Audio and video recordings of this meeting will be held on file for a minimum of five (5) years in the office of the Clerk to the Board of Supervisors. IN RE: OPENING CEREMONIES Before the meeting was called to order an invocation was given by Pastor Dolph Painter of Mt. Olive Primitive Baptist Church. The Pledge of Allegiance was recited by all present. IN RE: CALL TO ORDER Chairman Peters called the meeting to order at 3:03 p.m. The roll call was taken. MEMBERS PRESENT: Chairman P. Jason Peters, Supervisors George G. Assaid, Al Bedrosian, Martha B. Hooker and Joseph P. McNamara MEMBERS ABSENT: None STAFF PRESENT: Thomas C. Gates, County Administrator; Daniel R. O'Donnell, Assistant County Administrator; Richard Caywood, Assistant County Administrator; Ruth Ellen Kuhnel, County Attorney; Amy Whittaker, Public Information Officer and Deborah C. Jacks, Chief Deputy Clerk to the Board IN RE: REQUESTS TO POSTPONE, ADD TO, OR CHANGE THE ORDER OF AGENDA ITEMS Mr. Gates postponed agenda item E.3 — Resolution adopting revisions to the Stormwater Management Design Manual for Roanoke County until March 22, 2015 and added a new agenda item D.1 — Briefing to update the Board of Supervisors on Community Strategic Development Planning and removed agenda item C.1 — Proclamation declaring the month of March as American Red Cross Month in the County of Roanoke as representatives of American Red Cross could not attend today's 22 March 8, 2016 meeting. There were no objections. IN RE: PROCLAMATIONS, RESOLUTIONS, RECOGNITIONS AND AWARDS IN RE: BRIEFINGS 1. Briefing to update the Board of Supervisors on Community Strategic Development Planning (Daniel O'Donnell, Assistant County Administrator) Mr. O'Donnell provided the briefing and showed a slideshow in the background of pictures from the Economic Development Focus Group. Supervisor Bedrosian urged everyone to get involved. Supervisor McNamara thanked everyone who has participated. And noted he is extremely impressed with staff and involvement. He has heard good comments. Thanked Chairman Peters as well for handling two groups. Supervisor Hooker commented the professionalism of staff outstanding. Thanked the citizens that were there. Chairman Peters commented on the number of people that showed up. Energy in both groups phenominal. 2. Briefing to review costs for County departments associated with two snow events, January 22, 2016 and February 14, 2016 (Stephen G. Simon, Chief of Fire and Rescue; Rebecca Owens, Director of Finance) Chief Simon provided the briefing. He recognized Eric Orange and inmate crew, Doug Blount, master snow person, Arnold Covey and stormwater management, Chief Hall, Bill Hunter, Commlt and Rob Light with General Services. There is a new incident management program after the flooding last October, which helps become proactive. March 8, 2016 123 3. Presentation of the proposed fiscal year 2016-2017 Operating Budget (Thomas C. Gates, County Administrator; Christopher Bever, Director of Management and Budget) Mr. Gates gave a brief introductory remarks. He indicated this was a "Status Quo" budget. He then turned the presentation over to Mr. Bever who provided a powerpoint presentation. Supervisor McNamara asked about the DSS passthrough. Supervisor Bedrosian asked for additional clarification. Supervisor Peters total based personnel adjustment 997,482, includes the 2% adjustment the health increase on the County side, leave payout and line of duty. He then asked about the $800 in DSS, making sure it was 100%. Supervisor Bedrosian asked about outside agencies. Supervisor McNamara thanked staff stating we are far ahead appreciates that and the thoroughness. He added he appreciates the plan, hopes staff does not get upset if there are any changes. Supervisor Bedrosian commented his biggest disappointment is we keeping getting bigger every year. In 2014, projected $172 million. We are up to $184 million. He handles his budget differently at home. He sees that the budget is commiting to Cave Spring High School renovations. We need to give a number that we are not going over, but it never happens; we just keep expanding. This budget is $12 million more than when he first come on the Board. No one has the will to maintain or curtail costs. It is dissappointing, but assuming this one will pass too. He added that we need to be more creative and innovative. Supervisor Peters commented it is the Administrator's job to come up with the budget and now up to the Board to make any cuts. There is a two-month window of time to do that. He would like to look into replacement of vehicles as it is a huge cost. Have we looked at leasing the vehicles (ambulances, fire trucks, etc)? Is it an option and how would it impact? Do the changes made to volunteers effect line of duty? Mr. Gates responded the changes were to volunteers other than fire and rescue. Supervisor Bedrosian stated he would like to see what was recommended and what was passed in prior years. He added that no one seems to have the will to change the Administrator's budget. Mr. Gates responded he would be happy