Audio and video recordings of this meeting will be held on file for a minimum of five (5) years in the office of the Clerk to the Board of Supervisors. IN RE: OPENING CEREMONIES Before the meeting was called to order, a moment of silence was observed. The Pledge of Allegiance was recited by all present. IN RE: CALL TO ORDER Chairman Mahoney called the meeting to order at 3:01 p.m. The roll call was taken. MEMBERS PRESENT: Chairman Paul M. Mahoney; Supervisors Martha B. Hooker, Phil C. North, P. Jacks, Chief Deputy Clerk to the Board IN RE: REQUESTS TO POSTPONE, ADD TO, OR CHANGE THE ORDER OF AGENDA ITEMS County Administrator, Richard L. Caywood requested the Board change the order of closed session item to take the Closed Session regarding Section 2.2- 3711.A.1 - Discussion, consideration, or interviews of prospective candidates for employment; assignment, appointment, promotion, performance, demotion, salaries, disciplining, or resignation of specific public officers, appointees, or employees of any public body; namely appointment to the Western Virginia Water Authority and move it from second to fourth. There were no objections. June 14, 2022 668 IN RE: PROCLAMATIONS, RESOLUTIONS, RECOGNITIONS AND AWARDS 1. Recognition congratulating Chase Miller, Glenvar High School, for winning the Virginia High School League (VHSL) Class 2 Championship in the 170 lb. Weight Division in Wrestling (Martha B. Hooker, Supervisor, Catawba Magisterial District) Recognition was given. 2. Recognition congratulating Delaney Eller, Carly Wilkes, Adrianna Hall and Claire Griffith, Glenvar High School, for winning the Virginia High School League (VHSL) Class 2 Championship in the 200-yard freestyle relay (Martha B. Hooker, Supervisor, Catawba Magisterial District) Recognition was given. 3. Resolution congratulating the Glenvar High School Girls Indoor Track and Field Team for winning the Virginia High School League (VHSL) Class 2 Championship (Martha B. Hooker, Supervisor, Catawba Magisterial District) RESOLUTION 061422-1 CONGRATULATING THE GLENVAR HIGH SCHOOL GIRLS INDOOR TRACK AND FIELD TEAM FOR WINNING THE VIRGINIA HIGH SCHOOL LEAGUE (VHSL) CLASS 1/2 CHAMPIONSHIP WHEREAS, athletic competitions are an important and integral part of the team curriculum at schools in Roanoke County; teaching cooperation, sportsmanship, teamwork and athletic skill; and WHEREAS, on March 2 and 3, 2022, the Glenvar High School Girls’ Indoor Track and Field Team won the VHSL Class 1/2 Combined Indoor State Championships at Liberty University, by outscoring Appomattox High School 61 to 60; and st WHEREAS, Senior Carly Wilkes placed 1 in the 1000 with a time of 3:00.95 and st 1 in the 1600 with a time of 4:59.78. Carly was also a member of the 4x400 team that st took 1 overall. Reflecting on Carly's high school Indoor career from 2018-2022 as a nd freshman, Carly competed in the 1600, 3200 and 4x800 placing 2 in all events. As a sophomore, Carly became the 1600 and 3200 State Champion along with the 4X800 taking first place that season. Moving forward to her Junior and Senior years, Carly understood that the 2021 and 2022 season could bring great reward and decided to run the 1000, 1600 and 4X400 to compete for an overall team win. By doing this, Carly June 14, 2022 669 became a back-to-back State Champion in the 1000 and 4x400 and a three-time State Champion in the 1600; and th WHEREAS, Senior Delaney Eller placed 6 in the 500D with at time of 1:27.60 and was a member of the 4x400 State Champion team. Over the past 3 seasons Delaney has been a part of the 4X800 State Championship team alongside of Carly and back-to-back 4x400 State Champ; and nd WHEREAS, Junior Sydney Loder started the meet off by placing 2 in High st Jump, with a Jump of 5-03. Sydney placed 1 in the 55H with a time of 9.08 and st becoming a two-time State Champion in this event. Sydney also placed 1 in the 300D st with a time of 42.24. Sydney was a member of the 4x400 team that took 1 overall and became a back-to-back State Champion in this event; and WHEREAS, Junior Adrianna Hall was a member of the 4x400 State Champion team alongside of Delaney Eller, Carly Wilkes and Sydney Loder with a time of 4:20.60; and WHEREAS, the most exciting part of this whole meet came down to this one st event, the 4x400, they needed to clinch 1 to win. This will be a moment they will all remember. It takes four to compete and each of them competed at an outstanding level; and WHEREAS, Junior Molly McCroskey and Sophomore Joanna Killleen were both able to experience their first State Meet, competing in the 1000. Both had personal best, th with Joanna placing 10 and Molly placing 11th overall; and WHEREAS, each of these young ladies are not only outstanding athletes, but excellent students. They represent their school and community, not only on the track, but off as well. Their character, poise, sportsmanship, and