Regular meetings are held on the second and fourth Tuesday at 3:00 p.m. Public hearings are held at 7:00 p.m. on the fourth Tuesday of each month. Deviations from this schedule will be announced. PATTEN, FACILITIES MANAGER, UPON HIS RETIREMENT AFTER MORE THAN TWENTY YEARS OF SERVICE WHEREAS, John F. Patten was employed by Roanoke County on September 5, 1995; and WHEREAS, Mr. Patten retired on April 1, 2016, after twenty years and seven months of devoted, faithful and expert service to Roanoke County; and WHEREAS, Mr. Patten was employed by Roanoke County to be the first Facilities Manager and has been the driving force in improving the quality of our various buildings to ensure that our citizens and staff have access to safe and efficient buildings while conducting daily activities; and WHEREAS, Mr. Patten transformed the Building Maintenance and Custodial Divisions into an integral part of Roanoke County operations while building and maintaining working relationships with Roanoke County employees as well as vendors; and WHEREAS, Mr. Patten has used his expertise to bring Roanoke County facilities management into the 21st century by supporting and implementing access to high-tech solutions that have provided utility and operational cost benefits including integration of building automation systems in major buildings to control heating and air conditioning and modernization of lighting and plumbing fixtures based on life cycle cost analysis; and WHEREAS, Mr. Patten has also been an essential part of the project management teams for the construction of the Court Services Building and the Fleet Service Center, as well as providing guidance in the construction of the Public Safety Center, South County Page 1 of 2 Library, Glenvar Library and the Vinton Library; and WHEREAS, Mr. Patten was responsible for overseeing the Capital Maintenance Budget and other capital project budgets to ensure that expenditures and decisions were made in cost effective ways that provided the most benefit to Roanoke County citizens; and WHEREAS, Mr. Patten successfully researched and initiated the use of a web - based work order system for building maintenance and custodial requests and to track utility costs and usage to provide a data -driven program to identify areas that may need monitoring and correction and to track costs related to individual buildings in one comprehensive program; and WHEREAS, Mr. Patten was a valuable asset to Roanoke County and helped the division achieve its goal of providing expert service in the most cost effective manner to Roanoke County citizens; and WHEREAS, Mr. Patten served his Country honorably in the United States Navy. NOW, THEREFORE, BE IT RESOLVED that the Board of Supervisors of Roanoke County expresses its deepest appreciation and the appreciation of the citizens of Roanoke County to JOHN F. PATTEN for more than twenty years of capable, loyal and dedicated service to Roanoke County; and FURTHER, the Board of Supervisors does express its best wishes for a happy and productive retirement. Page 2 of 2 AT A REGULAR MEETING OF THE BOARD OF SUPERVISORS OF ROANOKE COUNTY, VIRGINIA, HELD AT THE ROANOKE COUNTY ADMINISTRATION CENTER ON TUESDAY, APRIL 12, 2016 PROCLAMATION DECLARING APRIL 10 THROUGH 16, 2016, AS NATIONAL PUBLIC SAFETY TELECOM MUNICATORS WEEK IN THE COUNTY OF ROANOKE WHEREAS, the week of April 10 through April 16, 2016, has been declared "National Public Safety Telecom m unicators Week" by the Senate and House of Representatives of the United States of America; and WHEREAS, the President of the United States issued a proclamation calling upon the people of the United States to observe that week with appropriate ceremonies and activities; and WHEREAS, problems of crime, fire and other disasters touch and affect all segments of our society, and if unabated, can undermine and erode both moral and economic strengths of our community; and WHEREAS, men and women are engaged in the operation of emergency response systems for the County of Roanoke; and WHEREAS, these professionals are responsible for responding to stressful telephone calls from the general public for police, fire, and emergency medical assistance, and for calmly and professionally dispatching appropriate assistance to help save the lives and property of our citizens; and WHEREAS, our Communications Officers daily serve the public in countless ways without recognition by the beneficiaries of their services. The purpose of this briefing is to inform the Board of Supervisors and the public of the remaining activities to complete the process and to present revisions to the overall schedule. Gates County Administrator Approval of the Airport Commission Budget for 2016-2017 BACKGROUND: The Roanoke Regional Airport Commission (the Commission) was established on July 1, 1987, by legislative act of the Commonwealth of Virginia to own and operate the Roanoke Regional Airport (now the Roanoke -Blacksburg Regional Airport). The Commission is composed of five (5) members. Two (2) members are appointed by the Roanoke County Board of Supervisors and three (3) by Roanoke City Council. The County and the City are each responsible for their pro -rata share, based on population, of any year-end operating deficit or capital expenditures if any additional funding is required. The Commission is responsible for paying all