Good afternoon and welcome to our meeting for December 19, 2017. Regular meetings
are held on the second and fourth Tuesday at 3:00 p.m. Public hearings are held at
7:00 p.m. on the fourth Tuesday of each month. Deviations from this schedule will be
announced. The meetings are broadcast live on RVTV, Channel 3, and will be
rebroadcast on Thursday at 7:00 p.m. and on Saturday at 4:00 p.m. Board of
Supervisors meetings can also be viewed online through Roanoke County's website at
www.RoanokeCountyVA.gov. Our meetings are closed -captioned, so it is important for
everyone to speak directly into the microphones at the podium. Individuals who require
assistance or special arrangements to participate in or attend Board of Supervisors
meetings should contact the Clerk to the Board at (540) 772-2005 at least 48 hours in

of a special events facility on approximately 14.954 acres, located at 5198
Blacksburg Road, Catawba Magisterial District. This request is for a wedding
event space in and adjacent to an existing barn structure on the property. The
Planning Commission may recommend conditions to the Board of Supervisors on
this new request. The property is currently subject to an existing special use
permit that is proposed to be removed. The existing permit allows 21 events per
year, all between April 1 and October 31, with not more than 150 persons at any
single event. There are also conditions limiting noise generation, lighting,
signage, and parking as well as the screening of portable sanitation services.

RESOLUTION OF APPRECIATION TO AL BEDROSIAN FOR HIS
SERVICE AS A MEMBER OF THE BOARD OF SUPERVISORS FROM
2014 THROUGH 2017
WHEREAS, Al Bedrosian was elected to represent the Hollins Magisterial District
on the Board of Supervisors of Roanoke County in November 2013 with a term that
started January 1, 2014, and served in that capacity through December 31, 2017; and
WHEREAS, during his tenure as a member of the Board, Supervisor Bedrosian
served with zeal and dedication, working on behalf of the people of his district and all
citizens of Roanoke County; and
WHEREAS, Mr. Bedrosian was an adamant, vocal advocate for numerous social
and political causes, most notably free-market systems and fiscal responsibility; and
WHEREAS, Mr. Bedrosian welcomed visits from all citizens and always took the
time to listen to their concerns and opinions; and
WHEREAS, Mr. Bedrosian was a tireless supporter of his constituents.
NOW, THEREFORE, BE IT RESOLVED that the Board of Supervisors of Roanoke
County, Virginia, expresses its deepest appreciation and that of the citizens of Roanoke
County to AL BEDROSIAN for his commitment to public service, his belief in democratic
principles and championing of citizen participation in local government; and
FURTHER, the Board of Supervisors congratulates Supervisor Bedrosian at the
conclusion of his term of office and wishes him continued success in future endeavors.

BACKGROUND:
The first reading on this ordinance is accomplished by adoption of this ordinance in the
manner of consent agenda items. The adoption of these items does not imply approval
of the substantive content of the requested zoning actions; rather, approval satisfies the
procedural requirements of the County Charter and schedules the required public

hearing and second reading of these ordinances. The second reading and public
hearing on this ordinance is scheduled for January 23, 2018.

CONCEPT PLAN CHECKLIST
A concept plan of the proposed project must be submitted with the application. The concept plan shall graphically depict
the land use change, development or variance that is to be considered. Further, the plan shall address any potential land use
or design issues arising from the request. In such cases involving rezonings, the applicant may proffer conditions to limit
the future use and development of the property and by so doing, correct any deficiencies that may not be manageable by
County permitting regulations.
The concept plan should not be confused with the site plan or plot plan that is required prior to the issuance of a building
permit. Site plan and building permit procedures ensure compliance with State and County development regulations and
may require changes to the initial concept plan. Unless limiting conditions are proffered and accepted in a rezoning or
imposed on a special use permit or variance, the concept plan may be altered to the extent permitted by the zoning district
and other regulations.
A concept plan is required with all rezoning, special use permit, waiver, community plan (15.2-2232) review and variance
applications. The plan should be prepared by a professional site planner. The level of detail may vary, depending on the
nature of the request. The County Planning Division staff may exempt some of the items or suggest the addition of extra
items, but the following are considered minimum:

c. Lot size in acres or square feet and dimensions
d. Location, names of owners and Roanoke County tax map numbers of adjoining properties
e. Physical features such as ground cover, natural watercourses, floodplain, etc.

g. All property lines and easements
h. All buildings, existing and proposed, and dimensions, floor area and heights
i. Location, widths and names of all existing or platted streets or other public ways within or adjacent to the
development
j. Dimensions and locations of all driveways, parking spaces and loading spaces