regard for others is what sets them apart. They are a true asset to Roanoke County and our seniors will be greatly missed. NOW, THEREFORE, BE IT RESOLVED that the Board of Supervisors of Roanoke County, Virginia does hereby extend its sincere congratulations to the members of the GLENVAR HIGH SCHOOL GIRLS INDOOR TRACK AND FIELD TEAM: CARYL WILKES, DELANEY ELLER, MOLLY MCCROSKEY, JOANNA KILLEEN, SYDNEY LODER AND ADRIANNA HALL; and BE IT FURTHER RESOLVED that the Board of Supervisors extends its best wishes to the members of the team, the coaches and the school in their future endeavors. Resolution congratulating the Glenvar High School Girls Outdoor Track and Field Team for winning the Virginia High School League (VHSL) Class 2 Championship (Martha B. Hooker, Supervisor, Catawba Magisterial District) RESOLUTION 061422-2 CONGRATULATING THE GLENVAR HIGH SCHOOL GIRLS OUTDOOR TRACK AND FIELD TEAM FOR WINNING THE VIRGINIA HIGH SCHOOL LEAGUE (VHSL) CLASS 2 CHAMPIONSHIP WHEREAS, athletic competitions are an important and integral part of the team curriculum at schools in Roanoke County; teaching cooperation, sportsmanship, teamwork and athletic skill; and WHEREAS, on June 3 and 4, 2022, the Glenvar High School Girls’ Indoor Track and Field Team won the VHSL Class 2 Outdoor State Championships at James Madison University, by outscoring Strasburg High School 75 to 63; and st WHEREAS, Senior Carly Wilkes placed 1 in the 1600 with a time of 4:49.39 and st 1 in the 800 with a time of 2:17.62 Carly was also a member of the 4x400 team that st took 1 overall. Reflecting on Carly's high school Outdoor career from 2019-2022 as a freshman, Carly competed in the 3200 and placing 3rd in this event. As a sophomore, Carly’s season was cut short due to the season being cancelled because of COVID. Moving forward to her Junior and Senior years, Carly understood that the 2021 and 2022 season could bring great reward and decided to run the 800, 1600 and 4X400 to compete for an overall team win. By doing this, Carly became a back-to-back State Champion in these events; and th WHEREAS, Senior Delaney Eller placed 6 in the 400 meter with at time of 1:03.16 and was a member of the 4x400 State Champion team. Over the past 2 seasons Delaney has been a part of the back-to-back 4x400 State Champion relay team; and nd WHEREAS, Junior Sydney Loder started the meet off by placing 2 in High st Jump, with a Jump of 5-02. Sydney placed 1 in the 100 Hurdles with a time of 15.37 st and becoming a two-time State Champion in this event. Sydney also placed 1 in the 300 Hurdles with a time of 46.67 and becoming a two-State Champion in this event as st well. Sydney was a member of the 4x400 team that took 1 overall and became a back- to-back State Champion in this event; and th WHEREAS, Junior Rhyan Harris was 7 in the state for pole vault and a member of the 4x400 State Champion team alongside of Delaney Eller, Carly Wilkes, and Sydney Loder with a time of 4:13.23; and WHEREAS, Freshman Mahre Swanson, Junior Brooklyn Woolwine, Junior th Adrianna Hall and Junior Rhyan Harris were 5 in the state for the 4x100 relay; and June 14, 2022 671 WHEREAS, Junior Molly McCroskey, Junior Khana Nguyn, Sophomore Emma Pope, and Sophomore Joanna Killleen were members of the 4x800 relay team that th placed 6 overall in the state; and WHEREAS, each of these young ladies are not only outstanding athletes, but excellent students. They represent their school and community, not only on the track, but off as well. Their character, poise, sportsmanship, and regard for others is what sets them apart. Resolution approving the Secondary Six-Year Improvement Plan for Fiscal Years 2023 through 2028 and the Construction Priority List and Estimated Allocations for Fiscal Year 2023 (Megan G. Cronise, Assistant Director of Planning) Ms. Cronise provided a PowerPoint presentation. Chairman Mahoney opened and closed the public hearing with the following citizens speaking: Holly Delaney of 2702 White Pelican Lane stated she has been a resident there for 15 years. She is here to raise a concern about a residence that was just sold two houses away from where she lives as well as some neighbors in the same row. June 14, 2022 672 th Basically, the property was sold on April 6 to a company called Scioto Properties, LLC and it is a health care realty company. A neighbor walking by, Denise, has talked to one of the workers working on the property and he let her know he’s from Pinnacle and they are making this property to be basically a men’s recovery from drug addiction right on our street and there are children on both sides. One of her neighbors, John Conti, looked up the zoning and we are in a R-1 district and they are allowed to have a residential human care facility, but that does not include drugs or alcohol under that. She reached out to Rebecca James this morning and left a