizer NAYS: None Supervisor Moore moved to approve the first reading and set the second reading and public hearing for June 25, 2013, and the motion was carried by the following recorded vote for the final ordinance: June 11, 2013 229 AYES: Supervisors Moore, Flora, Church, Elswick, Altizer NAYS: None 2. Ordinance authorizing the vacation of (1) a portion of an unimproved fifty foot (50') right -of -way designated as Circleview Drive, (2) a twenty foot (20') access easement to Stormwater Management Area, and (3) a Stormwater Management easement (plat of Suncrest Heights, Section 3, Plat Book 13, Page 165) and accepting the dedication of 0.117 acre for the completion of a cul- de -sac at the end of Circleview Drive and a public drainage easement as shown on a plat entitled "Resubdivision Plat from records for John A. Hall & Company, Inc. and Kent S. Greenawalt Revocable Trust ", located in the Cave Spring Magisterial District (Arnold Covey, Director of Community Development) Mr. Covey outlined the request for the ordinance. Supervisor Elswick inquired if they were vacating the property to the County with Mr. Covey responding yes in the form of an easement. Supervisor Elswick then inquired as a result, does the County become responsible for stormwater management. Mr. Covey responded in this particular case, Roanoke County will be responsible for the stormwater that goes down the drainage easement, but when it was looked at and because of the scope of the development has been reduced, staff felt it could be handled as we handle stormwater presently. Also the combination of those three parcels, if there is a drainage issue in the future, combining the three into one and someone comes in and further subdivides, staff could take a look at any stormwater issues at that time, if necessary. Supervisor Elswick restated so instead of the developer being responsible and incurring a lot of cost for managing stormwater, the County will be responsible. Mr. Arnold responded in the affirmative. Supervisor Church reiterated we are increasing potential development and taking about five hundred feet of roadway that would not come into our system. Mr. Covey responded in the affirmative. Supervisor Church inquired how does County staff will get to the stormwater detention area with Mr. Covey responding there is access from Route 220 from a drainage easement that comes into the back of that drainage facility. Supervisor Church stated with the lack of extra development, the stormwater detention would be decreased with Mr. Covey responding substantially reduced. Supervisor Moore moved to approve the first reading and set the second reading and public hearing for June 25, 2013, and the motion was carried by the following recorded vote: AYES: Supervisors Moore, Flora, Church, Elswick, Altizer NAYS: None 230 June 11, 2013 IN RE: PUBLIC HEARING AND SECOND READING OF ORDINANCES 1. Ordinance to accept the conveyance of the old William Byrd High School (Tax Map #60.11 -4.17 and 60.11 -11 -4.20 and the Roland E. Cook Elementary School (Tax Map #60.16- 09 -40) from the Roanoke County School Board to the Board of Supervisors (Paul M. Mahoney, County Attorney) Mr. Mahoney outlined the ordinance and added the only change from the first reading was the language to rescind the previous ordinance. There were no other changes. There was no discussion. Chairman Altizer open and closed the public hearing with no citizens to speak on this issue. ORDINANCE 061113 -6 TO ACCEPT THE CONVEYANCE OF THE OLD WILLIAM BYRD HIGH SCHOOL (TAX MAP #60.11 -4- 17 AND 60.11- 11 -4 -20) AND THE ROLAND E. COOK ELEMENTARY SCHOOL (TAX MAP #60.16- 09 -40) FROM THE ROANOKE COUNTY SCHOOL BOARD TO THE BOARD OF SUPERVISORS WHEREAS, at their meeting on May 23, 2013, the County School Board declared the old William Byrd High School and the Roland E. Cook Elementary School, along with all of the personal property located therein, to be surplus property, thus allowing the Board of Supervisors to obtain ownership of the property upon approval of this ordinance and recordation of a deed; and WHEREAS, the County School Board desires to transfer all of this real estate and the personal property located therein to the Board of Supervisors pursuant to Section 22.1 -129A of the Code of Virginia; and WHEREAS, Resolution 100912 -3 is hereby rescinded; and WHEREAS, Section 18.04 of the Roanoke County Charter directs that the acquisition and conveyance of real estate interests be accomplished by ordinance; the first reading of this ordinance will be held on May 28, 2013, and the second reading and public hearing will be held on June 11, 2013. NOW, THEREFORE, BE IT ORDAINED by the Board of Supervisors of Roanoke County, Virginia, as follows: 1. That