Present: Supervisors Radford, Hooker, Mahoney, Shepherd, North

B. REQUESTS TO POSTPONE, ADD TO OR CHANGE THE ORDER OF AGENDA
ITEMS:
Action No. 021324-1
1 Mr. Caywood requested to add an additional topic for discussion during closed
meeting under item M, pursuant to Section 2.2-3711(A)(1) of the Code of Virgina,
for discussion or consideration of a potential vacancy on the Western Virginia
Water Authority.
2. Mr. Lubeck requested to add item E 2- the Board of Supervisors resolution
approving Roanoke County Public Schools' Interim Agreement for pre-
construction and tree clearing services for the new career and technical
education center and renovations/ additions to Glen Cove Elementary School
and W.E. Cundiff Elementary School.
Supervisor Radford moved to accept the requested additions to the February 13,
2024, Board of Supervisors meeting agenda. Supervisor Hooker seconded the
motion. Motion Approved.

the Board of Supervisors in 2023 (Phil C. North, Chairman of the Board of
Supervisors)
On motion of Supervisor Radford to adopt the resolution; seconded by Supervisor
Mahoney and carried by the following vote:
Ayes: Supervisors Radford, Mahoney, Shepherd, North
Nays: None
Abstain: Supervisor Hooker
2. Recognition of Roanoke County employee recognized in the Roanoker magazine
as the 40 under 40 young professional (Richard L. Caywood, County
Administrator and Megan Baker, Director of Economic Development)
Recognition as given to Dani Poe.

3. Resolution recognizing Ashley King, Director of General Services, for her
exemplary service to Roanoke County (Richard L. Caywood, County

On motion of Supervisor Mahoney to adopt the resolution; seconded by Supervisor

D. BRIEFINGS
1. Briefing to introduce Rhonda Perdue as the newly named Roanoke County Chief
Deputy Clerk to the Board of Supervisors (Madeline L. Hanlon, Assistant to the
County Administrator)

the City of Salem (First reading and request for second reading) (Paula Benke,

Supervisor Hooker moved to approve the first reading of this ordinance and
scheduling the second reading and public hearing for February 27, 2024.
Supervisor Mahoney seconded the motion. Motion approved and carried by the
following recorded vote:

2. Resolution approving Roanoke County Public Schools' Interim Agreement for
pre-construction and tree clearing services for the new career and technical

Supervisor Radford moved to approve the resolution, approving the interim
agreement. Supervisor North seconded the motion. Motion approved.

F. FIRST READING OF ORDINANCES

1. Emergency Ordinance accepting and appropriating Federal Lands Access
Program funds in the amount of $536,000 from the Eastern Federal Lands
Highway Division of the U.S. Department of Transportation Federal Highway
Administration and allocating $242,372 of Roanoke County funds for the
Roanoke River Greenway from the Blue Ridge Parkway to Explore Park, UPC
110155, Vinton Magisterial District (Due to time constraints for the project, it
is requested that the second reading be dispensed with upon an affirmative
vote of 4/5ths of the members of the Board, and that this matter be deemed
an emergency measure pursuant to Section 18.04 of the Roanoke County
Charter) (Megan Cronise, Assistant Director of Planning)
Supervisor Mahoney moved to approve the ordinance as an emergency ordinance,
due to time constraints for the project, and to thereby dispense the second reading
upon an affirmative vote of 4/5ths of the members of the Board. Supervisor Hooker
seconded the motion. Motion approved.

2. Ordinance accepting and appropriating Stormwater Local Assistance Fund
(SLAF) grant in the amount of $531,425 from the Virginia Department of
Environmental Quality (DEQ), along with a $531,425 for the Stream Restoration
of a Tributary to Mudlick Creek along Canter Drive in the Windsor Hills
Magisterial District (First Reading and Request for Second Reading) (Tarek
Moneir, Director of Developmental Services)
Supervisor Radford move to approve the first reading of the ordinance and to
schedule the second reading for February 27, 2024. Supervisor Mahoney seconded
the motion. Motion approved.

L. WORK SESSIONS
1. Work session to review with the Board of Supervisors fiscal year 2024-2025
projected General Government Fund operating budget revenues and review
updates to the County of Roanoke Fee Compendium and Outside Agency
Funding (Laurie Gearheart, Director of Finance and Management Services,
Steve Elliott, Budget Administrator)
M. CLOSED MEETING, pursuant to the Code of Virginia as follows:

1. Section 2.2-3711(A)(5) of the Code of Virginia, for discussion concerning a
prospective business or industry or the expansion of an existing business or
industry where no previous announcement has been made of the business' or
industry's interest in locating or expanding its facilities in the community.
Specifically, the Board will discuss potential business location or expansion in the
Cave Spring, Catawba, and Windsor Hills Magisterial Districts.
Supervisor North moved to go to closed session. Supervisor Hooker seconded the
motion. Motion approved.

N. CERTIFICATION RESOLUTION

In the closed session just concluded, nothing was discussed except the matter which
was identified in the motion to convene in closed session. Only those matters
lawfully permitted to be discussed under the Virginia Freedom of Information Act
were discussed.
Supervisor North moved to adopt the certification resolution. Supervisor Radford
seconded the motion. Motion adopted.
