HomeMy WebLinkAbout12/5/2017 - Adopted Board Records AT A REGULAR MEETING OF THE BOARD OF SUPERVISORS OF ROANOKE COUNTY, VIRGINIA, HELD AT THE ROANOKE COUNTY ADMINISTRATION CENTER ON TUESDAY, DECEMBER 5, 2017 RESOLUTION 120517-1EXPRESSING THE APPRECIATION OF THE BOARD OF SUPERVISORS OF ROANOKE COUNTY TOJOSEPH LADUKE,SOLID WASTE EQUIPMENT OPERATOR UPON HIS RETIREMENT AFTER MORE THAN TWENTY-FIVE (25) YEARS OF SERVICE WHEREAS,Mr. LaDuke was employed by Roanoke County on November 2, 1992 on a part time basis and January 12,1995 on a full-time basis; and WHEREAS,Mr. LaDuke will retire on December1, 2017, after twenty-fiveyears andone monthofdevoted, faithful and expertserviceto Roanoke County; and WHEREAS,during Mr. LaDuke’s tenure with the General ServicesDepartment, he has servedwith professionalism and dedication in providing services to the citizens of Roanoke County; WHEREAS, throughout Mr. LaDuke’s tenure with Roanoke County, he has worked in the Solid Waste Division for the length of his employment providing citizens with quality service including brush collection and bulk collection, while part-time as a refuse collector. NOW, THEREFORE, BE IT RESOLVED that the Board of Supervisors of Roanoke County expresses its deepest appreciation and the appreciation of the citizens of Roanoke County toJOSEPH LADUKEfor more than twenty-fiveyears of capable, loyal and dedicated service to Roanoke County; and FURTHER,the Board of Supervisors does express its best wishes for a happy and productive retirement. E-1 AT A REGULAR MEETING OF THE BOARD OF SUPERVISORS OF ROANOKE COUNTY, VIRGINIA HELD AT THE ROANOKE COUNTY ADMINISTRATION CENTER MEETING DATE:December 5, 2017 AGENDA ITEM:Request to accept audited financial results for the fiscal year ended June 30, 2017 SUBMITTED BY:Rebecca Owens Director of Finance APPROVED BY:Thomas C. Gates County Administrator ISSUE: Accept audited financial results for the County of Roanoke for the fiscal year ended June 30, 2017 BACKGROUND: Cherry Bekaert completed the audit of the financial operations of the County of Roanoke and the County of Roanoke Public Schools for the year ended June 30, 2017. The Audit Committee met on November 14, 2017, to review the results ofthe year’s operations. Both the County and Schools received a clean and unmodified opinion. Staff from Cherry Bekaert will present the audit information to the Board at the meeting. DISCUSSION: On September 26, 2017, staff reviewed preliminary unaudited financial results for June 30, 2017, and there have been minimal changes since that work session. Below is the information for the County regarding the General Government results of operations for the fiscal year ended June 30, 2017. Results of Operations of the County of Roanoke for the Year Ended June 30, 2017: Page 1of 3 Revenues Revenues were within 0.7% or $1,397,659 of the amended budget as shown on Attachment I and reasons for these variances are as follows: -Other Local Taxes and Fees were $336,188 above budget primarily the result of increased collections for recordation tax, hotel & motel room tax, and other local taxes and fees. -Sales Tax was $480,706 above budget primarily the result of collections received belonging to the City of Roanoke. Approximately $325,000 will be reserved and reimbursed to the City of Roanoke. -Intergovernmental Revenues were $458,748 above budget primarily the result of reimbursements for Social Services programs. Expenditures: Expenditures were within 0.4% or $896,310 of the amended budget as shown on Attachment I and reasons for these variances are as follows: -Personnel savings were related to attrition and vacancies-$260,757 -Court Services Unit-$167,552 savings related to reduced usage of juvenile detention -Under-spending of departmental budgets-$320,472 -Department encumbrances-$147,529 -Funds that were obligated prior to the end of the fiscal year but not paid until the following year Results of Operations of the Roanoke County Public Schools for the Year Ended June 30, 2017: The Schools ended the year with revenues ($283,399.53) less than final budget and expenditure savings of $3,244,570.07 net of outstanding purchase orders and the Emergency Reserve. Attachment II is the year-end report the School Board approved at their Board meeting on November 14, 2017. No action is required by the Board of Supervisors. FISCAL IMPACT: The policies for use of general fund revenues and expenditures in excess of budget at Page 2of 3 year end designates portionsof the year-end balance for capital reserves as well as to the general fund unappropriated balance. Based upon these policies, staff recommends the following: -$577,749 will be added to the general fund unappropriated balance. This will increase the General Fund Unappropriated Balance to $23,531,962 at June 30, 2017, which is 11.00 % of the 2017-2018 General Fund Revenues. -$103,691 will be allocated to Capital reserves -$200,000 will be allocated to the 2017-2018 Capital Budget -$325,000 will be reserved for reimbursement of Sales Tax to the City of Roanoke -$350,000 will be reserved for Risk Management Fund Balance -$525,000 will be reserved for Children's Services Act Fund Balance - $212,529 will be carried over for outstanding purchase orders and carryover items: -Outstanding purchasing orders-$147,529 -Website-$65,000 STAFF RECOMMENDATION: Staff recommends the Board accept the audited financial results for the fiscal year ended June 30, 2017. H-2 AT A REGULAR MEETING OF THE BOARD OF SUPERVISORS OF ROANOKE COUNTY, VIRGINIA HELD AT THE ROANOKE COUNTY ADMINISTRATION CENTER MEETING DATE: December 5, 2017 AGENDA ITEM: Request to accept and allocate grant funds in the amount of $42,564 from the Virginia Department of Emergency Management (VDEM) for an Emergency Management Performance Grant SUBMITTED BY: Stephen G. Simon Chief of Fire and Rescue APPROVED BY: Thomas C. Gates County Administrator ISSUE: Accept and allocate an Emergency Management Performance Grant in the amount of $42,564 from the Department of Emergency Management. BACKGROUND: The Emergency Management Performance Grant is an annual grant to local governments for emergency preparation. Funds may be used for technology equipment to enhance Emergency Operations Center (EOC) capabilities in performing initial damage assessments following an incident. Funds may also be used for acqusition of interoperable mobile radios, USB charging stations, and other items that support EOC operations as well as field operation logistical needs. DISCUSSION: If approved, the County anticipates utilizing grant funds to improve EOC and field capabilities in performing damage assessments immediately subsequent to an emergency or hazardous incident. FISCAL IMPACT: Awarded grant funds total $42,564, which includes a required local match of 50% or Page 1 of 2 $21,282. Terms and conditions of the grant permit Roanoke County to use a portion of the existing Emergency Manager's salary to meet the match requirement of the grant. Acceptance of this grant will not require a County contribution of cash. STAFF RECOMMENDATION: Staff recommends the acceptance and allocation of grant funds to the Fire and Rescue Department in the amount of $42,564 from the VDEM. VOTE: Supervisor McNamara moved to approve the staff recommendation to accept and allocate the funds. Supervisor Hooker seconded the motion. Motion approved. S. Department of Justice’s Bulletproof Vest Partnership to the Roanoke County Police Department. SUBMITTED BY:Howard B. Hall Chief of Police APPROVED BY:Thomas C. Gates County Administrator ISSUE: Acceptance and allocation of $24,318.45 for the Bulletproof Vest Partnership Grant BACKGROUND: The Bulletproof Vest Partnership (BVP), created by the Bulletproof Vest Partnership Grant Act of 1998 is a unique U.S. Department of Justice initiative designed to provide a critical resource to State and local law enforcement. Since 1999, the BVP program has awarded more than 13,000 jurisdictions, a total of $430 million in federal funds for the purchase of over one million vests. DISCUSSION: The U.S. Department of Justice's Bulletproof Vest Partnership awarded the Roanoke County Police Department grant funds to assist in the purchase of protective vests for officers. FISCAL IMPACT: The total amount of the grant awarded is $24,318.45, which includes a 50% match. U. S. Department of Justice grant funds total $12,159.22 and the County match of Page 1of 2 $12,159.23 was appropriated by the Board of Supervisors in the fiscal year 2017-2018 Police Department budget. No additional appropriation of County funds isrequired. STAFF RECOMMENDATION: Staff recommends the acceptance and allocation of grant funds in the amount of $24,318.45 to the Police Department from the U.S. Department of Justice's Bulletproof Vest Partnership. Gates County Administrator ISSUE: Accept and allocate a State Homeland Security Program Grant in the amount of $11,000 from the Virginia Department of Emergency Management. BACKGROUND: The Homeland Security Grant Program plays an important role in the implementation of the National Preparedness System by providing funding to support core capabilities essential to achieving national preparedness. The ability for multiple jurisdictions to communicate with each other in remote locations has become an important issue inensuring emergency preparedness and response. While the Roanoke region is generally capable of interagency communications in a broad geographic area, there remains some areas of the general region where communication capabilities are insufficient. DISCUSSION: Through use of these grant funds, Roanoke County intends to partner with Pittsylvania County to combine 800 MHz radio systems using Inter-RF Subsystem Interface (ISSI) technology. This will improve the communication and coordination of the public safety departments within the Roanoke Valley Radio System by establishing a a seamless Page 1of 2 "talk path" with Pittsylvania County. FISCAL IMPACT: Awarded federal grant funds total $11,000. No local matching funds are required. STAFF RECOMMENDATION: Staff recommends the acceptance and allocation of grant funds to Department of Communications and Information Technology in the amount of $11,000 from the VDEM. He was compassionate about the overall well-being of the patient and went above and beyond to meet their needs, medical or otherwise.
