Good afternoon and welcome to our meeting for January 10, 2017. Regular meetings
are held on the second and fourth Tuesday at 3:00 p.m. Public hearings are held at
7:00 p.m. on the fourth Tuesday of each month. Deviations from this schedule will be
announced. The meetings are broadcast live on RVTV, Channel 3, and will be
rebroadcast on Thursday at 7:00 p.m. and on Saturday at 4:00 p.m. Board of
www.RoanokeCountyVA.gov. Our meetings are now closed-captioned, so it is
important for everyone to speak directly into the microphones at the podium. Individuals
who require assistance or special arrangements to participate in or attend Board of

ISSUE:
Election of Chairman and Vice Chairman for 2017
BACKGROUND:
Each year at the annual organizational meeting of the Board of Supervisors, the Board
elects a Chairman and Vice-Chairman. Section 3.08 of the Roanoke County Charter
provides as follows:
Section 3.08. Chairman and Vice-Chairman. - The Board shall, at its first meeting in
January of each year, elect one of its number as Chairman, who shall preside at such
meeting and all other meetings during the term for which so elected, if present. The
Board also may elect a Vice-Chairman who shall, if so elected, preside at meetings in
the absence of the Chairman and may discharge any other duty of the chairman during
his absence or disability. The Chairman and Vice-Chairman shall preside for a term of
one (1) year. The Chairman and Vice-Chairman may succeed themselves in office. In
the case of the absence from any meeting of the Chairman and Vice-Chairman, the
members present shall choose one of their number as temporary Chairman. In addition
to the compensation provided members of the Board of Supervisors, the Board may by
ordinance fix an additional sum to be paid to the Chairman and Vice-Chairman, not to
exceed the limit established by general law, without regard to the maximum salary
limits.
Chairmen and vice-chairmen may be elected to serve for terms corresponding to their
terms as supervisors or may be elected for such other period as determined by the

governing body. If the board fails to designate a specific term of office for which a
chairman or vice-chairman is elected, it shall be presumed that such officers were
elected for a term of one (1) year, and shall serve until their successors have been
elected and qualify (see Sec. 15.2-1422 of the Code of Virginia). It has been the
custom of the Board of Supervisors of Roanoke County to elect these officers for terms
of one (1) year as provided in the Charter until the next organizational meeting.

RESOLUTION OF APPRECIATION TO P. JASON PETERS FOR HIS
SERVICE AS CHAIRMAN OF THE BOARD OF SUPERVISORS IN 2016
WHEREAS, P. Jason Peters served as Chairman of the Roanoke County Board of
Supervisors during 2016; and
WHEREAS, during Mr. Peters term as Chairman, the County achieved a variety of
accomplishments, including:
Sale of the 419 Library to Heritage Roanoke, LLC for the redevelopment of
the property into corporate offices for American Healthcare
Sale of the former Roland E, Cook School to Old School for the
redevelopment of the property into 16 loft apartments
Sale of the former William Byrd High School to Waukeshaw Development,
Inc. for the redevelopment of the property into 80 market rate apartments
Sale of the former Vinton Library for a full-service restaurant
Sale of Tanglewood Mall to Blackwater Resources
Acquisition of the 106 acre Woodhaven Road properties through the
Western Virginia Industrial Facilities Authority
Launching the Reimagine 419 Town Center Study and community visioning
process
-ever Community Strategic Plan
Completion of the Explore Park Master Plan
Expansion of the broadband network into Roanoke County, adding 25 miles
of open-access fiber to primary commercial corridors
New construction, renovation and expansion projects representing more
than $20 million in new investment, and the creation and retention of more
than 400 jobs
WHEREAS, Chairman Peters chose a positive approach to governing by
encouraging transparency and prompt responses to citizens; and
WHEREAS, Chairman Peters worked diligently throughout the year to represent the
citizens of Roanoke County by emphasizing sound financial strategies and practices and

promoting regional economic development and initiatives to benefit all the residents of the
Roanoke Valley.
NOW, THEREFORE, BE IT RESOLVED, that the Board of Supervisors of Roanoke
County, Virginia, does hereby extend its deepest appreciation to P. Jason Peters for his
service as Chairman during 2016 and for his belief in democracy and championing of
citizen participation in local government.