voicemail. She quickly sent out Bill Richardson to investigate and he said they have not pulled a license yet. It has been two months. In order for them to change the zoning, they would have to let all the neighbors know in order to change the zoning to fit their needs. We have not heard anything. So, I sent Ms. James an email with all these concerns and also sent David an email, as they are friends and he goes to Richmond and might be able to help us out if nothing happens. She does not think we would have even found out about it if her neighbor did not stop and ask questions, because they are falsely putting this residence under something else that it’s not going to be. Chairman Mahoney stated that he was sorry that he had confused Ms. Delaney, this is a public hearing on funding for the Secondary Road Six-Year Plan. So, your comments are appropriate, it is just they should have been provided at another point in our agenda. He noted he has spoken to several citizens on White Pelican and has spoken to the Zoning Administrator. She has sent out the Zoning enforcement staff, Bill Richardson and we are looking into. There are several State agencies involved. We have to coordinate with them and County staff are in the process of looking at what is occurring there, because there were several different citizen complaints. We will tr to get back to you as soon as we obtain some better information. RESOLUTION 061222-3 APPROVING THE SECONDARY ROAD SIX-YEAR IMPROVEMENT PLAN FOR FISCAL YEARS 2023 THROUGH 2028 AND THE CONSTRUCTION PRIORITY LIST AND ESTIMATED ALLOCATIONS FOR FISCAL YEAR 2023 WHEREAS, Sections 33.2-331 of the Code of Virginia (1950, as amended) provides the opportunity for Roanoke County to work with the Virginia Department of Transportation in developing a Secondary Road Six-Year Improvement Plan; and WHEREAS, this Board had previously agreed to assist in the preparation of the Secondary Road Six-Year Improvement Plan, in accordance with Virginia Department of Transportation policies and procedures; and WHEREAS, a public hearing, which was duly advertised on the proposed Secondary Road Six-Year Improvement Plan for Fiscal Years 2023-2028 and Construction Priority List and Estimated Allocations for Fiscal Year 2023 was held on June 14, 2022, to receive comments and recommendations on Roanoke County’s June 14, 2022 673 Secondary Road Six-Year Improvement Plan for Fiscal Years 2023-2028 as well as the Construction Priority List and Estimated Allocations for Fiscal Year 2023; NOW, THEREFORE, BE IT RESOLVED that the Board of Supervisors does hereby approve the Secondary Road Six-Year Improvement Plan for Roanoke County for Fiscal Years 2023-2028; BE IT FURTHER RESOLVED, that the Board of Supervisors does also hereby approve the Construction Priority List and Estimated Allocations for Fiscal Year 2023; BE IT FURTHER RESOLVED that a copy of this resolution duly attested to be forthwith forwarded to the Virginia Department of Transportation Salem Residency Office along with a duly attested copy of the proposed Roanoke County Secondary Road Six-Year Improvement Plan for Fiscal Years 2023-2028 by the Clerk to the Board. On motion of Supervisor North to adopt the resolution, seconded by Supervisor Radford and carried by the following recorded vote: AYES: Supervisors Peters, Hooker, North, Radford, Mahoney NAYS: None IN RE: FIRST READING OF ORDINANCES 1. Ordinance accepting and appropriating $200,000 from the Virginia Tourism Corporation for the purpose of tourism marketing through Visit Virginia's Blue Ridge (Doug Blount, Assistant County Administrator) Mr. Blount outlined the request for ordinance. Landon Howard was also in attendance. Supervisor Peters commented he has no issue with what is being proposed today, but his question is with Visit Virginia’s Blue Ridge (VBR), which we have been adamant supports of for a number of years. How difficult is it going to be to carve out Roanoke Count when we work through VBR as a region? Additionally, would we not be able to use the money from everyone who is involved in it. Can they still not just promote what we are doing rather than having to segregate Roanoke County or Roanoke City of whoever else is out there. He guesses with what Mr. Blount just stated sounded like they are going to do our Explore Park, but he is guessing back to where a lot of us feel that regional look, can we not continue what we’ve been doing, just have the additional funds to do so. Mr. Blount responded yes to all. Yes, VBR is developing an overall marketing plan for all of the different jurisdictions that are receiving ARPA funds. Out of each one of those areas, there will be specific things that will be promoted just like VBR does now. June 14, 2022 674 Supervisor Peters then asked so, we are having to do it for each jurisdiction with Mr. Blount responding in the affirmative, stating each