The Board of Supervisors of Roanoke County, Virginia met this day atthe
Roanoke County Administration Center, this being the fourth Tuesday and the second
regularly scheduled meeting of the month of November 2016. Audio and video
recordings of this meeting will be held on file for a minimum of five (5) years in the office
of the Clerk to the Board of Supervisors.
IN RE: OPENING CEREMONIES
Before the meeting was called to order an invocation was given by
Reverend Loren T. Mitchell of Covenant Presbyterian Church. The Pledge of
Allegiance was recited by all present.
IN RE: CALL TO ORDER
Chairman Peters called the meeting to order at 3:03 p.m. The roll call was
taken.

IN RE: NEW BUSINESS
1. Request to accept audited financial results for the fiscal year
ended June 30, 2016 (Rebecca Owens, Director of Finance)

Ms. Owens outlined the results and introduced Donald Deeds, Audit
Manager withCherry Bekaert. There was no discussion.

On motion of Supervisor Peters to accept the audited financial results, seconded
by Supervisor Assaid and carried by the following recorded vote:
AYES: Supervisors Assaid, Bedrosian, Hooker, McNamara, Peters
NAYS: None
IN RE: REQUEST FOR PUBLIC HEARINGS AND FIRST READING OF
REZONING ORDINANCES - CONSENT AGENDA
1. The petition of TAS Design, Inc. to rezone approximately 1.49
acres to amend a proffered condition on property zoned C-1C,
Low Intensity Commercial, District with condition and to obtain a
special use permit to allow a multi-family residential use greater
than 50% of the gross floor area on site, located at 2602
Washington Avenue, Vinton Magisterial District
There was no discussion.Supervisor Peters’ motion to approve first
reading and set the second reading and public hearing for December 20, 2016, was
seconded by Supervisor Hooker and approved by the following vote:
AYES: Supervisor Assaid, Bedrosian, Hooker, McNamara, Peters
NAYS: None
IN RE: PUBLIC HEARING AND SECOND READING OF ORDINANCES
1. The petition of Valley Management Co., Inc. and Friendship Health
and Rehab Center South, Inc.: to rezone approximately 2.93 acres
from R-1, Low Density Residential, District, C-1, Low Intensity
Commercial, District, and C-1C, Low Intensity Commercial,
District with conditions to C-2, High Intensity Commercial,
District, remove proffered conditions, and obtain a special use
permit for a nursing home and life care facility; and to rezone
approximately 10.15 acres to amend a proffered condition and
amend special use permit conditions on property zoned C-2CS,
High Intensity Commercial, District with conditions and special
use permit. The amended conditions deal with conformance to
the concept plan and architectural renderings, and screening and
buffering requirements. The properties are located at or near
5647, 5665, and 5669 Starkey Road, Cave Spring Magisterial
District (POSTPONED AT THE REQUEST OF THE PETITIONER
UNTIL JANUARY 2017)

RESOLUTION 112216-2 APPROVING AND CONCURRING IN
CERTAIN ITEMS SET FORTH ON THE BOARD OF
SUPERVISORS AGENDA FOR THIS DATE DESIGNATED AS
ITEM J- CONSENT AGENDA
BE IT RESOLVED by the Board of Supervisors of Roanoke County, Virginia, as
follows:
That the certain section of the agenda of the Board of Supervisors for November
22, 2016, designated as Item J - Consent Agenda be, and hereby is, approved and
concurred in as to each item separately set forth in said section designated Items 1
through 3 inclusive, as follows:
1. Approval of minutes – October 25, 2016
2. Confirmation of appointment to the Blue Ridge Behavioral Healthcare Board
of Directors; Budget and Fiscal Affairs Committee (BFAC) (District)
3. Request to amend the budget development calendar for fiscal year 2017-
2018
On motion of Supervisor Peters to adopt the resolution, seconded by Supervisor
McNamara and carried by the following recorded vote:

IN RE: CITIZENS’ COMMENTS AND COMMUNICATIONS
Mr. Timothy Meadows of 2741 Highland Road stated his comments would
be related to the Police Department’s Collision Reporting Center (CRC). First of all,
why have the tow operators not been involved; no involvement to the last hour. Why
are they saying this will not affect towers when they are already training dispatchers
how to handle the situation on getting the cars towed to the CRC? Why did they say it
would only cost $25 to the customer for a car being towed to the CRC, it is just
ridiculous. They are talking about phase 1 all the time and what is phase 2? When are
we going to know what phase 2 is? The biggest thing is how is it allowed for a police
officer to force someone that has been in an accident to where they have to take their
car that is a third party. It is just unfair to the general public. No police officer should be
doing this, and it is already happening, multiple cases the public. We are already
paying police tax dollars to go out to this accident and he tells the customer, “Tell you

what, I won’t write you a ticket if you will go to the CRC.” How wrong is that to
taxpayers; that is big? Why are we allowing the Police Department to not write tickets?
Nobody wants a ticket; he knows that because he does not want a ticket, but he knows
if he is in a wreck it is going to happen. This is how the Police Department makes their
money. Now we are deferring the money that the taxpayers are supposed to be paying
to the Court System; no ticket, no court. Another thing, how much has the County spent
in the last twenty years on cleaning up the roads after an accident. He would say none,
if at all. We, the tow operators, take all the capital for the County in cleaning the roads
up. So, why should we be pushed aside here? One hundred percent of the towers he
has spoken to himself are one hundred percent against this. Ninety percent of the
general public that he has talked to is against this with ten percent being undecided.
We need some answers, we need some answers quick or one day there will be cars out
there and how are you going to get them off the road if there are no towers.