ISSUE:
Authorization to continue Roanoke County's participation as a partner in the Interstate
73 Coalition, LLC, and provide a 12 month extension of a contract for services.
BACKGROUND:
On June 1, 2015, Roanoke County jointly entered into a contract with the Counties of
Franklin and Henry and the Cities of Martinsville and Roanoke to advocate for funding in
support of construction of Interstate 73 in Virginia. The agreement among the
participating jurisdictions established the Interstate 73 Coalition LLC, and included the
hiring of a consultant to lobby for Federal and State legislative support for the I-73
project. Contract terms stipulated the agreement would expire on December 31, 2016,
if not otherwise renewed by those governing bodies party to the agreement.
DISCUSSION:
While some progress has been made in identifying potential sources of funding for I-73
construction, considerable work remains to ensure this regional economic development
effort receives funding consideration at both the State and Federal level. The prospect
of new federal investment in the nation's infrastructure in particular suggests continued
efforts to advocate for this project are prudent.

To date, the City of Martinsville, City of Roanoke, and Henry County have authorized
their continued participation in the I-73 Coalition and endorsed a 12 month extension of
the contract. Franklin County is expected to consider a similar contract extension on
January 17, 2016.
A project briefing by John Stirrup, Partner, Alcalde & Fay will be provided to the Board
of Supervisors prior to consideration of this action.
FISCAL IMPACT:
Roanoke County's proportional contribution to the I-73 coalition is $24,000 for the term
of the proposed contract extension.
STAFF RECOMMENDATION:
Staff recommends approval of the contract extension and the County's continued
participation in the I-73 Coalition.

ISSUE:
Appropriation of $921,970 in funds from various sources for the Plantation Road
Bicycle, Pedestrian and Streetscape Improvement Project
BACKGROUND:
On July 27, 2010, the Roanoke County Board of Supervisors created the Plantation
Road Project through an application for Virginia Department of Transportation (VDOT)
Revenue Sharing funds. Since that time, Roanoke County has made multiple
applications for Enhancement Funding from VDOT in grant applications that were
approved by the Board of Supervisors. In addition, the Roanoke Valley Transportation
Organization (RVTPO) has granted Regional Surface Transportation Program (RSTP)
funding for the project.
Roanoke County advertised the project for construction and received competitive bids
for the project on November 10, 2016. On January 3, 2017, the bids were approved by
VDOT and the project is now able to be awarded by Roanoke County. The award will
be made after the second reading of this ordinance.
Roanoke County will locally administer the Plantation Road Streetscape Improvement
Project. Since it will be locally administered, all funding for the project must be
appropriated by the Board of Supervisors even though 80% of the funding for the
project is reimbursed by the Commonwealth of Virginia or other parties.

Funds requiring appropriation for the project include:
$276,289 in Revenue Sharing funds transferred to the project from the cancelled Sugar
Loaf Mountain guardrail project (project cancelled in 2012 due to the inability to acquire
sufficient right of way);
$400,000 in Road Surface Transportation Plan (RSTP) funds provided through the
Roanoke Valley Transportation Planning Organization (RVTPO) as part of the Fiscal
Year 2017-2022 RSTP Six-Year Financial Plan (copies of the RVTPO resolution and
approved financial plan attached);
$41,029 in Revenue Sharing funds transferred to the Plantation Road Project from the
cancelled Fort Lewis Church drainage project (VDOT corrected drainage problem
through its maintenance program);
$204,652 in funding from the Western Virginia Water Authority for project expenses
related to the relocation and improvement of a number of Western Virginia Water
Authority (WVWA) water and sewer infrastructure.
DISCUSSION:
Nearly all highway construction projects that occur in Roanoke County are administered
by VDOT. When VDOT administers a project, the only appropriations that must be
made by Roanoke County are for local funding matches required by Revenue Sharing,
Enhancement Grants, or similar financial programs. The Plantation Road Streetscape
project is locally administered requiring all project appropriations to be authorized by the
Board of Supervisors.
FISCAL IMPACT:
None. Approval of this action will appropriate funds provided by VDOT and the WVWA
for construction of the Plantation Road Project.
STAFF RECOMMENDATION:
Staff recommends approval of the first reading of this ordinance and scheduling the
second reading of the ordinance for January 24, 2017.

