Audio and video recordings of this meeting will be held on file for a minimum of five (5) years in the office of the Clerk to the Board of Supervisors. IN RE: OPENING CEREMONIES Before the meeting was called to order an invocation was given by Pastor Greg Irby of Temple Baptist Church. The Pledge of Allegiance was recited by all present. Jacks, Chief Deputy Clerk to the Board IN RE: PROCLAMATIONS, RESOLUTIONS, RECOGNITIONS AND AWARDS 1. Resolution of appreciation to Martha B. Hooker for her service as Chairman of the Board of Supervisors in 2018 RESOLUTION 012219-1 OF APPRECIATION TO MARTHA B. HOOKER FOR HER SERVICE AS CHAIRMAN OF THE BOARD OF SUPERVISORS IN 2018 January 22, 2019 22 WHEREAS, Martha B. Hooker served as Chairman of the Roanoke County Board of Supervisors during 2018; and WHEREAS, during Ms. Hooker’s term as Chairman, the County achieved a variety of accomplishments, including:  New construction, renovation and expansion projects representing more than $26 million in new investment and the creation and retention of more than 330 jobs including; Magnets USA, Harris Corporation and Blue Ridge Beverage  Completion of the redevelopment of the former Vinton library and the grand opening of a new Macados Restaurant  The grand opening of the new Tru by Hilton hotel in Hollins  Sale of the former Cox Communications building to VFP Inc. for a new corporate headquarters  Sale and redevelopment of the former LSC Communications, the former R.R.Donnelly building to Camrett Logistics for their operations  Implementation of Explore Park's adventure plan to include the opening of Mayflower Hills Disc Golf Course, cabin and yurt campground, primitive campground and Niagara Ranch Equestrian Center to create a regional destination for outdoor recreation  Expanding Greenway connections and outdoor spaces with the Jae Valley Park announcement to provide more recreation opportunities for the community  Expanding the "Reimagine" series of planning studies to include the Oak Grove and Plantation Road areas  The redevelopment of the former Allstate building into a multi-tenant corporate office facility by Metis Holdings  Supporting the reopening of the Hollins Library on Sundays  Hiring of a new County Administrator WHEREAS, Chairman Hooker emphasized sound financial strategies and practices and promoted regional projects and initiatives to benefit all the residents of the Roanoke Valley. NOW, THEREFORE, BE IT RESOLVED, that the Board of Supervisors of Roanoke County, Virginia, does hereby extend its deepest appreciation to Martha B. Hooker for her collaborative and steady leadership of the Board of Supervisors as Chairman during 2018 and for her belief in democracy and championing of citizen participation in local government. On motion of Supervisor North to adopt the resolution, seconded by Supervisor Peters and carried by the following roll call and recorded vote: AYES: Supervisors Assaid, Radford, Peters, North NAYS: None ABSTAIN: Supervisor Hooker January 22, 2019 23 IN RE: BRIEFINGS 1. Briefing to discuss with the Board of Supervisors the County Administrator's Proposed Fiscal Year 2020-2029 Capital Improvement Program (CIP) (Daniel R. O'Donnell, County Administrator; Christopher R. Bever, Director of Management and Budget) Briefing was given. IN RE: REQUEST FOR PUBLIC HEARINGS AND FIRST READING OF REZONING ORDINANCES - CONSENT AGENDA 1. The petition of Balzer and Associates, Inc. to rezone approximately 1.17 acres from R-1, Low Density Residential, District to C-1, Low Intensity Commercial, District for a medical office, located at 4920 Colonial Avenue, Cave Spring Magisterial District Supervisor Assaid’s motion to approve the first reading and set the public hearing and second reading for February 26, 2019, was seconded by Supervisor Hooker and approved by the following vote: AYES: Supervisor Assaid, Hooker, Radford, Peters, North NAYS: None 2. The petition of Rhonda S. Conner to obtain a Special Use Permit in a R-1S, Low Density Residential, District with a special use permit to acquire a multiple dog permit on 4.68 acres, located at 6185 Bent Mountain Road, Windsor Hills Magisterial District Supervisor Radford’s motion to approve the first reading and set the public hearing and second reading for February 26, 2019, was seconded by Supervisor Hooker and approved by the following vote: AYES: Supervisor Assaid, Hooker, Radford, Peters, North NAYS: None January 22, 2019 24 3. The petition of Virginia Class Action Softball Club to rezone approximately 