Caywood, Assistant County Administrator BACKGROUND: In September of 2014, Mountain Valley Pipeline, LLC announced their intention to construct a 300 -mile natural gas pipeline through portions of Virginia, including Roanoke County. In response to this announcement, Roanoke County established a Roanoke County Pipeline Advisory Committee to facilitate public communication and information regarding this project. Mr. Caywood was designated as the point of contact for the project and was designated to serve as staff liaison to the appointed Committee. The VLGMA Marcia Mashaw Outstanding Assistant Award is an award for a VLGMA member who has demonstrated outstanding performances, particularly with a special project. Mr. Caywood's efforts to inform and educate citizens on matters related to the Mountain Valley Pipeline have been exemplary. Through diligence and considerable effort, Mr. Caywood has become an expert in the role local governments' play in the Federal Energy Regulatory Commission (FERC) process. His expertise is recognized not only by the Pipeline Advisory Committee, but also by surrounding jurisdictions, which rely on Mr. Caywood's advice and guidance for their own engagement on matters related to the Mountain Valley Pipeline. Gates County Administrator ISSUE: Recognition of the receipt of a statewide award from the Virginia Chapter of the American Planning Association for the Roanoke County Community Strategic Plan BACKGROUND: Roanoke County was awarded the 2017 Virginian Award for Implementation and Planning by the Virginia Chapter of the American Planning Association at their annual meeting on July 18 for creating and implementing the Roanoke County Community Strategic Plan. An inclusive planning process of nine (9) months resulted in the Community Strategic Plan's adoption by the Board of Supervisors in August of 2016. This award shows the importance of open citizen engagement and community collaboration in helping to shape the future direction of the County. As over 60 staff members, the Board of Supervisors and nearly 900 community partners were involved in the development of the plan, this recognition gives the Board of Supervisors and Administration the opportunity to thank all involved, and celebrate the spirit of cooperation that has enabled the Community Strategic Plan to be the successful community planning document that it is. Gates County Administrator Introduction of Budget and Fiscal Affairs Committee (BFAC) members to the Board of Supervisors. BACKGROUND: The Board of Supervisors established the County of Roanoke Budget and Fiscal Affairs Committee (BFAC) by resolution on December 8, 2015, to serve in an advisory capacity to the Board of Supervisors and County staff on County financial and budget matters. The approved BFAC Charter is included as Attachment A. The BFAC Charter established the size of the committee at eleven members with each Board of Supervisors having an appointment, five members appointed by the Board of Supervisors jointly, and one ex -officio appointment representing County Administration. To date, six of the eleven membership positions have been filled. Current members include: Mr. Harvey D. Brookings, Jr. Vice President, National Bank; Mr. Jason DeVries Director of Client Relations, Eaton Financial; Page 1 of 2 Mr. Sam English Founder & Chief Executive Officer, Attention Point; Ms. Sherry D. Lawrence Chief Financial Officer, Poe & Cronk Real Estate Group, Inc.; Mr. Mike Leigh President, OpX Solutions; and Mr. Christopher R. Bever Director, Management and Budget, County of Roanoke. Additionally, Department of Finance and Office of Management and Budget staff also serve as resources to BFAC as needed. BFAC has been meeting monthly to learn the County's budget and fiscal policies and processes. Committee members are developing a work plan for the next nine to twelve months in order to provide comment in an advisory role to the Board of Supervisors on budget and fiscal related matters. DISCUSSION: This time has been scheduled to introduce BFAC members to the Board of Supervisors. Mr. Harvey Brookings will address the Board of Supervisors as the representative from BFAC, introduce committee members in attendance, and briefly discuss BFAC initiatives planned for the next nine to twelve months. FISCAL IMPACT: There is no fiscal impact associated with the briefing. STAFF RECOMMENDATION: Staff recommends that the Board of Supervisors receive information regarding the Budget and Fiscal Affairs Committee (BFAC). Page 2 of 2 ATTACHMENT A County of Roanoke Budget and Fiscal Affairs Committee Charter Purpose The Budget and Fiscal Affairs Committee (BFAC) is a citizen advisory group appointed by the County Board of Supervisors to review, analyze