Gates County Administrator ISSUE: written policy for participation in meetings through electronic Policy allowing Board members to participate in Board meetings by electronic communication BACKGROUND: The 2014 session of the Virginia General Assembly amended Section 2.2-3708.1 of the Code of Virginia to provide for meetings of public bodies by electronic communications when members have emergencies or personal matters preventing attendance. DISCUSSION: This resolution would adopt a written policy of the Board of Supervisors allowing for and governing participation, including an approval process for such participation of its members by electronic communication means. The Board is not required to permit remote meeting participation by its members, however, if the Board wishes to do so, it must adopt a written policy allowing for such participation. Once the public body adopts its written policy, the policy must be strictly and uniformly applied, without exception, to its entire membership and without regard to the identity of the member requesting remote participation or the matters that will be considered or Page 1 of 2 voted on at the meeting. The proposed policy includes certain limitations and restrictions on remote electronic participation. FISCAL IMPACT: There is no fiscal impact associated with this agenda item. STAFF RECOMMENDATION: It is recommended that the Board consider the adoption of the attached resolution to ensure maximum participation in meetings. Page 2 of 2 AT A REGULAR MEETING OF THE BOARD OF SUPERVISORS OF ROANOKE COUNTY, VIRGINIA, HELD AT THE ROANOKE COUNTY ADMINISTRATION CENTER ON TUESDAY, JUNE 6, 2017 RESOLUTION ESTABLISHING A WRITTEN POLICY FOR PARTICIPATION IN BOARD OF SUPERVISOR MEETINGS THROUGH ELECTRONIC COMMUNICATION WHEREAS, Virginia Code § 2.2-3708 allows members of local governing bodies to participate in a meeting through electronic communication means from a remote location in certain situations; and WHEREAS, a written policy must be established for such participation. NOW, THEREFORE, BE IT RESOLVED by the Board of Supervisors of Roanoke County, as follows: That the following policy is established for Board members' remote electronic participation in Board of Supervisor meetings: 1. On or before the day of a meeting, the member shall notify the Chairman that the member is unable to attend the meeting due to an emergency or a personal matter. The member must identify with specificity the nature of the emergency or personal matter. A member may also notify the Chairman that the member is unable to attend a meeting due to a temporary or permanent disability or other medical condition that prevents the member's physical attendance. 2. A quorum of the Board must be physically assembled at the primary or central meeting location. The Board members present must approve the participation; however, the decision shall be based solely on the criteria in Page 1 of 2 this resolution, without regard to the identity of the member or matters that will be considered or voted on during the meeting. The Clerk or Deputy Clerk shall record in the Board's minutes the specific nature of the emergency, personal matter or disability and the remote location from which the absent member participated. If the absent member's remote participation is disapproved because such participation would violate this policy, such disapproval shall be recorded in the Board's minutes. 3. Participation by the absent member shall be limited in each calendar year to two (2) meetings or 25 percent (25%) of the meetings of the Board, whichever is fewer. 4. The Board shall make arrangements for the voice of the absent member to be heard by all persons in attendance at the meeting location. Page 2 of 2 ACTION NO. ITEM NO. The link to the draft plan with pages you reference doesn't work. first time i have heard of this Outside of Roanoke input was not collected. I temporarily live in the Richmond area but will be returning to Roanoke soon. I haven't been in town for the opportunity to attend. I had to work during the first two meetings, I would have liked to have been a part of the concept. I was never made aware of any opportunities for comment. I've lived and shopped all around Roanoke most of my life. I commend this group for coming together and creating a plan to make this area better for all concerned. My question isn't anything to do with the confines of this project but with VDOTs long range plans on roads servicing the Roanoke Valley we can bottle neck people into wanting to live and shop here.All the various communities need to work together with coming up with a better system of roads for future needs . Roanokes base has desolved with railroading which means it must improve all the arteries which provide transport of goods, services, people, to create a system of smooth and less effort traveling through the area. Rt. 24,221,460,220 on both ends of Roanoke need enourmous improvements to face the better half of this century we are in.Better on and off ramps everything . Our roads are in trouble here ad so is the future of the Roanoke Valley. Look to the major road projects for answers and yes it will cost big money. Every other robust community in America is making it happen with there roads .This little project is only a drop in the bucket to