HomeMy WebLinkAbout7/8/2014 - Adopted Board RecordsAT A REGULAR MEETING OF THE BOARD OF SUPERVISORS OF ROANOKE COUNTY, VIRGINIA, HELD AT THE ROANOKE COUNTY ADMINISTRATION CENTER ON TUESDAY, JULY 8, 2014 RESOLUTION 070814-1 EXPRESSING THE APPRECIATION OF THE BOARD OF SUPERVISORS OF ROANOKE COUNTY TO JEFFREY A. LAWSON UPON HIS RETIREMENT AFTER MORE THAN THIRTY-ONE (31) YEARS OF SERVICE WHEREAS, Jeff Lawson became a volunteerwith the County's Fort Lewis Volunteer Rescue Squad at the age of sixteen (16) and the following year became the youngest EMT Instructor in the Commonwealth of Virginia; and WHEREAS, Jeff Lawson was employed by the Roanoke County Sheriff's Office as a Medical Deputy Sheriff from October 1980 through 1984 prior to being hired on March 24, 1986, as a Paramedic/Firefighter, and rose to the rank of Fire Captain for the Fire/Rescue Department during his tenure with Roanoke County; and WHEREAS, Captain Lawson retired on July 1, 2014, after more than thirty-one (31) years of devoted, faithful and expert service with the County; and WHEREAS, Captain Lawson was one of the first of six Paramedic/Firefighters hired in 1986 to start the very first County career Paramedic services; and WHEREAS, Captain Lawson provided compassionate and dedicated service to countless patients over the years, and WHEREAS, Captain Lawson served on numerous fire/EMS committees to help shape the current EMS system that is in place today; and WHEREAS, Captain Lawson served on the Health and Safety Committee for most of his career working to reduce injuries and improving the health of all Department members; and WHEREAS, Captain Lawson has been recognized at the Local, Regional, and State Page 1 of 2 level for being an outstanding EMS Provider and Educator and in 2010, he received the WVEMS Outstanding Pre -hospital Provider Award; and WHEREAS, Captain Lawson has provided mentoring and training to every paramedic/firefighter hired since 1986 and his legacy of excellence will continue to help the citizens and visitors of Roanoke County; and NOW, THEREFORE, BE IT RESOLVED that the Board of Supervisors of Roanoke County, Virginia expresses its deepest appreciation and the appreciation of the citizens of Roanoke County to Jeffrey A. Lawson, for over thirty-one (31) years of capable, loyal and dedicated service to Roanoke County; and FURTHER, the Board of Supervisors does express its best wishes for a happy and productive retirement. Jacks Deputy Clerk to the Board of Supervisors Page 2 of 2 AT A REGULAR MEETING OF THE BOARD OF SUPERVISORS OF ROANOKE COUNTY, VIRGINIA, HELD AT THE ROANOKE COUNTY ADMINISTRATION CENTER ON TUESDAY, JULY 8, 2014 ORDINANCE 070814-2 APPROPRIATING FUNDS IN THE AMOUNT OF $1,500,000 FOR THE REPLACEMENT OF THE FINANCIAL SYSTEM WHEREAS, the County and Schools along with our fiscal agencies share a single financial software system known as the Performance Series, which was implemented in 1990; and WHEREAS, the Performance Series software has run efficiently and effectively at a great savings to the taxpayers for the last twenty-three (23) years; and WHEREAS, the software has been purchased by three (3) different companies in recent years and there is uncertainty regarding maintenance, support and technology compatibility; and WHEREAS, the County will need to allow adequate lead time to search, procure and implement a project of this magnitude to ensure there is not an adverse effect on the financial processing and reporting; and WHEREAS, this project was presented to the Capital Improvement Plan committee in fiscal year 2013 and received a ranking of eighth out of ten (8t" out of 10) in the Tier 1 category; and WHEREAS, staff have been working over the last eighteen (18) months to document the business processes in preparation for issuing a request for proposal; and WHEREAS, the capital cost of a replacement system is expected to be in the range of $4.0 to $4.5 million; and Page 1 of 3 WHEREAS, approximately $2.9 million has been allocated to the project from the Roanoke County Public Schools and savings from bond refundings; and WHEREAS, the projected remaining funds needed for the capital project totals $1.5 million and is available in the minor capital account; and WHEREAS, Section 18.04 of the Roanoke County Charter provides that funds be appropriated by ordinance; and WHEREAS, first reading of this ordinance was held on June 24, 2014, and the second reading was held on July 8, 2014. BE IT ORDAINED by the Board of Supervisors of Roanoke County, Virginia, as follows: 1. That the sum of $1,500,000 is hereby appropriated from the County Minor Capital account to the Financial System Replacement account; and 2. That appropriations designated for this capital project will not lapse at the end of the fiscal year but shall remain appropriated until the completion of the project; and 3. That this ordinance shall take effect from and after the date of adoption. Brent Robertson, Director of Management and Budget Page 3 of 3 AT A REGULAR MEETING OF THE BOARD OF SUPERVISORS OF ROANOKE COUNTY, VIRGINIA, HELD AT THE ROANOKE COUNTY ADMINISTRATION CENTER ON TUESDAY, JULY 8, 2014 ORDINANCE 070814-3 APPROPRIATING $11,024.99 TO CLERK OF THE CIRCUIT COURT FROM THE COMMONWEALTH OF VIRGINIA FOR FISCAL YEAR 2013/2014 FOR TECHNOLOGY TRUST FUNDS WHEREAS, Technology Trust Funds, which represents fees collected by the Roanoke County Circuit Court Clerk's office, have been received from the Commonwealth of Virginia in the amount of $11,024.99; and WHEREAS, Section 18.04 of the Roanoke County Charter provides that funds be appropriated by ordinance; and WHEREAS, first reading of this ordinance was held on June 24, 2014, and the second reading was held on July 8, 2014. BE IT ORDAINED by the Board of Supervisors of Roanoke County, Virginia, as follows.. 