Audio and video recordings of this meeting will be held on file for a minimum of five (5) years in the office of the Clerk to the Board of Supervisors. IN RE: OPENING CEREMONIES Before the meeting was called to order an invocation was given by Pastor Scott Hamilton of Oakland Baptist Church. The Pledge of Allegiance was recited by all present. IN RE: CALL TO ORDER Chairman Peters called the meeting to order at 3:05 p.m. The roll call was taken. MEMBERS PRESENT: Chairman P. Jason Peters,Supervisors George G. Assaid, Al Bedrosian, Martha B. Jacks, Chief Deputy Clerk to the Board IN RE: PROCLAMATIONS, RESOLUTIONS, RECOGNITIONS AND AWARDS 1. Resolution expressing the appreciation of the Board of Supervisors of Roanoke County to James M. Hairston, Solid Waste Foreman, upon his retirement after more than forty-six (46) years of service (Rob Light, Director of General Services) County Attorney Kuhnel read the resolution. November 8, 2016 464 RESOLUTION 110816-1 EXPRESSING THE APPRECIATION OF THE BOARD OF SUPERVISORS OF ROANOKE COUNTY TO JAMES M. HAIRSTON, SOLID WASTE FOREMAN, UPON HIS RETIREMENT AFTER MORE THAN FORTY-SIX (46) YEARS OF SERVICE WHEREAS, James M. Hairston began employment with Roanoke County on July 27, 1970; and WHEREAS, Mr. Hairston retired on November 1, 2016, after forty-six (46) years three (3) months of devoted, faithful and expert service to Roanoke County; and WHEREAS, Mr. Hairston, throughout his employment with Roanoke County, has been instrumental in improving the quality of life and providing exceptional services to the citizens of Roanoke County; and WHEREAS, Mr. Hairston rose through the ranks of the Solid Waste Division becoming a foreman of the Division, directly responsible for the nine daily route drivers and automated vehicles used in collection. Mr. Hairston has consistently and successfully risen to the challenge of mastering a growing and changing skill set, including incorporating new heavy equipment with advanced technology to our fleet; and WHEREAS, Mr. Hairston was a major contributor in all facets of the improvements and advances made by the Department during his time of employment to include moving collection from behind the house to the street, to the implementation of automated collection. Mr. Hairston consistently provided leadership to the Division and mentored new and seasoned employees in their job responsibilities; and WHEREAS, Mr. Hairston was a valuable asset to Roanoke County and helped the Division achieve its goal of providing efficient and effective service to Roanoke County citizens on a daily basis through behind the scenes actions. Mr. Hairston has always exhibited outstanding customer service to Roanoke County citizens and has gone above and beyond to assist citizens during his tenure with the Division; and WHEREAS, Mr. Hairston honorably and faithfully served his country during the Vietnam War as a member of the U. S. Army as the crew chief of a Huey gunship. NOW THEREFORE, BE IT RESOLVED that the Board of Supervisors of Roanoke County expresses its deepest appreciation and that of the citizens of Roanoke JAMES M. HAIRSTON County to for more than forty-six (46) years of capable, loyal and dedicated service to Roanoke County; and FURTHER, the Board of Supervisors does express its best wishes for a happy and productive retirement. On motion of Supervisor Peters to adopt the resolution, seconded by Supervisor Hooker and carried by the following recorded vote: AYES: Supervisors Assaid, Bedrosian, Hooker, McNamara, Peters NAYS: None November 8, 2016 465 2. Proclamation declaring November 13-19, 2016, the Week of the Family in the County of Roanoke (Teresa Carpentieri, Children's Trust) Janice Dinkins Davidson, Director of Children’s Trust was in attendance to accept the proclamation. IN RE: SECOND READING OF ORDINANCES 1. Ordinance accepting and appropriating grant funds in the amount of $342,741 from the National Highway Traffic Safety Administration for a Roanoke Valley Driving Under the Influence (DUI) task force (Howard B. Hall, Chief of Police) Chief Hall advised there were no changes from the first reading. There was no discussion. ORDINANCE 110816-2 ACCEPTING AND APPROPRIATING FUNDS IN THE AMOUNT OF $342,741 FROM THE NATIONAL HIGHWAY TRAFFIC SAFETY ADMINISTRATION FOR A ROANOKE VALLEY DRIVING UNDER THE INFLUENCE (DUI) TASK FORCE WHEREAS, the Virginia Highway Safety Office has provided funding for several DUI Task Forces throughout the Commonwealth; and WHEREAS, although the prevalence of DUI related fatalities in the Roanoke Valley is lower than the national average, the problem of impaired driving persists; and WHEREAS, the Roanoke County Police Department has been awarded a grant from the National Highway Traffic Safety Administration through the Virginia Department of Motor Vehicles to create a DUI Task Force; and WHEREAS, this task force will be the first grant funded multi-jurisdictional effort in the Commonwealth of Virginia; and WHEREAS, the grant will provide $342,741 federal funds and requires a County match of $85,685, which will be provided through in-kind maintenance and supplies; and WHEREAS, the grant funds will be used to cover the salary, benefits, equipment and vehicles for two (2) positions to decrease alcohol fatalities in the Roanoke Valley through efforts of this grant; and November 8, 2016 466 WHEREAS, Section 18.04 of the Roanoke County Charter provides that funds be appropriated by ordinance; and WHEREAS, first reading of this ordinance was held on October 25, 2016, and the second reading was held on November 8, 2016. BE IT ORDAINED by the Board of Supervisors of Roanoke County, Virginia, as follows: 1. That the sum of $342,741 is hereby accepted and appropriated from the National Highway Traffic Safety Administration to the Police Department; and 2. That this ordinance shall take effect from and after the date of adoption. On motion of Supervisor Peters to adopt the ordinance, seconded by Supervisor Hooker and carried by the following recorded vote: AYES: Supervisors Assaid, Bedrosian, Hooker, McNamara, Peters NAYS: None IN RE: CONSENT AGENDA RESOLUTION 110816-3 APPROVING AND CONCURRING IN CERTAIN ITEMS SET FORTH ON THE BOARD OF SUPERVISORS AGENDA FOR THIS DATE DESIGNATED AS ITEM I- CONSENT AGENDA BE IT RESOLVED by the Board of Supervisors of Roanoke County, Virginia, as follows: That the certain section of the agenda of the Board of Supervisors for November 8, 2016, designated as Item I - Consent Agenda be, and hereby is, approved and concurred in as to each item separately set forth in said section designated Items 1 through 2 