POTENTIAL OF NEED FOR TRAFFIC ANALYSIS AND/OR TRAFFIC IMPACT STUDY
The following is a list of potentially high traffic -generating land uses and road network situations
that could elicit a more detailed analysis of the existing and proposed traffic pertinent to your
rezoning, subdivision waiver, public street waiver, or special use permit request. If your request
involves one of the items on the ensuing list, we recommend that you meet with a County
planner, the County traffic engineer, and/or Virginia Department of Transportation staff to
discuss the potential additional traffic related information that may need to be submitted with
the application in order to expedite your application process.
(Note this list is not inclusive and the County staff and VDQT reserve the right to request a
traffic study at any time, as deemed necessary.)
High Traffic -Generating Land Uses:
• Single-family residential subdivisions, Multi -family residential units, or Apartments with
more than 75 dwelling units
• Restaurant (with or without drive-through windows)
• Gas station/Convenience store/Car wash

• Development in an area where there is a known existing traffic and/or safety problem

NOTICE TO APPLICANTS FOR REZONING, SUBDIVISION WAIVER, PUBLIC
STREET WAIVER, OR SPECIAL USE PERMIT PETITION
PLANNING COMMISSION APPLICATION ACCEPTANCE PROCEDURE
The Roanoke County Planning Commission reserves the right to continue a Rezoning, Subdivision
Waiver, Public Street Waiver or Special Use Permit petition if new or additional information is presented
at the public hearing. If it is the opinion of the majority of the Planning Commissioners present at the
scheduled public hearing that sufficient time was not available for planning staff and/or an outside referral
agency to adequately evaluate and provide written comments and suggestions on the new or additional
information prior to the scheduled public hearing then the Planning Commission may vote to continue the
petition. This continuance shall allow sufficient time for all necessary reviewing parties to evaluate the
new or additional information and provide written comments and suggestions to be included in a written
memorandum by planning staff to the Planning Commission. The Planning Commission shall consult
with planning staff to determine if a continuance may be warranted.
POTENTIAL OF NEED FOR TRAFFIC ANALYSES AND/OR TRAFFIC IMPACT STUDY
The Roanoke County Planning Commission reserves the right to continue a Rezoning, Subdivision
Waiver, Public Street Waiver, or Special Use Permit petition if the County Traffic Engineer or staff from
the Virginia Department of Transportation requests further traffic analyses and/or a traffic impact study
that would be beneficial in making a land use decision (Note: a list of potential land uses and situations
that would necessitate further study is provided as part of this application package).
This continuance shall allow sufficient time for all necessary reviewing parties to evaluate the required
traffic analyses and/or traffic impact study and to provide written comments and/or suggestions to the
planning staff and the Planning Commission. If a continuance is warranted, the applicant will be notified
of the continuance and the newly scheduled public hearing date.

Please explain how the request furthers the purposes of the Roanoke County Ordinance as
well as the purpose found at the beginning of the applicable zoning district classification in
the Zoning Ordinance.
This request is consistent with and encourages continued agricultural use of the property, as set
forth in the current zoning classification of the Zoning Ordinance. Moreover, the use will
support the economic viability of resource preservation and the ongoing agricultural use and
character of the property. The District Regulations for the AG -1 district specifically allow, with a
special use permit, special events facilities, such as that operated by the applicant under their
current Special Use Permit, providing:
A place, structure, or other facility used for the assembly of or intention of
attracting people for cultural, ceremonial, celebratory or civic clubs for which
there is a leasing fee. Such assembly included, but is not limited to, anniversary
and birthday celebrations, reunions, weddings, and receptions....
The weekend wedding receptions and other events proposed to be hosted by the applicant in
the barn structure on the property fit squarely within this definition.
Please explain how the project conforms to the general guidelines and policies contained in
the Roanoke County Community Plan.
This request will allow a small-scale commercial use, on a limited number of days per year, with
very limited impacts, that will enhance the viability of the agricultural use of the property, in
this case raising cattle and hay production. The continued viability and exposure of the public
to these valuable open space areas that enhance the quality of life for County residents, is in
conformity with the desire of the Future Land Use Guide in the Community Plan to encourage
and support the production of crops, plants, vines, trees, livestock, poultry and eggs and
associated services such as soil and crop preparation, landscape and horticultural care. Thus,
the limited commercial use under the requested Special Use Permit will encourage the
conservation goals of the Community Plan.
Please describe the impact(s) of the request on the property itself, the adjoining properties,
and the surrounding area, as well as the impacts on the public services and facilities, including
water/sewer, roads, schools, parks/recreation and fire and rescues.
The requested Special Use Permit will have limited if any impact on the foregoing items. The
request seeks to expand the number of days per year, but otherwise will continue the
provisions and restrictions of the current Special Use Permit under which the business operates
in order to minimize any such impacts. The attached materials outline the steps taken by the
applicant and additional details of their operations, including those shown in the Concept Plan
dated January 23, 2016 (attached here as Exhibit A), on which the existing Special Use Permit
was predicated. See also the supporting information from the original Special Use Permit
Application attached here as Exhibit B. The proposed steps taken to minimize any such impacts
include:
a. The site will be developed and continue to operate in general conformance with
the attached concept plan (which is identical to the approved concept plan
referenced in the ordinance approving the current SUP), subject to those
changes, which may be required by Roanoke County during the plot plan review
process. Event activities and event parking will be limited to the designated
area(s) set forth in the attached concept plan.
b. Signage will be limited to one freestanding sign measuring thirty square feet in
size and ten feet in total height. Digital and LED sign faces will be prohibited.
c. Portable sanitation services will continue to be fully screened from public view.
d. Parking will be prohibited on Blacksburg Road, and limited to the area(s) shown
on the attached concept plan.
e. All exterior lighting fixtures will be designed, located and arranged so as not to

