The Pledge of Allegiance was recited by all present. 346 June 10, 1997 = IN RE: REQUESTS TO POSTPONE, ADD TO, OR CHANGE THE ORDER OF AGENDA ITEMS Mr. Hodge added an item to the Executive Session pursuant to the Code of Virginia Section 2.1-344A (3) related to the acquisition of real estate. INRE: NEW BUSINESS 1.. ADDroval of a resolution adoDting a legislative program for the 1998 session of the Virginia General Assembly. (Paul Mahoney. County Attorney) R-061 097-1 Mr. Mahoney reminded the Board that the legislative program was brought to the May 27 meeting for comments and suggestions. He summarized the revisions as follows: (1) Language was added to item 2 that the General Assembly should increase funding for capital construction and renovation projects based upon the locality's local effort in support of these capital projects; (2) Added item H, support for continued and increased funding for the Regional Competitiveness Act; and (3) additional language to item I opposing attempts to restrict or eliminate local sources of taxation unless local governments are guaranteed the opportunity to replace the lost source of local revenue with comparable, equivalent, independent sources of revenue to allow localities to fulfill their public service obligations. Supervisor Johnson emphasized that their intent was not to increase taxes but to replace taxes that may be eliminated. Supervisor Nickens offered a suggestion to June 10, 1997 347 = eliminate some language in Item I, but Supervisor Eddy reminded the Board that the language was requested at the last meeting. Supervisor Minnix moved to adopt the resolution. The motion carried by the following recorded vote: AYES: Supervisors Eddy, Minnix, Nickens, Johnson NAYS: None ABSENT: Supervisor Harrison RESOLUTION 061097-1 ADOPTING A LEGISLATIVE PROGRAM FOR THE 1998 SESSION OF THE VIRGINIA GENERAL ASSEMBLY, AND PETITIONING THE GENERAL ASSEMBLY TO FAVORABLY CONSIDER THE TOPICS AND ISSUES ADDRESSED HEREIN WHEREAS, the Board of Supervisors of Roanoke County, Virginia, has identified major legislative issues of state-wide concern to be considered by the 1998 session of the Virginia General Assembly; and WHEREAS, the Boa~d hereby recommends these issues to its state-wide organization, the Virginia Association of Counties, for consideration in the adoption of its legislative program; and WHEREAS, the Board adopts this resolution as its Legislative Program for the Virginia Association of Counties for the 1998 session of the Virginia General Assembly. NOW, THEREFORE, Be It Resolved by the Board of Supervisors of Roanoke County, Virginia, that the following legislative initiatives are submitted to the Virginia Association of Counties for its legislative program for the 1998 session of the Virginia General Assembly for its favorable consideration and adoption. I. A. Education. Realizing that public education is the foundation of American democracy and the cornerstone of our future economic well being, the County urges the General Assembly to consider favorably the following actions. 1) The Constitution of the Commonwealth of Virginia should be amended to provide that elected school boards may be granted the authority and responsibility for taxation to support public education. 2) The General Assembly should enhance funding for public education, including increasing the funds available to the Literary Fund for local school capital construction or renovation projects. The General Assembly should increase funding for capital construction and renovation projects based upon the locality's local effort in support of these capital projects. 348 June 10, 1997 - 3) Local school divisions should be authorized to establish opening dates for school. 4) Disparity funding should be based not only upon the number of students eligible for free or reduced fee lunches, but also upon the locality's local tax effort in support of education. Disparity funding should be based upon the composite index (which measures a locality's relative fiscal ability to provide its share of the cost of a local school system that meets the standards of quality) and the locality's local effort in support of that school system. B. Roanoke County supports legislation amending the hearUlung/cancer presumption statute for Workers' Compensation to restore balance to the rebuttal process. Compensability shall be determined by establishing whether work or non-work related risk factors (life-style choices such as smoking, poor nutritional habits, lack of exercise, or obesity, or non-work related stress and familial history) are more likely the primary cause of the medical condition. In addition, Roanoke County opposes any further expansion of this statute. C. Roanoke County supports legislation relieving local governments of the responsibility of meeting recycling rates on all wastes collected by private haulers and diverted from waste disposal facilities identified to receive such wastes as set out in the local solid waste management plan. This