outstanding debt. No subsidy has been required since inception. In accordance with the requirements of the Commission contract as amended, the Roanoke Regional Airport Commission is required to submit its budget to the Roanoke County Board of Supervisors and the Roanoke City Council for approval. At its meeting on March 28, 2016, the Commission approved the attached budget for fiscal year 2016- 2017 to be forwarded to the governing bodies of the two (2) localities. DISCUSSION: Page 1 of 2 The 2016-2017 budget for the Roanoke Regional Airport Commission totals $9,078,000. Net operating income is projected to be $27,171 which reflects airport operations are self-supporting and do not require any additional supplement from either the County or the City. The Commission also adopted the attached proposed capital expenditure budget program. The multi-year capital expenditures total $11,971,300. These expenditures will be funded with Federal and State grant funds and Commission capital funds. Tim Bradshaw, Executive Director of the Roanoke Regional Airport Commission, will attend the Board of Supervisors meeting to answer any questions that the Board may have. FISCAL IMPACT: The Roanoke Regional Airport Commission budget is self-supporting and no funds are required from the County. STAFF RECOMMENDATION: Staff recommends adopting the attached resolution approving the Roanoke Regional Airport Commission budget for the fiscal year 2016-2017. Page 2 of 2 AT A REGULAR MEETING OF THE BOARD OF SUPERVISORS OF ROANOKE COUNTY, VIRGINIA, HELD AT THE ROANOKE COUNTY ADMINISTRATION CENTER, TUESDAY, APRIL 14, 2015 RESOLUTION APPROVING THE ROANOKE REGIONAL AIRPORT COMMISSION BUDGET FOR FISCAL YEAR 2015-2016 UPON CERTAIN TERMS AND CONDITIONS WHEREAS, Section 24.13 of the Regional Airport Commission Act and Section 17.(a) of the contract between the City of Roanoke, Roanoke County, and the Roanoke Regional Airport Commission provides that the Commission shall prepare and submit its operating budget for the forthcoming year to the Board of Supervisors of the County and City Council of the City; and WHEREAS, by report dated March 28, 2016, a copy of which is on file in the office of the Clerk of the Board, the Executive Director of the Roanoke Regional Airport Commission has submitted a request that the County approve the fiscal year 2016-2017 budget of the Roanoke Regional Airport Commission. THEREFORE, BE IT RESOLVED by the Board of Supervisors of Roanoke County, Virginia that the fiscal year 2016-2017 budget and proposed capital expenditures for the Roanoke Regional Airport Commission as set forth in the March 28, 2016, report of the Commission Executive Director, a copy of which is incorporated by reference herein, is hereby APPROVED, and the County Administrator and the Clerk are authorized to execute and attest, respectively, on behalf of the County, any documentation, in form approved by the County Attorney, necessary to evidence said approval. New Passenger Loading Bridge at Gate 3 1. Description: This project is to add a new loading bridge at Gate 3 and include PC Air and 400 Hz Ground Power Unit. Also required is additional electrical service, modifications need to existing gate door and addition of security equipment. 2. Funding: Estimated cost is $1,500,000. 3. Anticipated Funding Sources: a. Federal AIP Grant Funds: $1,350,000 b. State Aviation Grant Funds: $150,000 B. Replace Four Existing Passenger Loading Bridges 1. Description: The proposed project is to remove and replace the loading bridges at Gates 2, 4, 5, and 6. These bridges are over 25 years old and due to their age are eligible for grant funding for replacement. Replacement of these bridges along with the new bridge at Gate 3 should provide an opportunity for better pricing and having common features for all bridges including PC Air and 400 Hz Ground Power Units. 2. BACKGROUND: The 2007 Roanoke Valley Conceptual Greenway Plan identifies the Glade Creek Greenway as a future bicycle and pedestrian trail linking the Roanoke River Greenway to the Blue Ridge Parkway. The greenway will be an important recreational feature for the Town of Vinton and Roanoke County and will provide residents with connectivity to the existing Tinker Creek and Roanoke River Greenways as well as Vinyard and Gearhart Parks. The greenway system has been strongly supported by citizens, businesses, civic organizations, and local governments. As such, the Roanoke Valley Greenway Commission made the Glade Creek Greenway its number three priority in the 2007 Update to the Roanoke Valley Conceptual Greenway Plan. Greenways were also strongly supported by Roanoke County citizens during development of the Department of Parks, Recreation and Tourism Comprehensive Parks Master Plan, completed in 2007. The residents of Roanoke County identified greenways as a "High Priority Need" for facilities and amenities desired in our community. Page 1 of 3 The proposed eighty -foot greenway easement is located on property owned by the Roanoke County Board of Supervisors, identified as Tax Parcel 60.11-04-17.00.0000, located in the Town of Vinton. The easement runs parallel to Glade Creek on the western portion of the property adjacent to Vale Avenue. The total easement area is 2.0596 acres (89,718 square feet) and extends 0.20 mile (approximately 1,100 feet). The subject property is currently