Roll Call Present: Supervisors Radford, Hooker, Mahoney, Shepherd, North Absent: None B. REQUESTS TO POSTPONE, ADD TO OR CHANGE THE ORDER OF AGENDA ITEMS Supervisor Hooker requested to add an item to the Consent Agenda, adding a new item F(5). This item is to appoint Amye Shannon to the Library Advisory Board, to fill the vacant seat for the Catawba Magisterial District, to serve a four-year term which will end on December 31 , 2027. C. BRIEFINGS 1 . Briefing by the Roanoke Regional Partnership (John Hull, Executive Director of the Roanoke Regional Partnership) Briefing was given by John Hull. 2. Briefing by the Roanoke County Public Schools to discuss with the Board of Supervisors proposed fiscal year 2024-2025 budget (Susan Peterson, Director of Finance, Roanoke County Public Schools) Briefing was given by Susan Peterson. D. NEW BUSINESS Action No. 040924-1 Item D.1 1 . Resolution setting the allocation percentage for Personal Property Tax Relief in Roanoke County for the 2024 tax year. Ayes: Supervisors Radford, Hooker, Mahoney, Shepherd, North Nays: None E. PUBLIC HEARING AND ADOPTION OF RESOLUTION Action No. 040924-2 Item E.1 1. Public hearing for citizen comments on the following items: Calendar Year 2024 Real Estate, Personal Property and Machinery and Tools Tax Rates (Steve Elliott, Budget Administrator) No speakers present. Action No. 040924-3 Item E.2a-c 2. Request to adopt the following taxes rates: Action No. 040924-3.a Item E.2a (a) Resolution setting the tax rate on Real Estate in the County of Roanoke for the calendar year 2024; Supervisor Shepherd moved to adopt the resolution. Supervisor Radford seconded the motion. Motion approved. Ayes: Supervisors Radford, Hooker, Mahoney, Shepherd, North Nays: None Action No. 040924-3.b Item E.2b (b) Resolution setting the tax levy on Personal Property situate in the County of Roanoke for the calendar year 2024; Supervisor Shepherd moved to adopt the resolution. Supervisor Mahoney seconded the motion. Motion approved. Ayes: Supervisors Radford, Hooker, Mahoney, Shepherd, North Nays: None Action No. 040924-3.c Item E.2c (c) Resolution setting the tax levy on a classification of personal property - Machinery and Tools - situate in the County of Roanoke for calendar year 2024. CONSENT AGENDA Action No. 040924-4.a-e ALL MATTERS LISTED UNDER THE CONSENT AGENDA ARE CONSIDERED BY THE BOARD TO BE ROUTINE AND WILL BE ENACTED BY ONE RESOLUTION IN THE FORM OR FORMS LISTED BELOW. Request to accept and allocate grant funds in the amount of$99,590.40 from the Virginia Office of Emergency Medical Services for the "Four-For-Life" distribution. Action No. 040924-4.d Item F.4 4. Ordinance to amend Chapter 19 of the Roanoke County Code; Solicitors and Solicitations (Second Reading) Action No. 040924-4.e Item F.5 5. Outstanding Debt Report Supervisor Mahoney moved to receive and file the reports that have been included with the agenda under Item H. Supervisor Hooker seconded the motion. Motion approved. Phil C. North Supervisors were offered the opportunity to share comments and provide updates to their peers and the public on items of interest to them. J. WORK SESSIONS 1. Work session with Fire and Rescue staff to discuss new mandated federal changes regarding EMS drug procurement and storage management. 2. Work Session with the Planning Commission to discuss short-term rental regulations. K. CLOSED MEETING, pursuant to the Code of Virginia as follows: Action No. 040924-6 1. Section 2.2-3711 (A)(3) of the Code of Virginia, to discuss or consider the acquisition of real property in the Cave Spring Magisterial District for a public purpose, where discussion in an open meeting would adversely affect the bargaining position or negotiating strategy of the public body 2. Section 2.2-3711(A)(5) of the Code of Virginia, for discussion concerning a prospective business or industry or the expansion of an existing business or industry where no previous announcement has been made of the business' or industry's interest in locating or expanding its facilities in the community. Page 4 of 5 600043 Specifically, the Board will discuss potential business location or expansion in the Cave Spring, and Catawba Magisterial Districts. Supervisor North moved to go to closed session. Supervisor Hooker seconded the motion. Motion approved. Ayes: Supervisors Radford, Hooker, Mahoney, Shepherd, North Nays: None L. CERTIFICATION RESOLUTION Action No. 040924-7 In the closed session just concluded, nothing was discussed except the matter which was identified in the motion to convene in closed session. Only those matters lawfully permitted to be discussed under the Virginia Freedom of Information Act were discussed. Supervisor Radford moved to adopt the certification resolution. Supervisor Hooker seconded the motion. Motion adopted. Ayes: Supervisors Radford, Hooker, Mahoney, Shepherd, North Nays: None M.