11.03 acres from R-1, Low Density Residential, District to C-2, High Intensity Commercial, District for a commercial outdoor sports and recreation facility, located at 4774 Pioneer Drive, Vinton Magisterial District Supervisor Peters’ motion to approve the first reading and set the public hearing and second reading for February 26, 2019, was seconded by Supervisor Hooker and approved by the following vote: AYES: Supervisor Assaid, Hooker, Radford, Peters, North NAYS: None IN RE: FIRST READING OF ORDINANCES 1. Ordinance enacting a new Section 13-14 of the Roanoke County Code, prohibiting the use of automobiles as sleeping quarters (Peter Lubeck, Senior Assistant County Attorney) Supervisor Assaid asked if our zoning ordinance prohibits pitching a tent, with Mr. Lubeck responding in the negative. There was no additional discussion. Supervisor Peters’ motion to approve the first reading and set the public hearing and second reading for February 12, 2019, was seconded by Supervisor Radford and approved by the following vote: AYES: Supervisor Hooker, Radford, Peters, North NAYS: Supervisor Assaid 2. Ordinance authorizing the granting of a new public drainage easement to the Board of Supervisors of Roanoke County on property owned by Ms. Shirley Lee Manning, Tax Map No. 054.02- 04-20.00-0000, located at 4737 Little Bear Road, Catawba Magisterial District (Tarek Moneir, Acting Director of Development Services) Mr. Moneir outlined the request for the ordinance Supervisor Assaid inquired if a twenty foot (20 ft.) drainage easement was enough or will it require a temporary construction easement. Mr. Moneir responded that he had not discussed with Ms. Manning, but will be happy to do so before the second reading. There was no additional discussion. January 22, 2019 25 Supervisor Hooker’s motion to approve the first reading and set the public hearing and second reading for February 12, 2019, was seconded by Supervisor Radford and approved by the following vote: AYES: Supervisor Assaid, Hooker, Radford, Peters, North NAYS: None 3. Ordinance accepting and appropriating funds in the amount of $1,752,213, granting signatory authority to the County Administrator or his designee to execute a project administration agreement with the Virginia Department of Transportation and extending Contract 2013-087 for engineering, design, right of way and construction management services for the Plantation Road Bicycle, Pedestrian and Streetscape Improvement Project, Phase II in an amount not to exceed $444,797.31 (David Henderson, County Engineer; Megan Cronise, Principal Planner) Mr. Henderson outlined the request for ordinance. Supervisor North asked if the $300,000 was noted in the CIP as contingency. Mr. Chris Bever, Director of Management and Budget advised is was noted as such in fiscal year 2021 because it would not be needed until then. Supervisor North’s motion to approve the first reading and set the second reading for February 12, 2019, was seconded by Supervisor Radford and approved by the following vote: AYES: Supervisor Assaid, Hooker, Radford, Peters, North NAYS: None Chairman North recessed at 3:55 p.m. for five minutes. Chairman North called the meeting back into order at 4:00 p.m. 4. Ordinance appropriating funds in the amount of $187,000 from County Capital Reserves for fiscal year 2018-2019 for the purpose of providing funding for the County Facilities Assessment (Due to time constraints, it is requested that, upon four-fifths vote of the Board, the second reading be waived per Article V Chapter 2, Section 2-123 (h) of the Roanoke County Code) (Rob Light, Director of General Services; Christopher R. Bever, Director of Management and Budget) Supervisor North explained it is the consensus of the Board to hold a work session. January 22, 2019 26 Supervisor Assaid asked if Heath Honaker, Purchasing Manager, could have the vendor at the work session. Supervisor North moved to postpone action to a work session. Supervisor North withdrew his motion. It was the consensus of the Board to postpone to work session on February 12, 2019. IN RE: PUBLIC HEARING AND FIRST READING OF ORDINANCES 1. Ordinance authorizing the adjustment of the precinct boundaries between Precinct 103 (Glenvar) and Precinct 106 (Green Hill), to equate the voting age population of both precincts, in the Catawba Magisterial district; Splitting Precinct 405 (Lindenwood) into two precincts in the Vinton Magisterial District; and Moving the voting location for Precinct 201 (Plantation) from