The Board of Supervisors of Roanoke County, Virginia met this day at the
Virginia Tech Carilion Building located at 2 Riverside Circle, Room M203 for a joint
meeting of Local Elected Officers of the Roanoke and New River Valley. An
audio/video recording of this meeting is on file in the office of the Clerk.
IN RE: CALL TO ORDER
Chairman North called the Board to order at 6:00 p.m. by advising a
quorum was present.
MEMBERS PRESENT: Chairman Phil C. North; Supervisors George G. Assaid,
Martha B. Hooker, David F. Radford and P. Jason Peters
MEMBERS ABSENT: None
STAFF PRESENT: Daniel R. O’Donnell, County Administrator; Richard L.
Caywood, Assistant County Administrator; Rebecca Owens,
Assistant County Administrator; Peter S. Lubeck, Senior
Assistant County Attorney; Deborah C. Jacks, Chief Deputy
Clerk to the Board
IN RE: NEW BUSINESS
After a welcome by Tim Sands and Nancy Howell Agee. A presentation
was given by Lee Learman, M.D., Ph.D., Dean of Virginia Tech Carilion School of
Medicine entitled “Training Physicians to Transform Healthcare.”
Next, Nancy Howell Agee, President and CEO, Carilion Clinic gave a
presented entitled “Carilion Clinic’s Capital Investment Plan and its Impact on
Enhancing Health Care in Western Virginia.
Third, Michael J. Friedlander, Ph.D., Vice President for Health Sciences,
Virginia Tech and Founding Executive Director, Fralin Biomedical Research Institute at
VTC provided a presentation on an “Overview of the Fralin Biomedical Research
Institute at VTC and its Economic Impact on the Region.”

Last, Tim Sands, Ph.D. President Virginia Tech gave a presentation
entitled "Virginia Tech's New Educational Initiatives and their Impact on the Region and
the Commonwealth."
After a question and answer period, the meeting was adjourned at 7:45
p.m.