legislation should also require that private haulers diverting such wastes be held accountable and responsible to meeting the same recycling rates and requirements as the local governments. Section 10.1-1411 imposes a 25% recycling mandate on local governments. The General Assembly has severely limited the ability of local governments to regulate the flow of waste. This proposal would relieve local governments of the responsibility of meeting this recycling mandate on all wastes collected by private haulers. It would also require that private haulers be subject to the same recycling mandates as local governments. D. Roanoke County supports additional new construction and maintenance funding for the Virginia Department of Transportation for secondary and primary roads. Additional funding for new construction projects will address critical transportation needs of all local governments. Additional maintenance funding shall be used for an expanded program to mow grass and weeds, and inspect and clean drainage pipes and culverts. E. Roanoke County supports allowing the disposal of land clearing vegetative debris (including tree stumps) in less expensive facilities in a manner not detrimental to the environment. This would require groundwater and methane gas monitoring, financial assurances from the owner/operator, and local governing body certification of compliance with all local ordinances. F. Roanoke County supports legislation amending Section 14.1-46.0:1 to increase the salary supplement for the Chairman of the Board of Supervisors from $1,800 to $2,500 per year. G. Roanoke County supports continued and increased funding for the Comprehensive Services Act, the Virginia Community Juvenile Crime Control Act, the = June 10, 1997 349 = Family Preservation Act, and local police departments (HB 599 funding). H. Roanoke County supports continued and increased funding for Regional Competitiveness Act. I. Roanoke County vigorously opposes any attempt to restrict or eliminate local sources of taxation, including personal property taxation and business and professional occupational licensing, unless local governments are guaranteed the opportunity to replace lost sources of local revenue with comparable, equivalent, independent sources of revenue to allow localities to fulfill their public service obligations. J. Roanoke County supports authority to impose an additional one-half percent (~%) local option sales tax. K Roanoke County supports expanding local authority to create transportation districts, to impose local option motor vehicle fuels taxes, and to expend these tax proceeds for local transportation improvements. L. Roanoke County supports legislation appropriating funds and directing the State Compensation Board to modify staffing standards for local jails and court services positions for Sheriffs offices. M. Roanoke County supports amending Chapter 6.1, "Virginia Tire Tax" of Title 58.1, "Taxation" (a) to increase the tire tax from $.50 to $1.25, and (b) to direct and authorize the Department of Waste Management to utilize the increased Waste Tire Trust Fund to remediate illegal or abandoned waste tire dumps. N. Roanoke County supports increasing state aid for public libraries by $1.4 Million each for FY 99 and FY 2000; That the Commonwealth fully fund state aid by FY 2001; and that the Commonwealth shall adopt and fund a statewide technology plan for public libraries. The objective of such a plan will be to provide public libraries with the technological support for public, universal access to networked information. II. That the Clerk to the Board of Supervisors is directed to send a certified copy of this resolution to the Virginia Association of Counties. On motion of Supervisor Minnix to adopt the resolution, and carried by the following recorded vote: AYES: Supervisors Eddy, Minnix, Nickens, Johnson NAYS: None ABSENT: Supervisor Harrison 2. Recuest to establish a Task Force to review and recommend solutions to Droblems encountered by the disabled. Dhvsically challenged and senior citizens of Roanoke County. tElmer C. Hodge. County Administrator) 350 June 10, 1997 ~ = A-061 097-2 Mr. Hodge explained that at the May 27 meeting, Supervisor Nickens proposed that the Board of Supervisors establish a Task Force to review the problems encountered by disabled, physically challenged and senior citizens, and to recommend solutions directed at improving opportunities and quality of life in Roanoke County for these individuals. The proposed Task Force would submit a written report to the Board within a one-year time period and should study issues such as building accessibility, employment opportunities, transportation, education, recreation and housing. Membership should include two appointments from each magisterial district, at-large representatives from Roanoke County, representatives of agencies that provide services to the disabled, physically challenged and senior citizens, and retired individuals and persons with physical limitations. Supervisor