and provide informed comment on Roanoke County fiscal practices and procedures. Business Function The Budget and Fiscal Affairs Committee shall provide comment and guidance to the County Administrator and the Board of Supervisors on the following: • The use and prioritization of public resources necessary to fund the annual Operating Budget and the ten-year Capital Improvement Program (CIP); • Fiscal policies and fiscal benchmarks; and • Enhancing public understanding and public transparency of fiscal practices. Membership Size of the Committee: The Budget and Fiscal Affairs Committee shall be comprised of eleven (11) members with each Board Supervisor having an appointment, five members appointed jointly by the Board of Supervisors, and one ex officio appointment representing County Administration. Representation: The Budget and Fiscal Affairs Committee shall be comprised of a broad range of citizens of various professional backgrounds with an interest and commitment to the fiscal well- being of Roanoke County government. Term of Committee Membership: With the exception of the ex officio member whose term shall be indefinite, each Committee member shall serve a two-year term beginning September 1 and expiring on August 31. Members of the Committee subject to a term appointment may be re- appointed to four consecutive terms. It is the Board's intention to stagger terms to ensure operational continuity. The Committee shall designate a Chair from its membership who shall serve a term of one year. A Chair may be appointed to successive terms upon a majority vote of the Committee members. Meetings The Committee will meet monthly at the Committee's discretion typically on the third Thursday of the month and may meet as frequently as necessary to fulfill its advisory responsibilities. The Board desires to renew this contract for a period of two (2) years with a new expiration date of December 27, 2019. BACKGROUND: On November 18, 2014, the Roanoke County Board of Supervisors passed a resolution appointing Thomas C. Gates as County Administrator and authorized the signing of a three (3) year employment contract. That contract expiration date is December 27, 2017. DISCUSSION: The existing contract between the Board of Supervisors and Mr. Gates requires that the contract may only be amended by written agreement. The Board wishes to execute an amendment of the contract dated November 18, 2014, to extend the term for an additional term of two (2) years for an ending date of December 27, 2019, which amendment is attached to this Board Report (named "Addendum"). In addition to the term extension, the amendment updates Mr. Gates' salary and deferred compensation amounts to reflect newly negotiated terms. The amendment also clarifies other non- financial terms to reflect the current status of his employment. Page 1 of 2 FISCAL IMPACT: If the County Administrator chooses to enroll in the Deferred Compensation Plan, the resulting increase will be $275.69 per pay period. STAFF RECOMMENDATION: Staff has no recommendation as the terms were negotiated by the Board of Supervisors. Page 2 of 2 AT A REGULAR MEETING OF THE BOARD OF SUPERVISORS OF ROANOKE COUNTY, VIRGINIA HELD AT THE ROANOKE COUNTY ADMINISTRATION CENTER ON TUESDAY, JULY 25, 2017 RESOLUTION AMENDING THE COUNTY ADMINISTRATOR'S EMPLOYMENT AGREEMENT WHEREAS, on November 18, 2014 the Roanoke County Board of Supervisors approved the appointment of Thomas C. Gates as County Administrator and executed a contract on that same day by Resolution 111814-1; and WHEREAS, the contract states that any amendment must be by written agreement; and WHEREAS, the Board and Mr. Gates desire to amend the existing contract to reflect a two-year extension and to amend other terms to reflect the current relationship. NOW THEREFORE, BE IT RESOLVED, by the Board of Supervisors of Roanoke County, Virginia, as follows: 1. The current term of the Employment Agreement of the County Administrator, Thomas C. Gates, is hereby extended for a two-year term ending December 27, 2019. 2. The Chairman of the Board is hereby authorized to sign the attached Amendment to reflect changes to the original Employment Agreement, which Amendment is hereby made a part of this Resolution. (Attachment) Page 1 of 1 EMPLOYMENT AGREEMENT AMENDMENT This AMENDMENT is made and entered into this day of July, 2017, between the Board of Supervisors of Roanoke County, Virginia (the "Board") and Thomas C. Gates (the "County Administrator") and incorporates herein the original Employment Agreement entered into on November 18, 2014. Whereas, the parties both agree to make certain changes to the original Employment Agreement, which are as follows: 1. Section 2(a): The original Agreement expires on December 27, 2017, the Board now agrees to extend the Agreement for (2) years ending on December 27, 2019. The sentence shall now read: "The County Administrator shall continue his services in that position for an additional two (2) year term ending December 27, 2019." 