f. Using or operating loudspeakers or microphones will only be allowed between

INTRODUCTION
Kimberly Bolden, owner of Triple J Fara Events, LLC is
applying for an outdoor special use B permit, to be allowed
to hold outdoor weddings on Saturdays from May through
October, and possibly a few small Christmas parties in
December. The property is agriculture, but will not be
effected by events, which will only be taken place in front
of property, and in and around barn. I mill work with
Roanoke County and comply with all guidelines to limit or
eliminate any negative impact on the community and
surrounding neighbors. I believe this will only improve
property value and will meet a large need in the county for
this type of business. I ani taking advantage of a recent
code put in place for this type of business.
OUTT R SPECIFICS
Triple J Farm Events is specifically going to be used for
weddings and some small events. The barn is
approximately 36 x 48 and holds 85 people inside and no
more than 150 people outside. Clients will be able to arrive
day before event to have rehearsals and decorate. There
will be approximately 12-15 weddings a year, and a couple
events in December. Triple J Farm will furnish porta
johns, which Va. Board of Health requires one john for
every 100 guest. They will be delivered Friday before
event and picked up on Monday after. There will be feed
trucks for catering at some events.
SAFETY PLAN
One of our main goals is to ensure the safety of all our
guests. To that end, we have consulted with Deputy Fire
Marshall, Scott Jones, and will be working with Roanoke
County Fire Dept. l am required to purchase one large fire
extinguisher for barn, with classification code 2A1 DBC.
We also have one outside faucet near back of barn.
We will have three to five employees, depending on
number of guests. All employees will be dressed and
wearing name tags to be easily found, if needed.
PARKING PLAN AND CIRCULATION
Triple J Farm Events provides onsite parking for employees and
guests (see map). There will be signs directing guests to parking
and an event employee will be directing traffic also. Traffic flow
will enter at barn and exit on other side of house eliminating
congestion on Blacksburg Rd. There will be additional parking, if
needed, in front field. We will put NO PARKING signs along
Blacksburg Rd. to keep vehicles away from road.
LIGHTING SPECIFICS
We have used low lighting to ensure to not affect our
surrounding neighbors. These rope lights are lining our
outside fencing and are running along our back porch. We
have a dusk of dawn light on end of barn facing 5180
property. Most lights will be turned off by 10prn May thru
October.
SANITIZATION PLAN
Triple J Farm has been working closely with Tidy
services= we will provide a portae john for use at each
event and they will contain running water, hand sanitizer
and paper towels. Hand sanitizer will be near all food
areas, as well. Addition to our residential trash can we will
need to add another large can for trash and pick-up.
FOOD SAFETY PLAN
Food trucks and outside catering only from respected local
food services and catering businesses will be delivering
food.
NoiSE
All events will have music in some form, most are Djs with
amps and some will be live bands. Triple J Farm will
control noise levels, if believe is effecting neighbors or
livestock. All music will stop by 10pm.

ADVERTISING
Triple J Farm Events will advertise mostly by social media.
We do have a sign at front, and alongside Blacksburg Rd.
In addition, we have a web page and would like to enter
into bridal shows and join the Roanoke wedding network,.
FUTURE LAND USE
Triple J Farm will continue to be in land use, and will not
be effected by these events, We will continue to raise
beef cattle, and *li be highly protected from outside
guests and traffic. The area where livestock is, will be
totally separate from venue.