IN RE: REPORTS AND INQUIRIES OF BOARD MEMBERS
Supervisor McNamara stated it was a short meeting today, but he thinks it
is a good idea that we have a meeting because if we don’t have a meeting and
somebody wanted to get rezonings and wanted to be timely about them, we need to
have meetings. So, even if there was not a lot of business today, at least the
opportunity existed. He would like to congratulate David Wray, the GIS Manager of the
Roanoke County Communications Technology Department. They received an
achievement award a couple of weeks ago for developing a neighborhood concerns

zoning code enforcement application. It is essentially very easy to log a complaint and
in real time the inspectors with Ipads can enter the response. It is available. It is very
innovative; it hits all the right buttons. It saves money, improves customer service. It
probably makes their job a little easier as well. So, he commends them for that.
Secondly, he has received a tremendous amount of interest relative to the Rt. 419
corridor redevelopment and some misinformation as well. He stated that people who
have an interest should go to the Roanoke County website, www.roanokecountyva.gov
and there is a button that says, “Reimagine 419.” It will walk you through all the
different presentations and data that is out there. There is one thing that he would like
to caution. Roanoke County is a government and can facilitate business transactions to
the best of our ability, but we are not developers. So, we can talk about reimagining
419 and really stimulate the conversation and thought process around what 419 could
be, but the private developers are still the ones that would own up the money. We can
help with the structure, we can help with the change in zoning and there is a number of
things we can do to promote and make it easier for a private developer, but we are
facilitators, not the actual developers. We have a tremendous opportunity that we are
pursuing, but there are certain things that we can and cannot do. So, let’s stay involved
with it. If you are interested in it, please go look on the website. It is a great process,
but it takes the private sector working with us to actually achieve it.
Supervisor Bedrosian first thanked Mr. Meadows for coming and
speaking. He appreciates him sharing what he did today. Those of us up here are not
experts on all the happenings, so it is good to hear. Please don’t leave until after the
meeting, as he would like to exchange some information and find out more. He thinks
all of the Board is very interested in finding out what works and what does not work. He
added that we had talked about this for a while and never heard anything. It may be
that people did not know about, hear about it, but we are always willing to listen. Also,
would like to give his condolences. There was an accident last week, Wednesday night
or Thursday morning early in the Hollins area. A bicyclist was hit and was fatally struck.
Max Brook and worked at the Kroger that he goes to. It comes home to you that it can
just happen. Life can be taken away very quickly. We are still looking for the individual
who struck him; you never know what the circumstances were. Until we find out, he will
wait for more discussion on this. His condolences to the family. As always, he would
like to thank the United Way for all the good they do, but keep telling them that he
himself and a lot of the members of the Hollins area would like for them to stop giving
money to Planned Parenthood. As he always reminds people, our United Way is one of
only 5% in the country that gives money to Planned Parenthood, which is odd, we are in
a very pro-life area. He does not know why that happened. He appreciates United Way
for what they do that is good, but in the areas that he thinks they are doing the wrong
thing, he would like to let them know and there are a lot of people that feel that way.
Finally, this is his favorite time of the year, Thanksgiving. He loves eating and it brings
a lot of things together for him, not a whole lot of pressure like Christmas. It is relaxing
and he will have all of his children back home and he will enjoy his five children and

their friends. So, he is looking forward to it and would like to wish everyone a happy
Thanksgiving.
Supervisor Peters stated he did want to echo Mr. Bedrosian's comments
and thanked Mr. Meadows for his comments today. The CRC is something that he has
followed very closely once it was brought to his attention. We had discussed it as a
Board for nearly a year before any action was taken. It was publicized as all of our
meetings are and there were articles in the newspaper. It was put out there, but it
wasn't until we started getting some other information from the tow operators and how it
effects that whole business model. He was glad to hear the comments and he does
want to follow up with some of the comments made today. As Mr. Bedrosian said, it is a
time for Thanksgiving and we also as a community ought to reach out to friends down in
Chattanooga who lost several children in a bus accident yesterday. Remember them in
your prayers. But, also when thinking back to a time of Thanksgiving, we are thankful
for what we have. A couple of weeks ago, we celebrated our veterans and we also
need to remember our veterans because of them we are able to have what we have.
This is a great time of year; we all have a lot to be thankful for. Mr. McNamara brought
up the 419 study and he would like to say he is glad to see the involvement from our
citizens as we look to shape our community, whether it is on 419, the strategic plan or
Explore Park. It is very, very encouraging as a Board member to see our community
willing to be a part of what is going on in their backyard. With that said, again would like
to thank all employees for everything that they do; without them we would not get much
accomplished and wish everybody a happy Thanksgiving.
