Good afternoon and welcome to our meeting for February 13, 2018. Regular meetings
are held on the second and fourth Tuesday at 3:00 p.m. Public hearings are held at
7:00 p.m. on the fourth Tuesday of each month. Deviations from this schedule will be
announced. The meetings are broadcast live on RVTV, Channel 3, and will be
rebroadcast on Thursday at 7:00 p.m. and on Saturday at 4:00 p.m. Board of
Supervisors meetings can also be viewed online through Roanoke County's website at
www.RoanokeCountyVA.gov. Our meetings are closed -captioned, so it is important for
everyone to speak directly into the microphones at the podium. Individuals who require
assistance or special arrangements to participate in or attend Board of Supervisors

Recognition of three Stormwater Clean Awards

ISSUE:
Recognition to acknowledge successful project completion for the first three recipients
of the Stormwater Clean Award
BACKGROUND:
At the June 27, 2017 Board meeting, staff presented the Contractor Appreciation
Program: Excellence in Stormwater management and Erosion and Sediment Control.
Land development in Roanoke County presents difficult challenges in the minimization
and control of erosion and sedimentation and in the management of stormwater runoff
due to the steep slopes and highly erodible soils in the region. Because of these
challenges, the Department opted to recognize contractors who conduct exemplary
work within the County relative to the protection of its natural water resources through
the:
Proper use of onsite erosion and sediment controls
Implementation of effective stormwater pollution prevention and good housekeeping
measures
Proper upkeep and use of the Stormwater Pollution Prevention Plan (SWPPP), if
applicable, and
Proper construction and use of stormwater management best practices

DISCUSSION:
Since the program's inception, Community Development staff has identified and
selected five projects in the County to receive the Stormwater Clean Award. These
projects met the selection criteria and became eligible for this recognition. The selected
projects received a permanent sign posted at their sites and were recognized on the
County's Stormwater web -page. Three of these five projects have been successfully
completed and were able to maintain program compliance for their duration; they are
now ready for a Certificate of Appreciation to acknowledge this achievement. These
projects include: LewisGale Emergency Center, located at the corner of Ogden and
Electric Roads; and, two single family residences. The companies/contractors

RESOLUTION EXPRESSING THE APPRECIATION OF THE BOARD
OF SUPERVISORS OF ROANOKE COUNTY TO ROBERT L. JONES
PARAMEDIC / FIREFIGHTER, UPON HIS RETIREMENT AFTER 10
YEARS OF SERVICE
WHEREAS, Robert L. Jones was hired on September 4, 2007 and has worked as
a Firefighter/EMT and Firefighter/Paramedic during his tenure with Roanoke County; and
WHEREAS, Firefighter/ Paramedic Jones retired on December 31, 2017, after ten
(10) years and three (3) months of devoted, faithful, and expert service with the County;
and
WHEREAS, during his time serving Roanoke County, Mr. Jones provided quality
care to the sick and injured with the utmost compassion, and
WHEREAS, Mr. Jones started his services to the Roanoke County community as
a volunteer firefighter in 1980 at the Cave Spring Volunteer Fire Company; and
WHEREAS, Mr. Jones also served as an Auxiliary Sheriff's Deputy with the
Roanoke County Sheriff's Office from 1980 to 1988; and
WHEREAS, Mr. Jones served as a charter member and Volunteer Fire Chief at
the Back Creek Station from 1996 to 2007, where he worked to maintain a volunteer base
to serve the community; and
WHEREAS, Mr. Jones has held numerous certifications from the Department of
Fire Programs, Virginia Department of Forestry, National Fire Academy and Virginia
Office of Emergency Medical Service during his years of service.

NOW, THEREFORE, BE IT RESOLVED that the Board of Supervisors of Roanoke
County, Virginia expresses its deepest appreciation and the appreciation of the citizens
of Roanoke County to Robert L. Jones, for ten (10) years of capable, loyal and dedicated
of career service and twenty seven (27) years of volunteer service to Roanoke County;
and
FURTHER, the Board of Supervisors does express its best wishes for a happy and
productive retirement.

ISSUE:
Utilizing Board of Supervisors contingency funding to provide resources for adding
Sunday hours from 1:00 - 5:00 p.m. at the Hollins Library.
BACKGROUND:
At the January 9, 2017 Board of Supervisors Meeting, Supervisor Phil C. North asked
staff to look into the cost and feasibility of adding Sunday hours from 1:00 p.m. until
5:00 p.m. at the Hollins Library. The Hollins Library currently has operating hours from
9:00 a.m. until 9:00 p.m. on Monday through Thursday and from 9:00 a.m. until 5:00
p.m. on Friday and Saturday. The library is closed on Sundays.
The County Administrator provided the Board of Supervisors Budget Memo #1:
"Additional Operating Hours at Hollins Library" on January 16, 2018 to address
Supervisor North's question. That memo is attached for reference.
DISCUSSION:
On an annual basis, the cost of adding Sunday hours at the Hollins Library is estimated
to be $19,237; with staffing costs estimated at $16,710 and operating costs including
utilities estimated at $2,527.