to provide the information adding that budgeting is complex. He stated that last year's changes were as a result of cutting of some positions. Supervisor Peters stated if there are changes, bring forward to discuss. Supervisor McNamara stated the changes are up to the Board and there is time to do so. He remarked this is his favorite part. 124 March 8, 2016 IN RE: NEW BUSINESS 1. Resolutions approving recommendations from the Pipeline Advisory Committee for filing with the Federal Energy Regulatory Commission regarding the Mountain Valley Pipeline project (Richard L. Caywood, Assistant County Administrator) Mr. Caywood recognized David Perry, Chairman of the PAC and Roberta Bondurant and Rob Giles, members of the PAC. He noted it has been one year since PAC was implemented. David Perry went over the recommendations requested in the resolution. Supervisor Bedrosian inquired as to what the committee was asking with Mr. Caywood responding authorization to proceed with the items outlined in the resolution. RESOLUTION 030816-1 APPROVING RECOMMENDATIONS FROM THE PIPELINE ADVISORY COMMITTEE FOR FILING WITH THE FEDERAL ENERGY REGULATORY COMMISSION REGARDING THE MOUNTAIN VALLEY PIPELINE PROJECT WHEREAS, on November 10, 2016, the Roanoke County Board of Supervisors authorized County staff to file the necessary motion to intervene with the Federal Energy Regulatory Commission in the Mountain Valley Pipeline proceedings; and WHEREAS, on December 24, 2015, the Federal Energy Regulatory Commission made a formal request to Mountain Valley Pipeline seeking additional information regarding hundreds of issues, an number of which were raised by Roanoke County; and WHEREAS, on January 15, 2016, January 27, 2016, and February 29, 20167 Mountain Valley Pipeline (MVP) has filed a total of over two thousand (2,000) pages of materials with the Federal Energy Regulatory Commission in response to its questions; and WHEREAS, on January 27, 20167 MVP filed a "Motion to Answer and Answers" with the Federal Energy Regulatory Commission which, in part, addressed specific items from Roanoke County's Motion of Intervention; and WHEREAS, the Roanoke County Pipeline Advisory Committee met on February 87 2016 and February 22, 2016, to initiate its review of Mountain Valley Pipeline's filings with the Federal Energy Regulatory Commission; NOW, THEREFORE, BE IT RESOLVED by the Board of Supervisors of the County of Roanoke, that the Board of Supervisors accepts the recommendations of the Pipeline Advisory Committee as presented on March 8, 2016, and directs staff to take the following actions: 1) File with the Federal Energy Regulatory Commission the "Motion for leave to file an answer and limited answer of Roanoke County, Virginia" as prepared March 8, 2016 125 by outside counsel which addresses specific issues raised by Roanoke County in its Motion of Intervention; 2) File with the Federal Energy Regulatory Commission additional comments regarding the proposed crossings of the Roanoke River and impacts to the Roanoke watershed; additional information and concerns regarding how Mountain Valley Pipeline has failed to address issues related to steep slope construction and highly erodible soils; and concerns related to wetland delineation; 3) To work and collaborate with the Pipeline Advisory Committee to create and make additional filings with the Federal Energy Regulatory Commission supporting past Board actions and direction as review of recent Mountain Valley Pipeline materials are completed. On motion of Supervisor McNamara to adopt the resolution, seconded by Supervisor Hooker and carried by the following recorded vote: AYES: Supervisors Assaid, Bedrosian, Hooker, McNamara, Peters NAYS: None discussion. 2. Resolution requesting changes in the Virginia Department of Transportation Primary and Secondary System of State Highways, Route 221, Bent Mountain Road; Route 688, Cotton Hill Road; Route 745, Ran Lynn Drive; Route 957, Sunnycrest Loop, Cave Spring and Windsor Hills Magisterial District (Arnold Covey, Director of Community Development) Mr. Covey outlined the VDOT housekeeping item. There was no RESOLUTION 030816-2 REQUESTING CHANGES IN THE VIRGINIA DEPARTMENT OF TRANSPORTATION PRIMARY AND SECONDARY SYSTEM OF STATE HIGHWAYS, ROUTE 221, BENT MOUNTAIN ROAD; ROUTE 688, COTTON HILL ROAD; ROUTE 745, RAN LYNN DRIVE; ROUTE 957, SUNNYCREST LOOP, CAVE SPRING AND WINDSOR HILLS MAGISTERIAL DISTRICT WHEREAS, the Virginia Department of Transportation has completed Project 0221-080-108, C-502, the Route 221 Widening Project; and WHEREAS, the project sketch and VDOT Form AM -4.3, attached and incorporated herein as part of this resolution, defines adjustments necessary in the 126 March 8, 2016 Primary and Secondary Systems of State Highways as a result of Project 0221-080- 108, C-502; and WHEREAS, certain segments identified in the incorporated Form AM -4.3 appear to no longer serve public convenience and should be abandoned as part of the Secondary System of State Highways; and WHEREAS, certain segments identified in the incorporated Form AM -4.3 are