Authorization to continue Roanoke County's participation as a partner in the Interstate
73 Coalition, LLC
BACKGROUND:
On June 1, 2015, Roanoke County jointly entered into a contract with the Counties of
Franklin and Henry and the Cities of Martinsville and Roanoke to advocate for funding in
support of construction of Interstate 73 in Virginia. The agreement among the
participating jurisdictions established the Interstate 73 Coalition LLC, and included the
hiring of a consultant to lobby for Federal and State legislative support for the 1-73
project. Contract terms stipulated the agreement would expire on December 31, 2016,
if not otherwise renewed by those governing bodies party to the agreement.
DISCUSSION:
While some progress has been made in identifying potential sources of funding for 1-73
construction, considerable work remains to ensure this regional economic development
effort receives funding consideration at both the State and Federal level. The prospect
of new federal investment in the nation's infrastructure in particular suggests continued
efforts to advocate for this project are prudent.

A project briefing by John Stirrup, Partner, Alcalde & Fay will be provided to the Board
of Supervisors prior to consideration of this action.
FISCAL IMPACT:
Roanoke County's proportional contribution to the 1-73 coalition is $24,000 for the term
of the proposed contract renewal.
STAFF RECOMMENDATION:
Staff recommends approval of the contract extension and the County's continued
participation in the 1-73 Coalition.
VOTE:
Supervisor Peters moved to approve the contract extension as per copy attached.
Supervisor North seconded the motion. Motion approved.

RESOLUTION 022718-2 DENYING THE MEMORANDUM OF
AGREEMENT BETWEEN THE VIRGINIA DEPARTMENT OF
ENVIRONMENTAL QUALITY AND ROANOKE COUNTY
WHEREAS, the pipeline known as the Mountain Valley Pipeline (MVP) is
expected to transport a natural gas supply from the Marcellus and Utica regions to
various Southeast United States markets; and
WHEREAS, the Code of Virginia clearly grants authority to DEQ (Department of
Environmental Quality) to administer and enforce the Erosion and Sediment Control
Law (Code of Virginia §§ 62.1-44.15:51 et seq.) and the Stormwater Management Act
(Code of Virginia §§ 62.1-44.15:24 et seq.) for linear projects constructed subject to
approved standards and specifications; and
WHEREAS, DEQ has agreed to offer the Locality an opportunity to review and
comment on the site-specific erosion and sediment control and stormwater plans for
construction activities in the locality related to the proposed MVP project; and
WHEREAS, DEQ has also agreed to offer the Locality an opportunity as
practicable, to accompany DEQ on regular compliance and inspection site visits, and
emergency or complaint -based compliance and inspection site visits, to construction
sites in the Locality related to the proposed MVP; and
WHEREAS, the Locality designates the County Engineer to serve as the
Locality Inspection Contact for the purposes of receiving notification on behalf of the
Locality for the compliance and inspection activities described in this Agreement; and

WHEREAS, this Agreement shall be effective upon its execution by both DEQ
and the Locality and on the date specified below; and

WHEREAS, the Locality may terminate this Agreement upon written notice to
NOW THEREFORE BE IT RESOLVED by the Board of Supervisors of Roanoke
County, Virginia, as follows:
The Memorandum of Agreement between the Virginia Department of
Environmental Quality and Roanoke County be, and hereby is, approved; and
That the County Administrator, or his designee, is hereby authorized to execute
said Agreement on behalf of the County.

Request to approve the Cable Television budget for fiscal

Approval of the Cable Television budget for fiscal year 2018-2019
BACKGROUND:
Roanoke Valley Television, RVTV-3, serves Roanoke County, Roanoke City, the Town
of Vinton, and their respective school systems. RVTV-3 was created in 1993 as an
agreement between the three localities to form a Government & Educational Access
Station. The station is located at the Jefferson Center, and is staffed by five full time
staff members. RVTV-3 produces original video productions, monthly television shows,
and covers live government meetings. Programming is cablecast on Cox
Communications, Channel 3, and Comcast, Channel 3, in the West County area.
RVTV-3 is governed by the Roanoke Valley Regional Cable Television Committee,
which includes representatives from the County, the City, and the Town. Mr. Jason
Peters represents the Board of Supervisors, Ms. Amy Whittaker represents Roanoke
County Administration, and Mr. David Jones is the Member at Large. The operational
budget for RVTV is provided by the three local governments, and is funded through the
Virginia Communications Sales and Use Tax paid by Cox Communications. The budget
amount paid by each locality is based on the proportion of Cox customers located in
each jurisdiction. Roanoke County's share of the cable budget is 44%. RVTV-3 staff
are included in the County's payroll and benefit system.

DISCUSSION:
Last year, Roanoke Valley Television produced a total of 163 video productions for the
three localities and their school systems. RVTV produced the following for the County:
(40) Television Shows, (28) Stand Alone Video Productions, and (22) Live Board
Meetings. RVTV also provides the Live Board Meeting signal for Web Streaming. RVTV
television shows include: "Roanoke County Today," "Accent Excellence," "Roanoke
County Business Partners," & "Recreation Television." An entire list of video
productions is included in the Budget Packet.
RVTV-3 programming is uploaded to the RVTV website and social media sources.
Additionally, RVTV-3 programming is posted to the websites and social media sources
for Roanoke County, Roanoke City, Town of Vinton and their School Systems.
The fiscal year 2018-2019 total Operating Budget is $447,525.
Roanoke County's share is based on the proportion of Cox customers located in each
jurisdiction. Roanoke County's share of the cable budget is 44%.
FISCAL IMPACT:
Roanoke County's share of the cable budget for 2018-2019 is $196,911. This is an
increase of $11,734 over the prior year. County staff will review the entire RVTV budget
as presented to the Board and if deemed appropriate, include an increase in the County
Administrator's recommended budget for 2018-2019.
STAFF RECOMMENDATION:
The Roanoke Valley Regional Cable Television Committee recommends approval of the
fiscal year 2018-2019 RVTV Operating Budget.

Supervisor McNamara moved to approve the fiscal year 2018-2019 budget. Supervisor
Peters seconded the motion. Motion approved.

Confirmation of appointments
BACKGROUND:
Blue Ridge Behavioral Healthcare:
It is the recommendation of staff and consensus of the Board of Supervisors to appoint
Virginia Vann to replace Rev. Keith Beasley, as he has completed his final three-year
term. This term is effective January 1, 2018, and will expire December 31, 2020.
South Peak Community Development Authority:
During Closed Session on February 13, 2018, it was the consensus of the Board to
recommend the appointment of Brian Baumgardner to the South Peak Community
Development Authority. This is a four-year appointment and will expire October 25,
2021.
FISCAL IMPACT:
There is no fiscal impact associated with this agenda item.

Correction to reflect correct term limits
BACKGROUND:
On January 23, 2018, the Board of Supervisors Elected Phil C. North to the Roanoke
Valley -Alleghany Regional Commission and the Roanoke Valley -Alleghany Regional
comprehensive Economic Development Strategy Committee to a term ending June 30,
2019. The correct term ending date should be June 30, 2020.
This Board action recommends the confirmation of the correct term ending date to June
30, 2020.
