Clayton Goodman III County Administrator COUNTY ADMINISTRATOR'S COMMENTS: SUMMARY OF INFORMATION: The Roanoke County Emergency Communications Center Annual Awards program recognizes 911 dispatchers who’ve provided outstanding service in several categories. The winners are selected by an awards committee comprised of representatives from each of the Emergency Communication Center’s (ECC’s) shifts. The 2013 winners are: Supervisor of the Year – Aleta Coleman: Aleta was selected for her remarkable leadership skills. Aleta has revived the Training Coordinator position; she manages two academies each year and is responsible for our 40+ communications officer's continued training. Although Aleta is not assigned to the floor full time, she does not hesitate to step up and help when needed. Aleta is the essence of a true leader and richly deserves this recognition. Communications Officer of the Year – Monica Bond: Monica was recognized by her peers for going above and beyond the day-to-day responsibilities of a Communications Officer (911 Dispatcher). Monica understands the vital role she and others play in providing critical communication between emergency response units and those who need assistance. As an example, Monica regularly anticipates the needs of first responders in the field by having critical information ready when called upon. Rookie of the Year – Liz Highlander: This award recognizes a new communication officer who has displayed extraordinary skill and professionalism during the ECC’s six to Page 1 of 2 eight month training program. Though new to the profession, Liz has demonstrated the qualities of a seasoned professional. Her quick thinking, attention to detail, and ability to multitask has made her a valuable addition to the team. Shift of the Year – A Platoon: A platoon received shift of the year for their teamwork. They have received several teamwork awards throughout the year; they handled an armed robbery/pursuit call in January, a robbery where a school had to be locked down in May and a SWAT call in July. Each time the shift displayed their cooperative spirit and pulled together to accomplish the task before them. Page 2 of 2 AT A REGULAR MEETING OF THE BOARD OF SUPERVISORS OF ROANOKE COUNTY, VIRGINIA, HELD AT THE ROANOKE COUNTY ADMINISTRATION CENTER, ON TUESDAY, FEBRUARY 11, 2014 ORDINANCE TO AMEND AND REORDAIN CHAPTER 13, OFFENSES- MISCELLANEOUS,OF THE CODE OF THE COUNTY OF ROANOKE, VIRGINIA, BY ADDING SECTION 13-10.1, DESIGNATION OF POLICE TO ENFORCE TRESPASS VIOLATIONS WHEREAS, §15.2-1717.1 of the Code of Virginia (1950), as amended, permits any locality by ordinance to establish a procedure whereby the owner, lessee, custodian, or person lawfully in charge of real property to designate the local law enforcement agency as a "person lawfully in charge of the property" for the purpose of forbidding another to go or remain upon the lands, buildings or premises as specified in the designation; and WHEREAS, it is in the best interests of the County of Roanoke that designation of the police to enforce trespass violations at various locations in the County is necessary in order to preserve the health, safety and welfare of the public; and WHEREAS, the Chief of Police, in consultation with the Commonwealth’s Attorney and the County Attorney, shall promulgate rules, regulations, and/or procedures for the acceptance, use and recission of such designation; and WHEREAS, the decision as to whether to accept or rescind any such designation is solely within the discretion of the Chief of Police or his designee, who may base his decision on factors including, but not limited to, resource levels of the police department and the proper allocation of resources; and WHEREAS, the first reading of this ordinance was held on February 11, 2014; and the second reading of this ordinance was held on February 25, 2014. Page 1 of 2 NOW, THEREFORE, BE IT ORDAINED by the Board of Supervisors of the County of Roanoke, Virginia, as follows: 1. That Chapter 13, Offenses-Miscellaneous, is hereby amended and reordained by the addition of Section 13-10.1 as set forth below: Chapter 13. OFFENSES-MISCELLANEOUS Section 13-10.1. Designation of Police to Enforce Trespass Violations. (a) The owner, lessee, custodian, or person lawfully in charge of any real property may designate the County of Roanoke Police Department and its officers as a "person lawfully in charge of the property" for the purpose of forbidding another to go or remain upon the lands, buildings or premises of the owner, lessee, custodian, or person lawfully in charge as specified in the designation. (b) Any such designation shall be in writing on a form prescribed by the Roanoke County Police Department and approved by the County Attorney and: 1. Shall include a description of the land, building or premises to which it applies; 2. Shall reference the period of time during which it is in effect; and 3. Shall be kept on file in the office of the Chief of Police or in such other location within the police department as the Chief of Police deems appropriate. (c) Any such designation shall give the Roanoke County Police Department and its Officers the power and authority: 1. To determine if a person has the owner's, lessee's, custodian's, or person lawfully in charge's; permission to go or remain upon such property; 2. To issue "notices forbidding trespass" to person(s) without such permission; 3. To arrest person(s) found to be in violation of such notice; 4. To testify in court on behalf of the owner, lessee, custodian, or person lawfully in charge to enforce the notice forbidding trespass and the trespass laws. 2. That this ordinance shall be in full force and effect from and after the date of its adoption. BE IT ORDAINED by the Board of Supervisors of Roanoke County, Virginia, as follows: 1. That the sum of $19,625 is hereby appropriated to the County School Board of Roanoke County elementary artistically talented program for fiscal year 2013- 2014. 2. That this ordinance shall take effect from and after the date of adoption. Page 1 of 1 AT A REGULAR MEETING OF THE BOARD OF SUPERVISORS OF ROANOKE COUNTY, VIRGINIA, HELD AT THE ROANOKE COUNTY ADMINISTRATION CENTER ON TUESDAY, FEBRUARY 11, 2014 ORDINANCE ACCEPTING AND APPROPRIATING A DONATION IN THE AMOUNT OF $300 AWARDED TO THE ROANOKE COUNTY POLICE DEPARTMENT FROM THE KNIGHTS OF COLUMBUS COUNCIL #562 FOR PROJECT LIFESAVER WHEREAS, the Knights of Columbus has a strong mission to raise money for charities in the Roanoke Valley and abroad; and WHEREAS, Project Lifesaver is an International program that uses a radio transmitter device placed on the person of an Alzheimer’s Down Syndrome or Autistic patient who have a tendency to wander away from their caregiver; and WHEREAS, this radio equipment has reduced search times from days and hours to minutes; and WHEREAS, currently, there are twenty-three (23) participants on the Roanoke County Project Lifesaver Program; and WHEREAS, this donation will be used to purchase additional bracelet bands and batteries; and WHEREAS, Section 18.04 of the Roanoke County Charter provides that funds be appropriated by ordinance; and WHEREAS, first reading of this ordinance was held on January 28, 2014, and the second reading was held on February 11, 2014; and BE IT ORDAINED by the Board of Supervisors of Roanoke County, Virginia, as follows: Page 1 of 2 1. That the sum of $300 is hereby accepted and appropriated from the Knights of Columbus Council #562; and 2.