Supervisor North has recommended the Board consider opening the Hollins Library for
Sunday hours from 1:00 p.m. until 5:00 p.m. at an anticipated cost of approximately
$6,500 from March until the end of the current fiscal year. He has recommended that
the funds to cover this cost be transferred from previously appropriated Board of
Supervisors contingency funds. The contingency funds currently has a balance of
$50,000, and if this item is approved, the remaining balance will be $43,500.
The addition of Sunday hours at the Hollins Library is contingent on Library Services
being able to hire or designate current full and part-time employees to staff the Library
on Sundays.
FISCAL IMPACT:
The anticipated cost of $6,500 will be deducted from the Board of Supervisors
contingency funding and transferred to the Department of Library Services. Since Board
of Supervisors contingency funding was appropriated as part of the fiscal year 2017-
2018 operating budget, an additional appropriation of funds is not required.
Additionally, an annual impact of approximately $19,500 will be required to be included
in the operating budget to continue providing Sunday hours at Hollins Library during
fiscal year 2018-2019.

In response to a question from Supervisor North, County staff has calculated the cost of adding
Sunday hours from 1:00 PM — 5:00 PM at the Hollins Library. The Hollins Library currently
has operating hours from 9:00 AM — 9:00 PM on Monday through Thursday and from 9:00
AM — 5:00 PM on Friday and Saturday. The library is closed on Sundays.
On an annual basis, the cost of adding Sunday hours at the Hollins Library is estimated at

Public Hearing and Resolution approving the abandonment
of 0.03 Miles of Secondary Route 1590, Kenworth Road,

Abandonment of secondary roads requires a public hearing and resolution from the
local governing body to the Virginia Department of Transportation.
BACKGROUND:
In late 2016, representatives from Truck Enterprises, Incorporated, located at 4700
Kenworth Road, approached the Virginia Department of Transportation (VDOT) about
purchasing a section of Kenworth Road right-of-way that was beyond the end of State
maintenance. Truck Enterprises, Inc. had experienced site security breaches and
proposed to close the old road bed to public traffic and rework its entrance.
DISCUSSION:
Section 33.2-909 of the Code of Virginia provides procedures for local governing bodies
to abandon any section of State secondary highways. A public hearing notice is
required to be posted at the roadway, along with legal advertisement in a local
newspaper.
Once the Board of Supervisors considers the request and is satisfied that no public
necessity exists for the continuance of the section of State secondary highway, a
resolution is forwarded to VDOT.

Truck Enterprises, Inc. and VDOT.

RESOLUTION APPROVING THE ABANDONMENT OF 0.03 MILES OF
SECONDARY ROUTE 1590, KENWORTH ROAD, CATAWBA
MAGISTERIAL DISTRICT
WHEREAS, Sections 33.2-909 of the Code of Virginia (1950, as amended)
provides procedures for local governing bodies to cause any section of the secondary
system of state highways to be abandoned; and
WHEREAS, a public notice was posted as prescribed under Section 33.2-909 of
the Code of Virginia, announcing a public hearing to receive comments concerning
abandoning the section of road described below from the secondary system of State
highways; and
WHEREAS, the Commissioner of the Virginia Department of Transportation was
provided the prescribed notice of the Board of Supervisors intent to abandon the subject
section of road; and
WHEREAS, after considering all evidence available, the Board of Supervisors is
satisfied that no public necessity exists for the continuance of the section of Secondary
Route 1590 from 0.00 Miles at Dead End to 0.03 Miles from Dead End, a distance of 0.03
Miles, and hereby deems that section of road is no longer necessary as part of the
Secondary System of State Highways.
NOW, THEREFORE, BE IT RESOLVED that the Board of Supervisors does
hereby abandon the above described section of road and removes it from the secondary
system of state highways, pursuant to Section 33.2-909 of the Code of Virginia;
BE IT FURTHER RESOLVED that a copy of this resolution duly attested to be
forthwith forwarded to the Resident Engineer of the Virginia Department of
Transportation.