jurisdiction was provided funds. Now, developing an overall marketing plan that has similar characteristics for each of the different jurisdictions. One jurisdiction may want something specific they want to promote, i.e. their antique shops. Another may b e they really want to promote the bluways because of the many options they have for people getting on different rivers and paddle. Much of what VBR does is within their marketing is they cover the entire area, but they also promote individual businesses. Supervisor Radford stated he thought he heard they were going to spend $100,000 first and then get reimbursed. Could you explain in a little more detail? Mr. Blount advised the way the program was set up is whatever your allocation is, once the Virginia Tourism Corporation (VTC) approves the marketing plan , they will send you a funds transfer for the first half of your allocation; for Roanoke County it is $100,000. We will then turn around and submit through a web portal all of the receipts that we reimburse VBR for many of these different marketing opportunities. Once we get to the $100,000 mark, we start submitting the next $100,000 and VTC will then send Roanoke County a check for each of those reimbursements. You get half upfront and they reimburse you for the second half. Supervisor North asked Mr. Howard to comment in view of the inflations across the hotels, airlines, etc., what about media advertising and has it been significantly increased year over year. Mr. Howard explained is all prices are going up in both media and everything they do, we have to be smarter about content marketing and we have a great team we work with. Supervisor North’s motion to approve the first reading and set the second reading for June 28, 2022, was seconded by Supervisor Peters and approved by the following vote: AYES: Supervisors Peters, Hooker, North, Radford, Mahoney NAYS: None 2. Ordinance increasing the salaries of the members of the Board of Supervisors of Roanoke County pursuant to Section 3.07 of the Roanoke County Charter and Section 15.2-1414.3 of the Code of Virginia (Peter S. Lubeck, County Attorney) Mr. Lubeck outlined the ordinance. There was no discussion. Supervisor Mahoney motion to approve the first reading and set the second reading for June 28, 2022, was seconded by Supervisor Peters and approved by the following vote: June 14, 2022 675 AYES: Supervisors Peters, North, Radford, Mahoney NAYS: Supervisor Hooker IN RE: PUBLIC HEARING 1. Public hearing to receive citizen comments regarding a proposed amendment to the fiscal year 2021-2022 budget in accordance with Code of Virginia Section 15.2-2507 (Laurie Gearheart, Director of Finance and Management Services) Chairman Mahoney opened and closed the public hearing with no citizens to speak on this agenda item. IN RE: SECOND READING OF ORDINANCES 1. Ordinance accepting and appropriating funds in the amount of $9,147,263 from the Department of the Treasury for the locality- based allocation distributed as a component of the American Rescue Plan Act (ARPA) of 2021 (Laurie Gearheart, Director of Finance and Management Services) Ms. Gearheart advised no changes since the first reading. There was no discussion. ORDINANCE 061422-4 ACCEPTING AND APPROPRIATING FUNDS IN THE AMOUNT OF $9,147,263 FROM THE DEPARTMENT OF THE TREASURY FOR THE LOCALITY- BASED ALLOCATION DISTRIBUTED AS A COMPONENT OF THE AMERICAN RESCUE PLAN ACT (ARPA) OF 2021 WHEREAS, in response to the Coronavirus pandemic, on March 11, 2021, the American Rescue Plan Act of 2021 was signed into law in the amount of $1.9 trillion; and WHEREAS, $350 billion has been set aside for state and local governments and of this amount $65.1 billion has been set aside for counties; and WHEREAS, the Department of the Treasury has notified the County that its second allocation of funds made available through ARPA is $9,147,263; and WHEREAS, these funds may be used only for eligible expenses as outlined in the Final Rule under the six broad categories of Support Public Health Response, Address Negative Economic Impacts, Replace Public Sector Revenue Loss, Premium Pay for Essential Workers, Water and Sewer Infrastructure, and Broadband Infrastructure; and ARPA may only be used to cover costs that 1) were incurred during June 14, 2022 676 the period that began on March 3, 2021, and ends on December 31, 2024 and 2) costs can be “incurred” by December 31, 2024 and expended through December 31, 2026; and WHEREAS, the first reading of this ordinance was held on May 24, 2022; and the second reading was held on June 14, 2022. NOW THEREFORE, BE IT ORDAINED by the Board of Supervisors of Roanoke County, Virginia, as follows: 1. The sum of $9,147,263, made available to the County through the Department of the Treasury from the American Rescue Plan Act, is accepted. 