what needs to happen here in Roanoke my advise is to leave room all over for future road projects to tie into this one without doing a full reconstruction. The road with the majority of travel governs it -allow for the future of these coming changes we have not even heard about yet .You may find yourself getting cut off if you don't. carry on. After bringing up having to be ADA compinet, they did start including this in the plan I was disappointed that they didn't already have this in the plan at the beginning. Waste of money. Develop the existing area without gutting it and making a bunch of things we don't need or want. Apartments? Why? There are apartments all around the Tanglewood area now with vacancies. Tanglewood Mall currently provides an alternative shopping center for people on this side of town. The plan reduces that resource to busy families and forces residents to seek brick and mortar stores further away. The planned housing is too high density and there is very little planned parking, and the parking per number of housing is too little. Busy people don't have time to walk from home to the few shops that will be available; the shopping will be limited to those who occupy the high density housing. The plan reflects design elements to comply with the UN driven global initiatives to reduce the use of vehicles to be replaced with walking and biking. The high density of planned housing will increase traffic, just when the roundabouts on Colonial will push traffic to Franklin and Brambleton, creating more congestion for routes into downtown. This is very poorly designed and lacks a big picture view, as well as a plan designed to serve current residents of the Roanoke Valley. Very myopic in design. This is not a government responsibility , Roanoke Co. shall stay out of private sector development . This is not the purpose of Co. government. Don't have a way to go there, Valley Metro bus doesn't come near my apartment. Where are all of these new residents going to work? At the restaurants? Concerned about traffic congestion and lack of signals. have been anticipating a development in this area for sometime, especially after multiple businesses have tried to find their home in the Tanglewood area, but unable to find stable ground. Also, the plans for Lewis Gale's new medical building at the intersection with Ogden Road will also compliment the new design. Shopping areas like this in my previous home cities have always had such a great atmosphere and bring so much life to these areas. I almost can't imagine the Tanglewood area feeling and looking like this, but I'm so excited to watch it happen. Building construction matters. Don't cheap out on materials. This town center needs to be as appealing in 50 years as it is when it's built. Vary the architecture, and don't just rely on developers to design all the buildings. Add some historically accurate reproductions to the mix and maybe even some true modernist buildings. I'm picturing Frank Gerhy and Zaha Hadid style, not what I call developer -modern. In the end, I hope this feels like a true town center, with architectural diversity and lasting designs, not a cheap -and - quick outdoor mall. It is unclear how Starkey and the Forum area will connect. Will there be safe walking areas to cross over to the Old Country Plaza area? There are many positive items in this vision. Is it practical? Only time will tell. Redoing Tanglewood Mall should be the first step. The success of that area will tell you if this will work. I do have real concerns about so much mixed housing here. That type housing I believe will go up and down in popularity and long term could be setting this area up for failure. Dear Mr. Thompson and Ms. Loope: Overtime, governments influenced by lobbyists have developed a circular dynamic in which the state increases transportation capacity, after which municipalities encourage land development that exhausts that capacity, creating a need for the state to build again. This makes a lot of money for the real estate and construction industries. There are political fights over whether that circle should be broken or widened. The Roy L. Webber Expressway (US 220) terminates at the edge of the study area, pouring its traffic onto Franklin Road (US 220) and Electric Road (VA 419). As more people move to the communities southwest of Roanoke city, traffic increases on the expressway and on Electric Road. That trend is unlikely to change unless mass transit is provided that will take people between nodes of activity in Roanoke and distribution points within practical walking distance of their homes. The large lots being developed, the terrain, and a lack of walkways make that unlikely. So we can expect traffic to increase on Electric Road in the future. Nothing done within the study area is likely to cap through traffic on Electric Road much less reduce it. (I have been rear-ended twice since 1995 in close proximity to the Firestone building, so I speak from experience.) How can traffic be accommodated? Unless an alternative route is provided, I expect that it will become necessary to eliminate the current intersections on Electric Road. Grade separation seems feasible at two signalized intersections to the southeast where local streets rise from Franklin Road (US 220). It may also