Eddy affirmed his support for the concept but felt that the details needed to be worked out such as funding and staff support. He suggested that a committee be established consisting of Assistant Administrator John Chambliss, Supervisor Nickens, Debbie Pitts, Parks and Recreation Assistant Director, and Social Services Director Betty McCrary to bring back specifics for ratification by the Board of Supervisors. Supervisor Nickens agreed with Supervisor Eddy's suggestion and moved: (1) to establish the Task Force; (2) that staff and the Board seek members over the next several weeks and bring back appointments in July; (3) that the final task force report should be due July 1, 1998; and (4) that a committee be established to work out specifics June 10, 1997 351 - - of the task force such as funding and staff support. Request for approval of settlement to litigation and authorization to execute a Performance Agreement with Country East LLC. (Paul Mahoney. County Attorney) R-061 097 -3 Mr. Mahoney advised that this performance agreement settles pending eminent domain litigation with Country East LLC, secures the real estate necessary to complete the Kroger economic development project, and authorizes a new economic development project with Country East, LLC. Key elements in the settlement and performance agreement are: (1) Country East LLC shall convey to the Industrial Development Authority 0.658 acres of real estate which the IDA will reconvey to the Kroger Co., (2) Country East LLC shall dedicate 0.530 acres for the relocation of Garman Rd.; (3) Country East LLC shall dedicate a new drainage easement to the County; (4) the County shall pay to Country East LLC the sum of $70,000 for this real estate; (5) the IDA shall convey to Country East LLC the eastern remaining portion of the Burritt property, approximately 1.044 acres; (6) Country East LLC shall construct improvements with a taxable value of at least $2 million within four years; (7) Country East LLC shall reimburse 352 June 10, 1997 the IDA and the County the sum of $50,000 if it fails to construct said improvements within 1= 1 the specified time period; and (8) dismissal of all litigation. Supervisor Johnson moved to adopt the settlement. The motion carried by the following recorded vote: AYES: Supervisors Eddy, Minnix, Nickens, Johnson NAYS: None ABSENT: Supervisor Harrison RESOLUTION 061097-3 AUTHORIZING THE EXECUTION OF A PERFORMANCE AGREEMENT WITH COUNTRY EAST, LLC AND THE INDUSTRIAL DEVELOPMENT AUTHORITY OF ROANOKE COUNTY AND AN APPROPRIATION OF FUNDS THEREFOR WHEREAS, the County of Roanoke and the Industrial Development Authority desire to promote and encourage the economic development of Roanoke County, Virginia, and the Roanoke Valley by the recruitment of new industry and the expansion of existing businesses of the Roanoke Valley, in order to provide for increased employment and corporate investment in the County; and WHEREAS, this increased employment and investment constitutes. a valid public purpose for the expenditure of public funds; and WHEREAS, Country East, LLC desires to support these economic development efforts of the County and the Authority by the development of a commercial and industrial project on property currently owned and under option along West Main Street in Roanoke County; and WHEREAS, the approval of this Performance Agreement will settle all matters in dispute between the parties with respect to the acquisition of and damage to real estate of Country East, LLC. NOW, THEREFORE, BE IT RESOLVED by the Board of Supervisors of Roanoke County, Virginia, as follows: 1. That the execution of a performance agreement with Country East, LLC and the Industrial Development Authority of Roanoke County for certain economic development facilities in Roanoke County is hereby authorized and approved. 2. That $70,000 is necessary to pay for the County's performance obligations under this agreement. These funds have been previously appropriated by the Board for The Kroger Co. Project, Resolution 012897-12. 3. That the County Administrator is authorized to execute said performance agreement on behalf of the County, upon form approved by the County June 10, 1997 353 - Attorney. 4. That this resolution shall take effect immediately. On motion of Supervisor Johnson to adopt the resolution, and carried by the following recorded vote: AYES: Supervisors Eddy, Minnix, Nickens, Johnson NAYS: None ABSENT: Supervisor Harrison INRE: FIRST READING OF ORDINANCES 1.. Ordinance authorizing the renewal of a lease of real estate for a public safety radio tower site on Tinker Mountain. (William Rand. General Services Director) Mr. Rand reported that the County has a 911 site located on Tinker Mountain in Botetourt County. The site was leased for three years at $2,000 per year and expires on July 1, 1997. A new lease has been negotiated at $2,300 per year for three years ending June 30, 2000, and $2,600 for the following two years ending June 30, 2002. Funds are available in the E911 account. Supervisor Eddy noted that the site location in the report stated Hollins Magisterial District when the site is actually in Botetourt County. Supervisor Johnson moved to approve the first reading and set the second reading for June 24, 199. The motion carried by the following recorded vote: AYES: Supervisors Eddy, Minnix, Nickens, Johnson NAYS: None ABSENT: Supervisor Harrison The staff was directed to work with American Electric Power Company to see 354 June 10, 1997 - if County can "piggy back" on their towers similar to a request that the County made for = cellular phone towers. 