The Board of Supervisors of Roanoke County, Virginia met this day at the
Roanoke County Administration Center, this being the second Tuesday and the first
regularly scheduled meeting of the month of September 2018. Audio and video
recordings of this meeting will be held on file for a minimum of five (5) years in the office
of the Clerk to the Board of Supervisors.
IN RE: OPENING CEREMONIES
Chairman Hooker provided the following recognition of September 11,
2018:
“Good afternoon and welcome to our meeting for September 11, 2018. It
seems most appropriate that we begin today’s meeting by recognizing the passing of 17
years since the terrorist attacks occurred on September 11, 2001. I’m certain each of
us can recall what we were doing when he heard of the attacks, and the emotions we
felt at the time. It’s important that we pause and remember that dark day in American
history when 2,977 innocent people lost their lives and thousands of others were injured
due to cowardly acts of evil.
Out of the tragedy of the day came a heightened appreciation for first
responders. Of those lives lost, 343 were firefighters and 71 were law enforcement
officers. I think it is fitting today that we use this moment to also acknowledge our own
public safety staff, some of whom are here from Fire & Rescue, the Police Department,
the Sheriff’s Office, the Emergency Communications Center, and the Western Virginia
Regional Jail. These are the men and women who put their lives at risk every day while
fulfilling their duties, providing safety and security, and answering the call for help.
Thank you for your service and dedication to keeping our community safe and secure.
We would encourage everyone here today and those listening from home
to thoughtfully consider how best you might acknowledge the events from 17 years
ago.”
Before the meeting was called to order, Fire and Rescue Chaplain, Brian
Clingenpeel provided the invocation. The presentation of the colors was given by the
Roanoke County Public Safety Combined Honor Guard. The Pledge of Allegiance was
recited by all present.

IN RE: FIRST READING OF ORDINANCE
1. Ordinance authorizing the granting of new public drainage
easements to the Board of Supervisors of Roanoke County on
property owned by Ms. Kimberly D. Thompson, Tax Map No.
066.02-02-03.00-0000 and Boone Assets L.L.C., Tax Map No.
066.02-02-04.00-0000 for the purpose of Drainage Improvements
(Tarek Moneir, Acting Director of Community Services)
Mr. Moneir outlined the request for the ordinance. There was no
discussion.
Supervisor North’s motion to approve the first reading and to set the public
hearing for September 25, 2018, was seconded by Supervisor Peters and approved by
the following vote:

RESOLUTION 091118-1.d EXPRESSING THE APPRECIATION
OF THE BOARD OF SUPERVISORS OF ROANOKE COUNTY
TO RONALD J. WYGAL, POLICE OFFICER IV, UPON HIS
RETIREMENT AFTER TWENTY-FIVE (25) YEARS OF SERVICE
WHEREAS, Mr. Wygal was employed by Roanoke County on August 16, 1993;
and
WHEREAS, Mr. Wygal retired on September 1, 2018, after twenty-five years and
one month of devoted, faithful and expert service to Roanoke County; and
WHEREAS, during Mr. Wygal’s tenure with Roanoke County’s Police
Department he served as a Police Officer, Police Officer- Criminal Investigator, Police
Officer II, Police Officer III, and Police Officer IV and served with professionalism and
dedication in providing services to the citizens of Roanoke County;
WHEREAS, Mr. Wygal was trained extensively and assigned as a department
Evidence Technician. On April 16, 2007, Mr. Wygal responded to one of the deadliest
mass shootings in United States history. Mr. Wygal assisted with the evidential

processing at Virginia Tech in which 32 people lost their lives. The scene was indeed
somber, but Mr. Wygal remained professional and efficient in the evidence collection
process.
WHEREAS, Mr. Wygal was a leader and mentor to many young officers over the
span of his career. Mr. Wygal’s loyalty to the department and the County was never
more evident than when he encouraged younger officers to find joy and a sense of pride
within their career as a law enforcement officer.
NOW, THEREFORE, BE IT RESOLVED that the Board of Supervisors of
Roanoke County expresses its deepest appreciation and the appreciation of the citizens
of Roanoke County to RONALD J. WYGAL for more than twenty-five of capable, loyal
and dedicated service to Roanoke County; and
FURTHER, the Board of Supervisors does express its best wishes for a happy
and productive retirement.
On motion of Supervisor Peters to adopt the resolution, seconded by Supervisor
McNamara and carried by the following roll call and recorded vote:

IN RE: REPORTS AND INQUIRIES OF BOARD MEMBERS
Supervisor McNamara stated that seventeen years ago we had a board
meeting, on a Tuesday and it was a very somber day. Seventeen years later, it is still a
somber day; seventeen years from now it will still be a somber day. If there one thing,
there is a renewed strengthening and appreciation for our first responders throughout
the Country. This Board holds them in very high regard, especially our local ones.
They are there for us; they are there for all of us. It’s very much appreciated. Thank
you to all of them.