ORDINANCE ACCEPTING AND APPROPRIATING FUNDS IN THE
AMOUNT OF $921,970 FOR PLANTATION ROAD BICYCLE,
PEDESTRIANAND STREETSCAPE IMPROVEMENT PROJECT
WHEREAS,theRoanoke Valley Transportation Planning Organization (RVTPO)
developed the Fiscal Year 2017-2022 Regional Surface Transportation Plan (RSTP)Six-
Year Financial Plan. The Fiscal Year 2017-2022 plan included additional funds that were
not originally programmed in the current financial plan, but could be used to accelerate
current projects, or fund deficits; and
WHEREAS, in reviewing the construction bid estimates for the Plantation Road
Project, the available funds were approximately $380,000 short of the required amount.
An additional $400,000 was requested and added to the project; and
WHEREAS, on August 25,2016, the RVTPO endorsed the Fiscal Year 2017-2022
RSTP Six-Year FinancialPlan. The plan included an additional $400,000 forthe
Plantation Road Project with the allocation of the additional$400,000 being scheduled
for fiscal year 2017 to be accepted and appropriated by Roanoke County; and
WHEREAS, fundsin the amount of $317,318 from the Virginia Department of
Transportation (VDOT) Revenue Sharing Program have been identified from two
cancelled projects (Sugar Loaf Mountain Road guardrail project and Fort Lewis Church
Road drainage project)to be used in the Plantation Road Project,which must be accepted
and appropriated;and

WHEREAS, the County is participating in the improvement of a section of highway
designated as Plantation Road, Bicycle, Pedestrianand Streetscape Improvements
Project, which will necessitate changes to the Authority’s water and sewer facilities. The
estimated cost is $204,652 and the Authority will reimburse the County for cost incurred
for this facility bettermentand such funds must be accepted and appropriated by Roanoke
County; and
WHEREAS, the total of the above referenced funds equal $921,970; and

BACKGROUND:
In May 2015, the Board of Supervisors approved the Intergovernmental Agreement for
Franklin County to join the City and County of Roanoke radio system. As part of this
agreement, Franklin County will need access to the County owned radio site located at
Crowell’s Gap.
DISCUSSION:
This access will allow Franklin County an entry point to the radio system prime site, use
of the microwave backbone, and use of the tower facilities as a transceiver site for their
radio system. Franklin County has also requested the services of our logging recorder
for their new radio system. Connecting these two systems will have many benefits, one
of which will beinteroperability between the municipalities. This system addition will
expand regional radio coverage from 260 square miles to an estimated 950 square mile
area. This will allow each locality seamless uninterrupted communications within both
radio system areas.

ISSUE:
An ordinance to resolve a conflict between the Code of Virginia and the Code of
Roanoke County regarding how often Roanoke County may require tax exempt entities
to reestablish their tax exempt status, and for which categories of property such re-
establishment is required. This proposed ordinance updates the Code of Roanoke
County so that it is consistent with the Code of Virginia.
BACKGROUND:
Section 58.1-3605 of the Code of Virginia, which was last updated in 1995, authorizes a
locality to adopt an ordinance requiring tax exempt entities to file applications,
triennially, to reestablish their eligibility for tax exempt status for real and personal
property.
Chapter 21, Article III, Section 21-39 of the Code of Roanoke County, which was
enacted in 1983, requires tax exempt entities to file applications, biennially, to
reestablish their eligibility for tax exempt status for real property. Further, the County
Code presently does not require tax exempt entities to reestablish tax exempt status for
personal property.

The proposed ordinance updates the Code of Roanoke County, so that it is consistent
with the Code of Virginia. Tax exempt entities will be required to file with the
Commissioner of Revenue, triennially, applications to retain tax exempt status of real

shall, file triennially an application with the commissioner of revenue as a
requirement for retention of the exempt status of the property. commencing for
the two-year period, January, 1984December, 1985, and each biennial period
thereafter, reestablish entitlement to continued exempt status.
(b) Each person, firm, corporation or other legal entity subject to subsection (a)
above shall may be given sixty (60) days' written notice, by the office of the
commissioner of the revenue, of the requirement to reestablish exempt status,
and thereafter shall file an application, for each separate piece or parcel of real
estate claimed to be exempt, file a separate application, on a form obtained
from the office of the commissioner of the revenue, listing each piece or parcel
of real estate claimed to be exempt. Such application shall contain, among
other information, the exact legal name of the owner of such property and the
precise usage of the pieces or parcels of real estate claimed to be exempt. The

year immediately preceding the biennial triennial period for which such
exemption is sought to be reestablished.
(c) Any person, firm, corporation or other legal entity failing to comply with all and

reestablishment does not occur as herein provided.

