PROCLAMATIONS, RESOLUTIONS, RECOGNITIONS AND AWARDS Action No. 012324-1 Item C.1 1. Resolution congratulating the Hidden Valley High School girls Volleyball Team for winning the 2023 Virginia High School League (VHSL) Class 3 State Championship (David Radford, Windsor Hills Magisterial District Board Member) Supervisor Radford moved to adopt the resolution. Supervisor Hooker seconded the motion. Motion approved. Ayes: Supervisors Radford, Hooker, Mahoney, Shepherd, North Nays: None Action No. 012324-2 Item C.2 2. Resolution expressing the appreciation of the Board of Supervisors of Roanoke County to Stephen B. Turner, Chief Deputy Sheriff-Lieutenant Colonel, upon his retirement after more than forty-six (46) years of service (Eric Orange, Roanoke County Sheriff) Page 1 of 6 LaUcui.6, Supervisor Radford moved to adopt the resolution. Ordinance accepting and appropriating a donation from the Friends of the Roanoke County Public Library in the amount of $25,000 for use by the Roanoke County Library Department (First Reading and request for Second Reading) (Jim Blanton, Director of Library Services) Supervisor Mahoney moved to approve the first reading of this ordinance and scheduling the second reading and public hearing for February 13, 2024. Supervisor Radford seconded the motion. Motion approved. Ayes: Supervisors Radford, Hooker, Mahoney, Shepherd, North Nays: None Action No. 012324-4 Item D.2 2. Resolution authorizing participation in the Virginia main street program by the County of Roanoke department of economic development exploring main street community (Dani Poe, Assistant Director of Economic Development) Supervisor North moved to adopt the resolution. The petition of Patricia M. Sink to rezone approximately 5.545 acres from AG-3, Agricultural/Rural Preserve District, to AV, Agricultural/Village Center District, located at 3455 Pitzer Road, Vinton Magisterial District (First Reading and request for Second Reading and Public Hearing) Action No. 012324-6.c Item F.3 3. Resolution approving salaries for Roanoke County's newly elected Commissioner of Revenue and Clerk of the Circuit Court. Supervisor Hooker moved to adopt all matters on the consent agenda. Accounts Paid — December 31, 2023 Supervisor Hooker moved to receive and file the reports that have been included with the agenda under Item H. Supervisor Radford seconded the motion. Radford 5. Phil C. North Supervisors were offered the opportunity to share comments and provide updates to their peers and the public on items of interest to them. J. WORK SESSIONS 1. Work session to review with the Board of Supervisors fiscal year 2023-2024 mid- year revenues and expenditures and fiscal year 2025 CIP Update (Laurie Gearheart, Director of Finance and Management Services; Steve Elliott, Budget Manager) K. CLOSED MEETING, pursuant to the Code of Virginia as follows: Action No. 012324-8 1. Section 2.2-3711(A)(3) of the Code of Virgina, for discussion or consideration of the acquisition of real property for a public purpose, where the discussion in an open meeting would adversely affect the bargaining position or negotiating strategy of the public body. The subject property is located in the Cave Spring Magisterial District. Page 4 of 6 uuu019 2. Section 2.2-3711(A)(1) of the Code of Virgina, for discussion or consideration of the assignment of members of the Board of Supervisors to various boards and commissions. 3. Section 2.2-3711(A)(5) of the Code of Virginia, for discussion concerning a prospective business or industry or the expansion of an existing business or industry where no previous announcement has been made of the business' or industry's interest in locating or expanding its facilities in the community. Specifically, the Board will discuss potential business location or expansion in the Cave Spring, Catawba, and Windsor Hills Magisterial Districts. Supervisor North moved to go to closed session. Supervisor Mahoney seconded the motion. Motion approved. Ayes: Supervisors Radford, Hooker, Mahoney, North Nays: None L. CERTIFICATION RESOLUTION Action No. 012324-9 In the closed session just concluded, nothing was discussed except the matter which was identified in the motion to convene in closed session. Only those matters lawfully permitted to be discussed under the Virginia Freedom of Information Act were discussed. On motion of Supervisor North to adopt the resolution; seconded by Supervisor Radford and carried by the following roll call and recorded vote: Ayes: Supervisors Radford, Hooker, Mahoney, Shepherd, North Nays: None M.