Approval of appropriation ordinance to accept $93,530 from a Virginia Land
Conservation Foundation grant and a Preservation Trust Fund grant through the
Pathfinders for Greenways to develop the Hinchee Trail, a greenway connection to
Carvins Cove from the Hanging Rock Battlefield Trail.
BACKGROUND:
Hanging Rock Battlefield Trail is a rail -trail project which incorporates interpretive signs
describing the Civil War Battle at Hanging Rock and the use of the railroad for hauling
coal to Catawba. The Trail, Route #17 in the Greenway Plan, opened in 1999 as one of
the early greenway projects in the Roanoke Valley. The trail is a 1.7 mile -long cinder
surface, and hosts many runners and walkers each day. It runs parallel to Kessler Mill
Road, adjacent to the Roanoke County Public Service Center, under 1-81, adjacent to
numerous business and residences. The City of Salem has funding to extend the trail
south to the existing portions of Mason Creek Greenway (Route #23) near GE and
ultimately the trail will connect to the Roanoke River Greenway (Route #31). The
existing Hanging Rock Battlefield Trail will be the direct linkage to the proposed Hinchee
Trail, providing the greenway connection to this new trail from businesses, residential,
and commercial areas.

Carvins Cove Natural Reserve is a 12,463 -acre watershed property protecting Carvins
Cove Reservoir. The reservoir and lands immediately surrounding it, approximately
1100 acres, are owned and operated by the Western Virginia Water Authority; the
remaining lands above the 1200 -foot contour are owned and managed by the City of
Roanoke's Parks and Recreation Department. Conservation easements were placed on
the City's 11,363 acres in 2008 & 2009 and are held by Virginia Outdoors Foundation
and Blue Ridge Land Conservancy. These easements are on the lands above the 1200 -
foot contour and protect the land for watershed, recreation, open space, natural habitat,
biological diversity, and forest use. Carvins Cove is a destination outdoor recreation
area. The Hinchee Trail would provide a new connection to Carvins Cove from the
urban area, allowing access without an automobile.
Brushy Mountain Fire Road is an existing, single lane, unsurfaced road with ditches,
running from Timberview Road at Hanging Rock to Happy Valley Trail at the Bennett
Springs gate (Route 740) for Carvins Cove, a distance of over 12 miles. Two miles of
the road are in private ownership designated on property plats in various ways,
including "Old CCC Road" and "Brushy Mountain Road". When the 911 emergency
management system was installed, all roads were named and the'/4 mile at the bottom
of the road which serves three houses was named Virginia Deer Road. The road is
gated on each end and near the Hinchee/Carvins Cove line. The portion within Carvins
Cove is open for trail use by bicycles, hikers, and equestrians, but the 1.97 -mile portion
on private land has always been closed. The road is also an access route for
emergency management for fire and rescue.
DISCUSSION:
The Hinchee family has been in discussions with the Roanoke Valley Greenway
Coordinator and Roanoke County for several years. The heirs of two Hinchee trusts
jointly own over 200 acres. The heir of the Margaret R. Hinchee Revocable Trust has
agreed to donate her share of seven land tracts, called the mountain properties, to
Roanoke County for the greenway and preservation of the mountain. Pathfinders for
Greenways has agreed to purchase property owned by the Lloyd M. Hinchee
Revocable Trust, which includes a half interest in the seven mountain parcels previously
referenced and sole ownership of one parcel (35 acres with frontage on Mason Creek).
The Hinchee mountain properties are wooded and undeveloped; there are remains of
an old cabin, an old orchard, and two parking areas. The conservation values include
open space, upland forest, headwaters of streams, recreation access, wildlife habitat,
and scenic viewsheds. The Hinchee Trail project will provide access to Carvins Cove
lands that currently are relatively difficult to reach because they are ten miles from any
access points. In addition to the mountain properties noted, the heirs of the two Trusts
have agreed to sell the three tracts at the intersection of Timberview and Dutch Oven

