The Board of Supervisors of Roanoke County, Virginia met on May 6 and
May 7, 2022 at the Arthur Taubman Center at Explore Park located at Milepost 115,
Blue Ridge Parkway. This was a special meeting to hold a Board retreat and no audio
recordings were obtained
IN RE: CALL TO ORDER
Chairman Mahoney called the meeting to order at 12:30 p.m. The roll call
was taken.
MEMBERS PRESENT: Chairman Paul M. Mahoney; Supervisors Martha B. Hooker,
Phil C. North, P. Jason Peters and David F. Radford
MEMBERS ABSENT: None
STAFF PRESENT: Richard L. Caywood, County Administrator; Rebecca
Owens, Deputy County Administrator; Doug Blount,
Assistant County Administrator; Peter S. Lubeck, County
Attorney; Madeline Sefcik, Assistant to the County
Administrator
IN RE: NEW BUSINESS
1. Strategic Planning Session – A. Tyler St.Clair, Facilitator
Ms. St.Clair welcomed the Board and County staff who were present. Ms.
St.Clair stated that she had previously worked for the State of Virginia where she
learned performance-based training, which concentrated on setting goals and
objectives.
The Board worked in two (2) small groups to identify the County’s potential
future identity for 2032, along with its assets, needs, issues and opportunities. The
meeting adjourned for the evening at 6:30 p.m. until May 7, 2022 at 8:30 a.m.
Chairman Mahoney called the meeting to order at 8:30 a.m. All Board
members were in attendance.
Board Members came to consensus on the strategic outcome areas for
the strategic work plan, which were as follows:

Chairman Mahoney adjourned the meeting at 4:00 p.m.