be possible to lift Starkey Road, Ogden Road, and Bernard Drive above Electric Road. Elimination of the commercial driveways along Electric Road must also be considered. U-turns have been prohibited on Electric Road. If I drive from one store to another, I might have to travel several miles to reach the first median break in the city and come back. In doing so, I create more traffic on Electric Road. Yet the thought of crossing the road on foot is daunting. Do businesses even allow their parking lots to be used by customers who visit several other stores? The proposal to eliminate the cloverleaf ramp from Electric Road (VA 419) to the Roy L. Webber Expressway (US 220) is ludicrous. A "diverging diamond" interchange would block that traffic with a signalized intersection, increasing traffic congestion on Electric Road. At that signalized intersection, that heavy traffic vector would be brought into conflict with the heavy traffic exiting Franklin Road (US 220) to turn left on Electric Road (VA 419). It would make things more difficult all around. What can possibly be gained by destroying a valuable public resource like this entrance ramp? The entrance ramp to southbound Franklin Road has a sign prohibiting pedestrians and bicycles. The sign comes into view after one enters the ramp, so it looks like a trap to catch bicycles. The ramp ends on a commercial surface road, so why are bicycles prevented from using it? It is an obstacle that discourages people from traveling under their own power. To encourage bicycle use, why limit showers to office staff? Cyclists commuting to retail work or traveling to restaurants and entertainment sweat, too. There is a bottleneck leaving Tanglewood Mall. Has there been consideration of providing another exit, near Kroger, merging with the exit ramp of the expressway? The interior of Tanglewood Mall is inconvenient to reach because it has only two direct entrances from the parking lot. Replacing two or three vacant stores with exterior doors would make the center of the mall more accessible, more popular with shoppers, more lucrative, and more valuable. (My impression from reading Wikipedia is that decades of mismanagement have been a hindrance.) Perhaps a food court would help. Breaking the building up would force people to trudge across snowy asphalt to get between stores; more shoppers would be lost to Valley View. By the way, I suspect Raleigh Court residents find the convoluted road network a hindrance in traveling to and from Tanglewood. Leaving Tanglewood to reach to Raleigh Court, two miles away, a driver must either go clear around Towers Shopping Center or run a gauntlet of traffic lights through Cave Spring, four miles either way. The residents of several residential streets must brave the traffic on Electric Road every time they go out, because the development of Hidden Hills has not provided them another route. Has class bias kept these neighborhoods from being integreated into a continuous fabric? It would not be the first time. For safety of residents and responders, another access route is needed. To insure that emergency vehicles are never blocked, is there any possibility of providing a second access point to the apartment complex off Bernard Drive, near the railroad? The right turn from Ogden Road to Food Lion is confusing. It looks like a public road. It needs adequate marking to indicate that it is not the right turn to Starkey Road. Part of South Peak Road seems to be wasted pavement, circling around a building without much vertical climb. I wonder why the development rights were not transferred to a more suitable location. Someday, this hillside will be abandoned and returned to forest, and it cannot happen too soon. This corridor seems averse to mass transit. I often see Roanoke County school buses in Roanoke city. Yet Roanoke city transit buses turn around soon after entering Roanoke County. If a bus is needed, extend the existing route in both directions: to Cave Spring at one end and to Williamson Road at the other. I question whether residential development on the site of the Carmike Cinemas would be safe, healthy, or pleasant. On nice days, people like to open their windows. I doubt they want to hear traffic or smell coal and exhaust fumes. It takes thick walls and constant air conditioning to filter those out. I am familiar with Madison Square as a city park on Madison Avenue in Manhattan. The name has also been retained by the Madison Square Garden arena as it has moved from its original location in Madison Square. What it has to do with the Roanoke Valley is beyond me. James and Dolley Madison lived quite a distance away. I have not had much opportunity to see the draft report. It overwhelmed the browsers in my computer and at Roanoke College. I finally obtained a copy today. A lot of it seems farfetched. Even if people wanted to turn Tanglewood into Tysons Corner, I doubt I would ever live to see it. Within that report, I cannot attach much significance to the numbers of people who live within ten minutes of a shopping mall. Many shoppers will drive 15 minutes, 20 minutes, or more. During Advent, it can take a few minutes to park at Valley View, and people are willing to do it. On the survey, the right edge of the box on question 11 was truncated at the "disagree" circle.