2. The sum of $9,147,263 is hereby appropriated to the County’s Grant Fund, to be used for those purposes allowable under the Act. 3. That this ordinance shall take effect from and after the date of adoption. On motion of Supervisor Peters to adopt the ordinance, seconded by Supervisor Hooker and carried by the following recorded vote: AYES: Supervisors Peters, Hooker, North, Radford, Mahoney NAYS: None 2. Ordinance authorizing the granting of public utility easements to the Western Virginia Water Authority on property owned by the Roanoke County Board of Supervisors (Tax Map 036.03-01-01.00- 0000 and 036.03-01-62.00-0000) located at 1204, 1206 and 1216 Kessler Mill Road, Catawba Magisterial District (Doug Blount, Assistant County Administrator) Mr. Blount advised there were no changes since the first reading held on May 24, 2022. Supervisor Mahoney asked for the timing with Mr. Blount advising this summer. There was no further discussion. ORDINANCE 061422-5 AUTHORIZING THE GRANTING OF PUBLIC UTILITY EASEMENTS TO THE WESTERN VIRGINIA WATER AUTHORITY ON PROPERTY OWNED BY THE ROANOKE COUNTY BOARD OF SUPERVISORS (TAX MAP NUMBERS 036.03-01-01.00-0000 AND 036.03-01-62.00-0000) LOCATED AT 1204, 1206, AND 1216 KESSLER MILL ROAD, CATAWBA MAGISTERIAL DISTRICT WHEREAS, the Western Virginia Water Authority wishes to extend the North Water Main from Thompson Memorial Drive to Kessler Mill Road; and June 14, 2022 677 WHEREAS, in order to extend the North Water Main, the extension must cross the County’s Public Service Center property on Kessler Mill Road; and WHEREAS, the Western Virginia Water Authority has requested that the County grant to it certain public utility easements and temporary construction easements to extend the said North Water Main; and WHEREAS, Section 18.04 of the Roanoke County Charter directs that the acquisition and disposition of real estate be authorized only by ordinance; and WHEREAS, a first reading of this ordinance was held on May 24, 2022 and the second reading was held on June 14, 2022; and NOW, THEREFORE, BE IT ORDAINED by the Board of Supervisors of Roanoke County, Virginia, as follows: 1. That pursuant to the provision of Section 16.01 of the Roanoke County Charter, the interest in real estate to be conveyed is hereby declared to be surplus, and is hereby made available for conveyance to the Western Virginia Water Authority for purposes of public utility easements and temporary construction easements. 2. That conveyance to the Western Virginia Water Authority of the public utility easements and temporary construction easements as shown and described upon the plat entitled “EXHIBIT PLAT SHOWING A NEW 20’ PUBLIC WATERLINE EASEMENT (EASEMENT AREA “A”) (13,007 SQUARE FEET) ACROSS ROANOKE COUNTY TAX PARCEL #036.03-01-01.00-0000 AND A NEW VARIABLE WIDTH PUBLIC WATERLINE EASEMENT (EASEMENT AREA “B”) (1,597 SQUARE FEET) ACROSS ROANOKE COUNTY TAX PARCEL #036.03-01-62.00-0000 BEING GRANTED BY ROANOKE COUNTY BOARD OF SUPERVISORS TO THE WESTERN VIRGINIA WATER AUTHORITY” prepared by Lumsden Associates, P.C., dated January 20, 2022, a copy of which is attached hereto as Exhibit A, is hereby authorized and approved. 3. That the County accepts and appropriates the payment of $1.00 as fair market value compensation for this easement. 4. That the County Administrator, or any Assistant County Administrator, is hereby authorized to execute such documents and take such further actions as may be necessary to accomplish this conveyance, all of which shall be on a form approved by the County Attorney. 5. That this ordinance shall be effective on and from the date of its adoption. On motion of Supervisor Hooker to adopt the ordinance, seconded by Supervisor Radford and carried by the following recorded vote: AYES: Supervisors Peters, Hooker, North, Radford, Mahoney NAYS: None June 14, 2022 678 3. Ordinance authorizing the acquisition of a permanent easement for Long Ridge Trail on property located off Twelve O'Clock Knob Road in the Windsor Hills Magisterial District (Tax Parcel ID 075.00-01-05.01-0000) (Lindsay Webb, Parks Planning and Development Manager) Ms. Webb advised there were no substantive changes since first reading. There was no discussion. ORDINANCE 061422-6 AUTHORIZING THE ACQUISITION OF A PERMANENT EASEMENT FOR LONG RIDGE TRAIL ON PROPERTY LOCATED OFF TWELVE O’CLOCK KNOB ROAD, IN THE WINDSOR HILLS MAGISTERIAL DISTRICT (ROANOKE COUNTY TAX MAP NO: 075.00-01-05.01-0000) WHEREAS, Roanoke County’s greenways are developing bicycle and pedestrian trails identified in the regionally approved 2018 Roanoke Valley Greenway Plan, adopted by the City of Roanoke, County of Roanoke, County of Botetourt, City of Salem, and Town of Vinton; and WHEREAS, the 2018 Roanoke Valley Greenway Plan identified numerous greenway projects to be addressed as opportunities and resources arise, and identified Long Ridge Trail in Roanoke County as a route of interest; and WHEREAS, the 2007 