2. Section 3(c): Delete the last sentence in the paragraph in its entirety, removing all references to unemployment benefits. 3. Section 5: Replace corresponding sentence with, "The annual base salary of the County Administrator beginning December 28, 2017, shall be $187,837." 4. Section 7: Add sentence to end of existing paragraph, "Usage of flexible leave shall be governed by the Roanoke County Employee Flexible Leave Policy outlined in the Employee Handbook." 5. Section 11: Substitute current 3rd sentence with "If he chooses to enroll in the Deferred Compensation Plan, then the County will pay on his behalf into such plan $929.00 per 26 pay periods for the term of this Agreement." Section 13: Substitute paragraph in its entirety: "The Board acknowledges that the County Administrator has relocated to Roanoke County under the terms of the original Employment Agreement and that he is required to maintain residency in the County during the term of this Agreement." 7. Section 16: This paragraph is stricken in its entirety as the Relocation Allowance has been expended and the provision is moot. 8. Section 17: Shall be renumbered as "Section 16". 9. New Section 16(a), former Section 17(a), shall be stricken and replaced with, "The Board agrees to provide insurance or self-insurance coverage in matters relating to the County Administrator's official duties within the scope of employment. The County shall also provide legal counsel for the County Administrator to defend the Administrator against any and all legal actions arising from the execution of his official responsibilities." Furthermore, if not addressed specifically within this Amendment, then the language of the Original Employment Agreement stands as written. Executed this day of July, 2017. Gates County Administrator Authorize the execution of certain documents in connection with a refunding of the 2011 Virginia Public School Authority bonds BACKGROUND: The County of Roanoke has historically financed major School construction and renovation projects through the issuance of Virginia Public School Authority (VPSA) bonds which are managed by the Virginia Department of the Treasury. Periodically, the Treasury has these bonds evaluated for the purpose of identifying the feasibility of refunding certain bond issues and reducing overall interest/financing costs based on current market conditions. DISCUSSION: The County was notified that the VPSA bonds issued in 2011 may be subject to refinancing in a planned 2017 Refunding Bond and will be considered along with other school bonds issued by VPSA. The 2011 Bonds were originally issued for the Cave Spring Middle School project for $9.1 million with annual installments of approximately $455,000 and interest at 3.3% to Page 1 of 3 5.1%. The 2017 VPSA Refunding Bonds are scheduled for pricing in early August 2017. In order to participate in the potential savings, the County and Schools are required to approve the attached resolution which authorizes the execution of certain documents in connection with the refunding of the bonds. The School Board approved the associated documents at their meeting on July 13, 2017. This is an estimated amount and will be determined pending the market conditions at the time of the refunding. The locality will continue to be responsible for making its debt service payment on the Local School bond in accordance with the original amortization schedule and VPSA will cause the Refunding Credit to be returned (by wire) on or after August 1 each applicable year, provided the locality's debt service payment has been received. The refund will be shared equally between the County and Schools and appropriated each year during the budget process based on the prioritized needs of the governing body. Page 2 of 3 STAFF RECOMMENDATION: Staff recommends authorizing the County Administrator or his designee to execute the necessary documents in connection with the 2017 Virginia Public School Authority bond refunding. Page 3 of 3 APPENDIX A CERTIFICATE OF REFUNDING OF LOCAL SCHOOL BOND The undersigned representative of the School Board of the County of Roanoke, Virginia (the "School Board"), and the undersigned representative of the County of Roanoke, Virginia (the "Issuer"), each hereby certify on behalf of the School Board and the Issuer, respectively, the following to the Virginia Public School Authority ("VPSA"): I. The School Board and the Issuer acknowledge that each provided to VPSA a Use of Proceeds Certificate dated November 9, 2011 (the "Original Use of Proceeds Certificate") in connection with the issuance of certain local school general obligation bond of the Issuer described therein (the "Local Bond"). A copy of the Original Use of Proceeds Certificate is attached as Schedule 1. 