Regular meetings are held on the second and fourth Tuesday at 3:00 p.m. Public hearings are held at 7:00 p.m. on the fourth Tuesday of each month. Deviations from this schedule will be announced. The meetings are broadcast live on RVTV, Channel 3, and will be rebroadcast on Friday at 7:00 p.m. and on Sunday at 4:00 p.m. Board of Supervisors meetings can also be viewed online through Roanoke County's website at www.RoanokeCountvVA.gov. Our meetings are closed -captioned, so it is important for everyone to speak directly into the microphones at the podium. Gates County Administrator Recognition of the retirement of Joseph LaDuke BACKGROUND: Joseph LaDuke, Solid Waste Equipment Operator, retired on December 1, 2017, after twenty-five years and one month of service with Roanoke County's General Service Department. DISCUSSION: There is no discussion associated with this agenda item. Mr. LaDuke is expected to attend the meeting to receive his resolution and quilt. Page 1 of 1 AT A REGULAR MEETING OF THE BOARD OF SUPERVISORS OF ROANOKE COUNTY, VIRGINIA, HELD AT THE ROANOKE COUNTY ADMINISTRATION CENTER ON TUESDAY, DECEMBER 5, 2017 RESOLUTION EXPRESSING THE APPRECIATION OF THE BOARD OF SUPERVISORS OF ROANOKE COUNTY TO JOSEPH LADUKE, SOLID WASTE EQUIPMENT OPERATOR UPON HIS RETIREMENT AFTER MORE THAN TWENTY-FIVE (25) YEARS OF SERVICE WHEREAS, Mr. LaDuke was employed by Roanoke County on November 2, 1992 on a part time basis and January 12,1995 on a full-time basis; and WHEREAS, Mr. LaDuke will retire on December 1, 2017, after twenty-five years and one month of devoted, faithful and expert service to Roanoke County; and WHEREAS, during Mr. LaDuke's tenure with the General Services Department, he has served with professionalism and dedication in providing services to the citizens of Roanoke County; WHEREAS, throughout Mr. LaDuke's tenure with Roanoke County, he has worked in the Solid Waste Division for the length of his employment providing citizens with quality service including brush collection and bulk collection, while part-time as a refuse collector. Gates County Administrator Provide the Board of Supervisors an overview of the results of the 2018 Real Estate Reassessment through November 20, 2017, and an overview of Roanoke Valley regional economic conditions. BACKGROUND: The County of Roanoke conducts an annual reassessment on all real property located in the County. County staff provides a briefing annually to the Board of Supervisors on the results of the current reassessment. The results of the 2018 reassessment are as of November 20, 2017, and are still being refined by staff. Results may also be impacted by the assessment appeals process. DISCUSSION: This time has been scheduled to provide a briefing to the Board of Supervisors on the 2018 Real Estate Reassessment including fiscal impacts related to the reassessment and regional economic conditions. Additionally, key dates in the fiscal year 2017-2018 budget development process will be reviewed. The attached PowerPoint presentation will be shown. E.1 AT A REGULAR MEETING OF THE BOARD OF SUPERVISORS OF ROANOKE COUNTY, VIRGINIA HELD AT THE ROANOKE COUNTY ADMINISTRATION CENTER MEETING DATE: AGENDA ITEM: December 5, 2017 Request to accept audited financial results for the fiscal year ended June 30, 2017 SUBMITTED BY: Rebecca Owens Director of Finance APPROVED BY: Thomas C. Gates County Administrator ISSUE: Accept audited financial results for the County of Roanoke for the fiscal year ended June 30, 2017 BACKGROUND: Cherry Bekaert completed the audit of the financial operations of the County of Roanoke and the County of Roanoke Public Schools for the year ended June 30, 2017. The Audit Committee met on November 14, 2017, to review the results of the year's operations. Both the County and Schools received a clean and unmodified opinion. Staff from Cherry Bekaert will present the audit information to the Board at the meeting. DISCUSSION: On September 26, 2017, staff reviewed preliminary unaudited financial results for June 30, 2017, and there have been minimal changes since that work session. Below is the information for the County regarding the General Government results of operations for the fiscal year ended June 30, 2017. Results of Operations of the County of Roanoke for the Year Ended June 30, 2017: Page 1 of 3 Revenues Revenues were within 0.7% or $1,397,659 of the amended budget as shown on Attachment I and reasons for these variances are as follows: - Other Local Taxes and Fees were $336,188 above budget primarily the result of increased collections for recordation tax, hotel & motel room tax, and other local taxes and fees. - Sales Tax was $480,706 above budget primarily the result of collections received belonging to the City of Roanoke. Approximately $325,000 will be reserved and reimbursed to the City of Roanoke. - Intergovernmental Revenues were $458,748 above budget primarily the result of reimbursements for Social Services programs. Expenditures: Expenditures were within 0.4% or $896,310 of the amended budget as shown on Attachment I and reasons for these variances are as follows: - Personnel savings were related to attrition and vacancies- $260,757 - Court Services Unit -$167,552 savings related to reduced usage of juvenile detention - Under -spending of departmental budgets -$320,472 - Department encumbrances- $147,529 -Funds that were obligated prior to the end of the fiscal year but not paid until the following year Results of Operations of the Roanoke County Public Schools for the Year Ended June 30, 2017: The Schools ended the year with revenues ($283,399.53) less than final budget and expenditure savings of $3,244,570.07 net of outstanding purchase orders and the Emergency Reserve. Attachment II is the year-end report the School Board approved at their Board meeting on November 14, 2017. No action is required by the Board of Supervisors. FISCAL IMPACT: The policies for use of general fund revenues and expenditures in excess of budget at Page 2 of 3 year end designates portions of the year-end balance for capital reserves as well as to the general fund unappropriated balance. Based upon these policies, staff recommends the following: - $577,749 will be added to the general fund unappropriated balance. The General Assembly eliminated the $619,578 compensation supplement originally budgeted by the VDOE for Roanoke County Public Schools as part of the Caboose Budget adjustments in March 2017. 