Roanoke County Comprehensive Master Plan for Parks and Facilities identified the development of greenways and trails as a high priority desired by citizens in Roanoke County; and WHEREAS, an easement is needed to connect Long Ridge Trail from Poor Mountain Preserve to Happy Hollow Park across property owned by Justin Keith Belcher and Diona Harrison designated as Roanoke County Tax Map Number 075.00- 01-05.01-0000 (0 Twelve O’clock Knob Road); and WHEREAS, Justin Keith Belcher and Diona Harrison have agreed to donate a permanent easement to Roanoke County for the aforementioned purposes; and WHEREAS, Section 18.04 of the Roanoke County Charter directs that the acquisition and conveyance of real estate interests be accomplished by ordinance; and WHEREAS, the first reading of this ordinance was held on May 24, 2022, and the second reading was held on June 14, 2022. NOW, THEREFORE, BE IT ORDAINED by the Board of Supervisors of Roanoke County, Virginia, as follows: 1. That the acquisition of an easement on property located at 0 Twelve O’clock Knob Road (Tax Map No. 075.00-01-05.01-0000) as shown on the attached plat titled “LONG RIDGE TRAIL EASEMENT 12 O’CLOCK KNOB ROAD, WINDSOR HILLS MAG. Statement of Treasurer's Accountability per Investment and Portfolio Policy as of April 30, 2022 IN RE: REPORTS AND INQUIRIES OF BOARD MEMBERS Supervisor Hooker provided a recap of Glenvar’s VHSL State Champions: Cross County, Carly Wilkes, Volleyball, Girls Swim Team, Wrestling, Chase Miller, Girls Indoor Track and Boy Soccer were the runners-up on Saturday. It was just a phenomenal year. She is really proud of what our students have accomplished. Tomorrow, she looks forward to meeting with the Catawba Hospital stakeholders to discuss the future possibilities including substance abuse treatment so that the hospital can continue to serve our citizens with high quality care and expanded services. Supervisor North will be joining me there also. Today, she was able to attend the law enforcement graduation. Roanoke County graduated five (5) men and women who have been highly trained and we appreciate these individuals and their willingness to serve our community. It was after a casual conversation at the end of the ceremony where we are aware there are opportunities for careers there for anyone who may be interested in applying. You can look on their website to see how to learn more information about working at the regional jail. There was a comment that was brought to her by a citizen in the audience today and after we worked with some of our redistricting and some of our precincts moved and there was a substantial move with the Catawba precinct going down to Mason’s Cove, which is a substantial move for some citizens and it was an interesting question and wanted to ask staff and have it on record that there was an interest in studying the use of a shuttle bus. If there is any way that on election day, we could potentially use that to bring citizens from the Catawba Valley down to Masons Cove, maybe on a rotating basis on election day. She thinks it would really help some of the elderly population and especially with that distance in mind, just something for discussion that she would appreciate feedback on. Opportunity for careers there. Comment brought up by a citizens. She added Ironman was such a success worth the traffic impediments, but what a great day and she is really proud of the Valley for all that went on with that and Roanoke County’s part. June 14, 2022 681 Supervisor North commented that today is Flag Day, so let’s remember the red, white and blue flag that flies over all municipal buildings and State buildings and Federal buildings. Yesterday, was also election day. Five years ago, when he was appointed to be the republican nomination for the Board of Supervisors, so that popped up yesterday in my memories on Facebook. He encouraged folks that can vote on the stst 21, he thinks it is the 21, one week from today. You can continue to vote early either by mail or else in person Saturday during the week at either Vinton or Brambleton. As of last week, the vote tally was very weeks; two (2) people voted in Vinton in person last Saturday and nobody voted at Brambleton. If you haven’t voted yet, there is an election in some districts next Tuesday. Also, the General Assembly, he has been told by VACo’s Jeremy Bennett, will go into session this Friday to address the last few items on the budget and hopefully they will pass the budget of which there are three(3) buckets of potential aid for schools. He encouraged our School Board and staff to begin to study those. If they are passed, there will be new rules of engagement and guidelines adopted by the Department of Education. Number one is a direct aid school construction assistance program for $450 million. There is a direct aid school program for $401 million of which $1 million