Shenandoah Baptist Church to Summerdean Church of the Brethern, at 6604 Plantation Road in the Hollins Magisterial District (Due to time constraints, it is requested that, upon a four-fifths vote of the Board, the second reading be waived and the ordinance adopted as an emergency measure.) (Anna Cloeter, Director of Elections and General Registrar) Ms. Cloeter outlined the request for ordinance. Chairman North opened and closed the public hearing with no citizens to speak. Supervisor Hooker advised the Board Report gave the wrong place; however it is correct in the ordinance. Mr. Peters thanked Ms. Cloeter and Mr. Surphan, for their work on this issue. There was no further discussion. ORDINANCE 012219-2 AUTHORIZING THE ADJUSTMENT OF THE PRECINCT BOUNDARIES BETWEEN PRECINCT 103 (GLENVAR) AND PRECINCT 106 (GREEN HILL), TO EQUATE THE VOTING AGE POPULATION OF BOTH PRECINCTS, IN THE CATAWBA MAGISGTERIAL DISTRICT; SPLITTING PRECINCT 405 (LINDENWOOD) INTO TWO PRECINCTS IN THE VINTON MAGISTERIAL DISTRICT; AND MOVING THE VOTING LOCATION FOR PRECINCT 201 (PLANTATION) FROM SHENANDOAH BAPTIST CHURCH TO SUMMERDEAN CHURCH OF THE BRETHERN, AT 6604 PLANTATION ROAD IN THE HOLLINS MAGISTERIAL DISTRICT January 22, 2019 27 WHEREAS, Sections 24.2-306, 24.2-307 and 24.2-310 of the Code of Virginia (1950), as amended, authorize the governing body of each county to establish the polling place for each precinct in that jurisdiction by ordinance, to increase or decrease the number of precincts, and to alter precinct boundaries, and to change the location of polling places; and WHEREAS, the citizens of Roanoke County, as well as the election officials, will be better served by: 1) adjusting the precinct boundaries between Precinct 103 (Glenvar) and Precinct 106 (Green Hill) to equate the voting age population of both precincts; 2) splitting Precinct 405 (Lindenwood) into two precincts; and 3) moving the voting location for Precinct 201 (Plantation) from Shenandoah Baptist Church to Summerdean Church of the Brethren, located at 6604 Planation Road; and WHEREAS, the election officials have determined that the proposed polling place for Precinct 201 will provide more space for voting equipment, higher security to assure citizen and equipment safety, additional and more convenient parking and better accessibility for citizens for all future elections; and WHEREAS, the first reading and public hearing for this ordinance were held on January 22, 2019; and the second reading has been dispensed with, upon an affirmative vote of 4/5ths of the members of the Board, this being deemed to be an emergency measure pursuant to Section 18.04 of the Roanoke County Charter and Section 24.2-309.2 of the Code of Virginia (which prohibits precinct changes during the period of February 1, 2019 to May 15, 2021). NOW, THEREFORE, BE IT ORDAINED by the Board of Supervisors of Roanoke County, Virginia, as follows: 1. That the relocation of the following polling places be and are hereby approved as follows: (a) The boundaries of Precinct 106 (Green Hill) and Precinct 103 (Glenvar), which are both located in the Catawba Magisterial District, shall be adjusted to equate the voting age population of both precincts; (b) Precinct 405 (Lindenwood), which is located in the Vinton Magisterial District, shall be split into two precincts; and (c) Precinct 201 (Plantation), which is located in the Hollins Magisterial District, shall be moved from the Shenandoah Baptist Church to the Summerdean Church of the Brethren, located at 6604 Plantation Road. 2. That the General Registrar for the County of Roanoke, Virginia is hereby authorized to take all measures necessary to comply with Virginia law and regulations regarding changes in polling precincts, January 22, 2019 28 and to provide reasonable notification to the voters of the changes in their respective polling locations. 3. That the County Administrator, or any assistant County Administrator, and the General Registrar are hereby authorized and directed to take such others actions as may be necessary to accomplish the intent of this ordinance. 