ready to be accepted into the Secondary System of State Highways; and WHEREAS, certain segments identified in the incorporated Form AM -4.3 are ready to be transferred from the Primary System of State Highways to the Secondary System of State Highways. NOW, THEREFORE, BE IT RESOLVED: 1. The Board of Supervisors hereby requests the Virginia Department of Transportation to take the necessary action to abandon those segments identified on the attached project sketch and Form AM -4.3 as part of the Secondary System of State Highways, pursuant to §33.2-912, Code of Virginia, and 2. The Board of Supervisors requests the Virginia Department of Transportation to add the segments identified on the attached project sketch and Form AM - 4.3 to the Secondary System of State Highways, pursuant to §33.2-705, Code of Virginia, and 3. The Board of Supervisors requests the Virginia Department of Transportation to take the necessary action to transfer the segments identified on the attached project sketch and Form AM -4.3 from the Primary System of State Highways to the Secondary System of State Highways, pursuant to §33.2- 315, Code of Virginia, and 4. The Board of Supervisors requests the Virginia Department of Transportation take the necessary action to abandon those segments identified on the attached project sketch as part of the Primary System of State Highways, pursuant to §33.2-906, Code of Virginia, and 5. A certified copy of this resolution be forwarded to the VDOT Salem Residency, by the Clerk to the Board of Supervisors. Ordinance accepting and appropriating $4,000 for printing costs of the K, 1, and 2 grade level instructional materials to support the County literacy plan (Rebecca Owens, Director of Finance) Ms. Owens outlined the ordinance. There was no discussion. Supervisor Peters' motion to approve the first reading and to establish the second reading for March 22, 2016 was seconded by Supervisor Hooker and approved by the following vote: AYES: Supervisors Assaid, Bedrosian, Hooker, McNamara, Peters NAYS: None 2. Ordinance accepting and appropriating funds in the amount of $27,500 to Roanoke County Public Schools from the National Board for Professional Teaching Standards for teacher incentives (Rebecca Owens, Director of Finance) Ms. Owens outlined the ordinance. There was no discussion. Supervisor McNamara's motion to approve the first reading and to establish the second reading for March 22, 2016 was seconded by Supervisor Peters and approved by the following vote: AYES: Supervisors Assaid, Bedrosian, Hooker, McNamara, Peters NAYS: None 3. Ordinance accepting and appropriating funds in the amount of $2,300 to Roanoke County Public Schools from Share Our Strength and the Virginia No Kid Hungry Campaign to expand the breakfast program at Northside High School (Rebecca Owens, Director of Finance) Ms. Owens outlined the ordinance. Supervisor Bedrosian inquired if students buy these meals. Ms. Owens explained this is breakfast at a reduced cost or regular cost, mainly just making available. Supervisor Bedrosian stated government should not be involved. He added that the table is the best place for families to communicate. He added that he does not like this trend, which is happening all around the country. He would like to get back to 128 March 8, 2016 where children are having breakfast with their parents before getting on the school bus. He would gladly donate money on a personal basis. Supervisor Hooker commented that she appreciated Supervisor Bedrosian's comments, but the fact is there is a growing population of needy children. Just like Maslow's Hierarch of needs; they are not going to perform well in school if they are not fed. If students are distracted they are less likely to learn the material and this is just another safety net. She thinks this is a great thing. She added that she wished it could be an easy problem to fix with the donation of a couple of hundred dollars. Suprvisor Bedrosian stated he agrees that when children come to school hungry that cannot learn. It is interesting to him the expansion of government like this food problem. He stated he thinks it shines a light on government that maybe we are failing to produce an economy where people can work and make money, take care of their children and send them to school to learn. He appreciates Ms. Hooker's comments. Supervisor McNamara's motion to approve the first reading and to establish the second reading for March 22, 2016 was seconded by Supervisor Hooker and approved by the following vote: AYES: Supervisors Assaid, Hooker, McNamara, Peters NAYS: Supervisor Bedrosian 4. Ordinance authorizing the conveyance of the Roland E. Cook Building to Old School Partners, LLC (Ruth Ellen Kuhnel, County Attorney) Ms. Kuhnel outlined the request for ordinance and recognized Mr. David Hill from Old School Partners. There was no discussion. PAITSEL, SOLID WASTE SUPERVISOR, UPON HIS RETIREMENT AFTER MORE THAN FORTY-FOUR (44) YEARS OF SERVICE WHEREAS, Whereas, Charles L. Paitsel began employment with Roanoke County on August 11, 1971; and WHEREAS, Mr. Paitsel