2. As set forth in the Original Use of Proceeds Certificate, VPSA purchased the Local Bond with the proceeds of certain bonds of VPSA described therein (the "VPSA Bonds"). 3. VPSA informed the School Board and the Issuer that on August 22, 2017, VPSA will issue its School Financing Refunding Bonds (1997 Resolution) Series 2017B (the "VPSA Refunding Bonds") in part for the purpose of refunding a portion of the VPSA Bonds for debt service savings, and the School Board and the Issuer understand that as a condition of realizing the debt service savings allocable to the Local Bond, VPSA is requiring that the School Board and the Issuer provide this Certificate. 4. The schedule of refunding credits for the Local Bond, which has been prepared by VPSA, is attached as Schedule 2. 5. The School Board and the Issuer acknowledge that the Local Bond was issued as a tax-exempt bond and that the refunding of the VPSA Bonds causes a "reissuance" for federal income tax purposes of the Local Bond. The School Board and the Issuer further acknowledge that (i) VPSA is not requiring that the Local Bond continue to be treated as tax-exempt obligations for federal income tax purposes after August 22, 2017, (ii) VPSA is requiring that the Local Bond not be considered a "private activity bond" within the meaning of Section 141 of the Internal Revenue Code of 1986, as amended and (iii) in order for the Local Bond to satisfy VPSA's requirement in (ii), the School Board and the Issuer must continue to comply with the requirements of the Original Use of Proceeds Certificate, as modified by this Certificate. 6. The School Board and the Issuer hereby represent that except as set forth in this Certificate and except to the extent that they relate to an earlier date, the representations and warranties of the School Board and the Issuer contained in the Original Use of Proceeds Certificate are true and correct as of the date hereof. 7. The Local Bond financed the costs of the projects described on Schedule 3 (the "Project"). 8. The School Board and the Issuer expended all of the proceeds of the Bonds on costs associated with the Project or costs of issuance related to the Local Bond on or before June 30, 2016. 9. The Project is operational and used by the School Board and the Issuer for public school purposes and for no other purpose. 10. Neither the School Board nor the Issuer has any plans to close or lease, sell or otherwise dispose of the Project or any part thereof. 11. Neither the School Board nor the Issuer has entered into any arrangement regarding the ownership, use or operation of the Project, and no third party owns, uses (for example, under a lease), or operates (for example, through a management agreement) the Project or any part thereof. 12. The Issuer and the School Board acknowledge and agree that in order to keep the Local Bond provisions consistent with the VPSA Bonds, the Local Bond will not be prepayable for approximately 10 years after the closing date of the refunding and then only with the consent of VPSA. 13. The School Board and the Issuer acknowledge that the certifications, representations, warranties, and agreements contained in this Certificate will be relied upon by (i) the Treasurer and Secretary and the Assistant Treasurer and Secretary of VPSA in executing the tax certificate and Form 8038-G with respect to the VPSA Refunding Bonds and (ii) VPSA's Bond Counsel in rendering its opinion that interest on the bonds that refunded the VPSA Bonds is excludable from gross income for federal income tax purposes. BACKGROUND: In April of 2013, the County of Roanoke, City of Salem, City of Roanoke and Town of Vinton entered into an updated extra -territorial arrest agreement that provides the on - duty police officers of each jurisdiction with authority to exercise arrest powers in all participating jurisdictions. Since that time, the regional information sharing system used by the police departments has changed. As a result, the requirement for notifications is no longer needed. DISCUSSION: In 2013, the police departments in the Roanoke Valley were using the Roanoke Area Criminal Justice Information Network (RACJIN) system to share information. The current extraterritorial arrest agreement references RACJIN and requires a notification of extraterritorial arrests if that system is not used. RACJIN is no longer being used as all of the participating agencies are participating in the state-wide LINX system. For this