Supervisor Peters stated he echoes the comments of Mr. McNamara, first
responders are there for us throughout the year. They do so much for our community;
and keeping us safe and being there in our time of need. It was a tragic things
seventeen years ago, we lost many first responders in the tragedies in New York,
Pennsylvania and Washington. Again, he appreciates everything they do; very proud to
be one of them as he has served a number of years with the County’s Fire and Rescue
and he is very proud of all the guys and gals that he works with. Secondly, he
encourages everyone to be safe this weekend. We are still a little uncertain as to what
is coming at us. Make sure you are safe and have what you need to get through the
storm no matter what it is. We hope it goes away.

Supervisor North stated on August 29, our legislative team attended
meetings with local and State officials; senators and State Delegates to begin work on
our Board’s legislative agenda for the 2019 General Assembly. As we begin our
planning for the 2019-2020 capital budget, the challenges of needs and wants much be
weighed with a focus first on the needs and then prioritize those needs accordingly to
use our County tax dollars wisely while managing the debt. The emphasis is on the
needs and those considerations again but be prioritized with all the County projects. He
looks forward to the County’s Facilities Study and what that tells us about our needs.
IN RE: CLOSED MEETING
At 3:13 p.m., Supervisor Hooker moved to go into closed meeting
following the work sessions pursuant to the Code of Virginia Section 2.2-3711 A 3
Discussion or consideration of the acquisition of real property for a public purpose or of
the disposition of publicly held real property, where discussion in an open meeting
would adversely affect the bargaining position or negotiating strategy of the public body,
namely Westmoreland Drive
The motion was seconded by Supervisor Peters and carried by the
following recorded vote:

At 3:14 p.m., Supervisor Hooker recessed to the fourth floor for work
session and closed session.

IN RE: WORK SESSIONS
1. Work session to update the Board of Supervisors on the strategic
direction of Economic Development in the County of Roanoke (Jill
Loope, Director of Economic Development)

Mr. Gates introduced Jill Loope and Jay Brenchick, Economic
Development Manager. They provided a PowerPoint presentation that is on file in the
office of the Clerk to the Board.
Supervisor Assaid asked how do we know the library in Vinton started the
revitalization. Ms. Loope responded that is when more people starting coming into
downtown Vinton. Mr. Brenchick responded it is the lynchpin. Supervisor Assaid asked
what we have that shows us that it is the library and not something else. Ms. Loope
explained it came from feedback from the local business owners; when you have a
community meeting place, it tends to bring foot traffic.
Supervisor North asked with regards to slides 21 and 24, do site
consultants have a way to pull these up with Ms. Loope responding the Roanoke
Regional Chamber has a link through the site selector app.
Supervisor McNamara stated he has a problem with Public Service
Annoucements (PSA’s). He stated he personally has a problem with using County
resources to promote one over another, including RVTV. Mr. Brenchick explain the
processing they go through to do these shows.
Supervisor Hooker commented she felt there was good work with the
schools and the apprentice program is ready to explode. Employers love the programs;
schools concerned growing too fast. Based on slide 14, maybe we need to brag more.
Work session was held from 3:23 p.m. until 4:17 p.m.
2. Work Session to update the Board of Supervisors on the 2018
Roanoke Valley Greenway Plan (Liz Belcher, Roanoke Valley
Greenway Project Coordinator)
Ms. Belcher presented a PowerPoint presentation; a copy of which was
included in the agenda packet.
Supervisor Assaid inquired if there is a maintenance program on this and
what is the outlook. Doug Blount, Director of Parks, Recreation and Tourism explained
this is a fair question. He indicated that in the past staff has been able to absorb;
however as we bring in more and larger may not be able to continue to do s. Minimal
costs at first, however, twenty years down the road is another issue. At that point, we
will need to add to the Capital Improvement Program (CIP); $10-15,000 a year for
maintaining asphalt.
The work session was held from 4:18 p.m. until 4:42 p.m.
IN RE: CERTIFICATION RESOLUTION
At 4:54 p.m., Supervisor Hooker moved to return to open session and
adopt the certification resolution.

RESOLUTION 091118-2 CERTIFYING THE CLOSED MEETING
WAS HELD IN CONFORMITY WITH THE CODE OF VIRGINIA
WHEREAS, the Board of Supervisors of Roanoke County, Virginia has convened
a closed meeting on this date pursuant to an affirmative recorded vote and in
accordance with the provisions of The Virginia Freedom of Information Act; and
WHEREAS, Section 2.2-3712 of the Code of Virginia requires a certification by
the Board of Supervisors of Roanoke County, Virginia, that such closed meeting was
conducted in conformity with Virginia law.
NOW, THEREFORE, BE IT RESOLVED, that the Board of Supervisors of
Roanoke County, Virginia, hereby certifies that, to the best of each member's
knowledge:
1. Only public business matters lawfully exempted from open meeting
requirements by Virginia law were discussed in the closed meeting which this
certification resolution applies; and
2. Only such public business matters as were identified in the motion convening
the closed meeting were heard, discussed or considered by the Board of Supervisors of
Roanoke County, Virginia.