retired on January 28, 2016, after forty-four (44) years and five (5) months of devoted, faithful and expert service to Roanoke County; and WHEREAS, Mr. Paitsel, throughout his employment with Roanoke County, has been instrumental in improving the quality of life and providing services to the citizens of Roanoke County; and 130 March 8, 2016 WHEREAS, Mr. Paitsel rose through the ranks of the Solid Waste Division becoming an expert in all levels of the division and ending his employment as the Solid Waste Supervisor responsible for twenty-eight (28) employees in the day-to-day operation of the division. WHEREAS, Mr. Paitsel was a major contributor in moving the division forward in the late 80's by coordinating the implementation of automated collection which involved new routing and new training for the solid waste equipment operators. Mr. Paitsel consistently provided leadership to the division and mentored new and seasoned employees in theirjob responsibilities. WHEREAS, Mr. Paitsel was a valuable asset to Roanoke County and helped the division achieve its goal of providing efficient and effective service to Roanoke County citizens on a daily basis through behind the scenes actions. NOW THEREFORE, BE IT RESOLVED that the Board of Supervisors of Roanoke County expresses its deepest appreciation and that of the citizens of Roanoke County to Charles Paitsel for more than forty- four (44) years of capable, loyal and dedicated service to Roanoke County; and FURTHER, the Board of Supervisors does express its best wishes for a happy and productive retirement. GUERRANT, LIBRARY ASSISTANT, UPON HER RETIREMENT AFTER MORE THAN TWENTY-SEVEN (27)YEARS OF SERVICE WHEREAS, Diane L. Guerrant was employed by Roanoke County on February 15, 1988 as a Library Page, and was later promoted to Library Assistant; and WHEREAS, during nearly three decades of service, Ms. Guerrant was an exemplary staff member who performed her duties quietly, competently, and collegially, freely sharing her knowledge and skills with patrons and colleagues; and WHEREAS, Ms. Guerrant participated in planning for the renovation and expansion of the Hollins Branch Library in 1993 and worked with the rest of the staff to maintain full library services to the public throughout the long months of construction, during which the branch closed just one day; and WHEREAS, she demonstrated special acuity in challenges involving moving collections for optimal display and use by patrons; and March 8, 2016 131 WHEREAS, Ms. Guerrant willingly assumed responsibility for many support services that were vital to the successful operation of the Hollins Branch Library; and WHEREAS, Ms. Guerrant also contributed to the library system in general and was an important participant in resolving shelving placement, collection distribution, traffic flow issues, and other projects that resulted in the successful grand openings of new libraries at South County, Glenvar, and Vinton; and WHEREAS, Ms. Guerrant served as secretary to the Library Board of Trustees and was responsible for maintaining a true and faithful record of its actions and decisions until her retirement; and WHEREAS, Ms. Guerrant retired on January 1, 2016, after twenty-seven (27) years and ten (10) months of devoted, faithful and expert service to Roanoke County; and WHEREAS, Ms. Guerrant, throughout her employment with Roanoke County, has been instrumental in improving the quality of life and providing services to the citizens of Roanoke County; and WHEREAS, NOW, THEREFORE, BE IT RESOLVED that the Board of Supervisors of Roanoke County expresses its deepest appreciation and the appreciation of the citizens of Roanoke County to DIANE L. GUERRANT for more than twenty-seven (27) years of capable, loyal and dedicated service to Roanoke County; and FURTHER, the Board of Supervisors does express its best wishes for a happy and productive retirement. On motion of Supervisor Peters to adopt the resolution, seconded by Supervisor McNamara and carried by the following recorded vote: AYES: Supervisors Assaid, Bedrosian, Hooker, McNamara, Peters NAYS: None RESOLUTION 030816-3.c EXPRESSING THE APPRECIATION OF THE BOARD OF SUPERVISORS OF ROANOKE COUNTY TO PENNY K. LLOYD, ADMINISTRATIVE AND MARKETING MANAGER, UPON HER RETIREMENT AFTER MORE THAN EIGHT (8) YEARS OF SERVICE WHEREAS, Ms. Lloyd began her association with Roanoke County as a member of the management staff of Virginia's Explore Park. She subsequently served as the Administrative and Marketing Manager in the County Administration from December 31, 2007, through June 30, 2008, after which she joined the Public Information Office, remaining there through December 24, 2010. She was asked to transfer to the Roanoke County Public Library on December 25, 2010, where she acted in the same capacity until her retirement on December 31, 2015; and, 132 March 8, 2016 WHEREAS, Ms. Lloyd was first assigned by Roanoke County to design and coordinate numerous special events in Virginia marking the 75th Anniversary of the Blue Ridge Parkway. These celebratory programs were