2. State funding was lower than budgeted by $273,035 as a result of lower March 31, 2017 Average Daily Membership (ADM)(compared to the budget of 13,950, which was partially offset by other state revenues. 3. E -rate revenues were lower than budgeted du eto an E -rate denial late in the year which remains under appeal. Increases: I. Medicaid revenue higher than budgeted by $430,902, Medicaid revenue is conservatively budgeted due to the ability for this revenue stream to fluctuate. 2. Sales Tax Revenue higher than budgeted by $152,900. 3. Tuition higher than budgeted by $137,849. 4. Interest Income higher than budgeted by $43,731. 5. Rental income higher than budgeted by $42,743. Expenditures: Overall expenditures were $3,276,727.13 (2.17%) less than final budget, after adjusting for the ongoing reservation of $2,000,000 in an Emergency Reserve. The Emergency Reserve of $2,000,000 is a budgeted reserve for financial emergencies due to unexpected revenue shortfalls related to Federal or State mid -year funding changes or unplanned significant expenditure increases. The reserve was established according to School Board policy and exists to protect the School System from mid -year disruption of classroom operations related to the aforementioned emergencies. The primary reasons for the variance from budget include: Decreases: 1. BACKGROUND: The kitchen facilities at the Bent Mountain station are not sufficient to support station operations and the Bent Mountain Volunteer Fire Company has requested support from the County to assist with renovations. The Bent Mountain Volunteer Fire Company is donating $9,000 to assist with the kitchen renovations and has requested the County provide a match of $9,000 to complete project funding. DISCUSSION: Project costs for the kitchen renovation at the Bent Mountain Fire Station are estimated at $18,000. The County and the Bent Mountain Volunteer Fire Company have agreed to jointly fund the kitchen renovations, each contributing $9,000, pending approval of this ordinance. FISCAL IMPACT: Funds in the amount of $9,000 received from the Bent Mountain Volunteer Fire Company will be appropriated to the General Services Capital Maintenance Program Page 1 of 2 (CMP) budget. Gates Page 2 August 15, 2017 Program Purpose The purpose of the EMPG is to provide federal funds to states to assist in preparing for all hazards, as authorized by Section 662 of the Post Katrina Emergency Management Reform Act (6 U.S.C. § 762) and the Robert T. Stafford Disaster Relief and Emergency Assistance Act (42 U.S.C. §§ 5121 et seq.). Title VI of the Stafford Act authorizes DHS/FEMA to make grants for the purpose of providing a system of emergency preparedness for the protection of life and property in the United States from all hazards and to vest responsibility for emergency preparedness jointly in the federal government, states, and their political subdivisions. The federal government, through EMPG, provides direction, coordination, and guidance, and provides necessary assistance, as authorized in this title, to support a comprehensive all -hazards emergency preparedness system. The FY 2017 LEMPG will provide federal funds to assist emergency management agencies to obtain the resources required to support implementation of the National Preparedness System and the National Preparedness Goal (the Goal) of a secure and resilient nation. EMPG funding is used to support a whole community approach to strengthen a state's or community's emergency management program. NOW, THEREFORE, BE IT RESOLVED that Roanoke County hereby proclaims and recognizes the month of November 2017 as NATIONAL ADOPTION MONTH throughout the County of Roanoke; and FURTHER, by this proclamation, we give notice to our citizens to celebrate the important role adoption plays in our society and call upon the citizens of Roanoke County to observe this month with appropriate programs and activities that honor adoptive families. Gates, County Administrator (IT of Yvanniahe ortantaf-* ta4 OQ ROAN��F ti A z 0 2 1838 DECLARING PANCREATIC CANCER AWARENESS MONTH AND WORLD PANCREATIC CANCER DAY WHEREAS, the health and safety of all the citizens of Roanoke County is important to the happiness, prosperity, and well-being of our Roanoke County families and communities; and WHEREAS, in 2015 almost 49,000 individuals will be diagnosed with pancreatic cancer in the United States; and WHEREAS, there are no effective early detection methods presently available, and most symptoms such as weight loss, loss of appetite, feeling tired, and pain in the upper or middle abdomen and back can be mistaken for chronic pains and could be attributed to other conditions; and WHEREAS, when symptoms of pancreatic cancer become apparent it is usually after the cancer has advanced and spread to other organs; and WHEREAS, the good health and well-being of the residents of Virginia are enhanced as a direct result of increased awareness about pancreatic cancer and research of early detection, causes, and effective treatments; and WHEREAS, throughout the month of November, organizations and health practitioners in Virginia are encouraged to take the opportunity to promote awareness about pancreatic cancer and to support those patients currently battling pancreatic cancer and those who have lost loved ones to this horrible disease; NOW, THEREFORE, I, Joseph P. McNamara, do hereby recognize November 2017 as PANCREATIC CANCER AWARENESS MONTH and November 16, 2017, as WORLD PANCREATIC CANCER DAY in the County of Roanoke and call this observance to the attention of all our citizens.