Roads for trailhead parking, picnic facilities, and trailhead amenities.
The goal of this project is to connect the Roanoke Valley Greenway network to the
12,463 -acre Carvins Cove Natural Reserve. This project is in Roanoke County, half a
mile from Exit 141 of 1-81 and a mile from the City of Salem. The project would provide
the opportunity for users to bicycle, walk, or ride horses from the Hanging Rock
Battlefield Trail to Carvins Cove, thus connecting an urban area to a very rural, natural
preserve.
Land acquistion by the County for this project will accomplished through direct granting
of property, property purchase, and donation of land acquired by the Pathfinders for
Greenways as follows:
The Pathfinders for Greenways will purchase the half interest of seven land tracts
owned by Lloyd M. Hinchee Revocable Trust at a value of $141,000. The
purchased land will subsequently be donated to Roanoke County;
The Margaret R. Hinchee Trust will donate to Roanoke County their half interest in
seven tracts of land. The donation value of this land is $141,000;
The Pathfinders for Greenways will purchase a 35.37 acre tract of land from Lloyd
M. Hinchee Revocable Trust at a value of $114,700. The Pathfinders for Greenways
will utilize a Preservation Trust Fund grant in the amount of $46,500 to be used
towards the land purchase. The Pathfinders will in turn donate the acquired land to
Roanoke County.
Roanoke County will purchase 2.75 acres of land from the Margaret R. Hinchee
Revocable Trust and Lloyd M. Hinchee Revocable Trust for $42,200 plus land
acquisition costs.
Roanoke County will purchase greenway easments as necessary from property
owners adjacent to the acquired properties.
County funding for this effort is provided through the following:
Virginia Land Conservation Foundation grant in the amount of $69,980;
The Pathfinders for Greenways / Preservation Trust Fund grant in amount of
$23,550;
These two grants require appropriation by the Board of Supervisors.

County grant match funds in the amount of $51,380.
The requested action of the Board of Supervisors is for the appropriation of grant
funds only. County matching funds have previously been appropriated in the
Department of Parks and Recreation.
FISCAL IMPACT:
County funding is available through the Capital Budget in the Parks and Recreation
Capital Maintenance Program (CMP) project in the amount of $51,830. This funding will
provide the required County match for the Virginia Land Conservation Foundation grant.
These funds will be transferred from the Capital Fund to the newly created grant
account.
As funds in the Capital Maintenance Program project have been previously
appropriated, an additional appropriation by the Board is not required for the County
match.
STAFF RECOMMENDATION:
Staff recommends approval of the ordinance to accept and appropriate $93,530 in grant
funding from the Virginia Land Conservation Foundation and Pathfinders for Greenways
and Preservation Trust Fund and set second reading for January 9, 2018.

The Virginia Land Conservation Foundation (VLCF) and the Grant Recipient named herein, in
exchange for the grant funds provided hereunder and the perpetual dedication to be given by the
Grant Recipient, and other good and valuable consideration, the receipt and sufficiency of which
are acknowledged hereby, mutually agree to perform this contractual agreement (Agreement) in
accordance with the Virginia Land Conservation Foundation Act, Virginia Code §10.1-1017
through §10.1-1026, the provisions and conditions of the VLCF Grant Manual dated May 24,
2017, and with the terms, promises, conditions, specifications, and procedures listed below.
The Grant Recipient hereby agrees to provide the following documents to VLCF prior to
grant disbursement:
An appraisal of the fair market value of the property that meets USPAP standards and is
prepared within six months of closing by an appraiser certified as a general real estate
appraiser in Virginia.
2. A real estate purchase contract evidencing the property is under contract to the Grant
Recipient, or a letter of intent indicating Grant Recipient's ability to acquire the property.
[Not required in the case of VLCF funds being provided as a reimbursement]
3. A survey plat prepared by a Virginia licensed surveyor or professional engineer meeting
ALTA/ASCM (NSPS) standards, preferably in digital form, depicting the metes and bounds
of the property.
4. A Phase I Environmental Site Assessment satisfactory to VLCF, showing no major or
significant environmental problems with the property.
5. A title report or commitment for owner's title insurance less than ninety (90) days old
showing title vested in the seller of the property and that upon closing of the purchase
transaction, the Grant Recipient will hold an unencumbered priority interest in the property
(subject to easements and other encumbrances of record acceptable to VLCF).
6. A copy of the draft deed, the form of which has been approved by the Department of
Conservation and Recreation on behalf of VLCF prior to recordation.
• The property must be dedicated in perpetuity as open -space land under the Open -
Space Land Act (Virginia Code §§ 10.1-1700 to 10.1-1705), specifying one or more of
the purposes described in the Virginia Land Conservation Fund Act, Virginia Code
§ 10.1-1020 et seq. The deed must give DCR the right to enforce the dedication.
7. Verification of eligible expenditures including: settlement statements, copies of invoices,
cancelled checks (both sides), etc. These documents must be in hand and approved before
reimbursements will be made.