the acquisition from the County School Board of Roanoke County of approximately 17.829 acres of real estate known as the old William Byrd High School (Tax Map #s 60.11 -4 -17 and 60.11 -4 -20) and of approximately 0.8953 of an acre of real estate known as the Roland E. Cook Elementary School (Tax Map # 60.16- 09 -40) along with all the personal property located therein is hereby authorized and approved. June 11, 2013 231 2. That the proceeds of any sale of this real estate shall be shared equally with the School Board, and be paid into the School Board's and the County's capital facilities accounts and expended solely for the purpose of acquisition, construction, maintenance, or replacement of other capital facilities, as provided in Section 16.01 of the Roanoke County Charter. 3. That the County Administrator or Assistant County Administrator are hereby authorized to execute such documents and take such actions on behalf of Roanoke County in this matter as are necessary to accomplish the acquisition of this real estate, all of which shall be approved as to form by the County Attorney. Board of Zoning Appeals (appointed by District) Supervisor Church recommended the reappointment of Richard Jones to represent the Catawba Magisterial District for an additional five (5) -year term that will expire on June 30, 2018. Confirmation of the appointment was added to the consent agenda. Confirmation of appointment to the Clean Valley Council; Board of Zoning Appeals (appointed by District) On motion of Supervisor Church to adopt the resolution and carried by the following roll call and recorded vote: AYES: Supervisors Moore, Flora, Church, Elswick, Altizer NAYS: None A- 061113 -7.a A- 061113 -7.b A- 061113 -7.c IN RE: CITIZENS' COMMENTS AND COMMUNICATIONS The following citizens spoke: Mr. Noah Tickle of 1603 Frosty Lane in Salem, Virginia stated he has been a Roanoke County resident since 1956. He advised already the climatists are spinning a carbon scare story out of the Oklahoma tornado. US Senator Barbara Boxer said in a speech on global warming, just one day after the Moore tornado: "You're going to have tornadoes and all the rest.... Carbon could cost us the planet." She doesn't get it there would be no planet without elemental carbon. There is nothing unusual about tornadoes in Tornado Alley on the Prairies, or hurricanes in the Caribbean, or cyclones in the Coral Sea, all have been creating extreme weather events long before Europeans arrived in these areas and long before the surge of industrial growth in the 1950's. Despite the intensity of the news reports, the severity of US tornadoes is not increasing; there have been many US tornadoes with greater severity and more fatalities than the Moore tornado. One in 1935 resulted in 695 deaths in Missouri, Illinois and Indiana. What is increasing is the population density in the threatened areas and the demand by some media outlets for a man -made climate scare every week. Scary news sells. The good news does not. The USA and Australia will continue to suffer intense tornadoes, hurricanes and cyclones but carbon dioxide is blameless. Instead of wasting billions on the mega -myth that man controls the climate, both countries should spend that money on building' infrastructure that better withstands natural disasters. I have tried to get many notables interested in construction that is near the permanent fix. I get silence after I present my solution. Perhaps that would do away with their frightening, scary news. Successful species are those that learned to cope with natural disasters. It is easily understood how Socialist, Non - government Organization agents out of the UN Agenda 21 got to local government representatives. Their information was not available then as it is today in our social media. That is good reason to defund ICLEI and then it will be gone. When does it get frightening and scary enough to defund ICLEI? June 11, 2013 233 Mr. Bill Gregory of 3312 Pamlico Drive in Roanoke Virginia stated as you recall, Mr. Tori Williams spoke on behalf of the Chamber of Commerce against the proposed Property Rights resolution here in this chamber four weeks ago. He is also on the Roanoke Valley Cool Cities Coalition Board of Directors. As you know, the Cool Cities Coalition is the climate change arm of the Sierra Club. Mr. Williams is the coordinator of Cool Green Biz, which is an initiative launched by the Roanoke Regional Chamber of Commerce in partnership with Roanoke Valley Cool Cities Coalition. Cool Green Biz is mentioned in an ICLEI document, found on their website, called Virginia Climate Protection Network Meeting Minutes. It's dated Sept 2, 2009. One of you here was at that meeting. So were the regular cast