HomeMy WebLinkAbout2/11/2014 - Adopted Board RecordsAT A REGULAR MEETING OF THE BOARD OF SUPERVISORS OF ROANOKE COUNTY, VIRGINIA, HELD AT THE ROANOKE COUNTY ADMINISTRATION CENTER ON TUESDAY, FEBRUARY 11, 2014 ORDINANCE 021114 -1 ACCEPTING AND APPROPRIATING A DONATION IN THE AMOUNT OF $300 AWARDED TO THE ROANOKE COUNTY POLICE DEPARTMENT FROM THE KNIGHTS OF COLUMBUS COUNCIL #562 FOR PROJECT LIFESAVER WHEREAS, the Knights of Columbus has a strong mission to raise money for charities in the Roanoke Valley and abroad; and WHEREAS, Project Lifesaver is an International program that uses a radio transmitter device placed on the person of an Alzheimer's Down Syndrome or Autistic patient who have a tendency to wander away from their caregiver; and WHEREAS, this radio equipment has reduced search times from days and hours to minutes; and WHEREAS, currently, there are twenty -three (23) participants on the Roanoke County Project Lifesaver Program; and WHEREAS, this donation will be used to purchase additional bracelet bands and batteries; and WHEREAS, Section 18.04 of the Roanoke County Charter provides that funds be appropriated by ordinance; and WHEREAS, first reading of this ordinance was held on January 28, 2014, and the second reading was held on February 11, 2014; and BE IT ORDAINED by the Board of Supervisors of Roanoke County, Virginia, as follows: Page 1 of 2 1. That the sum of $300 is hereby accepted and appropriated from the Knights of Columbus Council #552; and 2. These funds are to be allocated to the Police Department for additional bracelet bands and batteries. 3. That this ordinance shall take effect from and after the date of adoption. Hall, Chief of Police Rebecca Owens, Director of Finance Brent Robertson, Director of Management and Budget rd of Supervisors Page 2 of 2 AT A REGULAR MEETING OF THE BOARD OF SUPERVISORS OF ROANOKE COUNTY, VIRGINIA, HELD AT THE ROANOKE COUNTY ADMINISTRATION CENTER ON TUESDAY, FEBRUARY 11, 2014 ORDINANCE 021114 -2 ACCEPTING AND APPROPRIATING FUNDS IN THE AMOUNT OF $134,000 TO FIRE AND RESCUE FOR A FIFTY PECENT (50 %) MATCHING GRANT FROM THE VIRGINIA DEPARTMENT OF HEALTH (GRANT #WV- CO3/12 -13) FOR THE PURCHASE OF A FOUR (4) -WHEEL DRIVE AMBULANCE WHEREAS, Roanoke County has been awarded a fifty percent (50 %) matching grant from the Virginia Department of Health (Grant #WV- CO3/12 -13) in the amount of $134,000; and WHEREAS, the Virginia Department of Health will provide funding in the amount $67,000 and the Fire and Rescue Department will provide the funding match in the amount of $67,000 from 487100 -8502; and WHEREAS, the purpose of these funds is to purchase a four (4) -wheel drive ambulance to be placed in service at the Hollins station; and WHEREAS, Section 18.04 of the Roanoke County Charter provides that funds be appropriated by ordinance; and WHEREAS, first reading of this ordinance was held on January 28, 2014, and the second reading was held on February 11, 2014. BE IT ORDAINED by the Board of Supervisors of Roanoke County, Virginia, as follows: 1. That the sum of $67,000 is hereby accepted and appropriated from the Virginia Department of Health (Grant #WV- CO3/12 -13) to the Fire and Rescue Department; and Page 1 of 2 2. That the sum of $67,000 for the grant match should be taken from 487100 -8502 in the Fire and Rescue budget; and I That this ordinance shall take effect from and after the date of adoption. Burch, Jr., Chief of Fire and Rescue Rebecca Owens, Director of Finance Brent Robertson, Director of Management and Budget Page 2 of 2 AT A REGULAR MEETING OF THE BOARD OF SUPERVISORS OF ROANOKE COUNTY, VIRGINIA, HELD AT THE ROANOKE COUNTY ADMINISTRATION CENTER ON TUESDAY, FEBRUARY 11, 2014 ORDINANCE 021114 -3 ACCEPTING AND APPROPRIATING A GRANT IN THE AMOUNT OF $65,000 TO ROANOKE COUNTY PUBLIC SCHOOLS FROM THE GRANT AWARD FOR SCIENCE, TECHNOLOGY, ENGINEERING AND MATHEMATICS (STEM) GRANT WHEREAS, Roanoke County Public Schools received notification of the grant award for Science, Technology, Engineering and Mathematics (STEM) — Teacher Recruitment and Retention Incentive Initial Awards in the amount of $65,000; and WHEREAS, thirteen (13) Roanoke County teachers have been selected to participate; and WHEREAS, successful teachers participating in this pilot will be eligible to receive a $5,000 initial incentive award after the completion of the first year of teaching pending satisfactory performance evaluation and a contract for the following school year; and WHEREAS, Section 18.04 of the Roanoke County Charter provides that funds be appropriated by ordinance; and WHEREAS, first reading of this ordinance was held on January 28, 2014, and the second reading was held on February 11, 2014; and BE IT ORDAINED by the Board of Supervisors of Roanoke County, Virginia, as follows: 1. That the sum of $65,000 is hereby accepted and appropriated from a grant award for Science, Technology, Engineering and Mathematics (STEM) - Teacher Recruitment and Retention Incentive Initial Awards; and Page 1 of 2 2. That the sum of $22,500 is hereby accepted and appropriated from the 2013/2014 National Board Certification Incentive Award; and 2. These funds are to be allocated for seven (7) Roanoke County Public School teachers for a stipend of $2,500 and one initial award for a teach at $5,000; and 3. Officer, School Resource Officer, Police Officer II, SWAT Operator, Lead Firearms Instructor, Crisis Intervention Team Coordinator and a Sergeant in the Uniform Division for seven (7) years; and WHEREAS, Sergeant Jervis retired on February 1, 2014, after twenty -three (23) years and four (4) months of devoted, faithful and expert service with the County; and WHEREAS, during his time serving Roanoke County, Sergeant Jervis contributed his energy towards improving the quality of life for its citizens and effectively leading every officer within his command. NOW, THEREFORE, BE IT RESOLVED that the Board of Supervisors of Roanoke County, Virginia expresses its deepest appreciation and the appreciation of the citizens of Roanoke County to MARK F. Page 1 of 2 On motion of Supervisor McNamara to adopt the resolution, and carried by the following roll call and recorded vote: AYES: Supervisors Moore, Bedrosian, Church, Peters, McNamara NAYS: None Page 2 of 2 AT A REGULAR MEETING OF THE BOARD OF SUPERVISORS OF ROANOKE COUNTY, VIRGINIA, HELD AT THE ROANOKE COUNTY ADMINISTRATION CENTER ON TUESDAY, FEBRUARY 11, 2014 RESOLUTION 021114 -7.d EXPRESSING THE APPRECIATION OF THE BOARD OF SUPERVISORS OF ROANOKE COUNTY TO JO ANN ROBERTSON, RECREATION TECHNICIAN, AFTER MORE THAN THIRTY (30) YEARS OF SERVICE WHEREAS, Jo Ann Robertson was hired on December 1, 1984 as a part -time employee and July 3, 1993 as a full -time employee and has served as a Part Time Instructor, Part Time Center Leader, Part Time Recreation Leader and Recreation Technician; and WHEREAS, Ms. Robertson retired on February 1, 2014, after more than thirty (30) years of devoted, faithful and expert service with the County; and WHEREAS, during her time serving Roanoke County, Ms. Robertson managed the successful ceramics and pottery programs at three Parks, Recreation and Tourism facilities including the Cove Road facility, the Leisure Arts Center, and Brambleton Center; and WHEREAS, during her time serving Roanoke County, Ms. Robertson, personally taught hundreds of ceramics, craft, and art classes; and WHEREAS, Mrs. Robertson is to be commended for the positive impact her work had, and continues to have on the lives of countless citizens. NOW, THEREFORE, BE IT RESOLVED that the Board of Supervisors of Roanoke County, Virginia expresses its deepest appreciation and the appreciation of the citizens of Roanoke County to JO ANN ROBERTSON, for more than thirty (30) years of capable, loyal and dedicated service to Roanoke County; and FURTHER, the Board of Supervisors does express its best wishes for a happy and productive retirement. Clayton Goodman III County Administrator COUNTY ADMINISTRATOR'S COMMENTS: SUMMARY OF INFORMATION Staff is requesting authorization to amend the Architectural and Engineering (A/E) contract with Holzheimer, Bolek and Meehan for the Glenvar Library. The project is well within budget, however there are additional charges resulting from a delay on the part of the general contractor (GC). The change requested is for $10,700 to cover the additional A/E charges. The substantial completion of the project was sixty -five (65) days later than the scheduled date in the County's contract with the GC, therefore the GC was charged $400 per day as provided for in the contract to cover our costs. The County is withholding the $26,000 from the final construction payment. Contract amendments needing no additional funds are usually approved under the oversight of County Administration. However, as construction management services were added to the to the A/E contract after its initial approval, combined changes total in excess of twenty -five percent (25 %) of the original amount. According to County procurement regulations and the Procurement Code of Virginia, change orders exceeding more than twenty -five percent (25 %) of the original contract amount cumulatively must be approved by the Board of Supervisors. Page 1 of 2 FISCAL IMPACT There is no fiscal impact to the County as the $10,700 will be recovered from the General Contractor under the terms of the construction contract. RECOMMENDATION Staff recommends the approval of a contract modification in the amount of $10,700 to the contract with Holzheimer, Bolek and Meehan for construction administration and close out costs for the Glenvar Library project.