WHEREAS, Victoria A. Webb was employed by Roanoke County on June 11, 1973;

WHEREAS, Ms. Webb will retire on January 1, 2017, after forty-three years and
seven months of devoted, faithful and expert service to Roanoke County; and
WHEREAS, during Ms. Webb tenure with the County, which began with the
School Board, then moved to the then Data Processing Department as County staff. Over
the course of her distinguished career she has served as a Key Punch Operator,
Computer Operator, Computer Operations Supervisor, and Security Specialist with
professionalism and dedication in providing services to the citizens of Roanoke County;
and
WHEREAS, during Ms. Webbs time with Roanoke County she served in two major
areas in Information Technology - Computer Operations and User Security. Managing
both a daylight and evening shift, she supervised the efficient processing of all printing of
products for the critical business systems such as staff payrolls, and citizen Personal
Property and Real Estate tax statements. Serving as the System Administrator for the
County mainframe computer she was responsible for all data backup and recovery. As
technology advanced she was instrumental in the establishment of the County Technical
Contact Program,
additional staff on a traditional Help Desk. She managed the work order system
for tracking computer issues and assets, providing positive control on approximately a
million dollars in assets. Ms. Webb was key to the successful migration of the legacy
mainframe to client-server computing. As Security Specialist she
implemented the County's first security awareness program, critical to the prevention of
cyberattacks. She also established processes, policies and guidelines to improve
efficiencies and enhance many of the County's security processes.
WHEREAS, NOW, THEREFORE, BE IT RESOLVED that the Board of Supervisors

Spikes K9 Fund is a 501c(3) organization founded by James Hatch, a retired military K9
handler, to support the training, care, and preservation of working dogs. The Fund has
provided support to over 200 working dogs around the United States.

ballistic body armor and safety equipment for police working dogs. It has donated vests
to over 50 police K9s.

ISSUE:
Request to accept and allocate grant funds in the amount of $5,000 from the Virginia
Commission for the Arts (VCA) for the Local Government Challenge Grant.
BACKGROUND:
The Local Government Challenge Grant program was developed by the VCA to
encourage local governments to support the arts. The VCA will match up to $5,000 of
any donation the County makes to qualified art organizations in the Roanoke Valley.
The County of Roanoke has been a recipient of this grant since 2001. This allocationof
$5,000 is for the fiscal year 2016-2017 award period.
DISCUSSION:
The organizations identified as meeting the qualifications for the award in fiscal year
2016-2017 include: the O. Winston Link Museum (History Museum and Historical
Society of Western Virginia), Mill Mountain Theater, and the Roanoke Symphony
Orchestra. The table below shows the budgeted County contribution and VCA grant
award amount for fiscal year 2016-2017.

The required County match was appropriated by the Board of Supervisors as part of the
adoption of the fiscal year 2016-2017 annual budget ordinance. County funds are
released to organizations upon their request for the appropriated funds and their
submission of an annual audit or financial statement. VCA grants funds will be released
to the organizations once the required information for distribution of County funds has
been received.
FISCAL IMPACT:
The required County match for the awards was included as part of the fiscal year 2016-
2017 annual budget ordinance approved by the Board of Supervisors. There is no
additional fiscal impact to the County with the appropriation of these awards from the
VCA.
STAFF RECOMMENDATION:
Staff recommends accepting and allocating grant funds in the amount of $5,000 from
the Virginia Commission for the Arts (VCA) for the Local Government Challenge Grant.

ISSUE:
Correction of terms of appointment for Richard Caywood and Jill Loope
BACKGROUND:
On February 23, 2016, the Board confirmed the reappointment of Jill Loope and Richard
Caywood to an additional two-year term to expire February 4, 2018. Since that time,
staff has been advised by the Authority that the terms should have been for four years
to expire in 2020.
DISCUSSION:
Confirmation of the terms of these appointments have been placed on the Consent
Agenda.
FISCAL IMPACT:
There is no fiscal impact associated with this agenda item.
STAFF RECOMMENDATION:
Staff recommends the correction of the appointment terms for Jill Loope and Richard
Caywood to expire February 4, 2020.

BACKGROUND:
Donald T. Butzer has resigned his appointment to the Planning Commission effective
January 4, 2017.
DISCUSSION:
Supervisor Martha Hooker has recommended the appointment of Troy Henderson to
complete the term vacated by Mr. Butzer. This appointment expires June 30, 2020.
FISCAL IMPACT:
There is no fiscal impact associated with this appointment.
STAFF RECOMMENDATION:
Staff recommends confirmation of the appointment of Mr. Henderson to fill the
unexpired term.