accomplished to considerable acclaim, enhancing public awareness of the history of the Parkway and appreciation for its ongoing role as a national park; and, WHEREAS, at the conclusion of that project, she served in the Public Information Office, creating new releases, project updates, and accurate and timely information on County activities to citizens, media, businesses, and local governments; and, WHEREAS, in 2010, Ms. Lloyd was asked to transfer to the Library to assist with the grand opening of the South County Library and its subsequent operations, and, WHEREAS, Ms. Lloyd, immediately brought a wealth of professional knowledge and sure expertise to her tasks, devising sound procedures and attractive promotional materials for The Commons area of the Library, helping establish and maintain positive client relationships and an excellent reputation for the facility; and, WHEREAS, Ms. Lloyd coordinated numerous special events and grand openings for the Library, as well as the County, ensuring each was thoroughly planned, successfully accomplished, and memorable for both participants and attendees; and, WHEREAS, Ms. Lloyd also accepted many diverse assignments that helped improve Library service to the citizens, such as providing editorial oversight for in-house and Roanoke Valley Library Consortium marketing materials, or assembling a comprehensive manual of procedures and coordinating safety training for all staff; and, WHEREAS, Ms. Lloyd's thoughtful suggestions, keen insights, good humor, and quiet generosity made her a highly respected and greatly valued colleague; and, WHEREAS, throughout her employment with Roanoke County, she has been instrumental in improving the quality of life and providing services to the citizens of Roanoke County. NOW, THEREFORE, BE IT RESOLVED that the Board of Supervisors of Roanoke County expresses its deepest appreciation and the appreciation of the citizens of Roanoke County to PENNY K. LLOYD for eight (8) years of capable, loyal and dedicated service to Roanoke County; and FURTHER, the Board of Supervisors does express its best wishes for a happy and productive retirement. On motion of Supervisor Peters to adopt the resolution, seconded by Supervisor McNamara and carried by the following recorded vote: AYES: Supervisors Assaid, Bedrosian, Hooker, McNamara, Peters NAYS: None March 8, 2016 133 RESOLUTION 030816-3.d REQUESTING ACCEPTANCE OF PADDINGTON STATION LANE, QUEENS WAY AND STEWART VIEW TERRACE INTO THE VIRGINIA DEPARTMENT OF TRANSPORTATION SECONDARY SYSTEM WHEREAS, the streets described on the attached Addition Form AM -4.3, fully incorporated herein by reference, are shown on plats recorded in the Clerk's Office of the Circuit Court of Roanoke County; and WHEREAS, the representative for the Virginia Department of Transportation has advised this Board that the street(s) meet the requirements established by the Virginia Department of Transportation's Subdivision Street Requirements; and WHEREAS, the County and the Virginia Department of Transportation have entered into an agreement on March 9, 1999 for comprehensive stormwater detention which applies to this request for addition. NOW, THEREFORE, BE IT RESOLVED, this Board requests the Virginia Department of Transportation to add the street(s) described on the attached Additions Form AM -4.3 to the secondary system of state highways, pursuant to §33.2-705, Code of Virginia, and the Department's Subdivision Street Requirements, after receiving a copy of this resolution and all outstanding fees and documents required of the developer, whichever occurs last in time; and BE IT FURTHER RESOLVED, this Board guarantees a clear and unrestricted right-of-way, as described, and any necessary easements for cuts, fills and drainage; and BE IT FURTHER RESOLVED, that a certified copy of this resolution be forwarded to the Residency Administrator for the Virginia Department of Transportation. On motion of Supervisor Peters to adopt the resolution, seconded by Supervisor McNamara and carried by the following recorded vote: AYES: Supervisors Assaid, Bedrosian, Hooker, McNamara, Peters NAYS: None A -030816-3.e A -030816-3.f IN RE: CITIZENS' COMMENTS AND COMMUNICATIONS Brent Riley thanked the Board for the opportunity to put in his two cents. He stated he knows when bullets fly he gets to run, he gets to call our police officers that come in my place. We expect professional judgement when they show up, so therefore we should pay our police as professionals so that we attract the very best people. Let me suggest something you might consider for the budget, he thinks we should have full body shields for our police to carry in their trunks of their patrol cars so they can approach a situation and evaluate it more carefully, before they have to use 134 March 8, 2016 deadly force. He added that he thinks it would also be appropriate to rethink their rules of engagement where we think in terms of not only if you have to shoot, you shoot to kill, but shoot to wound. He thinks we ought to be looking at that as a possibility. The last thing he wanted