reason, the notification requirement is no longer needed. The requested revision of the agreement will delete Section 3 "Notifications." All other Page 1 of 2 provisions of the existing agreement will remain the same. Salem- Shall mean the City of Salem, Virginia. County- Shall mean the County of Roanoke, Virginia. Town- Shall mean the Town of Vinton, Virginia. Extraterritorial Arrest Power- Shall mean the right, power and authority of an officer of the City of Roanoke, County of Roanoke, City of Salem, or Town of Vinton police department while in Roanoke County, the City of Roanoke, Salem, or Vinton to stop and effect arrests and otherwise enforce the law with respect to any violation of a state law which an officer would be required to act upon if working a regular tour of duty in their jurisdiction of employment. This section does not apply to, or include officers working in any off duty capacity, otherwise referred to as secondary police related employment. Officer- Shall mean any sworn officer of the respective police departments of Roanoke, Salem, Vinton, and the County. On Duty- Shall mean working an assigned tour with the employment law enforcement agency. Off Duty- Shall mean that period of time during which an employee would not normally be scheduled or required to engage actively in the performance Page 2of9 of police duties. This section does not apply to, or include officers working in ant off duty, secondary police related employment. State Code- Shall mean the (1950) Code of Virginia, as amended. 2. Extraterritorial Arrest Power- An officer in Roanoke, Salem, Vinton or the County shall possess extraterritorial arrest power while on duty when any violation of state law becomes known to the officer, or probable cause exists to effect an arrest. This section is not Inclusive of any individual city, county, or town codes which reciprocal agreements do not cover. Any officer effecting or attempting to effect an extraterritorial arrest under or pursuant to this Agreement shall have the same rights, powers and authorities as the officer would possess in making or attempting to make an arrest in the political subdivision employing the officer under similar circumstances. Nothing in this Agreement shall be construed as requiring an officer to effect an extraterritorial arrest. 3. Responsibility of the Parties- Roanoke, Salem, Vinton, and the County agree that to the extent permitted by applicable law, each party to this Agreement will be responsible for the actions, inactions or violations of its officers, employees, and agents in connection with any extraterritorial police activity contemplated under this Agreement, but nothing contained herein shall be construed as a waiver of the sovereign immunity of any locality. 4. Operational Policies- Any officer effecting an extraterritorial arrest shall comply with the operational policies of his own department. Roanoke, Salem, Vinton, and the County agree to hold their own officers, respectively, responsible and accountable for compliance with operational policies of the employing department. 5. Cooperative Joint Operations- Pursuant to this Agreement, a law enforcement officer from any of the participating localities who has the rank of lieutenant or Page 3of9 higher may coordinate with a law enforcement officer of another participating locality of the rank of lieutenant or higher to coordinate a joint law enforcement operation that they believe will serve to better protect the health, safety and welfare of the citizens of their respective locality and the Roanoke Valley. 6. No Effect on Existing Powers -This Agreement shall not supersede, restrict, limit or otherwise impair or affect extraterritorial arrest powers already existing pursuant to § 15.2-1724. Police and other officers may be sent beyond territorial limits; § 15.2-1727. Reciprocal agreements with localities outside the Commonwealth; § 15.2-1728. Mutual aid agreements between police departments and federal authorities; § 15.2-1729. Agreements for enforcement of state and county laws by federal officers on federal property; § 15.2-1730. Calling upon law-enforcement officers of counties, cities or towns for assistance; § 19.2-77. Escape, flight and pursuit; arrest anywhere in Commonwealth; § 19.2-249. Offenses committed on boundary of two counties, two cities, or county and city, etc.; where prosecuted; § 19.2-249.1. Offenses committed within towns situated in two or more counties; where prosecuted; § 19.2-250. How far jurisdiction of corporate authorities extends; and other sections of the State Code or any authority or power existing under the City of Roanoke Charter of 1952 or the City of Salem under the City of Salem Charter. 