of characters from the Cool Cities Coalition, Dr. Sean McGinnis from Tech, Mrs. Green and two representatives from ICLEI. In the document the Roanoke Valley Cool Cities Coalition was touted as being quote, "the first cool cities coalition with members from chambers of commerce." There are just too many connections between the Roanoke Valley Cool Cities Coalition, the Chamber of Commerce and certain members of this Board to be ignored. Based on the backdrop of this information about Mr. Williams speaking against the proposed property rights resolution, I have a question, which I will send as a FOIA request to the Chamber of Commerce. I request all communications between any Board members and the Roanoke Chamber of Commerce and /or the Roanoke Valley Cool Cities Coalition (in the form of a FOIA request) over the past six weeks. We need to be aware of what influences decisions in Roanoke County. Is the welfare of the people or special interest groups with a different agenda your primary concern? Property rights are essential to the American way of life. I encourage you and all citizens to support this resolution. Mr. Roy Farley of 2758 Highland Road stated he was speaking on behalf of the Riverdale- Grandview Heights Neighborhood Watch. He stated he has a couple of safety concerns on the roads in his area, which is basically Highland Road. Since he is not a great public speaker, he has some pictures and if they have any questions, he will be happy to answer them. The Clerk provided the pictures to the Board members. Also he asked if they were planning on doing any more work on Route 116, Garden City Blvd. where they did work in the City. Does VDOT have any plans to go any further with that? Chairman Altizer stated since that was in the City, he is not aware. Does VDOT plan to hook up to that and fix Mt. Pleasant Blvd? That is a real mean stretch of road. Chairman Altizer stated staff would get those answers for Mr. Farley. Chairman Altizer asked Mr. Farley if he needed the pictures back with Mr. Farley responding he had copies of them. Chairman Altizer asked Mr. Goodman and Mr. Covey to set up something with VDOT and contact Mr. Farley and himself so that they could maybe get a meeting with VDOT out at the site and see what they can do. Chairman Altizer asked if this would be suitable to Mr. Farley, with Mr. Farley responding affirmatively. Chairman Altizer stated staff would call them pretty quick, but as he knows it might be a little bit of time difference before we can get them there. Mr. Covey will take care of it and set up a meeting. Chairman Altizer requested Mr. Covey to obtain Mr. Farley's phone number so he could speak with him once something was set up with VDOT. Mr. 234 June 11, 2013 Farley stated he hoped Mr. Covey would have better luck with VDOT than he did. Chairman Altizer stated we would do what we could for Mr. Farley. Mr. James Garrison of 3108 -D Honeywood Lane in Roanoke, Virginia stated it has been a while since he has had a chance to come back on a regular basis and he has missed everyone. Unfortunately, since his absence, the County has been going in the wrong direction on many issues. He has broken them down into two, big primary groups; financial management and then the management overall the County. Today, he is going to address a small issue that comes under the County management, but it is something very current and obvious going on right now in his district of Tanglewood and Cave Spring. The issue has to do overall with our Police Department. We have had several problems with our Police Department going back over the past few years; it only seems to be getting worse and although we do have similar problems throughout other localities. The Police Departments are similar in nature, but in Roanoke County we are simply better than that. One of the first problems we have is the County has recruited officers that, different from years past, have what he would call a "Hollywood" attitude. Not just the way they saunter up to the citizen, they wear "Hollywood shades, many of these are expensive in case you have not noticed they eye where they are using. In fact, he had an occasion to work with an officer the other day on a very cloudy, rainy day where your headlights needed to be on, but they just had to have those shades on. This type of attitude is wrong. They also have an attitude of do as we say, not as we do. They talk on cell phones while driving, even work on that little laptop off to the side, yet they want to ticket folks for that. He does not think that is appropriate. Even more disturbing is the issue that it appears that either the Board of Supervisors or the Chief of Police have decided that the best way to handle the problem of Rt. 