The Board of Supervisors of Roanoke County, Virginia met this day at the
Roanoke County Administration Center, this being the fourth Tuesday and the second
regularly scheduled meeting of the month of April, 2019. Audio and video recordings of
this meeting will be held on file for a minimum of five (5) years in the office of the Clerk
to the Board of Supervisors.
IN RE: OPENING CEREMONIES
Before the meeting was called to order an invocation was given by Pastor
Matthew Schmidt of First Church of Christ - Scientist. The Pledge of Allegiance was
recited by all present.
IN RE: CALL TO ORDER
Chairman North called the meeting to order at 3:02 p.m. The roll call was
taken.

RESOLUTION 042319-1 RECOGNIZING THE ROANOKE
VALLEY-ALLEGHANY REGIONAL COMMISSION ON ITS FIFTY
(50) YEARS OF SERVICE TO THE REGION
WHEREAS, in 1966, the General Assembly created the Metropolitan Areas
Study Commission (the Hahn Commission), which found that a holistic approach to
solving local and regional problems needed to be taken and recommended a new
concept, the creation of planning district commissions and service district commissions;
and
WHEREAS, The Virginia Area Development Act (VADA) passed in 1968 created
the planning district commission framework “to encourage and facilitate local
government cooperation and state-local cooperation in addressing on a regional basis,
problems of greater than local significant”; and
WHEREAS, following passage of the VADA, the Commonwealth undertook an
aggressive effort to establish planning district commission boundaries, the last of which
were announced in 1969, and within one year, planning district commissions were
established in 19 of the original 22 districts; and
WHEREAS, in 2019, the Roanoke Valley-Alleghany Regional Commission, is
celebrating 50 years of promoting and supporting regional collaboration; and
WHEREAS, the Roanoke Valley-Alleghany Regional Commission, serves to
foster intergovernmental cooperation by bringing together elected and appointed
officials and citizens to discuss common needs and develop solutions to regional
issues; and
WHEREAS, of the last 50 years, the Roanoke Valley-Alleghany Regional
Commission supported its member local governments by conducting studies and
identifying solutions in the areas of transportation, economic development,
infrastructure, the environment and community development; and
WHEREAS, The Roanoke Valley-Alleghany Regional Commission often serves
as a liaison between local and state governments, partnering with the Commonwealth of
Virginia to carry out state initiatives at the local and regional level; these partnerships
have included working cooperatively with state agencies on projects such as
development regional water supply plans, preparing transportation plans and assisting
localities with Community Development Block Grants; and
WHEREAS, THE Roanoke Valley-Alleghany Regional Commission takes great
pride in its 50 years of accomplishments, while recognizing the importance of looking
ahead to the challenges of the future.
NOW, THEREFORE, BE IT RESOLVED that the Board of Supervisors of
Roanoke County commends the Roanoke Valley-Alleghany Regional Commission on

the occasion of its 50 Anniversary and recognizes the many important programs and
services it has provided to the region since 1969; and
BE IT FURTHER RESOLVED, that the Clerk of the County of Roanoke prepare a
copy of this resolution for presentation to the Roanoke Valley-Alleghany Regional

Commission as an expression of Roanoke County’s appreciation for the vital support
provided by the Roanoke Valley-Alleghany Regional Commission to local governments,
the region’s citizens and the Commonwealth of Virginia.

2. Resolution expressing the appreciation of the Board of
Supervisors of Roanoke County to Mary Beth Williams, Parts and
Service Specialist for the Department of General Services, upon
her retirement after twelve (12) years of service (Rob Light,
Director of General Services)
Ms. Williams and her family were in attendance to receive the resolution,
which was read by the Chief Deputy Clerk.
RESOLUTION 042319-2 EXPRESSING THE APPRECIATION OF
THE BOARD OF SUPERVISORS OF ROANOKE COUNTY TO
MARY BETH WILLIAMS, PARTS AND SERVICE SPECIALIST
FOR THE DEPARTMENT OF GENERAL SERVICES, UPON HER
RETIREMENT AFTER TWELVE (12) YEARS OF SERVICE.
WHEREAS, Mary Beth Williams was employed by Roanoke County on March
26, 2007; and
WHEREAS, Ms. Williams retired on April 1, 2019, after twelve (12) years of
devoted, faithful and expert service to Roanoke County; and
WHEREAS, Ms. Williams, through her employment with Roanoke County in the
role of Parts and Service Specialist, has served with professionalism and dedication in
providing services to the citizens of Roanoke County; and
WHEREAS, throughout Ms. Williams’ tenure with Roanoke County, she provided
exceptional customer service to all users of the Fleet Center; and
WHEREAS, Ms. Williams was instrumental in the transition from a small garage
facility in Salem to a modern fleet center operation that provides for the comprehensive
management of both County fleet and equipment, as well as billed services for multiple
other government entities.
NOW, THEREFORE, BE IT RESOLVED that the Board of Supervisors of
Roanoke County expresses its deepest appreciation and the appreciation of the citizens
of Roanoke County to MARY BETH WILLIAMS for more than twelve (12) years of
capable, loyal, and dedicated service to Roanoke County; and

FURTHER, the Board of Supervisors does express its best wishes for a happy
and productive retirement.