inclusive, as follows: 1. Approval of minutes – October 11, 2016 2. Status Report (Regional Pre-Disaster Mitigation Plan) IN RE: REPORTS AND INQUIRIES OF BOARD MEMBERS Supervisor Hooker commented she would like to say something very briefly. This past week or so, Roanoke County schools held many mock elections where we are teaching our students and they are practicing their right to vote and participate in our democracy. Today is great day where we had that right and privilege to exercise our right to vote and just wanted to encourage all of our citizens to participate in that and tomorrow we will all come together as one nation again. Supervisor Bedrosian stated he had just a few items. He noted if you are watching this right now you are not out there voting or have already, he would urge everybody to go out and vote. He loves election time each year because it forces us as a nation, no matter what it is, it could be a local election, State, National. It focuses us on do we want to stay here or do we want something to change. He thinks it is a wonderful system that we have. America is blessed; we are self-governing, which is wonderful. We can elect the people we want to represent us and he just thinks it is a great opportunity. Please go out and vote; however you want to vote. Go out and vote. As people do vote, we vote on specific issues a lot, whether we like the way the nation is going, this way or that way. One of the issues for him is the issue of life. It is very, very important because that is the essence of everything and he strongly continues to urge United Way who, in our area, is only one of 5% of the United Ways in the nation that supports Planned Parenthood. He strongly urges United Way to continue the good things it does, but remove itself from funding Planned Parenthood; that is such a contentious issue and the reason he brings it up a lot is because we as a County support United Way. So, he would like to influence United Way to do the right thing. He knows a lot of people feel the same way. Finally, every year he does this, he gives some money back to Roanoke County. This is a big issue for him. When he started back in 2014, his first year on the Board after being voted in during 2013; there was a salary increase for everybody in Roanoke County and then the Board voted ourselves a salary increase and he always felt that was wrong; it was not the right thing to do. We November 8, 2016 468 should never be voting for our own salary increases. We always say we are employed by the citizens of Roanoke County and yet as an employee of the citizens of Roanoke County, we give ourselves raises. He has never understood that; he cannot do that for the company he works for. The company has to think that he does a good job enough to give him a raise. So, the Board did the increase the first year and the next year voted against it and the third year we did not bring it up, which he thinks is the right thing to do. He has asked that the County consider putting it on a referendum and let the people vote. The people are generous and the people will do the right thing. They know the work that the Board does and they know it is a job, so he thinks they would respond favorably and think that the Board has done a good job. So, $341.67 was the raise for that first year and every year since it stays every year, so he just gives it back every year and would like to present his check to the County. He does not think he can designate where he wants it to go or he would designate it to go against the debt of Roanoke County, but he will leave it to the County to do the right thing with it. Supervisor Peters stated lastly as he finishes out most all of our Board meetings, he would like to thank all of our employees for everything they do. As he said last Thursday, without them we would have very little to talk about. With that said, he expressed his hope that everyone would go out and vote if they have not already done so. IN RE: WORK SESSIONS 1. Work session to review with the Board of Supervisors the County's Capital Improvement Program including fiscal year 2018-2027 project requests (Christopher Bever, Director of Management and Budget; Rebecca Owens, Director of Finance) In attendance for this work session was Christopher Bever, Director of Management and Budget; Rebecca Owens, Director of Finance; Thomas C. Gates, County Administrator; Rob Light, Director of General Services; Steve Simon, Chief of Fire and Rescue. Mr. Gates gave a brief overview and turned the presentation over to Mr. Bever who provided a PowerPoint presentation. Audio recording of this meeting is on file in the office of the Clerk to the Board of Supervisors. Supervisor McNamara commented that the substations need to be competitively bid; he was advised that is currently done. Supervisor Peters inquired as to what was being done with Mason’s Cove with Mr. Light responding the project is currently in design, allows for enough bunk space, rest room and email. They will upgrade the kitchen and the sewer line that leaks that will be fixed. Supervisor Peters then asked if the Hanging Rock station replace the Glen Cove station with Chief Simon advising the Hanging Rock station has been taken off the CIP. He noted further the renovations are long overdue. November 8, 2016 469 Supervisor McNamara stated on page 12, staff will need to modify the chart and put Supervisor input from the left to right with arrows going down because the Board is going to have some discussion on this, formally or informally, and that discussion is not going to start the third week in January. Mr. Bever responded he understood. Supervisor McNamara then asked about things like CPMT, jail expenses, which are two that come to mind that potentially will have some revenue savings, one that could have revenue outflow. When will be start looking at those types of things. Mr. Bever responded staff is currently in the process of just kicking off the budget submission process with departments so budget will receive the information back in during December. Those are issues they are already aware of and we are starting to have internal conversation. Those things and a number of other budget issues are going to have to be prioritized. If there are things the Board would like to discuss, like a memo on or more information on we can add it to the list and start churning out memos and getting the Board information however they want. He added they were two issues they are aware of along with a number of things, but right now we are just getting into the first steps of developing the operating budget.