will go to each school division in the Commonwealth and be used to pay for debt service on projects completed or initiated in the last ten (10) years. There is also $400 million in the Literary Fund, which has been redefined at $200 million each. That is a total of $1.25 billion, which is spectacular and he thanked Delegate Quinn of Bristol as well as Majority Leader Kilgore for their efforts as well as the Budget Committee for making these items possible to schools all over the Commonwealth and he hopes that Roanoke County can be a beneficiary of some of this money in the future. Tomorrow, he will join Supervisor Hooker and other over at Catawba Hospital to discuss the fact that the hospital got $750,000 in the budget to study adding on an additional facility over there for substance abuse. We look forward th to that tomorrow. On July 13, we will be touring a number of transportation projects with the Commonwealth Transportation Board representative around the County. Supervisor North and I are looking forward to that. Supervisor Radford congratulated the Hidden Valley women’s soccer team for their run through the State tournament. They ended up the runner up this year and congratulations to Coach Cory Carroll. They were playing while the Cave Spring men’s soccer team was in their semifinals against a couple of teams in North Virginia last weekend. Last week, he attending a broadband announcement up at the Bent Mountain Community Center. Cox Communications was highlighting broadband expansion through their fiber infrastructure adding a total of 109 homes. They were kicking off the first 49 of that 109. While we were there, Cox was gracious enough to give the Bent Mountain Community Center a year of comped internet service, broadband service to their community center, which was very much appreciated. Supervisor Peters also congratulated Glenvar, but noted there were four (4) other districts in Roanoke County and hopes to see some of them before us. The th other thing he wanted to mention today is that on June 30, we will be having a June 14, 2022 682 community meeting for the East Roanoke River Greenway that will go from the Western Virginia Water Authority Pollution Control Plant to the Blue Ridge Parkway, which will th help create the last leg to get us over to Explore Park and that will be on June 30 from 5 to 7 p.m. It will be an open style meeting as we have had several times before for th transportation. This will be held at Explore Park Visitors Center June 30 from 5 to 7 p.m. He knows there are a lot of people that would like to way in on that. There is also a link on our website that you can also comment on. Supervisor Mahoney thanked Vice-Chairman Peters for sitting in for him the last meeting because he had COVID and hope he did not infect anyone. He thanked Captain Mauck stating he was very helpful by getting him the PCR tests right rd away and some advice on what and what not to do. On June 3, he was able to ZOOM in and attend on behalf of the County, the Board of Directors meeting of the Roanoke Regional Partnership. They had their semi-annual meeting, when unfortunately, they did not have a full quorum so they could not adopt their bylaw amendments, etc. On th June 7, he thought Supervisor Peters was gong to mention, we were at the Town of Vinton when they were turning over their water and sewer system to the Western Virginia Water Authority and key County staff also attended. It was a very nice event. That evening, Assistant County Administrator, Doug Blount, and he attended the Sister City’s Annual Dinner and annual meeting. Mr. Blount was given a resolution that was adopted by the Virginia General Assembly recognizing a Revolutionary War Polish General who came and helped George Washington. They took a picture of us at the dinner and Dr. Kristina Slowikowski, who has been very active in Sister Cities and our Sister City in Poland, the other gentleman is the honorary Council of the Republic of Poland in Virginia who provided a little speech and it was a very nice event. So, Mr. Blount and myself represented Roanoke County very ably and very well at the event. As Supervisor Hooker mentioned, this morning we did attend the basic jailer graduation. Both of us are on the Board for the Regional Jail Authority along with Ms. Rebecca Owens. The County is down jailers, they need people, just like police officers and Chief Hall is down officers. The Sheriff is probably doing pretty good, but think all of our public safety folks are down a number of key staff. So, please encourage any citizen who is interested in a career in law enforcement, there are definitely openings and we do have a very serious need to address that. RESOLUTION 061422-8 CERTIFYING THE CLOSED MEETING WAS HELD IN CONFORMITY WITH THE CODE OF VIRGINIA WHEREAS, the Board of Supervisors of Roanoke County, Virginia has convened a