to say, one thing he has learned about pipelines is when they go across steep slopes, they get very wide and they last forever, so you know that most collectively valued thing that we have, share collectively is view and we have a lot on the line when we talk about multiple pipelines coming through steep slopes in this area. James Garrison stated some of you Republicans probably know him, but for the rest who don't, he is James Garrison and he has lived for twenty years at 3108 Honeywood Lane in Roanoke County. Supervisors, recently Roanoke County, I believe had a watershed event, one he refers to as our Ferguson Missouri moment take place. This Board's silence and the lack of leadership on this incident is quite appalling and shameful. From what the Roanoke County Police Chief has held in his press conference and still photographs we have undisputedly the following that we can state. This kid, this high school kid, had in earplug speakers and listening to music or whatever and probably could not hear, could not hear very well what the police officer's commanded. These officers must have failed to understand how that would affect his response or lack of response and that their decisions were not based on that knowledge. These officers did not try other types of engagement, with this young person before trying to use non -lethal weapons, the fact that the kids body did not react to those Taser weapons, in the way that they expected, was the reason given that they then chose to use deadly force. Once Lasered, a person may or may not fall to the ground. They may be locked into a standing position, or they may begin to quiver, or in fact fall to the ground. But more than that needs to be present for a decision to use deadly force. All the previous three points that he made shows a lack of good observation and decision making by those officers, but also shows a lack of training in non -lethal weapons, the de-escalation of events, but most shockingly it shows how the system that these officers operate in is flawed. Finally there is the point that these officers engaged in racial profiling, and ultimately that, that racism killed this young high school student. It was like we had an ethic person, in a black hoody, with a bandanna and a possible weapon in the rich, white, affluent southwest county translate in the minds of these officers, that they had a black man, in a rich white area, who had no business being there with a gun. That type of attitude must be eradicated. He calls for the following actions. He calls on the Commonwealth Attorney, Randy Leach to charge these officers with murder, and to please place capital murder as a possible punishment. He further asks that the Board of Supervisors, the FBI, Justice Department, and/or Randy Leach as Commonwealth Attorney, step in and stop a possible cover up by Roanoke County Police and the withholding of all the video information. He asks for the immediate resignation of our Roanoke County Police Chief and his upper staff. He has a flawed system of policing, he has addressed this before. His training of these officers is inadequate, and his leadership has been horrible. He appears to be engaging in a cover up and unfortunately appearance sometimes can be March 8, 2016 135 worse than fact. Finally let me ask, will it really be surprising that although common sense of good citizens can see the wrong doing in this incident, that somehow, by some manipulation, the Roanoke County Police investigation will find that these offices did no wrong doing and reacted properly, that will be devastating and disgusting to this community. Further, on his final comment, Mr. Chairman, he believes the problem and he has listened some to you in the committee meeting for the strategic planning, problems with the police department prior to this incident, but overall this, the problem with this department is the same as the problem with your budget, the bureaucrats back there lead, not this Board, and that has been a problem over many Boards and if we had Republicans that would vote and do as Republicans, he does not believe that would be the case. Outstanding Debt IN RE: REPORTS AND INQUIRIES OF BOARD MEMBERS Supervisor Bedrosian stated first of all just a reminder to everyone about the focus groups, please, it is your County, please get involved in how we spend your money, he thinks everybody on the Board agrees with that. The more people involved, there are just great ideas, he has only been to one and thinks there are people with good ideas, and people ask good questions, He think sometimes, people are possibly intimidated about getting out there and just voicing their opinion, that's just the way it is and he would love that to change so, he thinks it's a good idea, what we are doing, to get it out in the open let people know that these are the areas your county is involved in, maybe you don't even think they should be involved in them, let them know. So, that's the one thing. Again with the budget, please provide your thoughts and suggestions, you know, you can email any of