419, and the problem there is too many cars on too little amount of highway. The solution to that is to engage in an intense, predatory ticketing sceme of the people traveling through that area, primarily, statistically that is going to be most of us that actually live in Tanglewood; that is the wrong way to handle it. The correct way to handle that since VDOT is such a mess with the financial disarray they are in is that this Board has to do one of two things. One, and he has said this going back to when Mr. Minnix was our representative, you call VDOT representative in Salem and in Richmond at least once a day, every week. You call the Governor at least twice a month; eventually that noise will get the wheel greased. We must have action on Route 419. When Lowe's went in down on Route 220 South, they did a study for that region and we have known since then what we need to do. No one on this Board has talked about it; nobody has talked to the citizens about what that will mean. Mr. Chairman, you were very prophetic not so long ago when you said about ten years from now, VDOT, may push some secondary roads off in the County. If that happens, it is going to really upset our budget and he would like for us to do better things and the last thing you can do is look for creative solutions. He would be happy to offer some at later time. Chairman Altizer asked Mr. Goodman to take a note for Mr. Garrison's responses. Reserve for Board Contingency IN RE: REPORTS AND INQUIRIES OF BOARD MEMBERS Supervisor Church stated that he had one item, both occurred this past Friday; he was honored to attend the Northside High School and Glenvar High School graduations at the Salem Civic Center. Glenvar normally has theirs outside, but everyone knows the weather has been so unpredictable. So we got to spend a good afternoon and into the evening at the Salem City Center. He stated he just wanted to say congratulations to all of our young grads and to their parents. Supervisor Elswick stated he watched a special on the History Channel last week about the Normandy Invasion and you cannot watch that thing without just absolutely feeling terrible because of the young people just out of high school who knew they were going to die. The pilots were told when they went out they were probably not coming back. None of us have had to face that he does not think unless there is a World War II vet in here that is unaware of. Tonight at 6:30 p.m. at the Holiday Inn, the Second Constitution Group will honor our area World War II veterans and anyone that would like to come is invited. Supervisor Altizer stated he would like to remind everybody that Friday, June 14 is Flag Day and at 5:45 p.m. at the Veterans Monument in Vinton we will be having a great group of people there and also some localities are going to be presented with some certificates and flags. Our Vietnam veterans were not treated very well initially when they came back from Vietnam. There is now a push to recognize and do some things for those veterans and we are going to do that. Roanoke County has become a part of that membership. He believes along with the Town of Vinton and some other localities. This will be a great time to go out and recognize our veterans of the past and certainly our veterans of the future that are there. It will be a great memorial time. IN RE: CLOSED MEETING 236 June 11, 2013 At 4:29 p.m., Chairman Altizer moved to go into closed meeting following the work sessions pursuant to the Code of Virginia Section 2.2 -3711 A Section 2.2- 3711.A.1, Personnel, namely discussion concerning an appointment to the Court Community Corrections Program Regional Community Criminal Justice Board and Section 2.2- 3711.A.7, Consultation with legal counsel and briefings by staff members pertaining to probable litigation, namely, G &H Construction, where such consultation or briefing in open meeting would adversely affect the negotiating or litigating posture of the public body. RESOLUTION 061113 -9 CANCELING THE 3:00 PM MEETING OF THE BOARD OF SUPERVISORS TO BE HELD ON TUESDAY, JUNE 25, 2013 WHEREAS, by Resolution 121112 -10.b the Board of Supervisors established a meeting schedule for the 2013 calendar year, which scheduled a 3:00 p.m. meeting on Tuesday, June 15, 2013; and WHEREAS, due to a reduced agenda, the Board of Supervisors desires to cancel this meeting; and NOW, THEREFORE, be it resolved by the Board of Supervisors of Roanoke County that this Board hereby cancels its 3:00 pm meeting scheduled on Tuesday, June 25, 2013. BE IT FURTHER resolved that the Clerk to the Board be, and hereby is directed to post this resolution in a public location at which notices are regularly posted and in the office of the Clerk to the Board.