4. That this ordinance shall take effect immediately. On motion of Supervisor Peters to adopt the ordinance, seconded by Supervisor Hooker and carried by the following roll call and recorded vote: AYES: Supervisors Assaid, Hooker, Radford, Peters, North NAYS: None IN RE: CONSENT AGENDA RESOLUTION 012219-3 APPROVING AND CONCURRING IN CERTAIN ITEMS SET FORTH ON THE BOARD OF SUPERVISORS AGENDA FOR THIS DATE DESIGNATED AS ITEM J- CONSENT AGENDA BE IT RESOLVED by the Board of Supervisors of Roanoke County, Virginia, as follows: That the certain section of the agenda of the Board of Supervisors for January 22, 2019, designated as Item J - Consent Agenda be, and hereby is, approved and concurred in as to each item separately set forth in said section designated Items 1 through 5 inclusive, as follows: 1. Request to accept and appropriate $2,000 in grant funds to the Fire & Rescue Department from Walmart Stores for the purchase of fire and rescue equipment for Ladder 1. 2. Request to accept and allocate funds in the amount of $3,427.55 to the Clerk of the Circuit Court from the Commonwealth of Virginia 3. Request to accept and allocate grant funds in the amount of $8,527.50 from the Department of Motor Vehicles to purchase speed measurement devices 4. Burks, Battalion Chief-Operations, upon his retirement after more than twenty-nine (29) years of service On motion of Supervisor Peters to adopt the resolution, seconded by Supervisor January 22, 2019 29 Assaid and carried by the following roll call and recorded vote: AYES: Supervisors Assaid, Hooker, Radford, Peters, North NAYS: None A-012219-3.a A-012219-3.b A-012219-3.c A-012219-3.d RESOLUTION 012219-3.e EXPRESSING THE APPRECIATION OF THE BOARD OF SUPERVISORS OF ROANOKE COUNTY TO DARRYL BURKS, BATTALION CHIEF, UPON HIS RETIREMENT AFTER MORE THAN TWENTY-EIGHT (28) YEARS OF SERVICE WHEREAS, Chief Burks was employed by Roanoke County on April 9, 1990; and WHEREAS, Chief Burks retired on January 1, 2019, after twenty-eight years and nine months of devoted, faithful and expert service to Roanoke County; and WHEREAS, during Chief Burks tenure he has served as a Firefighter/EMT, Fire Lieutenant, Fire Captain and Battalion Chief-Operations and served with professionalism and dedication in providing services to the citizens of Roanoke County; WHEREAS, Chief Burch has been instrumental in selecting our current work- force through his many years of active involvement in the employment process to lead the Regional Employment Committee as the Department’s Coordinator; WHEREAS, Chief Burks provided leadership for various behind the scenes programs that allows the Department to function at the highest levels from selection of fire nozzles, personal protective clothing, uniforms, and self-contained breathing apparatus (SCBA). NOW, THEREFORE, BE IT RESOLVED that the Board of Supervisors of Roanoke County expresses its deepest appreciation and the appreciation of the citizens of Roanoke County to Battalion Chief DARRYL L. BURKS for more than twenty-eight years of capable, loyal and dedicated service to Roanoke County; and FURTHER, the Board of Supervisors does express its best wishes for a happy and productive retirement. Accounts Paid – December 31, 2018 IN RE: CLOSED MEETING At 4:16 p.m., Supervisor North moved to go into closed meeting following the work sessions pursuant to the Code of Virginia Section 2.2-3711.A.1, Personnel, namely discussion concerning the performance goals and objectives of the County Administrator and Section 2.2-3711.A.5 Discussion concerning prospective businesses or industries or the expansion of existing businesses or industries where no previous announcement has been made of the business’ or industries’ interest in locating or expanding its facilities in the community and Section 2.2-3711.A.7. Consultation with legal counsel and briefings by staff members or consultants pertaining to actual or probable litigation, where such consultation or briefing in open meeting would adversely affect the negotiating or litigating posture of the public body. The motion was seconded by Supervisor Hooker and carried by the following recorded vote: AYES: Supervisors Assaid, Hooker, Radford, Peters, North NAYS: None IN RE: WORK SESSIONS 1. Work session to review with the Board of Supervisors fiscal year 2018-2019 mid-year revenues and expenditures (Laurie Gearhart, Acting Director of Finance; Christopher R. Bever, Director, Management and Budget) January 22, 2019 31 Mr. O’Donnell outlined the agenda item and turned over to Laurie Gearheart and Christopher Bever. Supervisor North commented people have more money to spend and they are spending it, just exactly what the tax cuts was meant to do. Supervisor Peters asked when staff receives the next set of numbers, what months will that cover. Mr. Bever responded February for December; it always lags two months. Supervisor North commented that we have cheaper meals tax in the