3. Recognition of Michael Hibben for being awarded Staff Member of
the Year by the Virginia Public Library Directors Association

Recognition was given.
IN RE: NEW BUSINESS
1. Resolution approving the Roanoke Valley Resource Authority
(RVRA) budget for 2019-2020 (Rebecca Owens, Assistant County
Administrator; Daniel Miles, Chief Executive Officer, RVRA)
Rebecca Owens outlined the request for resolution and gave an overview
of the budget. CEO Dan Miles was in attendance to answer any questions.
Supervisor David Radford stated he notices in the sales to recyclable
materials, you have gone from $45,000 to $52,000 this year. What do you attribute the
increase to? Mr. Miles responded scrap metal and has retained a strong market value.
So, did the volume change or the price? Mr. Miles responded the volume has changed
somewhat, but primarily on the pricing.
Supervisor North stated on page 31, there is a line item under Project List
– Smith Gap Tipper Repair that does not show any runs for fiscal year 2020; the
overhaul of the tipper was $1.1 million and you have already spent a lot of money for
various parts over the last six months. What is the remaining balance to spend when
the tipper is overhauled in October this year and what is the estimated time the tipper
will be down during that overhaul process. Mr. Miles stated so far they have spent $1.1
million in tipper repairs and that includes the cost of shipping the materials to a third-
party landfill, transportation costs and also ordering some parts. Those parts still need
to be installed. The costs for those have been encumbered, on order and we will be
expecting them this fall. The costs to install those parts will be $250,000 and we do
have money in the budget for repairs to the tipper to cost that particular costs, so we are
still looking at about $250,000 in repair costs as well as some ancillary costs associated
with the last outage on April 1, 2019.

Those should be nominal costs from this point forward, unless the tipper has other
issues. We are looking at a nine (9) days window, which is the quoted period right now
absent anything that is uncovered or discovered while that repair is going on. This ia a
nine-day cumulative period. There was no further discussion.
RESOLUTION 042319-3 APPROVING THE ROANOKE VALLEY
RESOURCE AUTHORITY BUDGET FOR THE FISCAL YEAR
2019-2020
WHEREAS, Section 5.9 of the Roanoke Valley Resource Authority Members Use
Agreement provides that the Authority shall prepare and submit its operating budget for
the forthcoming fiscal year to the Board of Supervisors of the County, the City Council of
the City of Roanoke and the Town Council of the Town of Vinton; and
WHEREAS, the Chief Executive Officer of the Roanoke Valley Resource
Authority has submitted the fiscal year 2019-2020 budget of the Roanoke Valley
Resource Authority for approval.
NOW THEREFORE, BE IT RESOLVED, BY THE BOARD OF SUPERVISORS
OF ROANOKE COUNTY, VIRGINIA that the fiscal year 2019-2020 budget for the
Roanoke Valley Resource Authority, is hereby approved, and the County Administrator
and the Clerk are authorized to execute and attest respectively, on behalf of the County,
any documentation, in form by the County Attorney, necessary to evidence said
approval.
On motion of Supervisor Hooker to adopt the resolution, seconded by Supervisor
North and carried by the following recorded vote:

2. Resolution approving the Roanoke County Public Schools (RCPS)
budget for fiscal year 2019-2020 upon certain terms and
conditions (Mr. Donald T. Butzer, RCPS School Board Chairman;
Dr. Kenneth Nicely, RCPS Superintendent; and Ms. Susan
Peterson, RCPS Director of Finance)
Dr. Nicely provided opening comments. Ms. Peterson outlined the budget.
Supervisor Hooker stated as in the past, she has discussed her
employment with Counsel and feel comfortable that she does not have any legal conflict
of interest and is able to vote on the budget as presented.