7. Rights of Officers- While acting under or pursuant to this Agreement, any city officer in the county, any town officer in the city or county, or any county officer in the city shall have all the Immunities from liabilities and exemptions from laws, ordinances and regulations and shall have all the pension, relief, disability, Workers' Compensation and other benefits enjoyed by the officerwhile performing his/her respective duties within the territorial limits of his/her political subdivision. 8. No Backup- This agreement shall not be construed as requiring any city officer to act in the county or town, any town officer to act in the city or county, or any county officer to act in the city or town upon request to supplement or replace routine patrol or enforcement activities. Loss or Damage to Equipment- The localities shall have no liability for any destruction, loss or damage of any motor vehicle, equipment or personal property owned and operated by the other localities in the exercise of extraterritorial arrest power under or pursuant to this agreement. 10.Immunities- This agreement shall not be construed to impair or affect any sovereign or governmental Immunity or official immunity that may otherwise be available to the localities, any officer, agent or employee of the localities. 11. Termination- Any party to this agreement shall have the right to terminate this agreement, with or without cause, by giving written notice to the chief administrative officer of the other parties by certified mail, return receipt requested. Any termination shall be effective 10 days after receipt of notice of termination. 12. Completeness of Agreement- This agreement represents the entire and integrated agreement between Roanoke, Salem, Vinton, and the County and supersedes ail prior negotiations, representations or agreements, either oral or written. This agreement may be amended only by written instrument signed by authorized representatives of Roanoke, Salem, Vinton, and the County. 13. Gender- Any word importing the masculine gender used in this agreement may extend to and be applied to females as well as males 14. Effective Date- This agreement shall be effective immediately upon its execution by ail of the parties hereto. Notification — Any officer making an extraterritorial arrest shall give notice of such fact by filing a written report within forty-eight (48) hours of the arrest, enumerating the name of the person arrested, the offense and time, place and particulars of the offense, with the law enforcement agency in the jurisdiction where the arrest occurred. This requirement is automatically satisfied when the officer submits a report in accordance with his current departmental procedures so long as the department participates in the cooperative regional database currently known as "RACJIN." 4. Responsibility of the Parties — Roanoke, Salem, Vinton, and the County agree that to the extent permitted by applicable law, each party to this Agreement will be responsible for the actions, inactions or violations of its officers, employees, and agents in connection with any extraterritorial police activity contemplated under this Agreement, but nothing contained herein shall be construed as a waiver of the sovereign immunity of any locality. S. Operational Policies — Any officer effecting an extraterritorial arrest shall comply with the operational policies of his own department. Roanoke, Salem, Vinton, and the County agree to hold their own officers, respectively, responsible and accountable for compliance with operational policies of the employing department. Page 2 of 7 6. Cooperative joint Operations — Pursuant to this Agreement, a law enforcement officer from any of the participating localities who has the rank of lieutenant or higher may coordinate with a law enforcement officer of another participating locality of the rank of lieutenant or higher to coordinate a joint law enforcement operation that they believe will serve to better protect the health, safety and welfare of the citizens of their respective locality and the Roanoke Valley. 7. No effect on existing powers — This Agreement shall not supersede, restrict, limit or otherwise impair or affect extraterritorial arrest powers already existing pursuant to § 15.2-1724. Police and other officers may be sent beyond territorial limits; § 15.2-1727. Reciprocal agreements with localities outside the Commonwealth; § 15.2-1728. Mutual aid agreements between police departments and federal authorities; § 15.2-1729. Agreements for enforcement of state and county laws by federal officers on federal property; § 15.2-1730. Calling upon law-enforcement officers of counties, cities or towns for assistance; § 19.2-77. Escape, flight and pursuit; arrest anywhere in Commonwealth; § 19.2-249. Offenses committed on boundary of two counties, two cities, or county and city, etc.; where prosecuted; § 19.2-249.1. Offenses committed within towns situated in two or more counties; where prosecuted; § 19.2- 250. How far jurisdiction of corporate authorities extends; and other sections of the State Code or any authority or power existing under the City of Roanoke Charter of 1952 or the City of Salem under the City of Salem Charter. 