County than does the City. So, that really does not seem to give us an upside. It begs another point, if people are spending more money on goods and services, they are not eating out, but going home to eat. Supervisor Peters asked if these were projections for the year, with Mr. Bever responding in the affirmative. Supervisor Peters inquired that even with the SAFER grant, we were at $500,000 in overtime. Chief Simon commented they were at $1.5 million. Supervisor Peters stated it decreased to $500,000 and now it has decreased further. So, we accomplished what we were after with Mr. Bever responding in the affirmative. Supervisor North stated that he should take all of his paper and put it in the trash can and go to the landfill instead of recycling. Mr. O’Donnell advised that the wetter it is the higher the cost. Supervisor Hooker stated it is the weight of the trash and not necessarily the recycling. Mr. Bever responded recycling is significant. Rob Light, Director of General Services advised that the price per ton had increased significantly. Supervisor North asked when the next BFAC meeting is scheduled with Mr. Bever responding Thursday, January 24, 2019. Are they having any input with Mr. Bever advising they have great suggestions, which are incorporated, for example CORTRAN and have talked to them about looking at the outside agency discretionary. Supervisor North stated he felt that was a good use of their time. He had heard from several members that they like getting engaged if there is an opportunity. Are there any vacancies? Mr. Bever responded four (4), total is eleven (11) including himself, so ten citizen members, five from each district. We need to get some people on there. Mr. Bever responded Cave Spring and Vinton and two (2) at-large are the openings. Mr. O’Donnell thanked the budget staff on a great job. He then referenced the less than two percent (2%) revenue increase over the years, which is less than inflation. We have a lot of fixed costs, which we have no control over, an economy with less than three percent (3%) unemployment. So we are trying to deliver the same amount of services with increasing fixed costs and you will see in his budget something about compensation because we have hard-working staff and we have not talked about health insurance yet. Although, he thinks we are in a really good position this year. He is not real confident about next year’s budget based on preliminary numbers and wanted the Board to be aware. January 22, 2019 32 Supervisor Assaid inquired which fiscal year was Mr. O’Donnell referring to as a challenge. Mr. O’Donnell stated fiscal 2019-2020. Supervisor North commented that people in the community always ask about economic development growth. Economic Development is so broad, but in Supervisor Hooker’s resolution, there were a lot of good things that happened. He stated that we need a press release every January the great successes we had the year before in a press release under the guise of Economic Development. He feels there are a lot of people that does not understand what we are doing. Supervisor Radford inquired about landlines and cable; do we get anything off VOIP lines. Mr. Bever advised he would check and advise. The work session was held from 4:36 p.m. until 5:13 p.m. IN RE: CERTIFICATION RESOLUTION At 7:01 p.m., Supervisor North moved to return to open session and adopt the certification resolution. RESOLUTION 012219-4 CERTIFYING THE CLOSED MEETING WAS HELD IN CONFORMITY WITH THE CODE OF VIRGINIA WHEREAS, the Board of Supervisors of Roanoke County, Virginia has convened a closed meeting on this date pursuant to an affirmative recorded vote and in accordance with the provisions of The Virginia Freedom of Information Act; and WHEREAS, Section 2.2-3712 of the Code of Virginia requires a certification by the Board of Supervisors of Roanoke County, Virginia, that such closed meeting was conducted in conformity with Virginia law. NOW, THEREFORE, BE IT RESOLVED, that the Board of Supervisors of Roanoke County, Virginia, hereby certifies that, to the best of each member’s knowledge: 1. Only public business matters lawfully exempted from open meeting requirements by Virginia law were discussed in the closed meeting which this certification resolution applies; and 2. Only such public business matters as were identified in the motion convening the closed meeting were heard, discussed or considered by the Board of Supervisors of Roanoke County, Virginia. The petition of the Economic