closed meeting on this date pursuant to an affirmative recorded vote and in accordance with the provisions of The Virginia Freedom of Information Act; and WHEREAS, Section 2.2-3712 of the Code of Virginia requires a certification by the Board of Supervisors of Roanoke County, Virginia, that such closed meeting was conducted in conformity with Virginia law. Work session to discuss debt financing for Capital Projects with the Board of Supervisors Ms. Rebecca Owens provided a PowerPoint presentation, a copy of which is on file in the office of the Clerk to the Board. Ms. Owens outlined funding considerations: evaluation of how much additional debt Roanoke County can issue and review how much additional debt Roanoke County can afford to service based on existing budgeted revenues and resources. Supervisor Peters asked with regard to the bond premiums. Ms. Owens advised it is considered debt, it is a book entry that we have to amortize, but payments do not need to be made. So, we are paying $12,257,644 in payments and our debt is $159,773,052. Ms. Owens responded in the affirmative. Supervisor Mahoney inquired if the County has ever held $25 million in debt, with Ms. Gearheart responding $21 million was the highest. Supervisor Hooker asked what interest rated were we looking at with Ms. Owens responding six percent (6%). Ms. Owens then went through funding scenario assumptions. In summary, the following are assumptions of maintaining County planned bond issuances for 2-26, 2029, 2-32, relinquishing $4 million in bond issuance to the Schools; allow Schools to issue debt earlier than planned and in 2030 and 2031, designating year-end available funds for two years to School projects during a time of high inflation and uncertain economic times. Currently the impact of GASB 87, accounting leases, to debt ratios unknown at this time. Supervisor North asked what was the square footage cost with Supervisor Radford advising it would be approximately $400-$425 in Roanoke with a traditional method. Supervisor Peters advised he is concerned about recession in 2024. June 14, 2022 685 Supervisor North commented “just on the back of an envelope” he sees three buckets. First is what you see here, the second is a combination of grants and traditional and the third being P3, which he and Supervisor Radford has seen. Supervisor Peters asked where we are with the elementary schools. Supervisor Peters stated he hopes the grant money will not be like the ARPA funds, a year later. Supervisor North stated the first year will be the critical year, the ones on their game will be the ones that get their application in. Supervisor North commented until we get the recommendation from the CTE Committee, we don’t know what the size will be. Ms. Gearheart responded we are looking at what we can afford. Supervisor Mahoney commented it scares him if looking at debt service at $25 million. Mr. Caywood advised the three procure options: design-bid-build, design- build and PPEA. Ms. Owens outlined the Public-Private Partnerships for Energy Positive Schools (P3). Supervisor Radford stated we need to look at the total life cycle; together will save the tax payer money. Mr. Caywood advised we need to understand where the savings sit. Supervisor Radford commented when looking at the P3 scenario, it has tax credits, loans. The people that provide the P3 can make the as low as we can afford payments now and balloon down the road so you can build more now. The challenge with us and the Schools, when we did Green Ridge, we partnered with Moseley, English Construction, HVAC supplies and formed an LLC, with the County’s procurement under one bucket. The County procurement has to agree to it; and when we started looking at this stuff, he does not think they understand the benefits of P3. There is a challenge, somebody has to convince the School administration. Supervisor Peters asked what happens when the balloon payments come due. Supervisor Radford says he does not know, but is assuming we have more revenues, and we have taken three (3) buildings quicker. Supervisor Peters advised he is familiar with these, but not government level. Government does not have tax credits, so that tells him a private business is going to have these on their books for twenty (20) years. Supervisor Radford stated it would be a lease and as soon as they burn off the tax credits, they will deed those back over to us and we would take over the payments. Supervisor Peters stated what happens with solar after twenty (20) years. Supervisor North stated the life of the panels are the same as a regular roof. The regulators get replaced ten years. Supervisor Mahoney stated there a lot of unknowns, can we solicit a PPEA asking for this approach, with Peter Lubeck, County Attorney responding in the affirmative. Mr. Lubeck outlined the potential grants. Mr. Caywood outlined the next steps.
