HomeMy WebLinkAbout12/19/2017 - Adopted Board Records AT A REGULAR MEETING OF THE BOARD OF SUPERVISORS OF ROANOKE COUNTY, VIRGINIA, HELD AT THE ROANOKE COUNTY ADMINISTRATION CENTER ON TUESDAY,DECEMBER 19, 2017 RESOLUTION 121917-1OF APPRECIATION TO AL BEDROSIANFOR HIS SERVICE AS A MEMBER OF THE BOARD OF SUPERVISORS FROM 2014THROUGH 2017 WHEREAS,Al Bedrosian was elected to represent the Hollins Magisterial District on the Board of Supervisors of Roanoke County in November2013with a term that started January 1, 2014,and served in that capacity through December 31, 2017; and WHEREAS,during his tenureas a member of the Board, Supervisor Bedrosian served with zealand dedication,working on behalf of thepeople of his district and all citizens ofRoanoke County;and WHEREAS, Mr. Bedrosian was an adamant,vocal advocate for numerous social and political causes, most notably free-market systems andfiscal responsibility; and WHEREAS, Mr. Bedrosian welcomed visits from all citizens and always took the time to listen to their concerns and opinions; and WHEREAS, Mr. Bedrosian was a tireless supporter of his constituents. NOW, THEREFORE, BE IT RESOLVED that the Board of Supervisors of Roanoke County, Virginia, expresses its deepest appreciation and thatof the citizens of Roanoke County toAL BEDROSIANfor his commitment to public service, his belief in democratic principlesand championing of citizen participation in local government; and FURTHER, the Board of Supervisors congratulates Supervisor Bedrosianat the conclusion of his termof office and wishes him continued success in future endeavors. Page 1of 2 AT A REGULAR MEETING OF THE BOARD OF SUPERVISORS OF ROANOKE COUNTY, VIRGINIA, HELD THE ROANOKE COUNTY ADMINISTRATION CENTER ON TUESDAY, DECEMBER 19, 2017 ORDINANCE 121917-2ACCEPTING AND APPROPRIATINGFUNDS IN THE AMOUNT OF $9,000 FROM THE BENT MOUNTAIN VOLUNTEER FIRE COMPANYTO THE GENERAL SERVICES CAPITAL MAINTENANCE PROGRAM WHEREAS, theBent Mountain Volunteer Fire Company has requested County of Roanoke support of kitchen renovations at the Bent Mountain Fire Station; and WHEREAS, the Bent Mountain Volunteer Fire Companyis contributing $9,000 to fund approximately fifty percent(50%)of project costs; and WHEREAS, the County contribution to the project will come from funds previously appropriated to the General Services Capital Maintenance Program; and WHEREAS, Section 18.04 of the Roanoke County Charter provides that funds be appropriated by ordinancebefore they are expended; and WHEREAS, first reading ofthis ordinance was held on December 5, 2017, and the second reading was held on December 19, 2017. BE IT ORDAINED by the Board of Supervisors of Roanoke County, Virginia, as follows: 1.That donations in the amount of $9,000from the Bent Mountain Volunteer Fire Department be appropriated to the General Service Capital Maintenance Programfor the purpose of kitchen renovations as the Bent Mountain Fire Station. 2.That this ordinance shall take effect from and after the date of adoption. J-2 AT A REGULAR MEETING OF THE BOARD OF SUPERVISORS OF ROANOKE COUNTY, VIRGINIA HELD AT THE ROANOKE COUNTY ADMINISTRATION CENTER MEETING DATE:December 19, 2017 AGENDA ITEM:Request to accept and allocate grant funds in theamount of $15,000 from Appalachian Power's Economic Development Growth Enhancement (EDGE) Program SUBMITTED BY:Jill Loope Director of Economic Development APPROVED BY:Thomas C. Gates County Administrator ISSUE: Accept and allocate an EDGE Grant in the amount of $15,000 from Appalachian Power BACKGROUND: Appalachian Power has a long history of collaboration and support for local, regional and state economic development efforts. The EDGE Program is designed to support economic development activity at local and regional levels. EDGE funds may be used for studies specifically related to business parks and facility development. Additionally, funds may be used for economic development marketing and promotional strategies, business retention and expansion, and sites and buildings. DISCUSSION: The Economic Development Department will utilize the grant funds to redesign the Economic Development Website, which was last comprehensively updated in 2010. FISCAL IMPACT: Grant funds from Appalachian Electric Power total $15,000 and no County match is required. YesNoAbsent Mr. Assaid Mr. Bedrosian Ms. Hooker Mr. Peters Mr. McNamara cc:Jill Loope, Director of Economic Development Christopher Bever, Director of Management and Budget Rebecca Owens, Director of Finance Page 2of 2 AT A REGULAR MEETING OF THE BOARD OF SUPERVISORS OF ROANOKE COUNTY, VIRGINIA, HELD AT THE ROANOKE COUNTY ADMINISTRATION CENTER ON TUESDAY, DECEMBER 19, 2017 RESOLUTION 121917-4CERTIFYING THE CLOSED MEETING WAS HELD IN CONFORMITY WITH THE CODE OF VIRGINIA WHEREAS, the Board of Supervisors of Roanoke County, Virginia has convened a closed meeting on this date pursuant to an affirmative recorded vote and in accordance with the provisions of The Virginia Freedom of Information Act; and WHEREAS, Section 2.2-3712 of the Code of Virginia requires a certification by the Board of Supervisors of Roanoke County, Virginia, that such closed meeting was conducted in conformity with Virginia law. NOW, THEREFORE, BE IT RESOLVED, that the Board of Supervisors of Roanoke County, Virginia, hereby certifies that, to the best of each member’s knowledge: 1. Only public business matters lawfully exempted from open meeting requirements by Virginia law were discussed in the closed meeting which this certification resolution applies;and 2. Only such public business matters as were identified in the motion convening the closed meeting were heard, discussed or considered by the Board of Supervisors of Roanoke County, Virginia. J-2 AT A REGULAR MEETING OF THE BOARD OF SUPERVISORS OF ROANOKE COUNTY, VIRGINIA HELD AT THE ROANOKE COUNTY ADMINISTRATION CENTER MEETING DATE:December 19, 2017 AGENDA ITEM:Request to approve the donation of a 1999 pick-uptruck to the Roanoke Center for Animal Care and Protection SUBMITTED BY:Rob Light Director of General Services APPROVED BY:Thomas C. Gates County Administrator ISSUE: Roanoke County General Services proposes to donate a 1999 pick-up truck to the Roanoke Center for Animal Care and Protection (RCACP), with whom the County has an Intergovernmental Agreement. BACKGROUND: The County is occasionally requested to provide a surplus vehicle to a partner agency providing a public service who, due to resource constraints, cannot acquire needed vehicles. As donation requests are received, County vehicles being replaced as part of the routine fleet replacement schedule are evaluated for potential donation. DISCUSSION: RCACP has identified a need for a large truck to be utilized for towing a trailer used to promote animal adoption and has requested the County consider donation of a surplus vehicle. The County has identified a 1999 3/4 ton, crew cab, 4 x 4 pickup truck for potential donation. Thevehicle was previously utilized by County Fire and Rescue and is in sufficiently good condition to serve the needs of RCACP. General Services estimates the surplus value of the vehicle to be $3,500. FISCAL IMPACT: The estimated value of the truck is approximately $3,500.
