HomeMy WebLinkAbout8/22/2017 - Adopted Board RecordsAT A REGULAR MEETING OF THE BOARD OF SUPERVISORS OF ROANOKE COUNTY, VIRGINIA, HELD AT THE ROANOKE COUNTY ADMINISTRATION CENTER ON TUESDAY, AUGUST 22, 2017 RESOLUTION 082217-1 RECOGNIZING AND CELEBRATING HOLLINS UNIVERSITY DURING ITS 175th ANNIVERSARY WHEREAS, Hollins University is celebrating 175 years of preparing students for lives of active learning, fulfilling work, personal growth, achievement and service in the Roanoke Valley; and WHEREAS, Hollins University began as Valley Union Seminary in 1842 and became an all -female institution in 1851; and WHEREAS, the founding principle of Charles Lewis Cocke that "young women require the same thorough and rigid mental training as is afforded to young men," has guided Hollins University as it has evolved into a women's liberal arts institution of excellence, with all -female undergraduate programs complemented by ten, coed graduate programs; and WHEREAS, throughout its history, Hollins University has contributed to the vitality and cultural diversity of the Roanoke Valley through its performing arts programs, the Richard Wetherill Visual Arts Center, and the Eleanor D. Wilson Museum; and WHEREAS, the University has been a community partner for Roanoke County and the Roanoke Valley on projects such as the Hollins Area Plan and the Tinker Creek Greenway connection through University property, which allows students and the community to enjoy the area's greenway system; and WHEREAS, Hollins University continues to garner national attention and recognition for its academics and campus life, including recognition for its strength in art and design, film and television, and dance by Fiske Guide to Colleges, for its low student -faculty ratios by U.S. News & World Report, and for its financial strength by Forbes. NOW, THEREFORE, BE IT RESOLVED by the Board of Supervisors of Roanoke County, Virginia, that it recognizes and congratulates Hollins University on its 175th anniversary for its achievements and contributions to Roanoke County and Virginia's Blue Ridge; and FURTHER, the Board expresses its appreciation for the strong relationship forged between the University and the County throughout its history as a prestigious higher education institution. On motion of Supervisor Bedrosians to adopt the resolution, seconded by Supervisor McNamara and carried by the following recorded vote: AYES: Supervisors Bedrosian, Hooker, Peters, McNamara NAYS: None ABSENT: Supervisor Assaid Chief Deputy Clerk AT A REGULAR MEETING OF THE BOARD OF SUPERVISORS OF ROANOKE COUNTY, VIRGINIA, HELD AT THE ROANOKE COUNTY ADMINISTRATION CENTER ON TUESDAY, AUGUST 22, 2017 RESOLUTION 082217-02 RECOGNIZING AND CELEBRATING ROANOKE COLLEGE DURING ITS 175th ANNIVERSARY WHEREAS, Roanoke College is celebrating 175 years since its founding as a small Lutheran preparatory school for boys; and WHEREAS, in 1842 two Lutheran pastors, David Bittle and Christopher Baughman, founded the Virginia Institute in Mt. Tabor, Virginia and incorporated as Virginia Collegiate Institute in 1845; and WHEREAS, after searching for a better location and a larger population from which to draw students, the institute moved to Salem, Virginia in 1847, and in 1853 it was granted its collegiate charter as Roanoke College, making it the second oldest Lutheran college in the nation; and WHEREAS, Roanoke College has experienced tremendous growth in its academic prestige and physical size to become a four-year, liberal arts college with more than 2,000 men and women from diverse backgrounds and over 80 acres of suburban campus; and WHEREAS, students of the College benefit from over 101 areas of study and a core curriculum known as Intellectual Inquiry, which is considered one of the most innovative in the country, leading to graduates that strengthen the community; and WHEREAS, Roanoke College ranked in the top 10% of American colleges and universities by Forbes Magazine in 2015, and has been recognized several times among national up-and-coming liberal arts colleges by U.S. News & World Report. NOW, THEREFORE, BE IT RESOLVED by the Board of Supervisors of Roanoke County, Virginia, that it recognizes and congratulates Roanoke College during its 175th anniversary for its achievements and contributions to Roanoke County and Virginia's Blue Ridge. FURTHER, the Board expresses its appreciation to Roanoke College for its history as an institution of impact and influence in the community. On motion of Supervisor McNamara to adopt the resolution, seconded by Supervisor Peters and carried by the following recorded vote: AYES: Supervisors Bedrosian, Hooker, Peters, McNamara NAYS: None ABSENT: Supervisor Assaid AT A REGULAR MEETING OF THE BOARD OF SUPERVISORS OF ROANOKE COUNTY, VIRGINIA, HELD AT THE ROANOKE COUNTY ADMINISTRATION CENTER, ON TUESDAY, AUGUST 22, 2017 RESOLUTION 082217-3 GRANTING SIGNATORY AUTHORITY TO THE COUNTY ADMINISTRATOR OR HIS DESIGNEE TO EXECUTE AN AMENDED PROJECT ADMINISTRATION AGREEMENT WITH THE VIRGINIA DEPARTMENT OF TRANSPORTATION FOR THE PLANTATION ROAD BICYCLE, PEDESTRIAN AND STREETSCAPE IMPROVEMENT PROJECT WHEREAS, the County of Roanoke desires to have a safe and efficient road system; and WHEREAS, from time to time, the County of Roanoke and the Virginia Department of Transportation (VDOT) work together to enhance the transportation system; and WHEREAS, certain agreements between the County of Roanoke and the Virginia Department of Transportation must be executed for this cooperative work to be accomplished; and