Ordinance repealing Roanoke County Law Library Fee -
County Code Section 2.4

ISSUE:
The Law Library Committee has determined that the Law Library, located in the
Roanoke County Courthouse, is no longer a viable operation making the assessment of
a civil action fee collected by the Clerks of Court unnecessary prompting a repeal of the
Section 2-4 of the County Code.
BACKGROUND:
On March 12, 1985, the Board of Supervisors of Roanoke County adopted an
ordinance, which accepted a donation from the Salem Roanoke/County Bar Association
of materials jointly with the City of Salem and imposed a $2.00 law library fee pursuant
to Section 42.1-70 of the Code of Virginia. The fee was later increased to $4.00 when
the State Code was amended in 1988. The funds from this fee were to be expended for
the purposes as provided in the statute including the use and maintenance of a law
library open to the public. The funds from this fee have been maintained in a separate
account overseen by the Finance Department and Office of Management and Budget.
A Law Library Committee was formed by order from the Circuit Court judges to manage
the Library.
In March 2015 the part-time librarian retired and the Board of Supervisors ceased
subsidizing the operation of the law library in the fiscal year 2015-2016 budget. Fee
revenue collected to support the library is neither sufficient to maintain the legal
subscriptions necessary to keep the books and periodicals up to date nor to hire

another staff person. In an attempt to keep the materials accessible to the public
despite the lack of a dedicated staff person in the library, the Commonwealth Attorney's
office has agreed to permit access to anyone who wanted to use the library.
In December 2017 after a series of conversations and meetings, the Law Library
Committee concluded that there are fiduciary concerns with continuing to collect a fee
for a non-viable library and sought guidance from the judges through an order
requesting permission to close the library officially. The Clerk of Court, who is statutorily
provided with some oversight responsibilities of the Law Library, was also consulted in
this process. The County Attorney met with the Clerk of Court on January 3, 2018, to
review the Committee's findings.
DISCUSSION:
The Law Library Committee has voted to disband the operation of the Law Library citing
a lack of use, insufficient operating resources and increased courthouse security
creating challenges for public access. The Clerk of Court concurs with the findings of
the Law Library Committee.
Fiduciary responsibility requires that the first step in deaccessioning the Library is to
cease collecting the fee from the public. The next step will be disposing of the assets in
a responsible manner, including tracking the original donors, researching recycling
options and general disbanding of the physical assets. A further step will be
communication to the potential users of the availability of other community resources
such as the Salem Public Library. Lastly, the fund balance ($34,174) will be eliminated
through the reallocation of funds in a manner consistent with statutory requirements.
There have been no changes since the first reading held on January 23, 2018.
FISCAL IMPACT:
No fiscal impact is anticipated. Citizens will receive relief from the civil filing fee.
STAFF RECOMMENDATION:

CENTER ON TUESDAY, FEBRUARY 13, 2018
ORDINANCE REPEALING ROANOKE COUNTY LAW LIBRARY FEE -
COUNTY CODE SECTION 2.4
WHEREAS, on March 12, 1985, the Board of Supervisors of Roanoke County
imposed an assessment for law libraries as part of the costs incident to each civil
action filed in the courts within its boundaries; and
WHEREAS, the funds from this fee were to be expended for the purposes as
provided in the statute, for the use and maintenance of the law library to be open to
the public; and
WHEREAS, in March 2015, the part-time librarian retired and the Board of
Supervisors ceased subsidizing the operation of the law library through the fiscal year
2015-2016 budget process; and
WHEREAS, in December 2017, the Law Library Committee concluded that
there are fiduciary concerns with continuing to collect a fee for a non-viable library and
sought guidance from the judges; and
WHEREAS, first reading of this ordinance was held on January 23, 2018, and
the second reading and public hearing was held on February 13, 2018.
NOW, THEREFORE, BE IT ORDAINED by the Board of Supervisors of
Roanoke County, Virginia, as follows:
Fee.
2018.
1. That this ordinance repeals Roanoke County Ordinance 2.4 Law Library
2. That the provisions of this ordinance shall take effect on February 13,

clerks of the courts serving Roanoke County, and the Treasurer of Roanoke, County,

Accept and allocate grant funds in the amount of $2,000 in grant funding from the
Virginia Information Technology Agency Public Safety Access Point (PSAP) program.
BACKGROUND:
The Virginia Information Technologies Agency awards grant funds from 911 user taxes.
The purpose of the program is to financially assist Virginia primary Public Safety
Answering Points (PSAPs) with the purchase of equipment, services and training that
support the continuity and enhancement of wireless E-911.
DISCUSSION:
Each year the Roanoke County E-911 Center has applied for, and been awarded, an
educational grant, provided by the Virginia E-911 Services Board. This grant is used to
offset the expense of training.
FISCAL IMPACT:
Awarded grant funds total $2,000. No local matching funds are required.

