The Board of Supervisors of Roanoke County, Virginia met this day for the
purpose of a joint work session with the Roanoke County School Board. There is no
audio recording of this meeting.
IN RE: CALL TO ORDER
Chairman Wray and Chairman Peters called their respective boards to
order at 5:35 p.m.

IN RE: REQUESTS TO POSTPONE, ADD TO OR CHANGE THE ORDER OF
AGENDA ITEMS
Chairman Peters advised Ruth Ellen Kuhnel, County Attorney has asked
for a closed session in accordance with Section 2.2-3711.A.7. Consultation with legal
counsel and briefings by staff members pertaining to probable litigation, where such
consultation or briefing in open meeting would adversely affect the negotiating or
litigating posture of the Board. There were no objections.
IN RE: FOCUS ON INSTRUCTION
Superintendent Greg Killough welcomed everyone and commented that
he hoped everyone had a change to stop by the gym to interact with some students
from Burton Center for Arts and Technology. They were displaying some of the Project
Base Learning that is currently being taught in all grade levels. Dr. Killough added that
staff hopes to do more of this type of learning in the class. Next, instructional staff gave
an overview of the deeper learner that is currently being used in the classrooms.
Dr. Jessica McClung reported on the preschool programs that are offered
in Roanoke County Schools.
Dr. Linda Wright reported that preparing students to be opportunity ready
require students to be competent in reading and writing and to be able to perform
advanced math proficiently.
Dr. Rebecca Eastwood reporting that in the spring of 2012, the Burton
Center for Arts and Technology (BCAT) was granted status to become a Governor’s
Stem Academy by the Virginia Department of Education and as a result, launched an
engineering program.
Dr. Ken Nicely reported that on the middle school level, staff tries to meet
the academic, emotion and social needs of the students. Roanoke County middle
schools have been recognized for the National Schools to watch program for their
commitment to adolescents.
Mr. Jeff Terry reported regarding the middle school students and the use
of laptops and the use of Microsoft Office 365 to collaborate with students from
Roanoke City schools, create public service announcements for non-profit
organizations. Roanoke County was named 2015 National First Place Recipient for
Technology in the large school districts by the National School Board Association and
the Digital School Districts.
Mr. Jason Suhr reported that Robotics is a huge interest for students,
which using 3D software to design parts for projects. He added that students participate
in the Robotics Competition, which is conducted by Virginia Western Community
College.

Dr. Jessica McClung reported on the Special Olympics, which
provide training and athletic competitions for the children with disabilities. She added
that Roanoke County Schools was recognized as the School District of the Year for
Special Olympics and hosted not only the largest meet in Virginia, but in the world.
Mr. Ben Williams reported on testing.
Update on Facility Use and Demographic study
IN RE:
a) Purpose and timeline
b) Enrollment projections
c) Part 2 – infrastructure study of certain schools
Penny Hodge reported that the purpose of the study was to determine
how the schools are using school space for current programs and the student
population projections for the next (10) years. She added the next steps would be to
evaluate the physical buildings identified as needing renovation in the next ten (10)
years, match enrollment trends in study to building needs and to identify scope of
renovations needed in those buildings.
IN RE: 2017-2026 SCHOOLS CAPITAL IMPROVEMENT PLAN
a) Cave Spring High School timeline
The tentative timeline is as follows:
January, 2016 A&E RFP proposal due
February, 2016 Award A&E contract
February, 2017 Design work completed
April, 2017 Construction bids due
April, 2017 Appropriation of project funding
May, 2017 Award construction contract
June, 2007 to
December, 2018 Construction phase
January, 2019 Project complete
IN RE: COMMUNITY STRATEGIC PLANNING
Mr. O’Donnell provided an overview of the community strategic plan by
defining what is a community strategic plan, why do a plan, what is a vision statement,

focus area development, focus areas and focus groups, plan document and the
community survey. He then provided an estimated timeline as follows:
January 23 2016 Board to craft vision and confirm focus areas/groups
Early February Board/Superintendent/Staff training
February 29, 2016-
Early April Four focus group meetings held for each focus area to
determine goals and objectives.
May Staff draft of plan completed
June Community Meetings and Public input
July Board work session, public hearings and Board
Consideration of adoption.
Copies of all PowerPoint presentations are on file in the Office of the Clerk
to the Board and will be kept on file for five (5) years.
IN RE: ADJOURNMENT OF SCHOOL BOARD
Chairman Wray adjourned the School Board at 6:45 p.m.
IN RE: OTHER ITEMS
At 6:46 p.m., Supervisor Peters moved to go into closed meeting pursuant
to the Code of Virginia Section 2.2-3711.A.7. Consultation with legal counsel and
briefings by staff members pertaining to probable litigation, where such consultation or
briefing in open meeting would adversely affect the negotiating or litigating posture of
the Board. The motion carried by the following recorded vote:
AYES: Supervisors Assaid, Bedrosian, Hooker, McNamara Peters
NAYS: None
IN RE: CLOSED SESSION
The closed session was held from 6:50 p.m. until 7:10 p.m.
IN RE: CERTIFICATION RESOLUTION
At 7:10 p.m., Supervisor Peters moved to return to open session and
adopt the certification resolution.

RESOLUTION 011916-1 CERTIFYING THE CLOSED MEETING
WAS HELD IN CONFORMITY WITH THE CODE OF VIRGINIA
WHEREAS, the Board of Supervisors of Roanoke County, Virginia has convened
a closed meeting on this date pursuant to an affirmative recorded vote and in
accordance with the provisions of The Virginia Freedom of Information Act; and
WHEREAS, Section 2.2-3712 of the Code of Virginia requires a certification by
the Board of Supervisors of Roanoke County, Virginia, that such closed meeting was
conducted in conformity with Virginia law.
NOW, THEREFORE, BE IT RESOLVED, that the Board of Supervisors of
Roanoke County, Virginia, hereby certifies that, to the best of each member's
knowledge:
1. Only public business matters lawfully exempted from open meeting
requirements by Virginia law were discussed in the closed meeting which this
certification resolution applies; and
2. Only such public business matters as were identified in the motion convening
the closed meeting were heard, discussed or considered by the Board of Supervisors of
Roanoke County, Virginia.
On motion of Supervisor Peters to adopt the resolution, and carried by the
following recorded vote:
AYES: Supervisors Assaid, Bedrosian, Hooker, McNamara, Peters
NAYS: None
IN RE: ADJOURNMENT
Chairman Peters adjourned the meeting at 7:11 p.m. Adjournment to a
special meeting of the Board of Supervisors to be held on Saturday, January 23, 2015,
at 9:00 a.m. for a Board retreat at the Vinton Library.