Supervisor Assaid recognized the hart work that Dr. Nicely’s budget and
finance staff and Ms. Peterson and her staff have put into the preparation of a very fine
budget document. He thinks the School Board and the citizens of Roanoke County are
blessed to have such a tremendous staff.
Supervisor North stated we need to thank the wisdom of Drew Barrineau
and Joe McNamara and Penny Hodge and a lot of other people who got us where we
are today with our excellent funding formula
Chairman Butzer echoed Mr. North’s comments and thank you for
approving the resolution. Helps us take care of our salary increases, safe buses, safe
schools. There was no further discussion.
RESOLUTION 042319-4 APPROVING THE ROANOKE COUNTY
PUBLIC SCHOOLS BUDGET FOR FISCAL YEAR 2019-2020
UPON CERTAIN TERMS AND CONDITIONS
WHEREAS, State Code 22.1-93 requires the governing body of a County to
prepare and approve an annual budget for education purposes by May 15 or within
thirty (30) days of the receipt by the County of the estimates of state funds, whichever
shall later occur; and
WHEREAS, the Roanoke County School Board approved their fiscal year 2019-
2020 budget on March 28, 2019.
THEREFORE, BE IT RESOLVED by the Board of Supervisors of Roanoke
County, Virginia that the fiscal year 2019-2020 Roanoke County Public Schools budget
as set forth by the School Board’s adoption on March 28, 2019, a copy of which is
incorporated by reference herein, is hereby APPROVED, and the County Administrator
and the Clerk are authorized to execute and attest, respectively, on behalf of the
County, any documentation, in form approved by the County Attorney, necessary to
evidence said approval.
On motion of Supervisor Assaid to adopt the resolution, seconded by Supervisor
North and carried by the following recorded vote:

3. Resolution appointing representatives to the Local Finance Board
(Kevin Hutchins, Treasurer)
Ms. Owens filled in for Mr. Hutchins, who has a family emergency.
Ms. Owens noted this was mainly a housekeeping item. There was no discussion.

RESOLUTION 042319-5 APPOINTING REPRESENTATIVES FOR
THE LOCAL FINANCE BOARD
WHEREAS, Ordinance 042809-4 adopted by the Board of Supervisors on April
23, 2019, appointed four individuals to serve on the “Local Finance Board;” and
WHEREAS, in September 2011, the School Board joined the VML/VACO Pooled
Trust with the County of Roanoke; and
WHEREAS, according to State Code, the finance board shall be composed of at
least three members who shall include the chief financial officer of the County, the
treasurer of the County, and at least one other additional person who shall be a citizen
of the Commonwealth with proven integrity, business ability, and demonstrated
experience in cash management and in investments; and
WHEREAS, Ordinance 042809-4 further indicates subsequent appointments to
the finance board may be made by resolution adopted by the Board of Supervisors.
NOW, THEREFORE, be it resolved by the Board of Supervisors of Roanoke
County that this Board hereby appoints the following additional members to the Local
Finance Board:
Susan Peterson, Director of Finance, Authorized Representative with no term
limit, per State Code.
Penny Hodge, Citizen Representative, two-year term to expire April 23, 2021
Laurie Gearheart, Acting Director of Finance, Authorized Representative with
no term limit, per State Code.
Paul M. Mahoney, Citizen Representative, one-year term to expire April 23,
2020
BE IT FURTHER resolved that the Clerk to the Board be, and hereby is, directed
to send a copy of this resolution to the individuals named herein and the other members
of the Local Finance Board.

and Wanda Medlin, located at 4913 Colonial Avenue (Tax Map No.
87.05-05-18.00-0000), for the purpose of drainage improvements,
Cave Spring Magisterial District (Tarek Moneir, Acting Director of
Development Services)
Mr. Moneir outlined the request for ordinance. He made one correction in
the Board Report that was entered in error.
Supervisor Radford noted that he was familiar with this area, as he built
the houses. There was no further discussion.