1. That the sum of $11,024.99 is hereby appropriated to the Clerk of the Circuit Court and be earmarked for the purpose of maintenance into 102817-5850 for fiscal year 2013/2014. 2. Brent Robertson, Director of Management and Budget Page 2 of 2 AT A REGULAR MEETING OF THE BOARD OF SUPERVISORS OF ROANOKE COUNTY, VIRGINIA, HELD AT THE ROANOKE COUNTY ADMINISTRATION CENTER ON TUESDAY, JULY 8, 2014 ORDINANCE 070814-4 ACCEPTING AND APPROPRIATING FUNDRAISING MONIES IN THE AMOUNT OF $913.30 FOR THE ROANOKE ELEMENTARY AUTISM PROGRAM (REAP) WHEREAS, Roanoke County Glenvar Elementary School held a fundraiser as part of Autism Awareness month; and WHEREAS, any funds raised by the students were approved to be used for the purchase of classroom instructional materials for the Roanoke Elementary Autism Program (REAP); and WHEREAS, G & H Contracting offered to match any funds raised by the students of Glenvar Elementary; and WHEREAS, the students successfully raised $456.65 and G & H Contracting has sent a check in the amount of $456.65 in fiscal year 2013-2014; and WHEREAS, Section 18.04 of the Roanoke County Charter provides that funds be appropriated by ordinance; and WHEREAS, first reading of this ordinance was held on June 24, 2014, and the second reading was held on July 8, 2014. Baker was hired on June 24, 1996, as Building Commissioner; WHEREAS, Mr. Baker retired on July 1, 2014, after eighteen (18) years of distinguished, faithful and expert service to citizens of Roanoke County and the Development Industry; and WHEREAS, during his time serving Roanoke County, Mr. Baker has served as the President and member of the board of directors to the Virginia Building and Code Official Association where his involvement was very beneficial to Roanoke County; Co-chaired the administrative code committee and assisted in developing and implementing the 2012 Virginia Building Code; involved with the Roanoke Regional Home Builder Association; enhanced the process of issuing building permits, trades permits and the building inspections process throughout Roanoke County; led the establishment of Interactive Voice Response (IVR) and the Land Development Office (LDO) database for permits and inspections tracking; helped with eliminating paper submittals and in the transition to electronic records. NOW, THEREFORE, BE IT RESOLVED that the Board of Supervisors of Roanoke County, Virginia expresses its deepest appreciation and the appreciation of the citizens of Roanoke County to JOEL S. Jacks Deputy Clerk to the BoLYrd of Supervisors Page 2 of 2 AT A REGULAR MEETING OF THE BOARD OF SUPERVISORS OF ROANOKE COUNTY, VIRGINIA, HELD AT THE ROANOKE COUNTY ADMINISTRATION CENTER ON JULY 8, 2014 RESOLUTION 070814-5.b ADOPTING THE JUNE 2013 UPDATE OF THE ROANOKE VALLEY-ALLEGHANY REGIONAL COMMISSION REGIONAL PRE -DISASTER MITIGATION PLAN WHEREAS, the Disaster Mitigation Act of 2000, as amended, requires that local governments develop and adopt natural hazard mitigation plans in order to receive certain federal assistance; and WHEREAS, a Pre -Disaster Mitigation Plan Committee comprised of representatives from the counties of Alleghany, Botetourt, Craig and Roanoke; the cities of Covington, Roanoke and Salem; and the towns of Buchanan, Clifton Forge, Fincastle, Iron Gate, New Castle, Troutville and Vinton was convened in order to study the Roanoke Valley -Alleghany Region's risks from, and vulnerabilities to, natural hazards, and to make recommendations on mitigating the effects of such hazards on the Roanoke Valley -Alleghany Region; and WHEREAS, the efforts of the Pre -Disaster Mitigation Plan Committee members and the Roanoke Valley -Alleghany Regional Commission, in consultation with members of the public, private and non-profit sectors, have resulted in the development of the Roanoke Valley — Alleghany Regional Pre -Disaster Mitigation Plan including ROANOKE COUNTY. NOW, THEREFORE, BE IT RESOLVED, by the ROANOKE COUNTY BOARD OF SUPERVISORS, that the Roanoke Valley -Alleghany Regional Pre -Disaster Mitigation Plan dated June 2013 is hereby approved and adopted. Degen to an additional four (4) year term to expire July 28, 2018. Accordingly, confirmation has been placed on the Consent Agenda. 2. Roanoke County Community Policy and Management Team (CPMT): Due to the retirement of B. Clayton Goodman III, effective July 1, 2014, and the appointment of Daniel R. O'Donnell as Acting Administrator effective same, it is recommended Assistant County Administrator, Richard Caywood be appointed as the Administrative appointee on this Board. 3. Social Services Advisory Board (at Large): During the Closed Session held on June 24, 2014, it was the recommendation of the Board to reappoint Joseph B. "Butch" Church to an additional four (4) year term to expire July 31, 2018. Accordingly, confirmation has been placed on the Consent Agenda. NOW, THEREFORE, BE IT RESOLVED that the Board of Supervisors does hereby approve and request the implementation of Traffic Calming Program measures to include an all -way stop at the intersection of Millwood Drive and High Gate Lane; BE IT FURTHER RESOLVED, that a certified copy of this resolution be forwarded to the VDOT Salem Residency, by the Clerk to the Board of Supervisors.