us, at bos(a)-roanokeva.com or va.gov, whatever, go to the website and you will find one and you can send it to all of us at one time. Give us your input on what things you think we should have in the budget, things we shouldn't have in the budget, again it's your government, we spend your money, we don't spend our money, we spend your money, so you need to let us know. A comment that was 136 March 8, 2016 just up here, these are emotional things, he commented that he thinks that the lessons that we've learned from around the country and on one of them we've gone through this last several years around the country, we hear of the shootings and stuff and one thing I've learned though is that, if we let the investigative process take place. I think that's reasonable, in my mind. Let some time take place, let people sort out everything and then let it be presented in a final thing, and I think we have learned from around the country that sometimes what we thought was in one instance was actually something else. He added that he felt we need time to look through these things and present the final investigative report on it, and not jump to conclusions, that's the right thing. For his final item, as a reminder he always tells people about the United Way, they continue to support Planned Parenthood. He know around the Country the debates he hears the people around the Country do not like what Planned Parenthood is doing. Everywhere, he hears it all the time, maybe it's just the groups that he is in, but there is sure a large group in Roanoke and they are continually telling our government not to give money to Planned Parenthood, so I just ask and urge you, tell United Way not to give money. United Way is a private organization, if you don't' like some of the things they do you can tell them, he thinks that is your right to do that, and he thinks it's important. He thinks United Way likes to say they do a lot of good things, maybe they do, this is one thing that maybe they shouldn't do and thinks our community would be better for it. I think the things that happen at Planned Parenthood are not good and they are not good for our community. Supervisor Hooker stated she just has a couple of things, four points actually of good news that she wants to share. There is too much good going on not to celebrate a couple of things, it'll just take a couple of minutes. Woodie Henderson, and he was just recently retired after forty years of service at the beginning of 2016, but he is not forgotten, because on Saturday, February 27t", Mr. Henderson was presented with the 2015 Virginia Fire Chief of the Year Award for his years of selfless service to the residents and firefighters throughout Roanoke County, so she just want to again congratulate Chief Woody Henderson. He's a proud resident of Catawba District. On this picture right here this is one of the overlooks of the Poor Mountain preserve. My husband and I had the privilege to hike through that, it was about fifteen, twenty minute drive from our home and then you have that, and it was beautiful. We had a lovely hike for about two miles straight down into, she believes it's that creek that was mentioned earlier, beautiful stream and some waterfalls, and then we had a two mile hike back up, and that was less lovely, but still good for me, and it also includes some well-maintained trails and a native plant species including the globally rare pirate bush, which is just a really great thing. She would like to thank those who maintain the trails, remind my colleagues and citizens of the beautiful mountains and trails that are here in our own Roanoke County. Next is Ms. Devons who is a student that is preparing to graduate from Glenvar High School. She is a senior, carries an accumulative GPA of 4.48. She is ranked number one in her class and has recently won the Popular Mechanics Breakthrough Award and was featured on the cover of the magazine. She has March 8, 2016 137 accumulated over 130 hours of community service, including the JDRF One Walk, Habitat for Humanity, Roanoke Rescue Mission, and the Glenvar High School Keyette's service projects and many other worthwhile organizations. We have some great kids in our schools, so she just wanted to tell Kelly that we are proud of her. She added her last good news for this meeting anyway, is Northside High School boys basketball teams plays this week in the semifinals of the State tournament in Richmond, and their record is 27 and 1, and this week's game is at 3:45 at VCU against Hopewell, so just wanted to offer good luck to the Northside Vikings. Supervisor McNamara stated there is just one point he would like to make. He would like to thank the folks from VDOT and our Community Development staff, Ms. Jacks for following up. You may recall about six (6) months ago as a Board we, slightly different Board, but we were looking at the Harris curves on Route 221, and putting a plaque up there of course, in government, with VDOT and processes in place, sometimes it takes some time, but that has finally now been approved through VDOT and