Aaron Hall of 3060 Timberview Road thanked the Board for allowing him
to voice his opinion. He thinks it is wonderful that we can come together and talk about
this wonderful country. He felt it was important for the Board to know his background
and his personal bias for the Hinchee Trail. He currently lives on Timberview Road and
enjoys mountain biking and hiking the Carvins Cove area. He also volunteers and
helped build and maintain the trails in the Carvins Cove area. He thinks it is a good
thing for the community. It allows better and more access to Carvins Cove. In a time
that is dominated by computers and smart phones and the growing rise in obesity and
depression any progress and ease of access to a wonderful area like Carvins Cove is a
must. He is also a pharmacist so he sees a lot of depression and obesity. He also feels
that the parking area at the end of the road, at Timberview, has met its capacity and
thinks this will even out the traffic on Timberview and the larger parking area will allow
folks easier access. It is also right off the interstate so, it will be easier for folks to find
and use.
Frank Simms of 5880 Lakemont Drive stated he is a resident of Roanoke
County and proud to be a representative for Roanoke County on the Roanoke Valley
Greenway Commission and current serves as Vice-Chairman of the Commission. His
purpose today is to state his support as you have stated your support for the transfer of
ownership of the 234 acre Hinchee property from Pathfinders for Greenways and
Hinchee & Pace LLC to Roanoke County. As stated in the 2018 Roanoke Valley
Greenway Plan, the Roanoke region has truly embraced the Greenway system. The
vision of Roanoke outside has grown with greenways and trails as the core
infrastructure to access outdoor amenities throughout the valley. This push has led to a
regional economy more focused on the outdoors and the importance on having bikeable
and walkable communities with nearby outdoor recreation options, such as Explore
Park. The Greenways and Trails are increasingly recognized as an important regional
amenity, supporting redevelopment opportunities, attracting new businesses aid in
employee and student recruitment while encouraging housing constructions, festivals
and tourism. The vision is to have Roanoke County Greenways as the backbone of the
system, running west to east and having north to south routes tie into the existing public
lands and trial opportunities surrounding the valley. The Hinchee Trail is one of these
connections to the public lands. Increasingly, users want to be able to reach the 12,000
acre Carvins Cove natural reserve without driving to a parking lot. The Hinchee Trail
recognizes the many requests to connect to the trail. This route has been included in
the Greenway Plan and the 2010 Trail Management Plan for Carvins Cove, approved
by Roanoke City Council and is described as a major connector to the Valley Greenway
Network.

While ten miles of this road is on the City’s Carvins Cove property, two miles have been
in the Hinchee family for many decades. The Hinchee family, as you have hears, is
willing to donate the land to allow the Greenway linkage. Pathfinders for Greenways, a
nonprofit supporting greenways has purchased the other half of the interest of their
property. Over 300 hundred people donated over 200,000 to Pathfinders specifically to
make this purchase possible showing the interest everybody has. By the way, he is
also a Pathfinder and very proud of it. Today, the landowners of the Hinchee & Pace,
LLC and Pathfinders for Greenway come to donate the land to Roanoke for
management by the County Department of Parks, Recreation and Tourism. This
represents a great opportunity to give Roanoke County, thanks to the generosity of one
family and many, many of its supporters.

THE DEPARTMENT OF PARKS, RECREATION AND TOURISM,
UPON HER RETIREMENT AFTER MORE THAN TWELVE (12)
YEARS OF SERVICE
WHEREAS, Denise P. Pully was employed by Roanoke County on February 12,
2007; and
WHEREAS, Ms. Pully retired on April 1, 2019, after twelve (12) years and two (2)
months of devoted, faithful and expert service to Roanoke County; and
WHEREAS, during Ms. Pully’s tenure she worked as Special Event Assistant
beginning in 2007 and played a key role in the success of major special events such as
Touch-A-Truck, Tons of Fun, Enchanted Eve and Summer Blast; and
WHEREAS, Ms. Pully became Membership Supervisor at Green Ridge
Recreation Center in 2009, and led the center to many successful achievements
including consistent annual membership retention rates at or above 60%, various
successful events with high attendance, and the community, family-based feel the
center and water park have today; and
WHEREAS, Ms. Pully, throughout her employment with Roanoke County, has
been instrumental in improving the quality of life and providing services to the citizens of
Roanoke County;

HANGING ROCK SUBDIVISION INTO THE VIRGINIA
DEPARTMENT OF TRANSPORTATION
WHEREAS, the streets described on the attached VDOT Form AM-4.3, fully
incorporated herein by reference, are shown on plats recorded in the Clerk's Office of
the Circuit Court of Roanoke County; and
WHEREAS, the representative for the Virginia Department of Transportation has
advised this Board that the street(s) meet the requirements established by the Virginia
Department of Transportation’s Subdivision Street Requirements; and
NOW, THEREFORE, BE IT RESOLVED, this Board requests the Virginia
Department of Transportation to add the street(s) described on the attached Additions
Form AM-4.3 to the secondary system of State highways, pursuant to §33.2-705, Code
of Virginia, and the Department's Subdivision Street Requirements, after receiving a
copy of this resolution and all outstanding fees and documents required of the
developer, whichever occurs last in time; and
BE IT FURTHER RESOLVED, this Board guarantees a clear and unrestricted
right-of-way, as described, and any necessary easements for cuts, fills and drainage;
and
BE IT FURTHER RESOLVED, that a certified copy of this resolution be
forwarded to the Residency Administrator for the Virginia Department of Transportation.
On motion of Supervisor North to adopt the resolution, seconded by Supervisor
Radford and carried by the following recorded vote:

IN RE: REPORTS AND INQUIRIES OF BOARD MEMBERS
Supervisor Assaid stated that today is Mr. Bever’s last meeting with the
Board and is going elsewhere. He wanted to wish Mr. Bever the best and thank you for
preparing Steve and Meredith to go. You brag about them all the time about how
wonderful they are. He won’t have another budget, so thanks for staying the four-years
he has been here.
Supervisor Hooker stated she would like to echo Supervisor Assaid’s
sentiment; thank you Chris for all your hard work. She would also like to accentuate her
gratitude and of the whole Board for the work that Mr. Blount has done, for Liz Belcher
and the Pathfinders for Greenways and the Hinchee family; it is such a treasure. Thank
you for all your good work
Supervisor Radford thanks to Mr. Bever as a first time supervisor to see all
the detail to the budget; it was really great to understand it and the detail that they laid
out. He appreciated it. Last week he got to meet with the Back Creek Civic League at
the Fire Station, the first meeting of the year, enjoyed a group of about 15 citizens.

Sheriff Orange was there, Mike Wray, School Board member was there. We all gave a
report to everyone there that night. One of their big events in July is a classic car show,
so they were discussing that. Another item he would like to bring to the attention of the
public is the draft plan reveal for the Oak Grove Center that is slated for Thursday, May
2, 2019 from 4 p.m. until 7 p.m. and then again on Saturday, May 4, 2019, from 9 a.m.
until 12 p.m. It is an open house at Oak Grove Elementary School to see what has
come up for the Oak Grove Center.
Supervisor Peters stated he wanted to echo the earlier comments and
thanked Chris Bever for his time here at the County, your expertise in the budget,
putting together a wonderful budget proposal each and every year. He hopes they did
not wear him out and wish him well.
Supervisor North echoed the same thing, he is sure he will do a good job
wherever he goes to in private industry. We have enjoyed working with you and with
the same dedication you showed here he is sure that he will have great success as you
move on into the private sector. One announcement, Roanoke County Economic
Development is partnering with the City of Roanoke and the Small Business
Development Center for Exit Smart, which is a succession planning workshop for
businesses in need of succession planning so they can pass the business on to a family
member, get it ready for a sale or investment. This will be May 21, 2019, at 9 a.m. to 11
a.m. at the South County Library, 6303 Merriman Road. To register or if you have any
questions, call 772-207. The other day he had the privilege to attend with several other
people, the Fralin Biomedical Center presentation by Dr. Michael Friedlander and just
want to say, when you drive by the building and you see the new structures, you ask
what is going on there. When you go there to hear from the Executive Director
Friedlander, you learn that there is a lot going on in our region that is too long to be
listed here, but can say one thing, it is a footstep to economic growth in this area and
embraced by the region. We hope to be part of that success in the future. Thank you
Mr. O’Donnell for organizing.
Supervisor Hooker forgot to mention earlier, but wanted to acknowledge
that on April 30, 2019, which is next Tuesday, is the student registered apprenticeship
signing day; it is a big deal for Roanoke County and the schools and great for our local
economic development and if anyone were interested in going, it is going to be quite the
celebration.

1. Work session to review with the Board of Supervisors the County
Administrator's Proposed Fiscal Year 2019-2020 Operating
Budget (Daniel R. O'Donnell, County Administrator; Christopher
R. Bever, Director of Management and Budget)

Mr. O'Donnell provided overview and turned the meeting over to Mr. Bever
who provided a PowerPoint presentation.
Supervisor Radford inquired how the recreation fee class fee compare to
Green Ridge. Doug Blount, Director of Parks, Recreation and Tourism advised they
have a different pricing structure starting at $50 an hour.
Supervisor Hooker stated the Board was not sure last year about business
license fees. Mr. Bever responded that the Commission of the Revenue's office has
been working really hard this year, and the difference was based on good collections.
Mr. O'Donnell explained about restricting the position in Economic and
Community Development Planner — Zoning Enforcement. Supervisor North stated he
agreed and noted it was sad we did not have anyone in position to fill and would like to
revisit if funds are found.
Supervisor Assaid stated he is not comfortable with freezing any position,
for example, police.
Supervisor Peters asked about the retirements and the new hires coming
in with lower pay; he does not like using non-reoccurring funds.
It was the consensus of the Board to replace the $50,000 in Board
Contingency and the position is no longer frozen. It was also the consensus of the
Board for agreement with the remainder of the changes.
Supervisor Radford noted that he felt the business climate for the
upcoming year was in an uptick, noted there is a market climate for new housing.
The work session was held from 4:25 p.m. until 4:55 p.m.
