Audio and video recordings of this meeting will be held on file for a minimum of five (5) years in the office of the Clerk to the Board of Supervisors. IN RE: OPENING CEREMONIES Before the meeting was called to order a moment of silence was observed. The Pledge of Allegiance was recited by all present. IN RE: CALL TO ORDER Chairman Radford called the meeting to order at 3:00 p.m. The roll call was taken. MEMBERS PRESENT: Chairman David F. Radford; Supervisors Martha B. Hooker, Paul M. Resolution of appreciation to Phil C. North for his service as Chairman of the Board of Supervisors in 2019 (David F. Radford, Chairman) RESOLUTION 012820-1 OF APPRECIATION TO PHIL C. NORTH FOR HIS SERVICE AS CHAIRMAN OF THE BOARD OF SUPERVISORS IN 2019 January 28, 2020 16 WHEREAS, Phil C. North served as Chairman of the Roanoke County Board of Supervisors during 2019; and WHEREAS, during Mr. North’s term as Chairman, the County achieved a variety of accomplishments, including:  New construction, renovation, and expansion projects representing more than $200 million in new investments and the creation and retention of more than 900 jobs;  A $30 million investment by Carilion Clinic to repurpose the former JC Penney space at Tanglewood Mall into a children’s pediatric care facility bringing up to 300 employees and 600 patient trips per day;  Significant growth for Harris Corporation with a $20+ million expansion and 100 new jobs, as well as the recent acquisition by Israeli-based Elbit Systems;  The grand opening of the Metis Plaza building, with a $10 million investment and up to 600 new jobs at the location;  VFP, Inc.’s expansion and grand opening of its corporate headquarters in the newly-redeveloped Cox Communications building;  The opening of the former William Byrd High School with 82 luxury apartment units and a total investment of $12 million;  The sale of 53 acres in the CRT to AEP for $1.05 million, representing a $60+ million investment and 50 new jobs in a new highly-secured, mission critical facility;  The groundbreaking for Richfield Living’s $93 million expansion;  Securing nearly $30 million of state and federal funding for transportation improvements, particularly that of the Route 419/220 diverging diamond interchange. WHEREAS, the Board recognizes Chairman North’s contribution to the economic growth in Roanoke County throughout his term; and WHEREAS, Chairman North emphasized sound financial strategies and practices and promoted regional projects and initiatives to benefit all the residents of the Roanoke Valley. NOW, THEREFORE, BE IT RESOLVED, that the Board of Supervisors of Roanoke County, Virginia, does hereby extend its deepest appreciation to Phil C. North for his collaborative and steady leadership of the Board of Supervisors as Chairman during 2019 and for his belief in democracy and championing of citizen participation in local government. Briefing to discuss with the Board of Supervisors the County Administrator's Proposed Fiscal Year 2021-2030 Capital Improvement Program (CIP) (Daniel R. O'Donnell, County Administrator; Meredith L. Thompson, Budget Division Director; Rob Light, Director of General Services; Doug Blount, Director of Parks, Recreation & Tourism) Mr. O’Donnell provided overview and turned over to Meredith Thompson. Rob Light went through the facility conditions assessment. Doug Blount went through the County facilities CIP projects. Meredith Thompson then went through the remainder of the projects; multi-modal transportation and Stormwater; Technology; Next, Ms. Thompson reviewed funding sources, debt information and next steps. There were no questions or comments. IN RE: NEW BUSINESS 1. Request to approve the minutes of the November 6, 2019, Board of Supervisors Meeting (Deborah Jacks, Chief Deputy Clerk to the Board) A-060617-1 Supervisor North moved to approve the staff recommendation to approve the minutes and Supervisor Hooker seconded the motion. Motion approved by the following vote: AYES: Supervisor Hooker, North, Peters, Radford NAYES: None ABSTAIN: Supervisor Mahoney January 28, 2020 18 IN RE: REQUEST FOR PUBLIC HEARINGS AND FIRST READING OF REZONING ORDINANCES - CONSENT AGENDA 1. Michele Meinhart to rezone property to remove the proffered conditions on approximately 1.24 acres zoned C-1C, Low Intensity Commercial, District with conditions, located at 5681 Starkey Road, Cave Spring Magisterial District Supervisor Mahoney’s motion to approve the first reading and set the second reading for February 25, 2020, was seconded by Supervisor Hooker and approved by the following vote: AYES: Supervisors Mahoney, Hooker, North, Peters, Radford NAYS: None IN RE: FIRST READING OF ORDINANCES 1. Ordinance accepting and appropriating $50,000 from the Community Foundation for the implementation of the Regional Wayfinding Plan (Doug Blount, Director of Parks, Recreation and Tourism) Mr. Blount outlined the request for ordinance. There was no discussion. Supervisor North’s motion to approve the first reading and set the public hearing and second reading for February 11, 2020, was seconded by Supervisor Hooker and approved by the following vote: AYES: Supervisors Mahoney, Hooker, North, Peters, Radford NAYS: None 2. Ordinance accepting and appropriating $620,054 from the Virginia Outdoors Foundation and $30,000 from Read Mountain Alliance for the purchase of 304 acres adjacent to Read Mountain Preserve (Doug Blount, Director of Parks, Recreation and Tourism) Mr. Blount outlined the request for ordinance. There was no discussion. Ordinance approving the acquisition of permanent and temporary construction easements to Roanoke County on properties owned by Joseph Harner, Jr. (Tax Map