A. VLCF grant funds distributed shall not exceed 50 percent of appraised value, not to exceed
the total grant amount of $ 69,980.00.
B. Until project closure, the Grant Recipient shall submit brief progress reports twice a year to
VLCF on the status of grant implementation, with the first report due by April 30, 2018.
The second report will be due by October 31, 2018, the third report by April 30, 2019,
and a final report is due upon completion of the project.
C. The form of the deed of transfer must be provided to and approved by the Department of
Conservation and Recreation on behalf of VLCF prior to recordation.
D. The Grant Recipient must provide a copy of the recorded deed of transfer for which VLCF
monies have been awarded, showing the locality, deed book, page of recordation, and/or
instrument number to VLCF no later than one month after recordation.
E. If the value of another parcel of real property is used as any part of the match for the grant,
that parcel must meet the same requirements (save the purchase contract) identified above.
The submitted appraisal must show that the unencumbered value of any property used as
match is equal to the value of funds required to complete the match.
F. The Executive Secretary of VLCF reserves the right to seek independent appraisal reviews, at
Grant Recipient's expense, on all appraisals prior to reimbursement.
G. The Grant Recipient agrees to hold the Commonwealth of Virginia harmless from all legal
liability under the Comprehensive Environmental Response, Compensation and Liability Act
of 1980 (CERCLA), as amended, 42 U. S. C. §§ 9601 et seq., together with any other federal,
state or local law or ordinance related to hazardous substances or hazardous waste.
H. The Grant Recipient shall ensure that the property will be made and shall remain accessible
to Commonwealth of Virginia staff for site inspection for compliance with the terms of the
Virginia Land Conservation Fund Program and will provide judicially enforceable ingress
and egress rights therefor. Requests from VLCF for periodic monitoring reports shall be
granted.
Grant Recipient agrees to post at least one informational sign in a prominently visible
position at the project site to acknowledge the assistance received from VLCF. The Recipient
agrees to give appropriate credit to VLCF in any and all press releases, publications, annual
reports, signage, video credits, dedications, and other public communications regarding the
VLCF-funded project.
J. The parties understand that VLCF funding maybe subject to rescission by the General
Assembly. In such a case, VLCF reserves the authority to cancel this Agreement.
K. The Grant Recipient must contact DCR at least two months before the desired closing date to
ensure that the Department will have sufficient funds available to meet the funding
obligations created hereunder. Reimbursement will not proceed until DCR receives sufficient
appropriations for the project.

L. Grant Recipient must provide contact information for the settlement agent who will be
receiving the VLCF funds for final closing, and must also provide a W-9 for that company at
least one month before the desired closing date.
M. This Agreement shall inure to the benefit of and be binding upon the parties hereto and their
respective successors. Nothing contained herein shall give or allow any claim or right of
action whatsoever by any other third person. It is the express intention of the Commonwealth
of Virginia and the Grant Recipient that any other person or entity receiving benefits under
this Agreement shall be deemed an incidental beneficiary only.
N. Modification of this Agreement must be in writing and upon approval of both parties.
O. Nothing in this Agreement is intended to conflict with current laws or regulations of the
Commonwealth of Virginia. If any term of this Agreement is found by any court or other
legal authority, or is agreed by the parties to be in conflict with any law or regulation
governing its subject, the conflicting term shall be considered null and void. The remaining
terms and conditions of this Agreement shall remain in full force and effect.
P. This Agreement and any documents incorporated specifically by reference represent the
entire agreement between the parties and supersede all prior oral and written statements or
agreements.
Q. The individual executing this Agreement on behalf of the Grant Recipient possesses all
necessary power and authority to bind the Grant Recipient and, upon execution, this
Agreement shall constitute a legal and valid obligation of the Grant Recipient.
R. The terms of this Agreement, as modified with the consent of all parties, will remain in effect
until November 1, 2019, or until terminated as set forth below. VLCF may, in its discretion,
extend the term for up to one year upon request of the Grant Recipient based upon unavoidable
circumstances. Either party may terminate this Agreement upon thirty (30) days' advance
written notice to the other party.
In witness whereof, the parties hereto have executed this contractual agreement as of the dates
entered below.

