2/12/1998 - Special February 12, 1998 115 - - Roanoke County Administration Center 5204 Bernard Drive Roanoke, Virginia 24018 February 12, 1998 The Board of Supervisors of Roanoke County, Virginia, met this day at the Roanoke County School Administrative Offices, this being an adjourned meeting from February 10, 1998, and a joint meeting with the Roanoke County School Board. INRE: CALL TO ORDER Chairman Johnson called the meeting to order at 5:01 p.m. The roll call was taken. MEMBERS PRESENT: Chairman Bob L. Johnson, Vice Chairman Harry C. Nickens (arrived at 5:13 p.m.), Supervisors Fenton F. "Spike" Harrison, Joseph McNamara, H. Odell "Fuzzy" Minnix MEMBERS ABSENT: None STAFF PRESENT: Elmer C. Hodge, County Administrator; Paul M. Mahoney, County Attorney; Mary H. Allen, Clerk to the Board; John M. Chambliss, Assistant County Administrator; Diane Hyatt, Finance Director; Penny Hodge, Assistant Finance Director; Dr. Deanna Gordon, School Superintendent; Marty Robinson, Assistant Superintendent; Brenda Chastain, School Board Clerk Chairman Irvin called the School Board meeting to order. Roark, Michael Stovall, Thomas "Tom" Leggette. = IN RE: NEW BUSINESS ~ Resolution sUDportina the application of Simmons Airlines. an American Eaale carrier requesting slots at Chicaao O'Hare International Airport to serve the Roanoke Regional Aimort. Chairman Johnson reported that the Roanoke Regional Airport Commission is trying to get nonstop flights to Chicago. In order to accomplish this, American Airlines has filed an application with the U. S. Department of Transportation requesting slots at Chicago O'Hare International Airport to serve communities including the Roanoke Regional Airport. He requested that both the Board of Supervisors and School Board adopt resolutions of support. Supervisor Johnson moved to adopt the prepared resolution. The motion carried by the following recorded vote: AYES: Supervisors McNamara, Minnix, Harrison, Johnson. NAYS: None ABSENT: Supervisor Nickens RESOLUTION 021298-1 SUPPORTING THE APPLICATION OF SIMMONS AIRLINES, AN AMERICAN EAGLE CARRIER REQUESTING SLOTS AT CHICAGO O'HARE INTERNATIONAL AIRPORT TO SERVE THE ROANOKE REGIONAL AIRPORT WHEREAS, the United States Congress has directed the Department of Transportation to make additional takeoff and landing "slots" available at Chicago O'Hare International Airport for expanded air service to undeserved communities; and February 12,1998 117 - WHEREAS, On October 9, 1997, American Eagle applied for 60 slots to serve 10 communities, including Roanoke with new 50 seat Embraer-145 Regional Jets; and WHEREAS, American Eagle is the world's largest air carrier in the world based on daily departures with over 1,200 daily flights carrying a million passengers monthly; and WHEREAS, the Roanoke Regional Airport provides the airline transportation needs for many businesses and individuals in southwest Virginia; and WHEREAS, air transportation is critical to the growth and development of a community, especially in attracting new businesses and; WHEREAS, the addition of three round-trip flights between Chicago and Roanoke would improve the quality of transportation for the community, enhance the economic development efforts of our region, and provide connecting flights to other locations throughout the United States. NOW, THEREFORE BE IT RESOLVED that the Board of Supervisors of Roanoke County, Virginia supports the application of Simmons Airlines, an American Eagle carrier, to provide additional flights to Chicago O'Hare International Airport; and BE IT FURTHER RESOLVED, that the Board of Supervisors directs the Clerk to the Board to forward a certified copy of this resolution to the Honorable Rodney E. Slater, Secretary of the United States Department of Transportation. On motion of Supervisor Johnson to adopt the resolution, and carried by the following recorded vote: AYES: Supervisors McNamara, Minnix, Harrison, Johnson NAYS: None ABSENT: Supervisor Nickens School Board member Stovall moved to adopt a similar resolution from the School Board. The motion was approved by a unanimous voice vote. INRE: EXECUTIVE SESSION At 5:05 p.m., Supervisor Johnson moved to go into Executive Session pursuant to the Code of Virginia Section 2.1-344 A.(3} acquisition or use of real estate for public school purposes. The motion carried by the following recorded vote: AYES: Supervisors McNamara, Harrison, Minnix, Johnson NAYS: None 118 February 12, 1998 - - ABSENT: Supervisor Nickens School Board member Stovall moved that the School Board go into Executive Session under the same State Code reference. The motion carried by unanimous voice vote. INRE: CERTIFICATION OF EXECUTIVE SESSION R-021298-2 At 6:20 p.m., Supervisor Johnson moved to retum to open session and adopt the Certification Resolution. The motion carried by the following recorded vote: AYES: Supervisors McNamara, Minnix, Harrison, Nickens, Johnson NAYS: None RESOLUTION 021298-2 CERTIFYING EXECUTIVE MEETING WAS HELD IN CONFORMITY WITH THE CODE OF VIRGINIA WHEREAS, the Board of Supervisors of Roanoke County, Virginia has convened an executive meeting on this date pursuant to an affirmative recorded vote and in accordance with the provisions of The Virginia Freedom of Information Act; and WHEREAS, Section 2.1-344.1 of the Code of Virginia requires a certification by the Board of Supervisors of Roanoke County, Virginia, that such executive meeting was conducted in conformity with Virginia law. NOW, THEREFORE, BE IT RESOLVED, that the Board of Supervisors of Roanoke County, Virginia, hereby certifies that, to the best of each members knowledge: 1. Only public business matters lawfully exempted from open meeting requirements by Virginia law were discussed in the executive meeting which this certification resolution applies, and 2. Only such public business matters as were identified in the motion convening the executive meeting were heard, discussed or considered by the Board of Supervisors of Roanoke County, Virginia.