Accept and allocate grant funds in the amount of $2,000 from Lewis Gale Hospital for
an Emergency Medical Services (EMS) Grant.
BACKGROUND:
Lewis Gale Hospital has sponsored a grant program for all area jurisdictions to provide
funding for medical supplies.
DISCUSSION:
In the event of a mass casualty incident it is critical to triage patients and provide
immediate care to those severely injured. This funding will enable the department to
purchase Tactical EMS kits. These kits will be used to stop major bleeding and control
patients' airways on the scene.
FISCAL IMPACT:
Awarded grant funds total $2,000. No County funds are required.

DECLARING MARCH AS MULTIPLE SCLEROSIS EDUCATION
AND AWARENESS MONTH IN THE COUNTY OF ROANOKE
WHEREAS, Multiple Sclerosis (MS) is a chronic, often disabling disease of the
central nervous system that affects approximately 400,000 people in
the United States; and
WHEREAS, it typically strikes young adults in the prime of life - in their 20's to
401s. Women are more likely to have Multiple Sclerosis by about 3:1.
Symptoms can begin as simply as tingling and progress to near
paralysis; and
WHEREAS, March of 2018 is Multiple Sclerosis Education and Awareness Month.
It is important for better education and awareness of Multiple
Sclerosis so that it's victims can lead more productive and satisfying
lives - to benefit themselves, their caregivers and families and the
overall community; and
WHEREAS, Multiple Sclerosis is a disease that not only affects the person with
the condition, but also greatly impacts family, friends and the
community; and
WHEREAS, the exact cause of Multiple Sclerosis is still unknown, and there is
no known cure; and
WHEREAS, the symptoms of Multiple Sclerosis may be mild such as numbness
in the limbs, or severe, such as paralysis or loss of vision; and
WHEREAS, every hour of every day, someone is newly diagnosed with Multiple
Sclerosis; and
WHEREAS, the Multiple Sclerosis Alliance Of Virginia (MSAV) provides
programs and services for anyone in Virginia whose life has been
affected by MS.
NOW,
THEREFORE, I, Martha B. Hooker, Chair of the Board of Supervisors of
Roanoke County, Virginia, do hereby recognize the month of March
2018, as Multiple Sclerosis Education and Awareness Month in the
County of Roanoke and call this observance to the attention of all

BACKGROUND:
As part of the annual operating budget development process, staff provides the Board
of Supervisors revenue estimates for the coming fiscal year in advance of the County
Administrator's proposal of the operating budget.
DISCUSSION:
This work session will provide the Board of Supervisors information regarding fiscal year
2018-2019 revenue estimates for the General Government Fund. Revenue estimates
contained in the attached presentation are as of February 5, 2018, and are subject to
change based on any additional information received by staff. Final proposed fiscal year
2018-2019 revenues will be detailed in the County Administrator's Proposed Fiscal Year
2018-2019 Operating Budget document, scheduled to be presented to the Board of
Supervisors on March 13, 2018. The attached Power Point presentation will be shown.

Discussion with the Board of Supervisors regarding funding for the County's Capital
Improvement Program.
BACKGROUND:
On January 23, 2018, the County Administrator proposed the Fiscal Year 2019-2028
Capital Improvement Program to the Board of Supervisors. At the Board of Supervisors'
retreat on January 27, 2018, the Board requested an additional work session be added
to discuss funding of County capital needs. This work session will address questions
and comments raised by the Board of Supervisors at that retreat.
DISCUSSION:
A presentation is being developed by County staff and will be provided to the Board of
Supervisors at the work session on February 13, 2018.
FISCAL IMPACT:
Any fiscal impact will be calculated for the Board of Supervisors by County staff after
direction is provided by the Board of Supervisors regarding Capital Improvement
Program funding.

CENTER ON TUESDAY, FEBRUARY 13, 2018
RESOLUTION CERTIFYING THE CLOSED MEETING WAS HELD IN
CONFORMITY WITH THE CODE OF VIRGINIA
WHEREAS, the Board of Supervisors of Roanoke County, Virginia has convened a
closed meeting on this date pursuant to an affirmative recorded vote and in accordance
with the provisions of The Virginia Freedom of Information Act; and
WHEREAS, Section 2.2-3712 of the Code of Virginia requires a certification by the
Board of Supervisors of Roanoke County, Virginia, that such closed meeting was
conducted in conformity with Virginia law.
NOW, THEREFORE, BE IT RESOLVED, that the Board of Supervisors of Roanoke
County, Virginia, hereby certifies that, to the best of each member's knowledge:
1. Only public business matters lawfully exempted from open meeting requirements
by Virginia law were discussed in the closed meeting which this certification resolution
applies; and
2. Only such public business matters as were identified in the motion convening the
closed meeting were heard, discussed or considered by the Board of Supervisors of
Roanoke County, Virginia.