we're looking sometime, mid-April time frame, we're hoping we can have that up, so thanks to everybody that was involved in that. He also wants to point out that Ms. Henderson with the Back Creek Civic League was really instrumental in pushing that project, so thank you all, mid-April time frame. Supervisor Peters stated the only comments he has tonight, again, as you've heard time and time again is focus groups. A lot of energy, this is your community and we want your input, and like I said the citizens, he sees one of them here tonight, a couple of them that are here tonight were at that focus group. The engagement has been awesome. He encouraged anyone watching this to get out, to talk to your friends, talk to your neighbors, look at our website and he will go a step further, if there is something you want to put out there and you're not able to make it to one of the meetings, if you have something that you want to share with me, my email is out there, my cell phone is out there, communicate with me, he wants to hear from you. No matter what aspect you are looking at Roanoke County it is covered in these focus groups, so he wants as much participation as possible, so if it means he gets to carry a sheet of paper with me to whatever meeting it is that he is going to ask those questions or share your concerns that's what he wants to do. Again this is your County. Again as he finishes most of his comments, he appreciates our employees, both on the government side and the school side, as we heard tonight about our snow events, everybody, and everything worked seamlessly and he really appreciates your efforts there. IN RE: CLOSED MEETING At 5:01 p.m., Supervisor Peters moved to go into closed meeting following the work sessions pursuant to the Code of Virginia Section 2.2-3711 A 5 Discussion concerning the disposition of publicly held real property, where discussion in an open meeting would adversely affect the bargaining position or negotiating strategy of the 138 March 8, 2016 County, namely the 419 Library. The motion was seconded by Supervisor McNamara and carried by the following recorded vote: AYES: Supervisors Moore, Altizer, Church, Elswick, Flora NAYS: None At 5:02 p.m. Chairman Peters recessed to the 4t" floor for work session and closed meeting. IN RE: WORK SESSIONS 1. Joint work session with Roanoke County Public School Board to discuss various items Chris Bever, Director of Management and Budget reviewed the County budget and Penny Hodge, Assistant Superintendent of Finance went through the schools. Next, Ms. Hodge reviewed the demographics study. The last item for discussion was the Schools Capital Improvement Program, with the first item being the Cave Spring High School renovation. Supervisor Assaid inquired asking if construction costs are around $26.5 million would that cover a facility that will hold 1,219 by 2025 or will redistricting need to occur? In four years, the majority of the changes occurs. Do you have the capacity in the elementary schools and middle schools? School Board Chairman Michael Wray stated elementary schools are accommodating the growth. They are not anticipating any readjustment at the current time and they are looking at a comparable high school for that capacity, which they are building now. They may need to revisit if they need to adjust. School Board member Jerry Canada stated they did provide room for growth and will match Hidden Valley, however, they may need to look at the lines and shift. Did not want to build the school too small. If an industry came in and asked if you could train, they are open for business. School Board Chairman Wray stated they are building it for fifty years. Supervisor Assaid stated he had some concerns when you have your architect working on historical data can you build the school you need for that amount of money. Tom Gates, County Administrator, commented that you need to build the school that is needed, not what you have to spend. Chairman Peters asked if we are getting the most "bang for the buck" in doing what we do. He then added we have been trying to be as transparent as possible and he is concerned with the CIP changes, i.e. William Byrd locker room was not in the CIP. What is our priority? School Board member Tim Greenway stated he agrees but does not know if this is the right place and time. Being new and not understanding, if March 8, 2016 139 we don't start taking care of William Byrd High School what happens. The locker room looked like a third -world country. It was noted that facility assessments on Burton and William Byrd High are hoping to be well under way by summer. School Board member Canada stated they may need to get more citizen input. School Board member Greenway stated after Cave Spring, William Byrd needs to be next. Rebecca Owens, Director of Finance spoke about shared serves and potential shared services. School Board member Tom McCracken asked if there was any background information that shows a good fit. Mr. Gates asked we do not have, just wanted to see if schools would be open to more shared services.