Numbers 070.12-01-25.00-0000, 070.12-01-26.00-0000, 070.12-01-27.00-0000, and 070.12-01-28.00- 0000) for purposes of developing the East Roanoke River Greenway, Vinton Magisterial District (Doug Blount, Director of Parks, Recreation and Tourism) Mr. Blount outlined the request for ordinance. There was no discussion. Supervisor Peters’ motion to approve the first reading and set the second reading for February 11, 2020, was seconded by Supervisor Hooker and approved by the following vote: AYES: Supervisors Mahoney, Hooker, North, Peters, Radford NAYS: None 4. Supervisor Peters’ motion to approve the first reading and set the second reading for February 11, 2020, was seconded by Supervisor Hooker and approved by the following vote: AYES: Supervisors Mahoney, Hooker, North, Peters, Radford NAYS: None IN RE: CONSENT AGENDA RESOLUTION 012820-3 APPROVING AND CONCURRING IN CERTAIN ITEMS SET FORTH ON THE BOARD OF SUPERVISORS AGENDA FOR THIS DATE DESIGNATED AS ITEM I- CONSENT AGENDA BE IT RESOLVED by the Board of Supervisors of Roanoke County, Virginia, as follows: That the certain section of the agenda of the Board of Supervisors for January 28, 2020, designated as Item I - Consent Agenda be, and hereby is, approved and concurred in as to each item separately set forth in said section designated Items 1 through 6 inclusive, as follows: 1. Request to accept and appropriate funds in the amount of $2,980.60 for a grant administered by the U. S. Department of Justice's Bulletproof Vest Partnership to the Sheriff's Office 2. Request to accept and allocate grant funds in the amount of $36,151.60 from the U.S Department of Justice's Bulletproof Vest Partnership to the Roanoke County Police Department. 3. Confirmation of appointment to the Local Office on Aging (At-Large) and the Roanoke County Board of Zoning Appeals (District) On motion of Supervisor Mahoney to adopt the resolution, seconded by Supervisor Hooker and carried by the following recorded vote: AYES: Supervisors Mahoney, Hooker, North, Peters, Radford NAYS: None January 28, 2020 21 A-012820-3.a A-012820-3.b RESOLUTION 012820-3.c REQUESTING ACCEPTANCE OF WOODS MEADOW LANE AND WOODS MEADOW COURT INTO THE VIRGINIA DEPARTMENT OF TRANSPORTATION SECONDARY SYSTEM WHEREAS, the streets described on the attached VDOT Form AM-4.3, fully incorporated herein by reference, are shown on plats recorded in the Clerk's Office of the Circuit Court of Roanoke County; and WHEREAS, the representative for the Virginia Department of Transportation has advised this Board that the street(s) meet the requirements established by the Virginia Department of Transportation’s Subdivision Street Requirements; and NOW, THEREFORE, BE IT RESOLVED, this Board requests the Virginia Department of Transportation to add the street(s) described on the attached Additions Form AM-4.3 to the secondary system of State highways, pursuant to §33.2-705 of the Code of Virginia, and the Department's Subdivision Street Requirements, after receiving a copy of this resolution and all outstanding fees and documents required of the developer, whichever occurs last in time; and BE IT FURTHER RESOLVED, this Board guarantees a clear and unrestricted right-of-way, as described, and any necessary easements for cuts, fills and drainage; and BE IT FURTHER RESOLVED, that a certified copy of this Resolution be forwarded to the Residency Administrator for the Virginia Department of Transportation. Statement of Treasurer's Accountability per Investment and Portfolio Policy as of December 31, 2019 IN RE: REPORTS AND INQUIRIES OF BOARD MEMBERS Supervisor North mentioned that staff attended Hollins Community Meeting. It was held last Thursday night and had a very good turnout of citizens to update them on transportation projects in Hollins area. He appreciates staff’s work on that; that is the second community meeting he has done since taking office. He will probably have another one next January as well. The folks were appreciative of the updates provided on those projects as well as mentioning the census that is coming to Roanoke County and to the whole nation and we had someone from Roanoke County speak on that. Shari Henry let everyone know if they don’t fill it out online, they might be getting a knock at the door. It is important that the census be completed and that everyone participate because it means $2,000 for each person in each household who signs up and completes the census form. Supervisor Peters made the request before and would like to publically make the request again. When we are looking at our fire stations, he would like for us to work with the City, City of Salem and look at the region collectively. He knows that Roanoke City is now placing one of theirs over in the Grandin area. Most people don’t understand that our system works so well together. We are constantly going to the City and they are coming to us. He feels we should take a regional look to better staff, make sure we are getting the best response to our citizens and that we have some kind of study showing what they will look like in the future so that when we get to 2028 and 2029 and allocating this money, we have done our homework and know where we are going to put our best benefit for our citizens and hopefully the City and other will have done the same. Secondly, he has been in conversation with a lot of folks in his area and probably ten to twelve years ago, we did a Vinton area Corridor Study and he was a part of the 419 study and we have done one at Oak Grove and Hollins, he thinks with the growth that has taken place in the Vinton area, he would like to begin working on a Vinton area plan that we can work with the Town of Vinton