2. Ordinance amendinc;J the Roanoke County Code by amending Section 21-73. General Prerequisites to Grant of Division 3. Exemptions for elderlv and disabled persons of ChaDter 21. Taxation. to increase the allowed total combined net worth. (Paul Mahonev. County Attorney) Mr. Mahoney explained that this ordinance increases the financial net worth criteria for tax exemption from $75,000 to $100,000 as adopted by the 1997 session of the General Assembly. In response to questions, Mr. Mahoney advised that he was checking on whether the Roanoke County Code could include an escalator clause that would increase the figures whenever the General Assembly authorized or whether he would have to bring the item back to the Board for adoption whenever there was an increase. He explained that criteria in this ordinance would also be applicable to freeze water rates for elderly and disabled persons. Supervisor Johnson moved to approve the first reading and set the second reading and public hearing for June 24, 1997. The motion carried by the following recorded vote: AYES: Supervisors Eddy, Minnix, Nickens, Johnson NAYS: None June 10, 1997 355 - ABSENT: Supervisor Harrison ~ Ordinance authorizing acauisition of 0.368 acre Darcel of real estate in Montclair Estates Section 9. (Georae Simpson. Assistant Director of Enaineerina & InSDections) Mr. Simpson advised that Parcel A was recorded as a stormwater management parcel in Montclair Estates, Section 9, in 1983. Due to lack of maintenance and nonpayment of real estate taxes by the homeowners association, the parcel was sold at an escheat sale in December 1996. The parcel has been maintained by Roanoke County over the past several years and contains a small two-year detention pond that is directly adjacent to the proposed Montclair Regional Pond. Staff has discussed acquiring this parcel from the current owner for $100 which was his purchase price at the escheat sale for the purpose of conveying it to the City of Roanoke for use in the regional facility or abandoning the detention pond and conveying the parcel to adjacent property owners. In response to questions, Mr. Simpson advised that if the City wants the parcel they will seed it and it will no longer be a nuisance, but if the City is not interested, staff will contact the adjacent property owners. Supervisor Nickens moved to approve the first reading with the understanding that the County will recover all costs for maintenance and set the second reading for June 24, 199. IN RE: SECOND READING OF ORDINANCES 1.. Ordinance to increase the salaries of the members of the Board of Supervisors of Roanoke County. (Diane Hyatt. Finance Director) 0-061097-4 There was no discussion and no citizens present to speak on this ordinance. Supervisor Nickens moved to adopt the ordinance and increase salaries by 3.2%. The motion carried by the following recorded vote: AYES: Supervisors Eddy, Minnix, Nickens, Johnson NAYS: None ABSENT: Supervisor Harrison ORDINANCE 061097-4 TO INCREASE THE SALARIES OF THE MEMBERS OF THE BOARD OF SUPERVISORS OF ROANOKE COUNTY PURSUANT TO SECTION 3.07 OF THE ROANOKE COUNTY CHARTER AND SECTION 14.1-46.01:1 OF THE CODE OF VIRGINIA WHEREAS, Section 3.07 of the Charter of the County of Roanoke provides for the compensation of members of the Board of Supervisors and the procedure for increasing their salaries; and WHEREAS, Section 14.1-46.01:1 of the 1950 Code of Virginia, as amended, establishes the annual salaries of members of boards of supervisors within certain population brackets; and WHEREAS, the Board of Supervisors of Roanoke County, Virginia, has heretofore increased the annual salaries of Board members by 4% by Ordinance 62796-13 - June 10, 1997 357 - and further has established the additional annual compensation for the chairman for the Board to be $1,800 and for the vice-chairman of the Board to be $1,200; and WHEREAS, this section provides that the maximum annual salaries therein provided may be adjusted in any year by an inflation factor not to exceed five (5%) percent; and WHEREAS, the first reading and public hearing on this ordinance was held on May 27,1997; the second reading was held on June 10,1997. NOW, THEREFORE, it is hereby ORDAINED by the Board of Supervisors of Roanoke County, Virginia, that the annual salaries of members of the Board of Supervisors of Roanoke County, Virginia, are hereby increased by an inflation factor