Conservation Foundation in the amount of $69,980 for the construction of a greenway
that connects the Hanging Rock Battlefield Trail to Carvins Cove; and
WHEREAS, Roanoke County and the Pathfinders for Greenways partner together
to build and maintain greenways and trails, and are partnering together to construct the
greenway from the Hanging Rock Battlefield Trail to Carvins Cove; and
WHEREAS, Pathfinders for Greenways has been awarded a grant from the
Preservation Trust Fund and will donate up to $23,550 to Roanoke County land
acquisition costs; and
WHEREAS, in order to construct the greenway, Roanoke County and the Margaret
R. Hinchee Revocable Trust, have an agreement for Roanoke County to purchase
approximately 2.75 acres of land; and
WHEREAS, Margaret R. Hinchee Revocable Trust will further donate their half
interest in seven parcels totalling approximately 200 acres to build the greenway; and

necessary for the greenway; and
WHEREAS, Section 18.04 of the Roanoke County Charter provides that funds be
appropriated by ordinance; and

ISSUE:
Appropriate $9,000 received from the Bent Mountain Volunteer Fire Company for
kitchen renovations at the Bent Mountain Fire Station.
BACKGROUND:
The kitchen facilities at the Bent Mountain station are not sufficient to support station
operations and the Bent Mountain Volunteer Fire Company has requested support from
the County to assist with renovations. The Bent Mountain Volunteer Fire Company is
donating $9,000 to assist with the kitchen renovations and has requested the County
provide a match of $9,000 to complete project funding.
DISCUSSION:
Project costs for the kitchen renovation at the Bent Mountain Fire Station are estimated
at $18,000. The County and the Bent Mountain Volunteer Fire Company have agreed to
jointly fund the kitchen renovations, each contributing $9,000, pending approval of this
ordinance.
There have been no changes since the first reading of this ordinance on December 5,
2017.

Accept and allocate an EDGE Grant in the amount of $15,000 from Appalachian Power
BACKGROUND:
Appalachian Power has a long history of collaboration and support for local, regional
and state economic development efforts. The EDGE Program is designed to support
economic development activity at local and regional levels. EDGE funds may be used
for studies specifically related to business parks and facility development. Additionally,
funds may be used for economic development marketing and promotional strategies,
business retention and expansion, and sites and buildings.
DISCUSSION:
The Economic Development Department will utilize the grant funds to redesign the
Economic Development Website, which was last comprehensively updated in 2010.
FISCAL IMPACT:
Grant funds from Appalachian Electric Power total $15,000 and no County match is
required.

APPALACHIAN POWER PROVIDES FUNDING TO SPUR ECONOMIC DEVELOPMENT IN ITS
SERVICE AREA
ROANOKE, Va., December 7, 2017 — Organizations in communities affected by a downturn in the coal
industry are among the nonprofits and localities that will receive an economic development grant from
Appalachian Power. The awards are part of ongoing efforts to promote economic growth in the
company's service territory.
Eight organizations will receive grants ranging from $5,000 to $20,000 through the company's
Economic Development Growth Enhancement (EDGE) program administered by John Smolak, economic
and business development director. The funds may be used for site development or to support
marketing and promotion, or new business development and retention.
Appalachian Power distributes EDGE grants on an annual basis. The company will award $91,000
in EDGE grants to nonprofits and localities this year.
"Appalachian Power is proud to partner with our local, regional and state organizations on
outstanding economic development projects in Virginia and West Virginia," Smolak said. "The EDGE
Grant's focus is to help prepare our communities for new job growth and investment opportunities and
we want to help them succeed."
The Robert C. Byrd Institute, part of the Marshall University Research Corporation, will receive a
$13,000 EDGE Grant. The RCBI assists West Virginia counties affected by the downturn in the coal
industry. The organization said it will use the funds to support research and a feasibility study to
determine the potential success of locating an aerospace maintenance, repair and overhaul facility in
the tri-state region of West Virginia, Ohio and Kentucky.
"With this funding from Appalachian Power, we will be able to expand our efforts and work
toward introducing new aerospace businesses into the market," said Charlotte Weber, RCBI's vice
president of development.

• $15,000 to support the Roanoke County Economic Development Department with updating its
website. The updated site will be interactive and mobile friendly, and include the latest
demographic, building and community -related information.
• $6,000 in funds to the Amherst County Economic Development Authority to assist with the
creation of six conceptual site development plans for specific parcels in two local industrial
parks.
• $7,000 to the Blue Ridge Crossroads Economic Development Authority to develop and
implement a new marketing plan for the Wildwood Commerce Park, which is an AEP certified
site.
• $5,000 to support the Virginia's First Regional Industrial Facility Authority (VFRIFA) to enhance
the group's marketing plan for the New River Commerce Park, which is an AEP certified site.
Plans include development of a revised master plan and marketing materials.
West Virginia
• $13,000 to the Robert C. Byrd Institute (RCBI), part of the Marshall University Research
Corporation, to support research and a feasibility study to determine the potential success of an
aerospace maintenance, repair and overhaul facility (MRO) for the Tri-State Region of West
Virginia, Ohio and Kentucky.
• $12,500 to the Mercer County Development Authority to enhance and redesign the
organization's website.
• $12,500 to the City of Bluefield Economic Development Department to support development of
a comprehensive master plan for an 80 acre city -owned business park.
"We are very thankful to Appalachian Power for selecting the Martinsville -Henry County
Economic Development Corporation as a recipient of its EDGE grant program," said the organization's
President and CEO Mark Heath. "This grant will allow us to pursue more extensive marketing efforts for
our newly graded industrial park, Commonwealth Crossing, as well as the new Commonwealth Centre
for Advanced Training (CCAT) that will be constructed on Tract 1 inside the park."