8. Rights of Officers — While acting under or pursuant to this Agreement, any city officer in the county, any town officer in the city or county, or any county officer in the city shall have all the immunities from liabilities and exemptions from laws, ordinances and regulations and shall have all the pension, relief, disability, Workers' Compensation and other benefits enjoyed by the officer while performing his/her respective duties within the territorial limits of his/her political subdivision. 9. No Backup — This agreement shall not be construed as requiring any city officer to act in the county or town, any town officer to act in the city or county, or any county officer to act in the city or town upon request to supplement or replace routine patrol or enforcement activities. 10. Loss or Damage to Equipment — The localities shall have no liability for any destruction, loss or damage of any motor vehicle, equipment or personal property owned and operated by the other localities in the exercise of extraterritorial arrest power under or pursuant to this agreement. 11. Immunities — This agreement shall not be construed to impair or affect any sovereign or governmental immunity or official immunity that may otherwise be available to the localities, any officer, agent or employee of the localities. Termination — Any party to this agreement shall have the right to terminate this agreement, with or without cause, by giving written notice to the chief administrative officer of the other parties by certified mail, return receipt requested. Any termination shall be effective 10 days after receipt of notice of termination. 13. Completeness of Agreement — This agreement represents the entire and integrated agreement between Roanoke, Salem, Vinton, and the County and supersedes all prior negotiations, representations or agreements, either oral or written. This agreement may be amended only by written instrument signed by authorized representatives of Roanoke, Salem, Vinton, and the County. 14. Gender — Any word importing the masculine gender used in this agreement may extend to and be applied to females as well as males. 15. Effective Date — This agreement shall be effective immediately upon its execution by all of the parties hereto. Within the Roanoke Valley, three local governments share a vision for a collaborative initiative to establish a dynamic regional dataset designed to support the corresponding PSAPs. Roanoke County, the City of Roanoke and the City of Salem are looking to leverage GIS to compile, manage and host web based map services that represent the most up-to-date versions of the datasets from each locality. This is Phase II of the project. Phase I was funded for $166,259 in a previous grant. Local Office on Aging Advisory Council (At -Large) The Board of Supervisors has recommended the reappointment of Charlotte A. Moore as the Roanoke County Representative. This is a one-year appointment and will expire March 31, 2018. 4. Parks, Recreation and Tourism Advisory Commission, At -Large and District Supervisor Joseph McNamara has recommended the reappointment of Murray Cook to represent the Windsor Hills Magisterial District to an additional three-year term. This term will expire on June 30, 2020. Supervisor George Assaid has recommended the reappointment of Jay Glenn to represent the Cave Spring Magisterial District to an additional three-year term. This term will expire on June 30, 2020. The Board of Supervisors has recommended the reappointment of Deborah George as the At -Large Representative to an additional three-year term. This term will expire on June 30, 2020. 5. Roanoke County Economic Development Authority (EDA) (District) Supervisor Martha Hooker has recommended the appointment of Kyle M. Richardson to fill the unexpired Catawba Magisterial District term. This appointment will expire on September 26, 2018. 6. Roanoke Valley Convention and Visitors Bureau Board of Directors (At -Large) The Board of Supervisors has recommended the reappointment of Douglas M. Blount to an additional two-year term. This term will expire June 30, 2019. 7. Roanoke Valley Resource Authority (At -Large) The Board of Supervisors has recommended the appointment of Rob Light to fill the unexpired term vacated by the resignation of Anne Marie Green.