Development Authority of Roanoke County et al to amend the master plan for the Center for Research and Technology and to remove the proffered condition on properties totaling approximately 454.25 acres zoned PTD, Planned Technology District, located on Glenmary Drive and Corporate Circle, Catawba Magisterial District (POSTPONED AT THE REQUEST OF THE PLANNING COMMISSION) 2. The petition of Venture Storage Group, LLC to obtain a Special Use Permit in a C-2, High Intensity Commercial, District to construct a mini warehouse storage facility on 3.10 acres, located near the 4400 block of South Peak Boulevard, Cave Spring Magisterial District (POSTPONED AT THE REQUEST OF THE PLANNING COMMISSION) 3. The petition of Virginia Interventional Pain and Spine Center to amend the proffered conditions on approximately 3.2 acres zoned C-1C, Low Intensity Commercial, District with conditions, located in or near the 3300, 3400, and 3500 blocks of Ogden Road, Cave Spring Magisterial District. ORDINANCE 012219-5 AMENDING PROFFERED CONDITIONS ON APPROXIMATELY 3.2 ACRES ZONED C-1C (LOW INTENSITY COMMERCIAL DISTRICT WITH CONDITIONS), LOCATED IN OR NEAR THE 3300, 3400, AND 3500 BLOCKS OF OGDEN ROAD, CAVE SPRING MAGISTERIAL DISTRICT (TAX MAP NO. 077.11-01-58.00-0000) WHEREAS, the property located at 0 Ogden Road (Tax Map No. 077.11-01- 58.00-0000), in the Cave Spring Magisterial District, was rezoned in 1989 from R-2 (Duplex Residential District) to B-1 (Office District, which is now the equivalent the County’s present classification of C-1, Low Intensity Commercial District), fur the purpose of building a medical office park which was never constructed; and January 22, 2019 34 WHEREAS, many development-related conditions were proffered in 1989 at the time of rezoning, addressing specific issues that are now addressed by the County’s current development regulations; and WHEREAS, Virginia Interventional Pain and Spine Center is requesting to amend the proffered conditions associated with this property by removing all prior conditions and replacing them with the following conditions: 1. The site will be developed in general conformance with the titled Preliminary Site Schematic Plan for Ogden Road, Professional Park concept plan as prepared by Craighead and Associates, dated 10/23/2018, and 2. All freestanding pole mounted site lighting will not exceed eighteen (18’) feet from grade; and WHEREAS, the first reading of this ordinance was held on December 18, 2018, and the second reading and public hearing were held on January 22, 2019; and WHEREAS, the Roanoke County Planning Commission held a public hearing on this matter on January 2, 2019, and subsequently recommended approval of the application; and WHEREAS, legal notice and advertisement has been provided as required by law. BE IT ORDAINED by the Board of Supervisors of Roanoke County, Virginia, as follows: 1. The request to amend the proffered conditions on property located at 0 Ogden Road (Tax Map No. 077.11-01-58.00-0000), in the Cave Spring Magisterial District, is approved. The prior proffered conditions associated with this property are removed and replaced with the following new proffered conditions: a. The site will be developed in general conformance with the titled Preliminary Site Schematic Plan for Ogden Road, Professional Park concept plan as prepared by Craighead and Associates, dated 10/23/2018, and b. All freestanding pole mounted site lighting will not exceed eighteen (18’) feet from grade. 2. In approving the above, the Board finds that: a. The amendments to the proffered conditions are consistent with the purpose and intent of the County’s Comprehensive Plan and good zoning practice; b. The 1989 rezoning gave rise for the need for the originally proffered conditions; c. The County’s Zoning Ordinance was subsequently adopted in 1992 and covers many of the issues raised in the originally proffered conditions; d. The new proffered conditions have a reasonable relation to the 1989 rezoning, are in conformity with the Comprehensive Plan, are clearly January 22, 2019 35 understood and enforceable, and do not require or allow a design or standard that is less restrictive than the general provisions of the County’s Zoning Ordinance; and e. All of the other prior proffered conditions that are proposed to be removed are now covered under the County’s current development regulations or are no longer desirable. 