of 3.2% pursuant to the provisions of Section 3.07 of the Roanoke County Charter and Section 14.1-46.01:1 of the 1950 Code of Virginia, as amended. The new annual salaries shall be $11,473.36 for members of the Board. In addition, the chairman of the Board will receive an additional annual sum of $1 ,800 and the vice-chairman of the Board will receive an additional sum of $1 ,200. This ordinance shall take effect on July 1, 1997. On motion of Supervisor Nickens to adopt the ordinance and increase salaries by 3.2%, and carried by the following recorded vote: AYES: Supervisors Eddy, Minnix, Nickens, Johnson NAYS: None ABSENT: Supervisor Harrison IN RE: PUBLIC HEARING AND SECOND READING OF ORDINANCES ~ Ordinance rezonina 17.5 acres from R-3 to C-2 and obtain a Special Use Permit with conditions to construct a home for adults. located east of Airport Road. north of the terminus of WoodburY. St.. Hollins Magisterial District. upon the petition of Shenandoah Homes Retirement Villages. (Jon Hartlev. Assistant Director of Planning & Zoning) Mr. Hartley advised that on April 22, 1997, this request to rezone and grant a special use permit to construct a home for adults was denied. On May 13, 1997, a motion to reconsider was passed and the public hearing was rescheduled and was 358 June 10, 1997 - = advertised as required by law. The Board denied the original request because they were concerned about the proposed tax exempt uses of this development, the corporate structure and organizations of this development and management and development contracts with a profit-making corporation. Mr. Hartley reported that the main issues at the Planning Commission meeting were the access and drainage problems. Since May 13, 1997, the petitioner has added a proffer that Shenandoah Homes will dedicate land for T turn-arounds at the end of Santa Anita Terrace and Sierra Drive. Ed Natt, attorney for Shenandoah Homes, advised that he had reviewed the ordinance and conditions and they are satisfactory with two exceptions related to the T- turn arounds and which properties would be fully taxable and which properties would pay a 20% service charge. He presented proposed new proffers to replace those in the ordinance. Mr. Natt also presented cost estimates on the real estate taxes generated by the project of $54,856, but responded that the estimate included only constructions costs and did not include the land value. Supervisor Johnson responded that the Board had not had time to review the proposed changes to the ordinance and special use permit and that the item should be continued to the next meeting. Supervisor Johnson advised that he would like the petitioners to address the following issues when the item is brought back: (1) emergency entrance from the airport; (2) the T-turn arounds; (3) that screening and buffering be included; (4) proration of the tax and 20% service charge; (5) a schedule of construction; and (6) the T-turn around ~- June 10, 1997 359 - - buffer. The following individuals spoke concerning the proposed rezoning and special use permit: 1. Jim Milder 5015 Hubert Road. Roanoke. Pastor of the First Church of .GQd.. advised that his church operates assisted living centers throughout the state, and that they should be allowed to minister to senior citizens. He felt that there was a perception that the Board of Supervisors did not want senior citizens in the Valley. Supervisor Nickens asked that the church provide information on what would happen to those living in the assisted living facility when they could no longer pay their rent. 2. Malcolm Jamison. 5715 Santa Anita Terrace, asked for a map of the phases of the project. Chairman Johnson asked staff to provide a map to post at the Hollins Library. 3. Tonv Riquelmy. 5756 Sierra Drive. expressed appreciation to the Board for assuring that everyone pays their fair share of taxes. Supervisor Eddy moved to continue the rezoning until June 24, 1997 so that the Board members could review the revisions to the proposed conditions from the petitioner. Board of Zoning Appeals Supervisor Johnson nominated Carlton Wright to another five year term which will expire June 30, 2002. 2... Building Code Board of Adiustments and ADDeals Supervisor Eddy nominated Larry W. Degen to complete the unexpired four year term of Buford Butts, Alternate. The term will expire on July 28, 1998. ~ Clean Valley Council Supervisor Nickens nominated Vince Reynolds to another two year term which will expire June 30, 1999. 