for sale by Roanoke County. The property was previously owned by the Roanoke County School Board and formerly served as the Roanoke County Career Center and William Byrd High School. The property currently includes the bus garage and parking area for Roanoke County Schools. The proposed greenway will not impact these uses. Additionally, the property is used by the Roanoke County Parks, Recreation and Tourism Athletic Division for football, baseball, and soccer fields. The proposed greenway will have minimal impact to these uses; however, an athletic field and scoreboard may need to be relocated on the property. DISCUSSION: Design and engineering for Phase 1 of the Glade Creek Greenway is underway by the Town of Vinton. Phase 1 will extend from Tinker Creek at Virginia Avenue to Walnut Avenue along Glade and Tinker Creeks, following an existing sewer easement. The Town of Vinton has applied for funding for the Glade Creek Greenway Phase 2 through the FY17-18 Virginia Department of Transportation MAP-21/Transportation Alternatives Program which will extend from Walnut Avenue to Gus Nicks Boulevard (Project Number 16075). The total cost of the greenway is $526,210, and the donation of right-of-way from Roanoke County will serve as an in-kind match for the Town of Vinton. There have been no changes from the first reading of this ordinance on March 22, 2016. FISCAL IMPACT: The deed and plat were prepared internally by Roanoke County, in coordination with the Town of Vinton. Roanoke County Parks, Recreation and Tourism has incurred $500 to have the greenway easement recorded on a plat sealed by a licensed land surveyor. No additional fiscal impacts are anticipated. Design, permitting, construction, and maintenance of the greenway will be the Town of Vinton's responsibility. STAFF RECOMMENDATION: Staff recommends approval of the ordinance. DISCUSSION: Proposed tax rates for the twelve month period beginning January 1, 2016 and ending December 31, 2016, were advertised on March 29 and April 5, 2016 as follows: a. Real Estate Tax at a rate of not more than $1.09 per one hundred dollars assessed valuation b. Machinery and Tools Tax dollars assessed valuation. at a rate of not more than $2.95 per one hundred A public hearing for citizen comment on the tax rates was held on April 12, 2016. A public hearing for citizen comment on the proposed fiscal year 2016-2017 Operating budget was also held on April 12, 2016. The adoption of these tax rates was preceded by a public hearing on March 22, 2016 to receive written and oral comments on setting the maximum tax rates for calendar year 2016 to support the fiscal year 2016-2017 operating budget. The Board of Supervisors will then need to adjust the County Administrator's budget proposal accordingly to produce a balanced budget by the first reading of the budget ordinance on May 10, 2016. The Tree City USA program is sponsored in cooperation with the National Association of State Foresters and the USDA Forest Service. Roanoke County retained its Tree City USA designation by meeting the program's following four requirements: ❑ a tree board or department; ❑ a tree -care ordinance; ❑ an annual community forestry budget of at least $2 per capita; and ❑ an annual Arbor Day observance and proclamation. The funding for this year's Roanoke County's Arbor Day planting is provided through the Virginia Trees for Clean Water matching grant program, in partnership with the Virginia Department of Forestry and the Roanoke Valley -Alleghany Regional Commission. The Virginia Department of Forestry has developed the Virginia Trees for Clean Water program to improve water quality across the Commonwealth of Virginia through efforts Page 1 of 2 to plant trees. DISCUSSION: Roanoke County will observe Arbor Day on Friday, April 22, 2016 with a celebration at Burlington Elementary School. The celebration will consist of a ceremonial tree planting, a presentation by State foresters on the importance of trees, and a program by students from the elementary school. Roanoke County encourages residents, businesses, and organizations to plant a tree in the community in honor of National Arbor Day. Cleaner air, improved storm water management, energy savings, and increased property values are among the benefits enjoyed by Tree City USA communities. Prior to the addition of knucklebooms to the Solid Waste fleet, brush was collected manually into open barrel trucks. The successful addition of the knucklebooms under the guidance of drivers like Mr. Bryant led to Roanoke County providing debris collection in sometimes very adverse conditions; and WHEREAS, Mr. Bryant was an essential part of the debris collection team during Hurricane Hugo in 1989, various wind, snow, and ice storms; and, more recently, the Derecho of June 2013. While operating the knuckleboom during the cleanup after catastrophic events, Mr. Bryant often sacrificed his own personal recovery activities to Page 1 of 2 assist Roanoke County citizens in their efforts to recover from these storms by working long hours in multiple consecutive days and sometimes weeks; and WHEREAS, Mr. Bryant was a valuable asset to Roanoke County and helped the division achieve its goal of providing efficient and effective service to Roanoke County citizens on a daily basis through his expert use of the knuckleboom and other pieces of equipment.