3. This ordinance shall be in full force and effect thirty (30) days after its final passage. All ordinances or part of ordinances in conflict with the provisions of this ordinance shall be, and the same hereby are, repealed. The Zoning Administrator is directed to amend the zoning district map to reflect the changes authorized by this ordinance. On motion of Supervisor Assaid to adopt the ordinance, seconded by Supervisor Hooker and carried by the following roll call and recorded vote: AYES: Supervisors Assaid, Hooker, Radford, Peters, North NAYS: None IN RE: REPORTS AND INQUIRIES OF BOARD MEMBERS Supervisor Radford stated he had visited Bent Mountain Community Center this past Saturday and had a nice spaghetti dinner and got to know them in the Civic League. He is going back in February for a breakfast. He is just getting out in the district. Supervisor Hooker wanted to let everyone know and it has been batted around in social media and the new. She thanked Ross Copperman, a 2001 graduate of Glenvar High School and is very well known in Nashville and is a Grammy nominated song writer. He has given back to our community in a big way with donating a sound room with equipment and just a fabulous opportunity for our students. He has been very significant in helping us land the equipment and furnish that room along with Steve Franco, a teacher at Glenvar High School who helped write the grant for $10,000 that we received from the American Academy of Country Music. This is really good news for our community as a whole, especially Glenvar in particular. She also thanked staff in particular our staff that has been presenting our budget updates and getting us in line for our new budget year and the hard work they have put in and also to Mr. O’Donnell, specifically for his good work in his short term already. Supervisor North stated he had some Economic Development news. Roanoke County is sponsoring the following programs for local businesses. The “Gauntlet Business Program and Competition.” The purpose of the “Gauntlet” is to provide training and programs in support of business growth and success. Registration to participate is ongoing throughout January for this twelve (12) week program that begins on February 5, 2019, and will conduct on May 16, 2019. Also, International Trade Workshop in which participants will learn about global risk mitigation and trade 36 January 22, 2019 financing. This workshop will be held this Friday, January 25, 2019, form 9:00 a.m. until noon at the South County Library. The Star Tank Pitch Contest, a regional entrepreneur Summit was held on January 16 and 17, 2019, at the Hotel Roanoke. The purpose of the summit that was held at Hotel Roanoke was to engage local leaders, businesses and entrepreneurs to further support business growth, entrepreneurship and innovation in the region. If businesses would like to learn more about these programs, they can contact Roanoke County Economic Development at 540-772-2070. He thanked all that attended the Hollins District January 10, 2019 community meeting held at the Hollins Library. It was a cold evening and we had about 25 people come out to meet Chief Hall, learn about security and safety in the Hollins area. Also, to have our new County Administrator, Mr. O'Donnell, speak to them. We all had a good time in terms of exchanging questions and dialog about the Hollins area and he provided a brief update. He hopes to have another session in the future. It was very well received and several people who could not make it followed up for a briefing by email and or phone. He attended the Innovation Counsel that he just spoke about, which was sponsored by the Roanoke Regional Commission on January 15, 2019. Several points worth noting from that evenings talk was that jobs come to where the talent is and not the other way around and that talent is the currency of innovation and is very important. That being said, the support of any workforce development is critically important to our future success and growth in Roanoke County and the region to make us more attractive because jobs will look to come to where the talent is. The connection of our local and surrounding colleges and universities with local businesses is also the life line for keeping and retaining those in K-12 youth in this area after they go away and learn at a higher institution and/or seek out education through our local colleges to return to live, work and play. He personally supports that effort last week with the Innovation Counsel and applaud any and all efforts that develops energy in the direction of workforce development.