4. Parks and Recreation Advisory Commission Supervisor Johnson nominated David A. Thompson to complete the unexpired term of Tim Hoelze who resigned. The term will expire June 30, 1998. Johnson None Supervisor Harrison RESOLUTION 061097-5.d EXPRESSING SUPPORT OF THE PARTNERS IN PREVENTION INITIATIVE WHEREAS, the federal government has allocated $100 million dollars in each of federal fiscal years 1999 through 2002 to be divided among the five states that have most reduced out-of-wedlock births in the previous two years without an increase in the abortion rates; and WHEREAS, the Commonwealth of Virginia has become the first state in the nation to announce its candidacy for one of these federal awards by supplying incentives to local governments, service agencies, religious institutions, nonprofit organizations and citizens to develop local solutions to the out-of-wedlock birth problems; and WHEREAS, the Commonwealth of Virginia will provide technical and other forms of startup assistance to any Virginia localities that officially partner with the state in the competition for the federal awards, and the state proposes to distribute any federal award Virginia receives directly to its Partners in Prevention; and WHEREAS, a locality becomes a Partner in Prevention by adopting a formal resolution of participation in the initiative and by submitting a plan reflecting whole ~ June 10, 1997 363 - community input to reduce out-of-wedlock births locally; and WHEREAS, the County of Roanoke, Virginia wishes to join other localities in the Commonwealth in this important objective. THEREFORE, BE IT RESOLVED that the Roanoke County Board of Supervisors authorizes the County of Roanoke, under the leadership of the Health Department, to become a Partner in Prevention with the Commonwealth of Virginia. He asked John. Chambliss and Mr. Hodge to look at establishing zones and that fares would be based on the zones. Mr. Hodge will check on this and bring it back to Board in several weeks. (2) He asked about the plans to allow fishing at the Spring Hollow Reservoir. Gary Robertson advised that the staff has received a preliminary study from Virginia Tech and that he will provide a copy to the Board members. If fishing is allowed, the fish will have to be stocked. (3) He asked Mr. Hodge about the Certificates of Appreciation to the Coffee Pot Ladies Auxiliary for their work on the Route 221-419 triangle. Mr. Hodge advised that he was getting their names and would have them ready shortly. SUDervisor Eddy: (1) He advised that he sent a memo to Mr. Hodge requesting him to look at the fees charged for the County meeting spaces and suggested that the fees and rules should be consistent. He asked if any of the other Board members were interested in pursuing. No interest was indicated by other Board members. (2) He 364 June 10, 1997 announced that he had sent a memo to the t30ard with infOrmation from me Air uuality Standards Coalition requesting that the Board oppose the revision to the air quality standards. Mr. Hodge responded that the staff has been reviewing this and would rather study before responding back. Mr. Hodge will bring back a report on June 24,1997. SUDervisor Johnson: (1) He asked when there would be an announcement on the new Police Chief. Mr. Hodge advised that the decision would be announced on June 11, 1997. Supervisor Johnson requested that the Board members be advised first. (2) He announced that he would be meeting with the JLARC staff on the east circumferential highway and requested input from the Board members before the meeting. (3) He asked about the report on the leased parking lot at the Courthouse. Mr. Hodge advised that the constitutional officers and judges are preparing a report that would include long term solutions to be brought back to the Board. McLaren for volunteering at the Roanoke County Library, Lincoln Terrace and Virginia Heights Elementary Schools, Brandon Oaks Nursing Home and the Roanoke Valley History Museum; to Harold M. Swank and his wife for mentoring a student and providing academic, emotional and social support; to Tony Hehn for his volunteer efforts at the American Legion Post 3, teaching Bridge at Roanoke County and working at the Apple Butter Festival, and volunteering at the Veterans Hospital; and to the Retired Senior Volunteer Program who help volunteers find the right volunteer job. Following the recognitions, a reception was held at 4:30 p.m. on the Fourth Floor honoring the recipients. The work session was held from 5:30 p.m. until 6:25 p.m. It was presented by Betty McCrary, Dianne Robertson and Joyce Earls of the Social Services Department. Details of the new welfare reform programs were described. They include VIEW (Virginia Initiative for Employment not Welfare) which is a work program that will begin on October 1,1997. Most recipients of Aid to Families with Dependent Children will be required to participate in VIEW. They must participate in a work activity to receive benefits and there will be 24-month time limit for assistance. Another new program T ANF (Temporary Assistance for Needy families) will have a five year cap. TANF recipients must meet requirements to receive benefits such as working either in the private sector or in community work experience. They must name and give identifiable information of the father of their children, attend school if they are under 18, and reside with their parent or an adult. Babies born after the mother has been on welfare 10 months will get no additional funds.