WHEREAS, on January 24, 2017, the Board of Supervisors adopted an ordinance accepting and allocating additional funds for the Plantation Road Bicycle, Pedestrian and Streetscape Improvement Project. NOW, THEREFORE, BE IT RESOLVED that the Board of Supervisors of Roanoke County, Virginia does hereby grant signatory authority to the County Administrator or his designee to execute an amended project agreement with VDOT for the Plantation Road Bicycle, Pedestrian and Streetscape Improvement Project. Gates County Administrator Acceptance and allocation of $25,883 for the Rescue Squad Assistance Fund from the Virginia Department of Health (VDOH) Office of Emergency Medical Services (OEMS). BACKGROUND: The Office of Emergency Medical Services (OEMS) is responsible for planning and coordinating an effective and efficient statewide emergency management system (EMS). OEMS receives funding allocated from the "Four -for Life program" annually. "Four -for -Life" funding is legislated by Section 46.2-694, Code of Virginia, and provides various grant programs to be used only for EMS purposes. The "Four -for -Life" program, as amended in 2000, stipulates that four (4) additional dollars be charged and collected at the time of registration of each passenger vehicle, pickup or panel truck. Funds may be utilized for training, equipment and supplies for licensed, non-profit emergency medical service agencies. DISCUSSION: The Roanoke County Fire and Rescue Department applied for and was awarded a grant from the "Four -for -Life" program for the purchase of items and course materials critical to facilitate Advanced Life Support (ALS) training. Page 1 of 2 FISCAL IMPACT: The total amount of the grant awarded is $25,883, which includes a local 50% match. VDOH grant funds total $12,941.50 and the County match of $12,941.50 was appropriated by the Board of Supervisors in the Fire and Rescue Administration division of the Fire and Rescue Department budget. No additional appropriation of County funds is required. STAFF RECOMMENDATION: Staff recommends the acceptance and allocation of grant funds to the Fire and Rescue Department in the amount of $25,883 from the Virginia Department of Health Office of Emergency Medical Services. VOTE: Supervisor McNamara moved to approve the staff recommendation to accept and allocate funds from the Virginia Department of Health. Supervisor Hooker seconded the motion. BACKGROUND: The Virginia Department of Health (VDOH) Office of Emergency Medical Services (OEMS), has awarded the Fire and Rescue Department grant funds totaling $92,565.20 as part of the "Four -for -Life" program funding. "Four -for -Life" funding is legislated by Section 46.2-694, Code of Virginia, and provides various grant programs to be used only for EMS purposes. The "Four -for -Life" program, as amended in 2000, stipulates that four (4) additional dollars be charged and collected at the time of registration of each passenger vehicle, pickup or panel truck. Funds may be utilized for training, equipment and supplies for licensed, non-profit emergency medical service agencies. DISCUSSION: This grant awarded to the Roanoke County Department of Fire and Rescue will be utilized to purchase Emergency Medical Service (EMS) equipment that meets state guidelines. Approval of this grant funding from VDOH is dependent upon appropriate Page 1 of 2 and timely submission of required annual reporting. The Roanoke County Department of Fire and Rescue continues to meet those annual requirements to remain eligible for grant funding. FISCAL IMPACT: Awarded grant funds from the "Four -for -Life" program total $92,565.20. There is no County match required with acceptance of this grant. STAFF RECOMMENDATION: Staff recommends the acceptance and allocation of grant funds to the Fire and Rescue Department in the amount of $92,565.20 from the Virginia Department of Health Office of Emergency Medical Services. DISCUSSION: The Roanoke County Fire and Rescue Department applied for and was awarded a grant from the "Four -for -Life" program for the purchase of sixteen (16) video laryngoscopes for use on Advanced Life Support (ALS) calls. A video laryngoscope is an instrument used to intubate breathing tube patients on ALS calls and has the Page 1 of 2 additional safety feature of a camera for the paramedic to view the insertion of a breathing tube. FISCAL IMPACT: The total amount of the grant awarded is $49,652, which includes a local 50% match. VDOH grant funds total $24,826 and the County match of $24,826 was appropriated by the Board of Supervisors in the Volunteer Rescue division of the Fire and Rescue Department budget. No additional appropriation of County funds is required. STAFF RECOMMENDATION: Staff recommends the acceptance and allocation of grant funds to the Fire and Rescue Department in the amount of $49,652 from the Virginia Department of Health Office of Emergency Medical Services. Hooker has recommended the reappointment of Catherine Nugent's four - term term representing the Catawba Magisterial District to fill an additional four-year term. A new representative requires approval of the Board of Supervisors. BACKGROUND: The Bylaws of the CPMT requires that all designees shall be ratified by the Board of Supervisors. DISCUSSION: Brian Carter, Finance Department representative to the CPMT, has resigned his employment with Roanoke County. Staff recommends the appointment of Rebecca Owens, Director of Finance and Laurie Gearheart, Assistant Director of Finance (Alternate) as the designee from Finance.