but also into the County. As Explore Park becomes more and more of a driver in that area, he feels we need to plan January 28, 2020 23 for what that is going to look like. He would like for staff to begin looking at ways we can identify that by working with the Town and the whole area to plan for that growth. As Mr. Mahoney stated earlier, Doug Blount is doing a phenomenal job and we know where Explore Park is going and need to be prepared for it just outside the Explore Park arena. Lastly, yesterday we laid to rest someone in our Community, who has fought for our community both Fire and Rescue and otherwise, Doug Adams. He was President of our First Aid Crew and fought for not only the Town of Vinton, but for many times, the County. He was instrumental when it came to the agreement last year between the Town of Vinton and Roanoke County, helping with the Fire and Rescue side, keeping tempers at bay and making the whole piece work. We lost a great asset to our community. Supervisor Radford stated last Friday he was with a Battalion Chief for six hours and got to look at three stations and the training center on Kessler Mill Road. One of the themes was exactly what Supervisor Peters said, we need to look at the region (Salem, Roanoke City, Roanoke County) all together so that we can be more efficient and maximize our dollars together as a community. You are spot on with that and thing Chief Simon would agree with us also. He attended the Salem Roanoke County annual breakfast and awards this morning that was held at Roanoke College. We were grateful to have two winners from Roanoke County: Roanoke County Small Company of the year went to Runabout Sports, applause to them and the Roanoke County officer of the year was Officer Cunningham. They had a nice story about him and he is here tonight and asked Officer Cunningham to stand for a round of applause. Chairman Radford recessed to the fourth floor for work sessions at 3:56 p.m. IN RE: WORK SESSIONS 1. Work session to review with the Board of Supervisors fiscal year 2019-2020 mid-year revenues and expenditures and fiscal year 2020-2021 budget issues (Laurie Gearheart, Director of Finance and Management Services; Steve Elliott, Budget Manager; Meredith Thompson, Budget Division Director) Mr. O’Donnell provided an overview and turned the meeting over to Ms. Thompson and Mr. Elliott. Supervisor Peters inquired if the final gainsharing payment has been made with Ms. Gearheart responding in the negative stating they are still working on. Supervisor Peters referenced page 5 and asked if these numbers were through November with Mr. Elliott responding in the affirmative. Ms. Thompson then went through expenditures. January 28, 2020 24 Supervisor Mahoney asked when are debt service payments made with Ms. Gearheart advising debt transfers are made in July, October, December with January for interest payments and a small amount in April. Supervisor North asked what the average weighted interest rate was with Ms. Gearheart advising she would research and advise in a budget memo. Ms. Gearheart advised the Board staff just found out the Virginia Retirement Rate has increased form 12.32% to 14.38% for the next two years. Staff is still working to understand what the impact will be to our upcoming budget. We are also waiting on the preliminary information on the classification study to begin planning for salary increases. Supervisor North asked when the budget memos would start with Mr. O’Donnell advising that Budget Memo #1 will be the weighted interest rates. Supervisor Peters inquired as to the reason for the increase in the VRS rate with Ms. Gearhart responding they had been using approximately seven percent (7%) as their investment rate; although the economy has been doing well, it did not meet what they anticipated and they have reduced down their investment rate to calculate what the contributions need to be. It has been reduced to 6.5%. Supervisor North asked how that compared with other states. Supervisor Peters inquired if they know how much this change is with Ms. Gearheart advising just the general fund is estimated to be $800,000. Supervisor Mahoney stated he read an article in the Wall Street Journal a month ago that a lot of states were lowering their percentages as well. Mr. O’Donnell also noted Virginia is better funded than some states. Supervisor Mahoney asked with regard to page 2, showing $2.26 average annual increase in revenues since 2016. What is PCI over that same period? The point is are we matching inflation. Mr. Elliott stated inflation is trending 1.75 to 2.5% over that time. Supervisor Mahoney commented he is reading a lot of articles from people who are trying to predict the next recession and most of the ones he has read are late 2021 or early 2022. If the recession hits, what are we going to do. Mr. O’Donnell stated he thinks we are in a better position than we were last time. We have funded a lot of reserves that we did not have the last time. Ms. Gearheart stated they have a consultant who helps with deferred compensation and when he came in October, he actually thinks there is not going to be a recession that soon. Staff indicated this would be a topic for discussion at the retreat on February 1, 2020. Supervisor North stated we should have a plan in case that days comes. Mr. O’Donnell stated he is more concerned about what is happening in Richmond regarding mandates, etc. Supervisor North commented it will be interesting to see what comes out. January 28, 2020 25 2. Work session to review Parliamentary Procedures with the Board of Supervisors (Peter S. Lubeck, County Attorney) Mr. Lubeck provided a PowerPoint presentation.