Roanoke County General Services proposes to donate a 1999 pick-up truck to the
Roanoke Center for Animal Care and Protection (RCACP), with whom the County has
an Intergovernmental Agreement.
BACKGROUND:
The County is occasionally requested to provide a surplus vehicle to a partner agency
providing a public service who, due to resource constraints, cannot acquire needed
vehicles. As donation requests are received, County vehicles being replaced as part of
the routine fleet replacement schedule are evaluated for potential donation.
DISCUSSION:
RCACP has identified a need for a a large truck to be utilized for towing a trailer used to
promote animal adoption and has requested the County consider donation of a surplus
vehicle. The County has identified a 1999 3/4 ton, crew cab, 4 x 4 pickup truck for
potential donation. The vehicle was previously utilized by County Fire and Rescue and
is in sufficiently good condition to serve the needs of RCACP. General Services
estimates the surplus value of the vehicle to be $3,500.

Work session to discuss the Children's Services Act (CSA)

Provide the Board of Supervisors information regarding the Children's Services Act
(CSA).
BACKGROUND:
Costs associated with the Children's Services Act have increased almost 40% since
fiscal year 2013. Of the total $7.244 million in Children's Services Act expenditures in
fiscal year 2017, Treatment Foster Care, Residential Care and Private Day School
account for 87% of all Children's Services Act expenditures.
This work session will identify some of the problem areas leading to increased
expenditures associated with Treatment Foster Care, Residential Care and Private Day
School. It will also provide information on management and advocacy efforts aimed to
reduce future expenditures while still providing quality services to children supported by
the Children's Services Act.
DISCUSSION:
County staff will review the attached PowerPoint presentation at the work session.
County and Roanoke County Public Schools staff will provide details on programs
funded as part of the Children's Services Act including Treatment Foster Care,
Residential Care and Private Day School. Staff will identify current issues in each of

these areas that are impacting annual costs and service delivery, and provide
information on management efforts implemented or under consideration to address
projected costs increases.
FISCAL IMPACT:
There is no fiscal impact associated with the receipt of the attached presentation. Any
decisions regarding Children's Services Act funding will be prioritized and presented as
part of the County Administrator's Proposed Fiscal Year 2018-2019 Operating Budget,
with Board of Supervisors approval of the Fiscal Year 2018-2019 Operating Budget
scheduled for May 22, 2018.
STAFF RECOMMENDATION:
Staff recommends that the Board of Supervisors receive information regarding the
Children's Services Act (CSA).

AT A REGULAR MEETING OF THE BOARD OF SUPERVISORS OF ROANOKE
COUNTY, VIRGINIA, HELD AT THE ROANOKE COUNTY ADMINISTRATION
CENTER ON TUESDAY, DECEMBER 19, 2017
RESOLUTION CERTIFYING THE CLOSED MEETING WAS HELD IN
CONFORMITY WITH THE CODE OF VIRGINIA
WHEREAS, the Board of Supervisors of Roanoke County, Virginia has convened a
closed meeting on this date pursuant to an affirmative recorded vote and in accordance
with the provisions of The Virginia Freedom of Information Act; and
WHEREAS, Section 2.2-3712 of the Code of Virginia requires a certification by the
Board of Supervisors of Roanoke County, Virginia, that such closed meeting was
conducted in conformity with Virginia law.
NOW, THEREFORE, BE IT RESOLVED, that the Board of Supervisors of Roanoke
County, Virginia, hereby certifies that, to the best of each member's knowledge:
1. Only public business matters lawfully exempted from open meeting requirements
by Virginia law were discussed in the closed meeting which this certification resolution
applies; and
2. Only such public business matters as were identified in the motion convening the
closed meeting were heard, discussed or considered by the Board of Supervisors of
Roanoke County, Virginia.
